Bill No.20-01-Resolution Encouraging A Minimum Annual Percentage of TIF to be Allocated to
Benefit All Areas in each TIF District
Tim Scott, President of the South Bend Common Council spoke about TIF Funds and the need to
not only dedicate a minimum percentage of TIF Funds to each of the six (6) Districts, but to also
make sure that minority contractors are being located and utilized when TIF bidding begins.

Karen L. White, Vice President of the South Bend Common Council stated, I would like to add
that we have had conversations with the President of the Redevelopment Commission on at least
two (2) occasions and we really talked through the support and to get feedback as well. The
President of the Redevelopment Commission has indicated that she is in support of the resolution
moving forward.
Committee Chair Jake Teshka opened the floor to any questions or comments that the Committee
or Council had regarding Bill No. 20-01.
Committee Chair Jake Teshka opened the floor to the public for anyone wishing to speak either in
favor or in opposition to Bill No. 20-01.
Councilmember Karen L. White made a motion to send the substitute version of Bill No. 20-01 to
the full Council with a favorable recommendation. The motion was seconded by Councilmember
Sharon L. McBride and carried with a voice vote of four(4) ayes.
