White and the Invocation (Kyle Kuipers, Young Life Area Director) was given. City Clerk Dawn M. Jones announced, Good evening members of the public. McBride made a motion that the minutes of the July 27th, 2020 meeting of the Council be accepted and placed on file. Councilmember Sheila Niezgodski seconded the motion which carried by a voice vote of nine (9) ayes. SPECIAL BUSINESS BILL NO. 20-25 A RESOLUTION OF THE SOUTH BEND COMMON COUNCIL HONORING THE WORK OF PASTOR DAVID SCHRADER OF GRACE UNITED METHODIST CHURCH Councilmember Jake Teshka, 2416 Chesire Drive, South Bend, IN, served as the presenter to this bill. Councilmember Jake Teshka read the resolution into the record: A Resolution of the South Bend Common Council honoring the work of Pastor David Schrader of Grace United Methodist Church. Whereas, Pastor David Schrader was ordained in 1980 and has been in ministry for forty (40) years; thirty-five (35) serving churches and five (5) serving as District Superintendent, and , REGULAR MEETING August 101, 2020 Whereas, Pastor David is a graduate of Indiana University South Bend where he earned the highest award for his major, philosophy and an international award for work in his minor area of study, history. He went on to earn his Master of Divinity from Garrett -Evangelical Theological Seminary and his Doctor of Ministry from the Graduate Theological Foundation with classwork done at Christ Church College at Oxford University, and, Whereas, during his career in ministry, Pastor Schrader has baptized two hundred and fifty (250) people, conducted four hundred and twelve (412) weddings and three hundred and fifty-four (354) funeral services, and, Whereas, Pastor Schrader has had served seven churches throughout his career including the last thirteen as pastor of Grace United Methodist Church on South Bend's South Side. He is the longest serving pastor in that congregation's one hundred and fifty-two (152) -year history, and, Whereas, as the co- founder and President of the Board of Directors of Children of Abraham, David helped provide hundreds of millions of dollars in medical aid to free clinics and hospitals in third world countries, and, Whereas, throughout his career, Pastor Schrader has served the United Methodist Conference as Secretary of the Bishop's Cabinet, Chair of the Human Resource Committee, Chair of the Conference Board of Global Ministries, Chair of the Division of Financial Stewardship, Vice - Chair of the Board of Ordained Ministry and as liaison to the Garrett -Evangelical Theological Seminary. He was also a representative to the 2001 World United Methodist Conference in Brighton, England, and, Whereas, Pastor Schrader has served the extended Church as Adjunct Professor of United Methodist Studies and Field Education at the Associated Mennonite Biblical Seminary, a Trustee of Evansville University, and a member of the Board of Directors of Methodist Hospital. He has also served as a part-time prison chaplain at the Joliet and Westville correctional facilities and as associate Chaplain at LaPorte Hospital. Now, Therefore, Be It Resolved, By the Common Council of the City of South Bend, Indiana, as follows: Section One (I) We thank Pastor David Schrader for his dedication to excellence in all the ways in which he has served our community and beyond. Section Two (II) We congratulate Pastor David on his retirement and wish he and his family the best in all their future endeavors. Section Three (II) This Resolution shall be in full force and effect from after its adoption by the Common Council and approval by the Mayor, Thisbeing the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. There were none. Council President White gave the floor to comments from Council Members. Councilmember Jake Teshka made a motion to adopt Bill No. 202025. Councilmember Lori K. Hamann seconded this motion which carried by a roll call vote of nine (9) ayes. REPORTS OF CITY OFFICES Representing the City Administration: Kacey Gergely, Chief of Staff PUBLIC HEARINGS BILL NO. 12-20 PUBLIC HEARING ON AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, ADDING ARTICLE 1, DIVISION 2, SECTIONS 2-12.2.1 TO AND INCLUDING 2-12.2.9 OF CHAPTER 2 OF THE SOUTH BEND MUNICIPAL CODE TO CREATE A CITIZENS' POLICE COMPLAINT BOARD AND PROCEDURES GOVERNING THE BOARD Councilmember Sharon L. McBride made a motion to continue Bill No. 12-20 to the August 24`h, 2020 South Bend Common Council Meeting. Councilmember Sheila Niezgodski seconded this motion which carried by a roll call vote of nine (9) ayes. REGULAR MEETING August 101, 2020 Councilmember Henry Davis Jr. expressed his dissatisfaction with the communication from the City's Administration. NEW BUSINESS Councilmember Lori K. Hamann announced her work on an Ordinance to regulate tire waste and disposal in the City. She has a meeting scheduled on August 18a at 10:00 a.m. with individuals in the City to discuss this. She extends the invitation to anyone, especially businesses interested. Council President Karen L. White announce the first (15) budget hearing to be held August 12a. Councilmember Sharon L. McBride thanked everyone for their help in the event held August 15`. PRIVILEGE OF THE FLOOR Jesse Davis, P.O. Box 10205, South Bend, IN, encouraged the Council to continue working on the homelessness issue. He also inquired about the large gatherings that have been happening amidst the global COVID-19 pandemic. ADJOURNMENT There being no further business to come before the Council President Karen L.
