AN ORDINANCE FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED
OFFICERS AND NON-BARGAINING EMPLOYEES OF THE CITY OF SOUTH BEND,
INDIANA, FOR THE CALENDAR YEAR 1993.
STATEMENT OF PURPOSE AND INTENT
This Ordinance sets forth the maximum amounts to be paid to non-bargaining personnel
employed by the City of South Bend for calendar year 1993. This Ordinance establishes such
compensation for approximately 318 non-bargaining employees by specific position or title.
The overall guidelines used in this Ordinance are consistent with the overall negotiating criteria
used for all City employees. In most instances these employees who meet the eligibility
requirements will not be receiving a base increase, but will be entitled to a bonus to be paid in
January and July of 1993, which would represent a total of a 4.2437% of their 1992 base salary.
It should also be noted that there are limited salary and/or base adjustments above the percentage
indicated, in order to properly address past inequities or additional responsibilities and duties
added to the affected positions.
It is believed that this Ordinance is in the best interest of the City and the affected non-
bargaining employees.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, INDIANA, as follows:
Section I. A. Maximum Compensation
1. The maximum base salaries and wages for non-bargaining employees of the City
of South Bend, Indiana for calendar year 1993 shall be no more than the amounts
listed below under the category entitled "1993 Salaries"; provided, however, that
nothing herein shall exclude the applicability of paragraph B herein, should the
qualifications set forth in that paragraph be met.

B. Bonus Payment.
1. The City shall pay bonuses to each eligible non-bargaining employee in the amount set
forth in the table listed above as more particularly listed under the category entitled "1993
Bonus". One-half(1/2) of the listed amount in the table shall be paid on the second pay
period in January of 1993, with the remaining one-half (1/2) amount being paid in the
first pay period of July 1993. All bonuses shall be paid by separate checks and shall have
normal withholding deducted therefrom.
2. In order for a non-bargaining employee to be eligible for one-half(1/2)the bonus amount
listed in the table category entitled "1993 Bonus" which is to be paid in January of 1993,
he or she must have worked in a full-time, non-probationary capacity as of January 1,
1993.
Section II. Holidays, Vacations and Other Monetary and Fringe Benefits Incorporated
by Reference.
Holidays, vacations, insurance benefits and other monetary and fringe benefits for non-bargaining
employees of the City of South Bend, Indiana, shall be set forth in the City's Personnel Manual with
those items being incorporated herein and made a part hereof as if set forth in their entirety. Two (2)
copies of said Personnel Manual shall be kept on file and made available for public inspection during
regular business hours in the office of the City Clerk on the 4th floor of the County-City Building, South
Bend, Indiana.
Section III. Effective Date.
This Ordinance shall be in full force and effect from and after its passage by the Common Council and
approval by the Mayor.
