Committee Chair Troy Warner called to order the Health and Public Safety Committee at 4:00
p.m. He introduced members of the Committee and proceeded to give the floor to the presenter
Bill No. 20-03- Resolution to Remind and Inform Residents of Littering Ordinances and the
Dangers of Releasing Balloons
Councilmember Jake Teshka,2149 Chesire Drive, South Bend, IN, served as the presenter for this
bill. Councilmember Teshka highlighted the key points of the bill which particularly pertained to
quality of life and the overall environmental stewardship of the community. He highlighted the
differences between this Resolution and the proposed Ordinance that came before Council two (2)
meetings ago.
Committee Chair Warner opened the floor to questions from Committee and Council Members.
Committeemember Rachel Tomas Morgan asked about the fate of the proposed Ordinance, to
which Councilmember Teshka replied to by speaking to the potentiality of that Ordinance being
introduced in the future after this proposed informational campaign,dictated in the above proposed
resolution,has happened.
Councilmember Henry Davis Jr. arrived at the meeting at 4:09 p.m.

Councilmember Karen L. White inquired about the proposed timing of that educational piece, to
which Councilmember Teshka replied to by speaking to his relationship with the City's Office of
Sustainability. Councilmember Teshka assured the Committee that Sustainability Director Therese
Dorau is dovetailing this with the Office's implementation with the City's Climate Action Plan.
There was then informal discussion had regarding the enforcement element of the hypothetical
future ordinance regarding this matter.
Councilmember Lori K. Hamann noted that she had requested a restrictive element to City's
function planning petitions and permits.
Councilmember Henry Davis Jr. spoke to the larger issue of litter and trash in the community and
his hope is to elevate the conversation to that topic in the future meetings of the Council. He also
inquired about the enforcement piece to litter and trash.
Committee Chair Warner then opened the floor to members of the public wishing to speak in favor
of or in opposition to this legislation. There were none.
Committeemember Tomas Morgan made a motion to send Bill No. 20-03 to the full Council with
a favorable recommendation. Committeemember Sheila Niezgodski seconded the motion which
carried by a voice vote of four(4) ayes.
With no further business, Committee Chair Warner adjourned the Health and Public Safety
Committee at 4:24 p.m.
