Young Property Owner: Jason Pfledderer Landmark or District Designation: Edgewater Place Local Historic District, Ordinance #6846-80; Local Landmark, Ordinance #6848-1980 Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The house sits on the corner of Arch and Edgewater. It is a two-story with rectangular plan set upon a brick foundation. The main level is red brick laid in running bond. The upper level surmounts a continuous band of stucco with half timer expressions on the west end. The broad sweeping asphalt shingled roof lines extend down from the central hip with a variety of intersecting dormers, narrow overhang lines with moulded wood frieze board. A rectangular boathouse is across from the house along the river. ALTERATIONS: All of the windows were replaced between 1985 and 1989. The roof is not original to the house. The doors are replacements. The surfaces of the front walk way, porch steps and porch stoop do not appear to be original to the house. COA #1985-0926 allowed for the replacement of four windows on the shed dormer at the northeast side of the house. COA #1986-0819 allowed for re -roofing. COA #1989-0417 allowed for the replacement of six windows with Polarseal aluminum double hung windows. COA#1989-0801 allowed for • reconstruction of the main entry. COA #1990-0418 allowed for "replacing all wood on boathouse with wolmanized lumber. The new construction will duplicate the existing fenestration, elevation, screening, etc. exactly." COA #2000-0717 allowed for in-kind repairs of a whole in the roof of the boathouse following a tree fall. COA #2003- 0808 allowed for site work and the replacement of the back door. COA #2011-0812 allowed for the removal of the removal of brush along the river bank per Brent Thompson, City Forester. COA #2012-0515 allowed for the repair of the fence and the replacement of concrete chunks on the site with formed pavers. COA #2014-0804A allowed for the removal of a rotten sugar maple tree per Brent Thompson, City Forester. COA #2015-0803A allowed for concrete sitework. RME #2016-100313 allowed for the stucco repair on the main house. RME #2016-0628 allowed for the removal of a tree per Brent Thompson, City Forester. COA #2017-0417B allowed for the removal of windows on the east side of the main house to be replaced with sliding doors, as well as concrete site work. DESCRIPTION OF PROPOSED PROJECT: Applicant seeks approval for the following components: 1. Replace existing wooden railing with multiple spans of 72" x 36" White Vinyl "Premium Colonial 6' Rail Kit" SITE VISIT REPORT: N/A STANDARDS AND GUIDELINES, EDGEWATER PLACE: IL EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall materials in the District range from brick, clapboard, shingles, and masonry block to aluminum siding. In the majority of the cases the aluminum siding has been applied over the original clapboard. There are some masonry commercial buildings on Lincolnway. Required • Existing exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning, and painting. The existing architectural detail around windows, porches, doors, and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry structures shall be maintained, tuckpointed and properly cleaned when necessary. Masonry shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with the gentlest method possible, such as low pressure water and soft natural bristle brushes. Stucco surfaces shall be maintained by cleaning and repainted when necessary. When repairing stucco a stucco mixture shall be used. Recommended Whenever possible, the original building materials should be restored. Aluminum or vinyl siding may be used when it is the only feasible alternative to maintaining the original surface material. When used over 18 wood surfaces, this siding should be the same size and style as the original wood. However it must be noted that such material can contribute to the deterioration of the structure from moisture and insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application, and joint profile. D. ENTRANCES, PORCHES, AND STEPS The majority of the houses in the district have either an open or a enclosed porch across the front or on the side. Most porches have either gabled or hipped roofs or are covered by the main roof of the house. A brick base with wood columns is common. Required Existing or original porches and steps, including handrails, balusters, columns, brackets, tiles and roof decorations shall be retained or replace with replicas of the same design and materials when deteriorated beyond repair. