Bids must be on the City of South Bend Bid/Proposal form provided, which includes a Non -Debarment
Affidavit, Non -Discrimination Commitment form, and a Non -Collusion Affidavit Form. An electronic copy of
a Certified Check or Bid Bond in the amount of not less than 10% must be submitted with the bid. The
awarded bidder will be required to send the original check or bid bond via USPS. A refund of the
bid security will be issued upon satisfaction of Bid Award.
The Board reserves the right to reject any or all bids or to accept a full or partial award of the bid or bids
which, in its judgment, will be to the best interests of the City of South Bend. If the Board elects to award
the base bid plus an alternate(s), the Board will look at the totality of the cost when determining the
lowest, most responsible bid.

4. Contractor does not knowingly employ or contract with an unauthorized alien, nor
retain any employee or contract with a person that the Contractor subsequently learns is an
unauthorized alien. Contractor agrees that he/she/it shall enroll in and verify the work
eligibility status of all of Contractor's newly hired employees through the E-Verify
Program as defined by I.C. 22-5-1.7-3. Contractor's documentation of enrollment and
participation in the E-Verify Program is included and attached as part of this bid/quote;

5. Contractor shall require his/her/its subcontractors performing work under this
public contract to certify that the subcontractors do not knowingly employ or contract with
an unauthorized alien, nor retain any employee or contract with a person that the
subcontractor subsequently learns is an unauthorized alien, and that the subcontractor has
enrolled in and is participating in the E-Verify Program. The Contractor agrees to maintain
this certification throughout the term of the contract with the City of South Bend, and
understands that the City may terminate the contract for default if the Contractor fails to

6. Persons, partnerships, corporations, associations, or joint venturers awarded a
contract by the City of South Bend through its agencies, boards, or commissions shall not
discriminate against any employee or applicant for employment in the performance of a
City contract with respect to hire, tenure, terms, conditions, or privileges of employment,
or any matter directly or indirectly related to employment because of race, sex, religion,
color, national origin, ancestry, age, gender expression, gender identity, sexual orientation

("WBE") as a factor in determining the lowest, responsible, responsive bidder.
In no event shall persons or entities seeking the award of a City contract be required to
award a subcontract to an MBE/WBE; however, it may not unlawfully discriminate against
said WBE/MBE. A finding of a discriminatory practice by the City's MBE/WBE
Utilization Board shall prohibit that person or entity from being awarded a City contract
for a period of one (1) year from the date of such determination, and such determination

justification to the City, subject to review and approval, why the cost of United States made

Pursuant to notices given, the undersigned offers bid(s) to the City of South Bend in accordance
with the following attachment(s) which specify the class or item number or description, quantity,

It is the intent of these specifications to describe a vehicle or piece of equipment for the City of
South Bend. The unit shall be bid as a fully equipped complete unit as set out in the attached
specifications fi�nlr�iwa«1...iNfalit bids willlct�aj,. Unit to be bid with and without trade-in
if applicable. Vendor to complete bid proposal contained in this bid specification and attach to
the submitted bid.
These are minimum specifications. Any variation from the specifications must be spelled out on
a separate deviation list in order for the bid to be valid. Any items not listed on the deviation
sheet will be assumed to be part of the unit.
Proprietary products or specific manufacturers may be referenced herein. Such references are
only made to demonstrate minimum scope, quality, and style of the equipment desired.
Equipment that is bid pursuant to these specifications shall be of equal quality and size, or
greater, to those referenced, and are subject to approval by the South Bend Board of Public
Works.
Vendor shall provide all information requested in speci Fications to qualify for bid. if information
on brochure submitted does not completely cover specifications requested, it shall be typed and
attached to brochure.
If an alternate is included within these specifications, please be advised that, alternate items
placed in the specifications are to determine the best configuration of the item within a budgeted
amount and may be included in the award criteria. If the Board elects to award one or more (s),
the base bid price and the alternate bid price(s) will be totaled and compared for all bidders
offering the final configuration. Award will be made based on the lowest responsible/responsive
bid prices submitted for the base bid with selected (s), if applicable. Failure to submit a bid on
an alternate may result in the entire bid being non -responsive, depending on the final
configuration of the product.
Payment will be processed once the unit is inspected and accepted as to meeting the
specifications by the Division of Central Services. This will include all manuals and warranty
documentation.
Bidder must state as accurately as possible an intended delivery date from the date of the
bid award. Due to the age of the City's existing fleet, it is imperative that the units be delivered
as quickly as possible. Stated delivery lead time may be included as an integral part of our

