Tim Corcoran, Director of Planning for the Community Investment Department with office on the
14th floor of the County-City building gave a general overview of thing that are happening and
will be happening in the Community Investment Department using a power point presentation
(that can be obtained in the City Clerk's office) related to zoning and zoning issues in the City of
South Bend. He also outlined goals and objectives that the Community Investment Department is
trying to achieve. The presentation also included updates from Michael Davita, Principal Planner
for the Community Investment Department regarding zoning districts and what that involves as
well as information provided by Angela Smith, Zoning Administrator for the Community
Investment Department as it relates to what the Zoning and Annexation Committee and the
Councilmembers roles are in the work that Community Investment does.
Bill No. 03-20-Rezone 1322 N. Chimes Street (SF1 to C)
Joseph Molnar, Zoning Specialist for the Community Investment Department presented a
PowerPoint presentation to the Committee(which is available in the City Clerk's Office)in regard
to proposed rezoning of the property located at 1322 N. Chimes Street, from SF1 to C zoning.

Committee Chair Sharon L. McBride opened the meeting to the Committee and Council for any
questions or comments. Seeing none, Committee Chair Sharon L. McBride turned the meeting to
the public for anyone wishing to speak either in favor or in opposition to Bill No. 03-20.
Committeemember Rachel Tomas Morgan made a motion to send Bill No.03-20 to the full Council
with an unfavorable recommendation. The motion was seconded by Committeemember Sheila
Niezgodski and carried with a voice vote of four(4) ayes.
