AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA, APPROPRIATING $198,345 WITHIN COMMUNITY & ECONOMIC
DEVELOPMENT FUND #212 FOR DISTRIBUTION PURSUANT TO THE U.S.
DEPARTMENT OF JUSTICE'S WEED AND SEED GRANT PROGRAM
STATEMENT OF PURPOSE AND INTENT
In order to deliver services to individuals within our community, the City of South Bend
received funds from the U.S. Department of Justice to insure the delivery of programs, projects and
services through various subgrantees. The funds appropriated in this ordinance will aid in defraying
the costs of programming within the designated Weed & Seed neighborhoods.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY
OF SOUTH BEND, IlVDIANA:
Section I. The sum of $198,345 is hereby appropriated and set aside within Community &
Economic Development Fund (#212) for use under the guidelines of the U.S. Department of
Justice's Weed & Seed Grant Program.
Section II. This Grant ordinance shall be in full force and effect from and after its passage
by the Common Council and approval by the Mayor.

The attached ordinance will appropriate the second year's Weed & Seed Department of Justice
Grant funds received by the City of South Bend. These funds will be used for programming
related to Weed & Seed required azeas of Law Enforcement, Community Policing, and Safe
Havens, building upon and continuing the first yeaz programs.
Although the award was made as of June 2, 2004 the application was submitted on September 5,
2003. The term of this grant will cover April 1, 2004 through March 31, 2005.
I will present this ordinance at your meeting on July 12, 2004. Please contact me should you