Debris Body:
The debris body shall be cylindrical and constructed from a

minimum '/4" high strength, non -corrosive steel with a minimum
yield point of 50,000 PSI and a minimum tensile strength of 70,000

Debris storage body shall have a minimum useable capacity of (9)

documentation shall be included with bid. State useable capacity.
For the safety of the operator, the debris tank shall have an external
load level indicator, which monitors the internal level of debris in
tank and is visible from the operator's station.
The body shall have a full-size rear door that is hinged at the top and
equipped with a replaceable neoprene type seal to prevent leakage.
Rear door to be hydraulically operated up to a minimum 90 degrees
and down and shall include a safety prop. Hydraulic locks to be
provided.
The rear door shall be equipped with a body drain hose which allows
operator to drain off excess liquids while retaining solids. This drain
shall have a minimum 6" diameter liquid drain with bronze gate
valve. Drain will have a minimum of 15' of lay flat hose. State
height of decant drain opening.
A decant system shall be provided that assures 80% of debris tank
liquids are drained off while on the street.
The rear door shall have a decant screen to aid in the decanting
process.
For the safety of the operator and to eliminate the possibility of the
debris tank corning into contact with tree limbs and electrical power
lines, under no circumstances shall the debris body elevate during
the decant process.
For the safety of the operator and to increase productivity, the decant
process must occur at the operator's station and shall not require the
operator to leave his station to relocate or reposition the truck.
Debris body shall be dumped by raising the body to a 50-degree
angle utilizing a forward mounted, double acting hydraulic
telescoping hoist minimum. Unit to include safety prop. Debris
body will have an electric body vibrator, positioned at the operator's
station, to assist in removing the debris while dumping. A system of
high-pressure spray nozzles shall be installed to completely flush the
debris tank, including top, sides, bottom, and rear door.
The debris body shall be fixed on an independent frame, separate
from the chassis frame and mounted via a 3-point mounting system
to allow flexing to occur without causing frame damage.
Debris body shall be supplied with a bolt on spill shield that is easily
removed for cleaning. Shield will be a minimum 12" on bottom half
to keep debris away from the rear of the machine, including the rear
bumper assembly and water tanks. Body to be painted green to
match existing fleet.
A manual tank body prop shall be provided. Installation of prop
shall be accomplished from the side of the chassis. Units requiring
the operator to position themselves under a raised body will not be
accepted.
An automatic stainless -steel ball(s) check valve shall be installed
inside the debris body to prevent over filling. When the debris tank
is full, the device shall automatically stop the flow of the air to the
vacuum system and prevent water and debris from entering the
positive displacement vacuum pump.
The unit must be able to safely dump the complete load of debris
with a full tank of water.
The air drawn from the debris body must pass through a filter system
of adequate size to protect the vacuum system. The system must be
easily cleaned and maintained from the ground level without putting
the operator in hann's way.
The debris tank shall have a minimum of ten year non pro -rated
warranty. Warranty must cover materials, workmanship, and rust
through.
A lubrication manifold shall be provided to allow ground level
greasing.
Fold down, spring assisted, pipe rack(s) to be provided to hold a
minimum of 6 pipes. This pipe rack(s) can be mounted on rear door,
left, and/or right of debris body tank. Storage racks must be
accessible from ground level without raising the debris body,
stooping down, or reaching up over the operator's shoulders.
Steps to be included on side of tank for access to inspection cover
and any other inspection point where ground level access is not
possible.
Water Tanks: Water tanks must have a minimum metered capacity of 1,000 YES NO

