Agenda: Bill No. 20-04- Resolution to Encourage Local Residents to
Buy Local
Committee Chair Lori K. Hamann called to order the Community Relations Committee meeting
at 4:24 p.m. She introduced members of the Committee and proceeded with the presentation.
Bill No. 20-04- Resolution to Encourage Local Residents to Buy Local
Councilmember Lori K. Hamann, 2658 Tomahawk Trail, South Bend, IN, served as a presenter
for this bill. Councilmember Hamann summarized the key parts of the resolution and noted this
being a first (1st) step measure in helping the community understand the value of making good
choices to buy local as opposed to eCommerce and online purchasing. She referenced The
Cleveland Model that looks at establishing what will eventually become employee-owned
businesses such as aquatic and solar farms.
Councilmember Henry Davis Jr., 5117 Idlewood Drive, South Bend, IN, served as a presenter for
this bill. Councilmember Davis Jr. agreed with Councilmember Hamann's points and disclosed
his belief in there being room for this subject matter to grow. Councilmember Davis Jr. mentioned
the desire to get this subject matter ingrained with the conversation revolving around the City's
contracting and work bidding processes.
Committee Chair Hamann opened the floor to questions and comments from Committee and
Council Members.

Committeemember Rachel Tomas Morgan mentioned that she will bring this resolution before the
Community Campus Advisory Coalition(CCAC),of which she Chairs,to their next meeting to be
had on April 15, 2020.
Committee Chair Hamann then opened the floor to members of the public wishing to speak in
favor of or in opposition to this legislation. There were none.
Committeemember Tomas Morgan made a motion to send Bill No. 20-04 to the full Council with
a favorable recommendation. Committeemember Troy Warner seconded the motion which carried
by a voice vote of four(4) ayes.
With no further business, Committee Chair Hamann adjourned the Community Relations
Committee meeting at 4:35 p.m.