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Porches and steps that are important to the building's style and development may not be altered or removed. Not Recommended Original porch details should not be replaced with materials representing a different period or style from the original. STAFF RECOMMENDATION: Structures like the boathouse are not specifically defined within the Standards and Guidelines, and as such, the general text covering building materials, as well as those covering entrances, porches, and steps, are considered for this recommendation. Both sections of the Standards and Guidelines require that existing or original elements be retained or replaced with replicas of the same design and materials. Historic precedence exists for this, in the form of a Certificate of Appropriateness issued in April of 1990 that allowed for the "replacing all wood on boathouse with wolmanized lumber." The applicant received approval to reconstruct the handrail earlier this year with RME • #2018-0501A. Vinyl is only explicitly mentioned four times in the Standards and Guidelines, in relation to siding and window awnings, hoods, and fake shutters. Staff recommends that the application be denied based upon the requirements of the Standards and Guidelines. The 2005 survey card indicates that the structure may have originally been a Gabled -El that was then added -to. The roof is gabled and has returns. A full -width porch is partially enclosed with metal supports and railing at the entrance. There are a variety of 1/1 double -hung windows, as well as fixed attic lights. Assessor information indicates that a frame garage was built in 1943, that girders and posts in the base were added in 1946, and that an addition to the house was added in 1951 (including re -opening a portion of the porch). ALTERATIONS: In addition to the modifications listed in the description, RME 2008-0514 allowed for the in- kind replacement of the roof shingles. APPLICATION ITEMS: "Building fence on a side of building." •DESCRIPTION OF PROPOSED PROJECT: Applicant seeks a retroactive Certificate of Appropriateness for improvements on the structure: The installation of a fence along the northwest edge of the property, providing privacy and security for the tenant. The fence is broken -up / interrupted by a hedge growing in the same area. a. The fence does not run the length of the entire lot, but instead only provides the following barrier: i. 6' H fence for a total of 26' in two sections separated by a hedge (13' 3 1/2" and 8' 1 1w, ) ii. A section of fence that transitions in height from 6' to 4' for a distance of 5' 2" iii. A 4' H section of fence that runs for 8' 9" towards the street, following the contours of the front yard. b. The fence is made from treated lumber, c. The fence does not have any transparency, as it is constructed of boards affixed on both sides of the supporting posts and cross -beams, and is approximately 8" thick. d. The posts are set in concrete. This project was `red -tagged' by the Building Department on July 25, 2018. The Building Department is waiting for our review before levying any fines, fees, or penalties upon the project. SITE VISIT REPORT: N/A STANDARDS AND GUIDELINES: CHAPIN PARK I. THE ENVIRONMENT A. The District Environment The Chapin Park Local Historic District is a particularly fine residential area located close to downtown South Bend, the St. Joseph River, • Memorial Hospital and Leeper Park. This section is meant to protect and guide appropriate maintenance of the common areas of the district (i.e. visual landscape and streetscapes). Required Brick streets contribute greatly to the character of the neighborhood. These streets have always been essentially passenger car thoroughfares. The appointments of the streets (i.e. lighting, curbs, horse hitches and monuments) should contribute as much as possible to their architectural, historic and residential character. Retention and maintenance of existing brick streets in the district is required. Repair work to fill voids and gaps must utilize brick paver materials and acceptable installation methods whenever applicable. When utility work dictates the removal of street sections (pavers), the • original materials will be reinstalled. Brick streets shall be patched with brick pavers. Concrete, asphalt, fillers and similar materials shall not be used. All original streetlights shall be maintained, especially the George Cutter "Park View" streetlights designed by Cutter Company for this neighborhood. Present efforts by the Neighborhood Association and the Historic Preservation Commission to restore "Park View" streetlights to the district shall continue. Any change in lighting must receive approval of the Historic Preservation Commission. New or different fencing requires a C of A and shall reflect the style and character of the individual property and the surrounding environment and properties. Recommended The current or historic character of lawns should be preserved. Front yard areas, common lawns and tree lawns should remain open. New or replacement trees should be compatible in variety with those presently growing. Vacant lots should be kept landscaped appropriately while vacant, and may be used for recreational or residential development. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. Prohibited Existing relationships of building and their environments shall not be destroyed by widening existing streets, applying asphalt or other bituminous coverings or by introducing new streets or parking lots. Signs, streetlights, benches, new plant materials, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The erection of high walls or barriers, which would alter the relationship of the houses, shall be prohibited. Utility poles with high intensity overhead lights shall not be used on main thoroughfares. B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Park will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damage or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the • historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial / commercial style fences. 