City of South Bend, Indiana
Honorable Board Members,
The South Bend Police Department is requesting Board approval for the disposal of surplus/obsolete
equipment no longer being issued to officers with the South Bend Police Department. The equipment
includes expired ballistic vests of various brands which are no longer used by the SBPD and cannot be
issued out.
There are 100 ballistic vests to be destroyed. A standard ballistic vest has a usage life of five years
before it begins to break down; these are well beyond that time frame but have been turned in by
officers as they either retire or obtain a newer vest. These vests are no longer fit for police usage and
cannot be given out for protective purposes.
These ballistic vests would be turned into Fiber Brokers International, LLC. As Kevlar, and other vest
materials, are often toxic when they decompose they cannot be destroyed in house. This company
specializes in the safe deconstruction of ballistic materials; they will destroy and recycle what they can
of the vests that they receive. They will then provide a certificate of when the vests have been
destroyed for our records.
Thank you,
