Committee Chair Karen L. White called to order the Personnel and Finance Committee at 4:40
p.m. She introduced members of the Committee and proceeded to give the floor to the presenters.
Bill No. 07-20- March 2020 Transfer Ordinance
Dan Parker, City Controller for the City of South Bend with offices located on the 12th floor of the
County-City Building, South Bend, IN, served as the presenter for this bill. Mr. Parker gave a
presentation referencing a PowerPoint presentation(which is available in the City Clerk's Office)
that highlighted the key elements of this bill.
Committee Chair White opened the floor to questions and comments from Committee and Council
Members.
Councilmember Lori K. Hamann asked a clarifying question about the total of a specific line item.
She then asked a follow up question about whether or not that money is being put towards the CSO
Project.

Eric Horvath, Director of Public Works for the City of South Bend with offices located on the 13th
floor of the County-City Building, South Bend, IN,replied to Councilmember Hamann's question
by explaining the outgoing capital projects within Public Works.
Committee Chair White then opened the floor to members of the pubic wishing to speak in favor
of or in opposition to the legislation.
Murray Miller, 23690 Western Avenue, South Bend, IN, asked about money that has already been
directed to the CSO Project and, specifically, what fund that money is going to because there is a
line item on the water bill that has money going toward that project.
Mr. Horvath and Mr. Parker replied, that the official CSO Plan and its subsequent overall amount
is pending approval by the Federal Government's EPA, but capital project work is being done
anyway, regardless of whether or not the CSO Plan is approved.
Councilmember Hamann asked if the City anticipates issuing bonds once the CSO is approved, to
which Mr. Horvath confirmed they would.
Committeemember Sheila Niezgodski made a motion to send Bill No. 07-20 to the full Council
with a favorable recommendation. Committeemember Jake Teshka seconded the motion which
carried by voice vote of four(4) ayes.
Bill No. 08-20- March 2020 Appropriation Ordinance

County-City Building, South Bend, IN, served as the presenter for this bill. Mr. Parker gave a
presentation referencing a PowerPoint presentation(which is available in the City Clerk's Office)
that highlighted the key elements of this bill.
Committee Chair White opened the floor to questions and comments from Committee and Council
Members.
Committeemember Teshka asked a clarifying question about Naviline and the line item to extend
that service. Mr. Parker replied that the implementation of the new DFO software, coupled with
the need for some City services to still use Naviline for the immediate future, contributed to that
additional appropriation.
Denise Lynn Riedl, Chief Innovation Officer for the City of South Bend with offices located on
the 12th floor of the County-City Building, South Bend, IN, mentioned there were some delays in
implementation of a few programs since the planning of the last budget process, one (1) of those
is Utility billing.
Dan O'Connor, Chief Technology Officer for the City of South Bend with offices located on the
12th floor of the County-City Building, South Bend, IN, mentioned IT has been working with
Utilities to make sure the process moving from Naviline to the new software is running smoothly.
Councilmember Hamann asked if we have reserves prepared for the anticipated record flooding to
come this year. Mr. Parker replied that is a risk and that the City has property insurance. The cost

of that insurance continues to increase because of what has happened and the increasing risk of
floods.
Committee Chair White then opened the floor to members of the pubic wishing to speak in favor
of or in opposition to the legislation.
Murray Miller, 23690 Western Avenue, South Bend, IN, asked if the $500,000 of paving was
going to be bid out. Mr. Horvath confirmed that it would be bid out because the City paving crew
has a threshold of how much they can do every season.
Committeemember Niezgodski made a motion to send Bill No. 08-20 to the full Council with a
favorable recommendation. Committeemember Teshka seconded the motion which carried by
voice vote of four(4) ayes.
Bill No. 09-20- Amendment to Ordinance No. 10685-19, Non-Bargaining Salary Ordinance
Dan Parker, City Controller for the City of South Bend with offices located on the 12th floor of the
County-City Building, South Bend, IN, served as the presenter for this bill. Mr. Parker gave a
presentation referencing a PowerPoint presentation(which is available in the City Clerk's Office)
that highlighted the key elements of this bill as well as information coming for future changes.
Committee Chair White opened the floor to questions and comments from Committee and Council
Members.
Committeemember Teshka inquired about the job qualifications for the new position.
Michael Patton, Diversity and Inclusion Officer for the City of South Bend with offices located on
the 14th floor of the County-City Building, South Bend, IN,replied that the City is looking forward
someone with a background in detail, that is very organized, has a four (4) year degree, and can
handle numbers and figures.
Kyra Clark, Director of Human Resources for the City of South Bend with offices located on the
12th floor of the County-City Building, South Bend, IN, stated the job description is part of the
packet. She highlighted the main points of that job description.
Committee Chair White then opened the floor to members of the pubic wishing to speak in favor
of or in opposition to the legislation. There were none.
Committeemember Rachel Tomas Morgan made a motion to send Bill No. 09-20 to the full Council
with a favorable recommendation. Committeemember Teshka seconded the motion which carried
by voice vote of four(4) ayes.
With no further business,Committee Chair White adjourned the Personnel and Finance Committee
meeting at 5:08 p.m.
