SPECIAL EVENTS COMMITTEE MEETING MINUTES
June 16, 2020, 10:00 AM

Members present: Brad Rohrscheib Toy Villa, Gerard Ellis, Darwin Shipley, Jonathon
Jones
1. Call to Order
The meeting was called to order at 10:12 AM by President Rohrscheib.
2. Approval of minutes
Upon a motion by Rohrscheib and seconded by Villa the minutes from the previous
meeting June 2nd was approved unanimously
3. Approval of Special Event Permits
a. Dueling pianos at Leeper – August 3rd
Construction will be done by August per Toy. Having grass seating area near
stage/fountain. Stage inspection will occur before event. May need street handicap
parking if Memorial does not allow access to their lot. Follow up by VPA if needed.
Event is from 4:00 PM to 8:00 PM. Closing Lafayette from Riverside to Bartlett and
Park Lane from Lafayette to Michigan St.
Upon a motion by Rohrscheib and seconded by Villa the permit was approved
unanimously
b. Southeast Celebration- August 4th
No construction concerns. There will be food trucks, a fire truck to assist with “splash
pad” and Boomer. Requesting to close Wenger from Fellows to High. VPA to notify
residents that driveways accessed from Wenger will be blocked off. Parking at Ivy
Tech as well as neighborhood street parking. Event is 4:00 PM to 8:00 PM.
Upon a motion by Rohrscheib and seconded by Villa the permit was approved
unanimously

c. Recreation Day at Rum Village – August 6th
No construction concerns. Requesting officer to assist with traffic. Officer to help
assist crossing from Walker field to Rum Village. The gates should be manned by VPA
staff at entrances at Gertrude & Ewing. There will be a shuttle that comes in from
Walker field to loop at Rum Village. Staff/vendors park at frisbee lot. Event is from
4:00 PM to 8:00 PM.
Upon a motion by Rohrscheib and seconded by Villa the permit was approved
unanimously
d. Best First Fridays Ever – August 7th
Requesting closure of Jefferson Bridge from Michigan to MLK for fireworks at 12:00
PM, bridge will be closed until 11:00 PM. VPA to notify county of bridge closure.
Subject to change to Howard park and will know by July 1st if event decides to move.
Done in past with no issues.
Upon a motion by Rohrscheib and seconded by Villa the permit was approved
unanimously
e. Best Wednesday Ever – August 5th
Event is from 12:00 PM to 8:00 PM. The application and notice from event
coordinator is not clear on set up. Will talk to event coordinator and discuss at next
meeting.
Upon a motion by Rohrscheib and seconded by Shipley the permit was tabled unanimously
f. 2nd Annual Suicide Awareness Ruck March “22” – August 3rd
Escorted by SBPD and will be a moving closure. May run into a conflict with
construction on Northside. Toy checking on. Will make a small tweak to route if
needed to bypass construction. The event starts at 7:30 AM and ends at 1:30 PM.
Starts at Maple Reserve Center on Rose street and finishes at the Notre Dame
Stadium.
Upon a motion by Rohrscheib and seconded by Jones the permit was approved
unanimously
Block Parties
a. College: Humboldt to Elwood – July 4th
Closing the block for party from 3:00 PM to 12:00 AM. Residents on block signed
petition. T/L will drop off cones for resident to block off and pick them up on
Monday morning.
Upon a motion by Rohrscheib and seconded by Villa the permit was approved
unanimously

4. Other Business –
a. Rebel Art Fair changed their date from August 9th to August 2nd after approval on
6/2.
Upon a motion by Rohrscheib and seconded by Villa the permit was approved
unanimously
b. We + You Parade wanting to use Crowe parking lot of staging. Closure from MLK to
Eddy and dissemble at Frances on Jefferson bridge.
Upon a motion by Rohrscheib and seconded by Shipley the permit was approved
unanimously
c. Bacon Around the Bend – Will revisit at next meeting, need better knowledge on
construction schedule.

With no additional business, Rohrscheib motioned for adjournment and Villa
seconded. The meeting ended at 11:16 AM.