0 STAFF RECOMMENDATION: . First, the Chapin Park Standards and Guidelines are explicit that 'fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed" (emphasis added). While this particular application is for a stretch of fence along the border or edge of the property, the project fence is visible from the street. Further, the Standards and Guidelines state that "the erection of high walls or barriers, which would alter the relationship of the houses, shall be prohibited" (emphasis added). • Second, both the Historic Preservation Commission (through its administration of the ordinance that created the Chapin Park Local Historic District) and the Building Department require that appropriate paperwork and permitting be received before projects like fence work should be started. Were the Historic Preservation Commission— or the Building Department— to have been consulted before the initiation of this project, the design and format of the fence could have been in compliance with both Historic and local Building Department requirements. Staff would recommend that the fence — certainly the portion closer to the street from the set -back line — be removed and replaced with an `open' format (for example, metal or wood picket fence). Twc chimneys punctuate the roof line and have decorative vertical brick string course, polygonal appearance due to central pinching. The wood shingles decorate the exterior as well as the peaks on the second story, with clapboard elsewhere. Considerable decoration is on the west face of the second story. The roof is hipped with gables, barge board on the gables, and has a molded cornice. The south face has an enclosed brick porch with wall and pillars, stone sills, and double -hung sashes. The front entrance was formerly composed of wood double -leaf multi -paned doors with glass in upper quarter. Original screened French doors exist. ALTERATIONS: Certificate of Appropriateness #2013-1202A allowed for the in-kind replacement of a 32" x 85" wood frame window. COA #2016-0218 allowed for the in-kind repair of rear exterior window stairs and repair wood siding, as well as the trimming of vegetation 18" from the structure. RME #2018-0517A allowed for the replacement of the roof. RME #2018-0725A allowed for the trimming of vegetation away from the fence, deck, • and structure. The front door was discarded without COA and replaced with new steel French double doors with 15-lites each. APPLICATION ITEMS: "All ready performed, installed front door." SITE VISIT REPORT: N/A STANDARDS AND GUIDELINES: CHAPIN PARK C. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double -hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. Staff was unaware that School Field was included in this Landmark designation until scrutinizing this application; no survey card or research material has been found on file for the stadium itself ALTERATIONS: Six (6) Certificates of Appropriateness are on file for Thomas Jefferson School, documenting the changes to the structure since the adoption of the landmark designation. The stadium was originally constructed as South Bend School Athletic Field in 1926 with seating for 2,500. In 1929 3,000 additional seats were added. Field lights were added in 1934. The stadium was extensively remodeled in 1985 and 1997 prior to the landmark designation. PRESERVATION INSPECTOR REPORT: N/A STANDARDS AND GUIDELINES: Group B A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while an addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. StructureNecessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same • material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. b. siding materials—the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. D. Demolition Historic landmarks shall not be demolished. When a landmark poses a threat to the public safety, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should be made of both the exterior and interior of the landmark. The person or agency responsible for demolition of the landmark shall be responsible for this documentation. E. Moving The moving of landmarks is discouraged, however, moving is preferred to demolition. When moving is necessary, the owner of the landmark must apply to the Commission for a Certificate of Appropriateness. F. Sims No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super - graphics will also be disallowed. Only one appropriate identifying sign will be permitted per business. G. Building Site and Landscapes 1. Required Major landscaping items, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic character of the site and neighborhood and inconspicuous when viewed from a public way. 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are • causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, materials, and scale. 