ORDINANCE NO .
AN ORDINANCE AMENDING THE ZONING ORDINANCE,
AND ESTABLISHING A HISTORIC LANDMARK FOR
PROPERTY LOCATED AT 514 East Indiana Avenue
IN THE CITY OF SOUTH BEND, INDIANA.
WHEREAS , the Historic Preservation Commission of South Bend
and St . Joseph County has petitioned for the designation of the
following described real estate as an Historic Landmark under
Ordinance No . 5565-73 , as amended, to wit :
All of Lot 4 & 6 , 1/2 ' East side of Lot 3 , Studebaker 1st
Addition .
The improvements located upon said land can be commonly described
as 514 East Indiana Avenue hereinafter referred to as the
"PROPERTY. "
WHEREAS , the Historic Preservation Commission of South Bend
and St . Joseph County has recommended the designation of
the PROPERTY as an Historic Landmark.
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH
BEND, INDIANA:
SECTION 1 .
That the above described PROPERTY be , and it is hereby,
designated and established as an Historic Landmark under
Ordinance No . 5565-73 , as amended .
SECTION 2 .
That this ordinance shall be in full force and effect from and
after its passage by the Common Council , approval by the
Mayor and legal publication .

Dear Mrs. Gammon:
The Staff of the Area Plan Commission has reviewed the Historic
Preservation Commission's proposed designation of the above
property as an historic landmark with respect to the relationship
of said property to any capital improvements proposed for nearby
rights-of-way, easements or properties.
We find no proposed improvements that will conflict with this
structure, and therefore, we return a favorable recommendation to
the Common Council.

Re : Recommendation for designation of 514 East Indiana Avenue as
a Local Historic Landmark
Dear Council Members :
After due consideration and having held a Public Hearing on
October 19 , 1992 , the Historic Preservation Commission of South
bend and St . Joseph County voted to send to you a recommendation
to designate the property at 514 East Indiana Avenue as a Local
Historic Landmark by ordinance . Attached for your review is a
bill that would do so if approved .
The Historic Preservation Commission has received consent from
the owner of the property, Mrs . Gervae James , for this
recommendation and believes that the property is significant and
worthy of protection for the following reasons :
1 . the property was constructed for Samuel W. Studebaker , the son
of Henry Studebaker , one of the original founders of the
Studebaker Brothers Manufacturing Company. In addition the house
was later the residence of other significant South Bend
businessmen -- Clifford M. Lontz and E . Glenmore Wells ;
2 . the structure was designed by notable local architect Walter
W, Schneider and remains as a fine example of his work.
I will send each of you a report concerning this property to aid
in your decision; I look forward to discussing this proposal
further with you. Thank you for your attention to this matter .

At the September , 1992 regular monthly meeting of the Historic Preservation
Commission of South Bend and St . Joseph County (HPC) , the HPC voted to send
a recommendation for Local Historic Landmark designation of the Samuel W .
Studebaker House at 514 East Indiana to the South Bend Common Council . The
owner, Mrs . Gervae James , requested this action and has provided the HPC
with a signed approval form.
The structure is significant and worthy of protection for several reasons :
1 . The house remains as material evidence of one of the city ' s most
important industrial families -- the Studebakers . The house was built in
1902 for Samuel W . Studebaker , the son of Henry , the elder brother of the
siblings responsible for the founding of the famous auto-manufacturing
concern .
2 . It was later owned and resided in by two other South Bend businessmen of
note and their families -- Clifford M. Lontz , president of Lontz Brothers
and E . Glenmore Wells , president of the Wells Manufacturing Company.
3 . The structure was designed by locally notable architect Walter W.
Schneider ( 1868-1957) , an important South Bend architect responsible for
the design of the River Park Theater and the Natatorium, as well as
numerous residences and other structures in the region . The house is a fine
example of Schneider ' s residential design .
4 . Although slightly altered on its exterior, it is a fine example of a
transitional vernacular form of architecture bridging the ornate houses of
the nineteenth-century and the more austere twentieth-century styles . The
Studebaker House is best described as a variant of the late Queen Anne
Style -- it is essentially an early American Four-Square with a large
polygonal bay window on its west facade , two additional smaller bays and a
wide dentilled entablature under the eaves and dormer roof lines .
5 . The structure has been rated as Significant (S-11) on the Indiana Sites
and Structures Inventory with cultural/historical significance in the areas
of architecture , commerce and industry.
HISTORIC DEVELOPMENT
The following is a historical sketch of the Studebaker House to aid in your
assessment of the property.
Samuel Studebaker purchased this lot for $1200 .00 in 1902 from the estate
of his father , Henry ( 1826-1895) . Samuel lived in the house until his death
in 1915 . Henry began in the blacksmith business with his brother, Clem,
under the name H. and C . Studebaker but was forced to retire due to ill
health, relinquishing his share of the business to his brother J . M.
Studebaker . Samuel was born on April 2 , 1854 in South Bend . He attended
public school in South Bend and later attended the University of Notre
Dame .
Samuel Studebaker managed the farm of his uncle , Peter E . Studebaker , for
twelve years before becoming the proprietor of a livery stable and boarding

business on South Michigan Street. In November, 1899 he and Nelson L . Jones
purchased the undertaking business of D . E . Huntsinger at 307 West
Jefferson Street . The partners ran funeral parlors at this address until
1904 . Samuel was then briefly involved in the hardware business with
Sherman G . Chard at 233 South Michigan . He retired a few years later . After
his death in 1915 , his wife Mary lived in the house until it was sold to
Clifford M. Lontz in 1919 .
Lontz was the president of Lontz Brothers -- dealers in coal , coke ,
gasoline and oils -- located at 602-606 South Michigan . He inherited the
business from his father , William H . Lontz , who began the business in 1887
with his brother , Charles S . Clifford was born in South Bend in 1883 ,
attended local public schools and later graduated from Wabash College in
Crawfordsville , Indiana . He married Charlotte Black (Fargo, North Dakota)
in October , 1913 ; the couple had four children .
The coal business was moved to 629-643 North College in 1929 -- a modern
yard with silos , unloading devices , trucks and up-to-date
equipment . After Clifford ' s death in 1927 , Charlotte remained in the house
until it was purchased by Hazel F . and E . Glenmore Wells in 1930 .
E . Glenmore Wells served as Secretary of the Wells Manufacturing Company
when he and Hazel bought the house ; he later became president of the firm.
He was born March 31 , 1888 in South Bend, the son of Elmer E . Wells , who
began the family business with his father , Alvah M. ( 1827-1910) under the
name A. Wells and Son in 1876 . The original business was a cabinet factory
at the foot of Washington Street on the banks of the St . Joseph River . The
company ' s name was changed to the Wells Manufacturing Company in 1912 when
a new and larger plant was constructed on South Main Street . The company
manufactured wood bases for engravers and electrotypers -- its products
were distributed world-wide . The firm was purchased by W . M. Hass in 1944 ;
E . Glenmore remained as its head .
Wells died on November 10 , 1974 . He and his wife had lived at 514 Indiana
until purchasing a new home at 1603 South Broad Drive in 1959 . The house on
Indiana was then occupied by Gervae M. and Donald C . James . The James '
purchased the property in 1977 from the estate of Hazel Wells ; Mrs . James
remains as owner in 1992 .
