Jones Approved and signed by me "U I7 )62_, 20 PLAL Mayor Filed in Clerk's Office BILL NO.20-19 RESOLUTION NO.4860-20 JUL 0 8 2020 Di 1.JONES A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF Sit END; T _ HONORING AND THANKING THE MEN AND WOMEN OF THE SOUTH BEND POLICE DEPARTMENT WHEREAS, a vast majority of individuals who pursue a career in public safety and law enforcement do so with a genuine desire to protect and serve the communities in which they work; and WHEREAS, law enforcement is one (1) of the few careers in our nation which asks individuals to daily kiss their families goodbye knowing that in the course of their shift, they may have to lay down their own life for the lives of others; and WHEREAS,many officers don't only serve the community while they are on the clock but continue their leadership in various roles outside of work including but not limited to; coaching,mentoring, donating time and money to nonprofit organizations, participating in civic clubs and volunteering at their houses of worship; and WHEREAS, law enforcement officers are very often first(ls`) on the scene in a variety of emergency situations including but not limited to; homicide, armed robbery, suicide, domestic violence, child abuse, human trafficking, sex crimes, car accidents and home invasions; and WHEREAS, a recent survey of the South Bend Police Department found that nearly eighty percent (80%) of respondents had considered leaving the department and/or the profession; and WHEREAS, the South Bend Police Department is in a precarious position with roughly one third (1/3) of the force being currently eligible for retirement; and WHEREAS, out of 98,536 calls for service in the year 2019, a total of fifty-nine(59) or point-zero-six percent (.06%)resulted in use of force, there were 3 (.003%) use of force complaints and 10 (.01%)resulted in a community complaint. NOW, THEREFORE,BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,AS FOLLOWS: Section I. The South Bend Common Council upholds and affirms law enforcement as a necessary and vital profession within our community. Section II.