3. Prohibited • No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Stapp / Whitcomb & Keller Property Owner: Barbara Wascisin Hernly Landmark or District Designation: East Wayne Street Local Historic District, Ordinance #7796-87 Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This is a two storey frame Colonial Revival home with a rectangular plan, gable asphalt shingle roof with raking trim and returns. A side brick chimney with concrete cap is on the west end. There are 6/1 double -hung windows with wood casings, louvered shutters, and a brick header course. Brick is used throughout. A 1 -story shed roof wing with '/2 pediment gabled open-end is on the west side of the structure. A 2 -car, 2 -door garage with gabled roof stands to the south east of the main structure. ALTERATIONS: COA #1994-0606 allowed for the complete tear off and re -roofing with 25 -year synthetic shingles. COA #2003-0630 allowed for multiple projects, including the removal/replacement of a rear window with a door, the construction of an 18' x 16'6" addition, and site work. COA 42011-0421 allowed for the complete tear -off and re -roofing with 30 -year Certainteed Landmark Series shingles. SITE VISIT REPORT: N/A STANDARDS AND GUIDELINES, EAST WAYNE STREET: I. THE ENVIRONMENT A. THE DISTRICT ENVIRONMENT — The district is characterized by its proximity to downtown South Bend. It encompasses several blocks of East Wayne Street, North and South, from Eddy Street east to Greenlawn and the south side of Jefferson Boulevard from Eddy Street east to Sunnyside Avenue. The district is bounded on the north by Jefferson Boulevard from Eddy Street to Sunnyside Avenue and then by the north property lines by the Wayne Street properties to Greenlawn. The south boundary is the southern right of way of the alley or the southern property lines of East Wayne Street, South. Unique features of the neighborhood include the island of homes between East Wayne Street North and East Wayne Street South, the parks at each end of the island, and the brick pillars at the entrance way (Eddy Street) to the subdivision with signage reading "Whitecomb and Keller's Sunnymede." Required Distinctive existing features such as brick entry pillars, parks, gardens, streetlights, fences, signs, walkways, streets and building setbacks shall be retained. Major landscaping items, fencing, walkways, streetlights, signs and benches shall be compatible with the character of the neighborhood in size, scale, material, and color. Street lighting should be maintained at levels recommended by the Illuminating Engineering Society. Light sources must have spectral distribution in all color ranges. Older light fixtures and supporting posts must be similar in proportion, scale, size, shape, style, and appearance to the existing historic lamps. Streetlights shall be placed so that • adequate illumination is afforded all sections of public sidewalks. Recommended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings, sidewalks or streets that are causing deterioration to those elements should be removed. If large shrubs become unsightly to the point of detracting from the historic character of the house or site, they should be cut back and allowed to rejuvenate. Dead and deceased material should be selectively removed. Trees and major landscaping elements that must be removed for one reason or another should be immediately replaced by suitable flora. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. The curb height should be sufficient to maintain adequate drainage of the street. If the older light fixtures are taken down by the city, they should be reserved for use in the historic district. Light fixtures on top of the brick pillars at the Eddy Street entryway should be replaced according to these standards Prohibited Existing relationships of buildings and their environments shall not be destroyed through widening existing streets, application of asphalt or other bituminous coverings, or by introducing new streets or parking lots. Signs, streetlights, benches, major landscaping items, fencing, walkways, and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The introduction of heavy trucks or smaller vehicles in the district shall be prohibited. Not Recommended High-intensity overhead streetlights should not be used. B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes has been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from the alley. There are also a few homes with a covered carport layout located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surroundings site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall be permitted in areas where they can be viewed from the public thoroughfare. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the • proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while an addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of • the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. StructureNecessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. b. siding materials the Commission discourages the covering or alteration of original materials with additional siding. Cinninger Landmark or District Designation: East Wayne Street Local Historic District, Ordinance #7796-87 Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This is a two-story frame irregular plan Tudor Revival with a flared gable asphalt shingle roof with gable return and molded raking trim. A large shed -dormer is on the northwest face. There are casement windows with cut stone sills, half-timber lintels, a brick soldier lintels, and irregularly