Under the requirements of this ordinance, a Certificate of Appropriateness (CoA) is required for any activity which requires a building permit or which alters the appearance of the building or site. Painting of previously painted surfaces is released from this requirement and requires no approval. Consideration by the Historic Preservation Commission of proposed repairs or alterations is guided by the Chapin Park Local Historic District Standards & Guidelines”. A printed version of the Standards and Guidelines is included with this letter. The Standards and Guidelines for South Bend’s individually designated local landmarks and local historic districts are available online in .PDF format at the Historic Preservation Commission website: www.southbendin.gov/hpc Periodically Historic Preservation Staff make ‘windshield’ surveys of individually designated Local Landmarks and Local Historic Districts to determine if there have been any changes executed without a Certificate of Appropriateness. Staff was made aware of modifications to the property on July 29th, 2020 regarding the replacement/alteration of the front porch at the front of the 619 North Lafayette Boulevard property. Photographs of the documented changes are included with this correspondence. “When deteriorated beyond repair, existing or original porches, stop, patios and steps, including handrails, balusters, columns brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure.” A Certificate of Appropriateness is required for your project. Administrator n/a x x Chapin Park Chapin Park x 8/19/20 My great-grandfather bought this house in the 1970s and it has been an important part of my family for my entire life. When I took over ownership of the house in 2019, my goal was to preserve and restore as much of the original historic elements of the house as I could--starting with the exterior. Throughout the renovation, I made it my mission to diligently restore the house to its original form, without cutting corners or making quick fixes. As time consuming and tedious as it was, the original pine floors, original decorative wood trim around doorways, and original door knobs and locks have all been completely restored after over 100 years of various paint layers and thick stains. While the exterior was certainly the largest renovation project, my mission remained. From the oldest photographs I have of the house, I initially thought the original exterior underneath the current blue vinyl siding was brick. Upon further inspection, what I thought was brick was really faux brick siding, and the true original exterior was wood siding. The original exterior lays buried under a layer of faux brick, nailed and glued to the wood siding; yellow insulation wrap, nailed to the faux brick and wood siding; and then the current blue vinyl siding. While the restoration of the wood siding was a major consideration for my home renovation, it ultimately became a dream that fell outside my budget. With the labor associated with removing the non-original exteriors, removing all nails, and properly restoring the wood siding without causing more damage to the original exterior, the total costs of that option were just too high (see attached A&M estimate). After much thought and consideration, I opted for an in-kind replacement to the existing exterior siding, designed to match the original wood siding laps while staying consistent with the style of other homes in the Chapin Park district. However, the restoration of the original wood siding remains my eventual goal. As such, I worked with my contractor to select a strong, premium, weather-resistant vinyl material that would not only match the home aesthetic, but also more effectively preserve the original wood siding than the current exterior. However, there are a couple questions we had to complete the COA for the Commission’s paperwork. In assembling the COA paperwork and after going back through our email exchanges, I don’t find a site plan (per the checklist on page 3 of the application), please forgive me if I’ve missed it. The need for a site plan is to show dimensions for the new brick porch in context with the property. Hand drawn on a satellite view from GoogleMap will work. In clicking the link for Rose Brick, it doesn’t direct me to the specific brick that has been selected. Please either send a link to specification or a pdf. Thank you for noting the mortar! 2 Same with Royal Building Products website for the specification on the vinyl that has been selected. Regarding the A&M quote for new siding – what kind of siding were they proposing? And is that quoted price of $60,000+ for just new siding or the other mentioned flashing, lights, gutters? We talked on the phone about your eventual desire to restore the original wood siding, to which you point out in the application narrative. Do you have any quotes for repairing the original wood siding? The A&M seemed only to be for replacement. Lastly, in Ross and Adam’s site visit report, they mention a chimney. Porch: The front porch reconstruction was close to completion. The newly installed red brick porch replaced the previous concrete porch and steps. Installation appeared to code, with proper step height. Siding: The house is currently clad in vinyl siding. The homeowner has proposed removing the existing vinyl siding and replacing it with new vinyl siding. Conversations with the contractor and homeowner indicated that the proposed replacement siding would not adversely impact the window openings, as the existing trim and reveal would be replicated. The original wood siding was visible when the current vinyl siding was pulled back. The condition of the wood siding looked in serviceable condition, were it to be unveiled at a later date. The house has a later rear addition that does not have ‘original’ siding beneath the vinyl siding. In the future were the homeowner to consider a reveal of the original siding on the structure, this rear addition would require the installation of a new alternative material. There is a later garage at the rear of the property. This garage was constructed with vinyl siding. In the future were the homeowner to consider a reveal of the original siding on the main structure, this rear garage would either retain the vinyl siding or need to be resided in a new material. Additional Concerns: There is an ancillary chimney on the south façade. The top of this chimney is missing. Staff informed the property owner that disassembly of the chimney should be considered and informed them of previous examples of ancillary chimneys in Chapin Park that were approved to be removed. The narrow lots and close proximity Page | 2 of neighboring houses along Lafayette Boulevard may complicate this, but it should be feasible. The homeowner expressed frustration regarding the care and maintenance of the alley. The alley terminates north of the property in question and is prone to standing water (which was visible during the site visit). The property owner would like to see more concerted maintenance of the alley by the City of South Bend, including regrading, if possible. Staff encouraged the property owner to contact 311 and Public Works to voice their frustrations. The homeowner expressed concern regarding the property to the west (across the rear alley), where multiple diseased/dying trees stand. The property owner expressed concern that limbs from those trees had compromised the power lines of the neighborhood. Staff encouraged the property owner to contact Code Enforcement and the City Forester, Brent Thompson, regarding the subject trees. Adam Toering Historic Preservation Specialist atoering@southbendin.gov Here is a picture I found. Note the vertical solider brick at the bottom. We wanted to emulate those components on the house, which we did with our updated brick work. While we were not able to find a picture that contained the original brick porch, I did speak with my grandma and great grandma to confirm again that it did in fact exist. They believe it was changed over to concrete in the late 1970’s/ early 1980’s— around the same time the vinyl siding was installed. We certainly wish we had images of the porch, but we are excited nonetheless at the prospect of recreating a component of the house that closely resembles the original. 629 N. Lafayette Blvd. Brick work completed by homeowner and family member, Rick Watts, who is a journeyman bricklayer by trade. Evaluation was completed by Rick Watts. Brick work was necessary due to the instability and irreparable damage of cement porch and front facing facade of brick foundation. Pre-existing cement porch is believed to have once been a fix for similar irreparable damage to brick porch. Damage to the front facing facade of brick foundation penetrated deep into the foundation-- letting in moisture, water, insects, mice, etc-- leading to the deterioration of brick and moisture/pest problems. Goal was to restore the original look of the brick front facing facade and porch while also eliminating risk of further damage. Dug out around the front foundation to expose foundation for repair. Repaired and sealed bricks to ensure waterproof and no leaks inside the impacted area. We implemented an S Mortar to adhere to a structured form.