The fill system shall include an air gap anti -siphon design to protect
the water supply.
Water level gauge/tube shall be located at the operator's station and
fill station.
Low water alarm to be equipped to warn operator of low water in
tanks.
A 2 ''/2" diameter x 25' long hydrant hose, with proper connections,
shall be included.
A continuous fill system shall be provided so that the unit may be
hooked directly to a hydrant.
The water tank shall come supplied with a "Y" pattern stainless steel
strainer to filter the water before it enters the tank.
The water tank shall carry a lifetime warranty against corrosion or
cracking.
The water supply to the pump shall allow dumping of the debris tank
and operation of the water pump while in the full dumped position.
Vacuum System shall be a roots type model 824 or better positive l S NO
System: displacement blower. Blower to be capable of 4400 CFM @ 18
inches of mercury.
Three (3) vacuum relief valves shall be built into the vacuum system
to maintain high negative pressure.
Air vacuum system shall have an air actuated vacuum relief valve
that allows vacuum relief at suction tub while maintaining free air
flow through the positive displacement vacuum pump.
The positive displacement blower shall carry a five (5) year
manufacturer's warranty.
Engagement and disengagement of the air vac system shall be
performed at the operator's station and/or from inside the cab.
One vertically mounted stainless -steel micro -strainer in a centrifugal
separator shall be incorporated between the exhauster and debris
tank. The vertical mounting shall allow the settling of contamination
out of the main airflow.
The filter house shall contain a removeable and washable Filter
element. Manufacturer to supply most current air filtration design.
The vacuum system shall operate independently and/or
simultaneously of the water pump system. It shall be capable of
variable operating ranges and be powered by the truck chassis
engine.
A vacuum/pressure gauge shall be supplied at the operator's station.
An internal boom valve shall be supplied and operated from the
operator's station and remote pendent. Valve shall be capable of
completely stopping all airflow to build an instantaneous 16" Hg
within the debris body. The valve shall also be capable of quickly
opening to create an immediate updraft.
Blower Drive:
Chassis driven directly through a continuous duty transfer case. Any

bidder wishing to bid an alternatively driven blower may do so with
a detailed explanation of the system and the benefits to be received
by the City of South Bend from the use of such a system. All
bidders must include detailed diagrams of blower drive system
being bid. Central Services personnel will review the systems bid
for reliability and ease of service. The results of this review will be
used as a part of the overall evaluation of the units bid.

Up Hose:
Rotation, extension, and lift shall be controlled hydraulically at the
operator's station by means of a "joy -stick" and by a portable
pendant control that can operate all boom functions including the
internal boom valve. Pendent control shall have a quick disconnect
and be able to reach beyond the extended boom in any direction.
For operator safety, a vacuum shut off switch shall be provided at
the operator station that will instantly cut off vacuum air flow and
reduce engine RPM to idle. Unit will also include an emergency
stop system at every operator interface/control station.
The boom shall be mounted at the rear portion of the debris body
with a minimum 320' rotation providing full coverage of the
potential work area.
The boom shall rotate right and left a minimum of 270 degrees.
Boom shall reach to the side a minimum of 23' from the center of
the truck and raise to a minimum height of 25'.
Boom shall have a minimum 1,000 pound lift capacity.
The vacuum system pick up assembly shall be 8" heavy duty.
A diagram showing both vertical and horizon boom coverage shall
be supplied with the bid.
A boom tie down shall be supplied to keep the boom in a stationary
position while the unit is traveling over the road.
The vacuum intake system shall, by design, deposit solids in the
debris tank to ensure proper weight distribution between the front
and rear axles, for maximum driver control and safety.
The wireless controller system shall include two controllers and an
in -cab charging system.
The boom shall include a "boom up" safety alarm system that will
sound inside the cab if the boom is not properly stowed before
transport.
The following 8" dia. pipe extensions with clamps will be provided
and carried on the truck:

High Pressure The following is a description of the hydraulically driven high- 1.'S Y NO
Water Pump: pressure water pump currently use by the City of South Bend. This
system has proven very effective and does meet all our requirements„
Any bidder wishing to bid an alternatively driven pump may do so
with a detailed explanation of that system and the benefits to be
received by the City of South Bend from the use of such a system.
Such an alternative system may or not be acceptable to the City.
Belt type drive will not be acceptable.
Water pump shall pump with continuous smooth water pressure and
the ability to run dry without damage. An accumulator will be
provided, if necessary, for continuous smooth water pressure.
The high-pressure water pump will be designed so no damage will
occur if run at normal operating speed without water for 10 minutes.
A certification by the original water pump manufacturer to operate
in such a manner shall be provided.
The hydraulic flow to drive the water pump will be from a hydraulic
oil pump by the truck engine via a heavy-duty air shift power take
off. The water pump shall operate with an oil to water ratio of 1 to
1.
The power take off shall engage the hydraulic pump but not the
water pump to eliminate unnecessary high-pressure ball valve
bypass and water pump wear.
The rated design capacity of the high-pressure water pump shall be a
minimum of 10 GPM and 2,500 PSI. A certification by the pump
manufacturer for continuous duty shall be provided.
The unit will come equipped with an air purge system to force water
from the high-pressure system. Drain plugs will be provided in the
bottom section of the water pump for complete cold weather
draining.
The water pump shall be capable of maximum water pressure and
flow while achieving maximum vacuum pressure. The water pump
shall operate independent of vacuum system.
An oil to water heat exchanger will be provided in the water system
to cool all hydraulic fluids on the unit.
A monitor light shall be provided to indicate when designed flow or
pressure is exceeded.
Water pump shall have capabilities of being engaged or disengaged
form driving mechanism at one front control panel by turning on or
off an electric switch thus providing added control and safety.
A gravity line with on/off valve shall be mounted to truck for the
purpose of washing hands and equipment. It should be mounted in a
manner where the operator can turn valve on and wash up from
standing on the ground, and on the curbside of the unit.
Water pump will be mounted in an insulated and heated cabinet.
This will protect it while using unit in cold weather.
Hydro- A smooth continuous variable flow of a minimum of 10 GPM and (YES / NO
excavation 2,500 PSI shall be provided at the digging lance. The digging lance
System: shall be high pressure full functioning with on/off control,
replaceable tips, and a relief valve set at a minimum of 2,500 PSI.
The gun shall include 2 digging nozzles, 2 lance extensions, and 1
rotating nozzle.
The system shall include 50' of/z" high pressure hose on a
retractable spring -loaded hose reel located on the passenger side of
the unit next to the manhole/wash-out cleaning system. System to
have a main control valve, heavy duty unloader valve, and high
pressure quick disconnect fittings. Hoses and reels will be in an
enclosed fully in a heated and insulated cabinet for cold weather
protection.
Cold Weather
A water recirculation system shall be included that is designed to

