Committee Chair Henry Davis Jr. stated that the purpose of the Utilities Committee Organizational
meeting is to show or project the things that the Committee would like to do or accomplish in 2020
as well as to keep the community informed of things to come. He stated that the Utilities
Committee will be very active in 2020. He stated that he is very interested in any thoughts and
goals that each Committeemember has for 2020, and he opened the meeting to the
Committeemember to begin to share their individual goals and thoughts.
Committee Vice Chair Jake Teshka made general comments regarding citizens of South Bend and
the potential for possible utility rate increases in the future.
Committeemember Sheila Neizgodski made general comments regarding an organization that she
is involved with that may be able to possibly provide assistance to South Bend residents with their
water bills.
Committeemember Karen L. White mad general comments regarding Bill No. 05-20.

Committee Chair Henry Davis Jr. opened the meeting to anyone from the public wishing to speak
in favor or opposition to Bill No. 05-20.
Committee Vice Chair Jake Teshka made a motion to send Bill No. 05-20 to the full Council with
a favorable recommendation. The motion was seconded by Committeemember Troy Warner and
carried with a voice vote of four(4) ayes.