offset stucco and half-timbering. The two car garage to the rear was originally detached, but is now connected with a later one -and -a -half story addition. The chimney is situated at the entry. ALTERATIONS: COA # 1991-0709 allowed for the re -roof of the house and garage with asphalt shingles. COA #1991-0806 allowed for the construction of a porch and connection to the garage. COA #2007-1030 allowed for the construction of a roof off of the non -original addition to create a shaded patio area, trimmed in cedar to match the main structure. COA #2012-0614 allowed for the re -roof of the main house with Owing -Corning architectural asphalt shingles. COA #2012-0829 and COA #2015-0512 allowed for the removal of a dying willow tree in the front yard. RME #2018-0809 (a companion project to the current application) allowed for the replacement of gutters, repair/replacement of wood trim, and to fix the (ventilation) of the soffits. • APPLICATION ITEMS: "Replacement / repair of cedar lap siding." DESCRIPTION OF PROPOSED PROJECT: Applicant seeks approval for the following improvements to the site: 1. Replacement of existing cedar shake siding with one of three options: a. Replacement with new Cedar Shake Siding (like for like), b. Replacement with "Double 7" Perfection Shingle" manufactured from Polypropylene by Mastic, c. Replacement with LP Smartside, a wood fiber composite. The cedar aspects of this home are at the rear and are found on later additions to the structure. The position / area of the existing cedar wood siding will require continual maintenance were the cedar shake siding to be replaced like for like. Moss and other examples of water infiltration will continue to occur. Alternative materials are an option, each with benefits and negatives. Mastic "Double 7" Perfection Shingles" is a polypropylene product, and the example provided to our office is a shingle option that makes an attempt to replicate the `even butt' of the shake siding that is currently found on the house. LP Smartside is a wood composite that will have some of the same life- span issues that the existing Cedar Shake siding will have. SITE VISIT REPORT: August 10, 2018 At approximately 10:45 AM I met with Dale Donat of Donat's Construction at the property located at 1341 E Wayne North. The property is located in East Wayne local historic district. He had applied to do repairs to the siding and soffits to the structure. The original structure has a Tudor style fagade mostly brick and a second story with stucco between cedar trim. There are continuous wood soffits without vents and crown molding against the house holding the soffits in place. The rear of the structure has 15"wood grooved shakes with a 13" reveal. An • addition added in the 1980s by Donat's has the same siding and the same soffits as the original structure. I counted at least 12 areas where the siding has either been deteriorated by water or pests and have the underneath material showing. Several areas of the soffit have peeling paint and some warping, due to no ventilation. Many areas of the cedar trim need repair, paint, or in some cases, replacement. Mr. Donat told me he intends to: • repair the soffits, maintain the crown molding and add badly needed ventilation on both the original • structure and rear addition • replace the existing wood siding with LP Smart wood composite siding that is textured and sized to match the existing. The siding offers greater resiliency to pests and has a cost that is less than the siding that would match that put on in the 1980s. • repair, paint, or replace the damaged cedar trim where needed. • painting replacement material the same to match. Steve Szaday Preservation Inspector STANDARDS AND GUIDELINES, EAST WAYNE STREET: I. EXISTING STRUTURES A. BUILDING MATERIALS Original exterior wall materials in the District include limestone, flagstone, stucco, clapboard, wood shingles, sandstone and masonry block. In some instances, vinyl or aluminum siding have been applied over the original surface Required Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing or original architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond despair. Masonry including brick, limestone, flagstone, sandstone and stucco shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with a method acceptable for the preservation of the surface: i.e. low pressure water and soft natural bristle bushes. When repairing stucco, stucco mixture compatible in composition, color and texture shall be used. Recommended Whenever possible, the original building materials should be restored. Metal or vinyl siding may be used when it is the only alternative to maintaining or replacing the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornicles, gables, eaves and other architectural features. Ample ventilation must be afforded the structure when metal or vinyl siding has been installed in order to prevent increased deterioration of the structure from moisture and/or insects. Mortal joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. It is emphasized that, prior to • initiating any restoration or rehabilitation effort, the property owner should contact the Historical Preservation Commission of South Bend and St. Joseph County which is located in the