GAMMON Approved and signed by me 19 q A Mayor • r •• Ordinance No. 69.330 - 91A AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING CHAPTER 1, SECTION 1-4 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND COMMONLY REFERRED TO AS COUNCILMANIC DISTRICTS. STATEMENT OF PURPOSE AND INTENT The Common Council of the City of South Bend recognizes that it is charged with the legal authority to redistrict every ten years. The Council has reviewed the latest population data from the U.S. Census Bureau completed in 1990. The Council further believes in the concept of "one man one vote" and has used this guideline along with preserving neighborhood boundaries in preparing new councilmanic districts. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL of the City of South Bend, Indiana, as follows: SECTION I. The Common Council of the City of South Bend, Indiana, hereby deletes Section 1-4 of Chapter 1 of the Municipal Code of the City of South Bend, Indiana and amends it in its entirety as follows: Section 1-4 Six Councilmanic Districts The City is hereby divided into six (6) Councilmanic Districts which shall be known as: First Councilmanic District, Second Councilmanic District, Third Councilmanic District, Fourth Councilmanic District, Fifth Councilmanic District, and Sixth Councilmanic District. Section II. Any parcels or geographic areas of the county wholly or partially contained within the above district descriptions are exempted from inclusion in their respective district descriptions. Any annexations which occur subsequent to the enactment of this ordinance shall be deemed to be part of that district with which they are more contiguous. All linear descriptions are understood to be "more or less" when stated in linear dimensions. Section III. All ordinances and parts of ordinances in conflict herewith are hereby repealed. Section IV. This ordinance shall be in full force and effect from and after its passage by the Common Council, approval by the Mayor, and legal publication. Since that date that Committee has continued to meet in order to provide Cleo Washington advisory recommendations to the Common Council with Second District regard to the boundaries of the six (6) Councilmanic Districts of the City. Roland Kelly Third District As you are aware, redistricting is required by State Ann Puzzello Law to be completed by December 31, 1992 . Fourth District In the interest of meeting that deadline, the attached LinasSlavinskas Bill has been filed for first reading to be held on Fifth District Monday, November 23 , 1992 . On that date it will be requested that the Bill be sent to the Committee of the ThomasZakizewski Whole for review and recommendation.
