Typical work practices include, but are not limited to: wet mist, fold and remove all containment polyethylene sheeting; HEPA vacuum all visible surfaces including walls, floors, ceilings and window troughs from the top down; detergent scrub all horizontal surfaces in small sections using a 3-bucket system, changing rinse water every 250 SF; completely rinse with clean water and new equipment. After surfaces are dry, HEPA vacuum all visible surfaces except ceiling. Contractor may also elect to install new floors, seal horizontal surfaces, paint concrete floors, or utilize other means and methods to ensure lead dust hazards are resolved and clearance is acheived. Part 800, the staff of the Indiana State Historic Preservation Officer (“Indiana SHPO”) has conducted an analysis of the material s dated and received on March 19, 2020, for the above indicated project in the City of South Bend, St. Joseph County, Indiana. Based on the submitted information and the documentation available to the staff of the Indiana SHPO, we have not identified any currently known archaeological resources listed in or eligible for inclusion in the National Register of Historic Places (“NRHP”) within the proposed project area. However, this identification is subject to the ground -disturbing project-related activities remaining within areas disturbed by previous construction of a recent and non-historical nature. If archaeological deposits are encountered from the post -contact period, they will be evaluated regarding their eligibility for the NRHP in consultation with the staff of the Indiana SHPO. Please contact our office if such deposits are encountered. The archaeological recording must be done in accordance with the Secretary of the Interior’s “Standards and Guidelines for Archaeology and Historic Preservation” (48 F.R. 44716) and a report of the archaeological documentation must be submitted to our office for review and comment. In regard to buildings and structures within the probable area of potential effects, we have noted the West LaSalle Avenue Historic District which was listed in the National Register of Historic Places on September 18, 2013. The Bernhard Neitzel house located at 713 West LaSalle Avenue is a contributing resource to the historic district. Additionally, the house is considered a local landmark governed by South Bend Historic Preservation Commission ordinances. We understand that a portion of the scope of work includes three alternatives for thirty-two windows in the home. These project alternatives include: (1) installing custom wood replacement windows; (2) installing vinyl replacement windows; (3) removing lead based paint from friction surfaces, encapsulation of components and re-installing historic sash with vinyl jamb liners; and (4) complete restoration of existing wood windows to include removal of a ll of the lead based paint and repair of existing counterbalance system. From the photographs provided, it appears that the existing windows are historic and original to the house. According to Standard number two of the ‘Secretary of the Interior’s Standards for Rehabilitation,’ original windows should be retained and repaired. We note that staff of the South Bend Historic Preservation Commission have toured the property and assessed a selection of windows which they believe are in good and repairable condition. Based on the information provided up to this point in the process, we believe that restoration of the windows is the appropriate treatment, and that the full restoration alternative is the most preferable option to preserve the historic integrity of the Bernard Neitzel house. We note that approval of the South Bend Historic Preservation Commission is also required for the exterior aspects of this project, and that the Commission and staff also serve as a consulting party to the Section 106 review. According to the Property Inspection report from the 2016 purchase of the house by current property owners, there are “broken window panes in 3rd floor window and kitchen, signs of weather at window framing, missing locking mechanism/weights at window in dining area, window will not stay open by itself, broken sash ropes in bath, cracked window pane in bathroom, window painted shut by basement steps.” Staff met with the owners on site on 3/5. Inspection of the windows in the lower unit revealed original wood windows to be in average condition and are repairable. Further considering the problem areas notified in the Property Inspection, these windows have experienced deferred maintenance but can be rehabilitated through paint removal, glazing, new paint, and re-roping weights. At 136 years aged, this entire window and its components can be repaired indefinitely. Staff has expressed concern for altering the original operating mechanisms to one that has a lifespan of 10-20 years without the ability to be repaired. The proposed alteration will cause the original operating mechanisms to be compromised, no longer having the ability to be repaired. It is unknown to staff how the jamb liners will alter the appearance of the windows, but the assumption is that it will be minimal. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. b. siding materials—the Commission discourages the covering or alteration of original materials with additional siding. DON'T REPLACE - REPAIR your old wood windows with new, thermally-efficient, rattle-free jambliners! WIDTH To find the width of the sash opening, measure from inside jamb to inside jamb. This measurement should be approximately 4" wider than the glass width. OPENING WIDTH INSIDE OF HOUSE HEIGHT To find the height of the opening, measure from the header to the sill at the inside edge of the parting bead. This measurement is normally about 6" greater than double the glass height. Also needed is the longest opening height. 2. If you are replacing sash fitted with ropes or chains, it will be necessary to prepare your opening as follows: a. Cut off ropes or chains. b. Remove sash weight pulleys (four). c. Remove side parting beads; save the head parting bead as it will be reused. If you are only replacing defective or worn balances, you will need to remove all existing hardware and make room for your new sash/balance system. 3. Note do not put tension on spring until sash and track are partially into opening. 10 Fasten track to side jamb by either using a small (3/4 brad) or a staple gun. 11 Reinstall top parting strip. Note: track might need to be lubricates with silicone spray to operate smoothly. 12 Sit back,have a cold drink and admire your work..
