Jones, Graham Sparks, Bob Palmer, Bianca Tirado, Rachael Coates Presenters: Dan Parker, Mayor James Mueller Agenda: Department Goals and Accomplishments Budget Hearing #1: Part 2 Committee Chair Karen L. White called to order the Personnel and Finance Committee meeting at 5:00 nm. She introduced the meeting as Budget hearing #1 part 2 as a continued overview of the 2021 budget. Committee Chair White gives the floor to Dan Parker to share his budget presentation. Dan Parker, City controller for the City of South Bend with offices located on the 12th floor of the County -City Building, South Bend, IN, presented the budget 2021 PowerPoint and introduced the next presenter. Pastor Michael Patton, NINA, Diversity, Compliance and Inclusion Officer, gave his 2021 budget overview presentation. Denise Riedl, Chief Innovation Officer, Department of Innovation and Technology gave her 2021budget presentation. Mr. Parker handed the floor over to Community Investments to present next. Alkeyna Aldridge, Director of Engagement and Economic Empowerment for the City of South Bend with offices on the 14th floor of the County -City Building, South Bend, IN, was the next presenter and gave her presentation for the 2021 budget overview. Pam Meyer, Director of Code Enforcement/Neighborhoods, gave her budget presentation. Tim Corcoran, Director of Planning for the City of South Bend, with offices located on the 14th floor of the County -City Building, South Bend, IN, gave his presentation for the Community and Planning Department 2021 budget. Dan Buckenmeyer, Director of Business Development, gave his budget presentation for 2021. The floor went back to Pam Meyer to present the Code Enforcement budget for 2021. Aaron Perri, Executive Director of South Bend Venues Parks and Arts (VPA), gave his budget presentation for 2021. Committee Chair White opened the floor for questions or comments from the Committee. There were none. Committee Chair moved to open the floor to Councilmembers for questions and comments. Councilmember Sharon L. McBride asked a claryifying question concerning Ms. Alridge Love Your Block program and pivoting to a new program. Couniclmember McBride asked Mr. Patton for an update concerning hiring minority women. Councilmember McBride stated she can be emailed the responses. Councilmember McBride made a statement directed to Mr. Perri, that she is not okay with cutbacks for current staff within the parks department. Councilmember Canneth Lee made a statement directed to the VPA Department. Charles Black Center and Martin Luther King Center are monumental places for our community. Cutting staff from these places should be revisited. Committee Chair White echoed the statements made concerning the recreational centers and cutbacks being made. She stated the importance for clarity on the objectives of these centers and the need for a break down of numbers concerning the programs offered and people attending. She made the statement that a VPA meeting is needed to further discuss these concerns. Committee Chair White opened the floor to the public for questions and comments at this time. Jorden Giger, 302 S. Falcon St., South Bend, IN. He proceeds with questions directed to Aaron Perri, Pam Meyer, and Tom Cocoran. His questions were heard, and each department will respond at a later date. Jacques Black, 118 Villageway, South Bend, IN. She proceeded to ask questions directed to diversity and inclusion concerns with minorities being hired in our community. Lynn Coleman, 6006 Buckhom Dr, South Bend, IN. He proceeds to ask questions towards the VPA Department for Aaron Perri. These questions will be answered at a later date by the department.