prevent freezing of water in winter conditions by circulating the
water through the water system. This system must be designed so
that the truck is usable while recirculating water. Controls to be in
an enclosed heated cabinet. Unit to include a minimum 400,000
BTU diesel fired water heater system.

insulated and heated cabinet(s).
Draining of the water system must be accomplished by having drain
ports on the lowest components on the water system. An air system
to blow out all water in pump and lines using the chassis air system
shall be provided.

A handgun will be supplied that comes equipped with 50' of wire
reinforced hose. The handgun should come equipped with quick

Handgun system will include a center mounted coupler that allows
the operator to deliver water to area served by pick up hose and to
the inside of the debris body for clean out. The handgun should
allow for changing of flow pattern from a fine mist to a steady
stream.

All travel pick-up and delivery for any warranted repairs is the
vendor's responsibility and must be within twenty-four (24) hours o f
notification to the manufacturer, excluding weekends and holidays.
Factory authorized service location with stock parts must be
provided by the manufacturer.
Two copies each of operational, parts and repair manuals shall be
provided for both the Hydro Excavator and the chassis Any
available technical date sheets shall also be provided, and two sets of
line tickets shall be furnished on the truck.

The equipment furnished pursuant to these specifications shall be
warranted by the manufacturer as follows:
All equipment supplied by the bidder, whether or not manufactured
by the bidder, will be warranted by the bidder for a minimum of one
(1) year from the date of acceptance after delivery.
The vacuum pump shall be warranted for a period of 2,000 hours.
The debris tank shall be warranted for a period of ten (10) years.
The water tanks will be warranted for a period of ten (10) years
against cracking or corrosion.
The warranties indicated above shall be provided to the City at no
additional charge. The manufacturer, under these warranties, shall
replace all equipment or parts required without cost to the City for
the periods of the warranties, provided that the unit is serviced as
outlined by the manufacturer. Said written warranty shall be
certified and provided to the City at the time of delivery.
In addition to the warranties required above as a part of the bid price,
the bidder is asked to describe any additional warranties that are
provided by the manufacturer on the equipment. Specifically, the
bidder is asked to describe any additional warranties that might be
available for the water pump, the power train, the vacuum pump, and
the debris body. If additional warranties on these and other parts of
the equipment can be provided to the City at an additional cost,
bidder should indicate the terms of these warranties and the cost
involved. The cost of additional warranties should not be included
in the bid price but listed separately as options.
Chassis 12 months/24,000 miles complete. Engine and transmission
as specified. The unit shall be awarded as a complete unit including
al I sewer cleaning equipment. The successful bidder will be
responsible for all warranty repairs and/or the transportation of the
unit to and from authorized warranty repair facility within 8 hours of
notification excluding weekends and holidays. Failure to do so will
result in a $200 per day late charge. The unit shall include a one
year/unlimited mileage towing coverage policy. Exceptions to this
policy may be grounds to reject a vendor bid. It is the objective of
Equipment Services to keep this equipment available for use on a
24-hour basis. Therefore, repairs that may require lengthy travel
