The January 2, X007' meeting of the PARC Committee of the youth Bend Con~r~on
Council eras called to order by its Chairperson Council Member Ann Puzzello at
p,m. in the Council's Informal Meeting Room.
Persons in attendance included Council Members I~upa, Kelly, Dieter, Varner, Rouse,
I~irsits,lllf bite and Puzzello; Mayor Stephen J, Luecke, Martha Leuvis, City Clerk John
Voorde, City Controller M. Catherine I=anello, Mattheuu Moyers, Bill Carlton, Mark ~.
Tulohinsi'cy, Sue I~Cesin~, Janie Loo of the ouch Beni ~r~b~r~e and Kathleen Cekanski-
~'arrand, Council Attorney.
Council Member Puzzello noted that the Committee consisted of Council Metiers
Dieter, uspa, I~Cirits and herself. She then introduced Mr* Mark D. Tulchinsky, vtirha
she has selected to be the citizen rner~ber of the Cor~mitte. Mr~ Tulchinsky is the
Principal of Monroe and v~ill act in an ex-officio capacity today since he has not been
officially s~rorn in as a citizen r~er~ber.

Council Member Puzzello called for a faunal presentation on Bill No. 9~-0~.
City Controller M. Catherine i~aneilo rude the farrr~al presentation, She noted that the
proposed ordinance sets far the casts for personnel and supplies ~rhich are needed to
run the greenhouse far X007. Personnel r~auld corner the cast of a full-time hourly
individual Frith benefits and the supplies vuauld include office items with services
covering utilities, electricity, etc.
In response to a question from Dr. Varner, Mr. Carlton noted that repairs to the
greenhouse are ongoing and that those that have and vuill be made vuill make the facility
rore efficient. Stopgap reasures to the rout have been addressed.
Sue I~Cesim of 402 Kennedy spoke in favor of the Bill.
Mayor Lucke noted that the greenhouse had not been included in the budget last fall.
VI~'ith the support of the Bontanical Society of South Bend, the increase in zoo admission
of ~ v~hich vuas authorized by the Park Board, and other grant funding measures, top-
gap reasurs have been under taken. More r~rork needs to be done, but much
progress has been made to keep the greenhouse aperationalt

Following discussion, Council Member dieter made motion, seconded by Council
Mernber l~irsit that Bill No~ 9~-0~ be recommended favorably to Council. The motion
passed
Council Member dieter thanked everyone for their hand vuork in keeping the
greenhouse complex operational

Council Member Pu~~ello called far a presentation from the Botanical Society of South
Bend.
Martha Lev~ris, Interim Treasurer of the Botanical Society of South Bend provided an
update to the Cornrr~ittee~ ~~, Lewis noted that there are 4 members who come frorn
South Bend, Mishav~raka, nary, Elkhart, 1=ort 1~Vayne, Irrien prin~,111~et Lafayette,
Bremen and Lawrence, l~Cansas. donations have been received from individuals from
lndiana,111inoi and Michigan= A total of 14,97~.g8 has been received to date.
Counci! Member Pu~~ello thanked M. Lewis for the update and requested ~ v~rritten
report.
Sue l~esir~ of 40 Kennedy and member of the Botanical Society of South Bend
reported an the activities of the Botanical Society highlighting: upcoming projects and
events, projects completed, and projects in progress ~copY attached,
In response to a question from Council Member Dieter, it was noted that ~,4gg to
4,~g~ is the projected cost of the lighted sign for the conservatories. Burkhart has
made proposed design for the sign, a dopy of which vus requested by Council
Memberieter,
Council President douse inquired about the coordination of the many activities at the
green house.
IVlatthe~v Moyers of the Park department stated that he i the liason for the deparkment
and noted that the Botanical Society is a joy to work with on the many
greenhouelconservatoryactivities.
In response to a question from Council Member I~uspa, Mr= Moyers noted that the
greenhouse was first constructed in ~ ~~F with additions- taking place in 9~ and 968,
There have been working partnerships with many groups ever the years, however the
most formal ongoing relationship i the current one with the Botanical Society of South
Bend.
Mayor Luecke noted that the I~riencs of the greenhouse is no longer operation.
