It is good to know that if we need to, we can add new storm windows to those that need it without going before the committee. So yes, we would like to amend our application to repair them (with the option of possible new storm windows). It is my understanding that this will qualify for Administrative Approval by the staff. I know you can't recommend a company, but since you have worked with Norrie in the past, would you recommend him and his company if you could? Because the East Wayne Street Standards and Guidelines specify that original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original, the Commission will want to ensure that repair has been considered before a consideration for the new product will be made; please refer to the COA application checklist on page 3: “Evaluation / Quote by repair professional”. With that said, if the original windows are deemed “deteriorated beyond repair”, the Commission is generally accepting of the aluminum clad replacement windows that you have proposed in the application. Unfortunately, replacing original windows with new is not eligible for Administrative Approval and will need to be heard by the Historic Preservation Commission at a public hearing. The next scheduled meeting is July 20 and with the evaluation by a repair professional, this COA could be included on that agenda. As a resource, the window repair professional list is attached – please note that this list is not an endorsement and there may be other professionals available that aren’t known/not listed. It would be helpful the have a photo of the condition from the interior of each of the proposed windows. If they are original windows, the Commission will ask what condition the windows are in and if you’ve considered repairing the original and will be reviewed for approval by the Commission. The second e-mail will be a copy of the product brochure, and the third one will be pictures showing the window elevations. I am mailing the $20 application fee today. After you have reviewed all the documents, please let me know if you need anything else. I do have a couple questions. How long does it normally take for Administrative approval? As you requested, I am sending you pictures of the inside of the windows we are requesting to be replaced. We don't know the age of everything in the house, but we do know that at least some of the windows in the house have already been replaced over the years during various renovations and additions, including as recently as 2013. Some of our main reasons for this project are that some of the existing windows are missing parts or cannot be opened. We also have significant problems with heat retention and ventilation. At our age, the ability to heat the house properly and also open the windows to get air inside are very important to us. For some reason I am unable to attach the pictures to this email. I took them on my i-phone and am able to send them to you from that. One email shows pictures of the upstairs windows. There should be 11. 4 windows face north (front of house); 1 faces east; 4 faces west, and 2 face south (back of house) I didn't label each window, but if you need me to, I can let you know that information. The other email from my phone are pictures of the downstairs windows. (6 of them) They all face west. I am also sending you a picture of one of the downstairs windows I took Saturday after some rain. It shows the condensation that happens between the inside window and storm window. I hope to be able to send you the pictures taken on my iPhone right away.
