Cottrell, Bruce J. BonDurant, and Jack Reed present. Also present were Board Attorney Thomas Bodnar, Police Chief Darryl Boykins, and Fire Chief Howard Buchanon. "rhe meeting was held in the Board of Public Works Meeting Room, 13th Floor, County City Building, South Bend, Indiana. ADDITIONS TO THE AGENDA .Ar. Bodnar noted the addition of a request for a paid extension of medical leave by Corporal Britton Odle, Police Department, to the agenda. Corporal Britton is recovering from a cesarean section and needs the additional time to heal. Mr. Bodnar stated she is entitled to an unpaid medical leave extension,, but is requesting a paid extension. Jeff Vitton, Community and Economic Development, informed the Board that the request for annexation is for just less than five (5) acres near the comer of Portage Avenue ain-d Cleveland Road, surrounded by an area. already annexed by the City of South Bend. He noted that it is not expected that the new aimexation area will increase service calls by either Police or Fire Departments substantially. He stated that the annexation is expected to bring in tai revenues of approximately $215,000.00 in five years that will be greater than the anticipated costs. Upon a motion by Mr. BonDurant,, seconded by Mr. Cottrell and carried, the -following Resolution was approved by the Board of Public Safety: RESOLUTION NO. 12-2008 A RESOLUTION OF THE BOARD OF PUBLIC SAFETY OF THE CITY OF SOUTH BEND,, INDIANAr ADOPTING A WFJTTEN FISCAL PLAN AND ESTABLISHING A POLICY FOR THE PROVISION OF SERVICES TO AN ANNEXATION AREA IN GERMAN TOWNSHIP (CLEVELAND AND LYNNEWOOD ANNEXATION ARE A) WHEREAS, there has been submitted to the Common Council of the City of South Bend, Indiana, an Ordinance and a petition by all (100%) property owners which proposes the REGULAR MEETING arnexation of real estate located in German Township, St. Joseph County, Indiana, which is more particularly described at Page 15 of Exhibit "A" attached hereto-, and NOW,, THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC SAFETY OF THE CITY OF SOUTH BEND, INDIANA,, AS FOLLOWS: Section I. it is in the best interest of the City of South Bend at-id the area proposed to be aimexed that the real property described more particularly at Page 14 of Exhibit "A" attached her to be annexed to the City of South Bend. Section 11. It shall be and hereby is now declared and established that it is the policy of the City of South Bend, by and through its Board of Public Safety, to furnish to said territory police and fire services within one (1) year of the effective date of annexation in a. manner equivalent in standard and scope to similar services fu fished by the City to other areas regardless of similar topography, patterns of land use, or population density and in ai. manner consistent with federal, state and local laws,, procedures, and plaiming criteria. Section 111. The Board of Public Safety shall and does hereby now establish and adopt the Fiscal Plan, attached hereto as Exhibit "'A", and made a part hereof, most particularly those provisions pertaining to police and fire protection at pages 6 and 7 of Exhibit "A", for the ftimishing of said services to the territory to be annexed. There being no further discussion'. the donation was accepted and filed. President Alford indicated that unless there were questions or objections by members of the Board, the statistical analysis report for the month of February 2008 as submitted by the Police Department would be accepted for filing. She was eligible Cor sick buy back in 2007 and banked twenty-four (24) hours of her time. Upon a motion made by Mr. on Durant, seconded by Mr. Reed and carried, the extension of paid medical leave was approved.
