MOLNAR INTER -OFFICE MEMORANDUM DEPARTMENT OF PUBLIC WORKS DIVISION OF ENGINEERING TO: Board of Public Works Members FROM: Jacob M. Klosinski, P.E. Assistant City Engineer SUBJECT: Agenda Request — Professional Services Agreement 120-017 CSO 018 Backwater Valve Replacement DATE: June 15, 2020 The Division of Engineering and Division of Utilities request the Board of Public Works approval of a Professional Services Agreement with American Structurepoint, Inc. for design engineering services for Project No. 120-017 CSO 018 Backwater Valve Replacement. Background Emergency repairs were performed on the CSO 018 Backwater Valve (a Tideflex duckbill style backwater valve) immediately downstream of CSO 018 and on the weir within the CSO 018 structure. CSO 018 is located south of Lincoln Way East between the railroad tracks and Bowman Creek. In March 2020, the Division of Engineering submitted a memorandum to the Board of Public Works summarizing the emergency repairs that were performed in January 2020. The Division of Engineering desires to work with American Structurepoint to investigate alternate Backwater Gate/Valve options for CSO 018. Considerations for the replacement may be similar to the CSO 003 Backwater Gate Replacement project that is incorporating a flap gate in lieu of the duckbill style backwater valve. American Structurepoint will develop the design drawings, work plans, and project specifications manual for the project and provide technical engineering support for the project. The funding source for this project is the Division of Utilities, Sewage Works, Engineering Account (641-06605-514-431002). The construction portion of the project will be funded through Division of Utilities, Sewage Works, Other Contractual Services (641-06-605-514-439001). If there are any questions, please contact Al Greek at (574) 271-4210 at the Division of Utilities or Jacob M.