County/City Building of South Bend. The Commission is an invaluable source of information about all facets of rehabilitation and restoration. Prohibited Wood siding shall not be resurfaced with new material which is inappropriate or was unavailable when the building was constructed, such as artificial stone, brick veneer asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall not be used on masonry including brick, stucco, limestone, flagstone and sandstone. This method of cleaning erodes the surface material and accelerates deterioration. Brick surfaces shall not be painted unless they had been painted originally. Repointing shall not be done with a mortar of high Portland cement content which can often create a bond that is stronger than the building material. This can cause deterioration as a result of the differing coefficient of expansion and the differing porosity of the material and the mortar, which can result in serious damage to adjacent brick. Paint shall not be removed from masonry surfaces indiscriminately. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry surfaces unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary and expensive, and can accelerate deterioration of the masonry. Mortar joints which do not need repointed should not be repointed. STAFF RECOMMENDATION: The applicant is prepared to replace the existing cedar trim as allowed for with RME #2018-0809 but has voiced concern that replacing the Cedar shingles is considered cost prohibitive by the homeowner. Because of the location of these Cedar shingle portions of the house, the degradation of the material has been accelerated leading to regular and continued maintenance by the contractor. As an alternative, Staff was willing to consider the replacement of the shingles with LP Smartside. Staff is of the understanding that this material — when cut to fit the roofline of the structure — will have a higher probability of being compromised by the elements (specifically water at the seems) as well as the • temperature extremes of Indiana seasons (with expansion and contraction). • The final option presented with this application is preferred by the contractor/applicant: replacing the cedar shingles with a polypropylene siding replicating the style of cedar siding. The majority of this siding is at the rear of the structure and has limited visibility from the street. The Standards and Guidelines for the district do allow for the installation of metal or vinyl siding in the event that it is the "only alternative to maintaining or replacing the original material." However, Staff believes that replacement Cedar shake shingles are readily available. In a best case scenario, Staff recommends replacing the shingles with new Cedar Siding. In lieu of that option, staff is conflicted and offers no recommendation. I really appreciate it, we are excited to move forward and get our house back to a reflection of how it once looked. We love this neighborhood and the beauty and uniqueness of each home, we want our home to shine and its historic nature to be apparent to all who see it. The front of the home will be exactly as it was, we love the look of it and are excited for Donat to just bring those same features back to life. However, we are hoping that you and the commission will allow us to use the composite cedar shingles on the addition, as the addition is not original to the home. If the addition were original to the 1928 home, I would completely understand having to use the original material of cedar, but since this is an addition I feel that it is in the best interest of all involved to use a material that will imitate the original, but also keep the home looking good for a long time to come. In all honesty, this is an expensive update for us and this is a one time shot, we will not be able to afford the repair of rotted cedar 'shingles every few years if we are asked to use real cedar. The side and rear of the home where the shingles would be is damp from the tree coverage and the real cedar never seems to fully dry out and it is rotting, both the shingles and now small portions of our roof that lay next to the shingles. Several areas are covered in moss and stripping away, and our fear is that we will have water damage as the cedar continues to spread wetness to areas of the roof. We need to use the composite shingles (which will look nearly identical to real cedar) to prevent the • damage caused by the real cedar and to keep the addition looking beautiful and fresh, not only for us, but our neighbors. My husband and I have three small children, and this is an exciting project for us, but also very expensive. We feel though that we have a duty to this neighborhood to keep our home looking updated and in keeping with the beauty of the neighborhood, and so we are happily prepared to take on these costs. We also hope to continue preserving our home down the road by restoring the inside as well. I hope that you will allow us to use the composite shingles, we are eager to get going on this project. We just love our home!! My husband is traveling for work on Monday, so I will not be able to attend the meeting, but I hope you know that we are one hundred percent behind the project and that the use of composite shingles will be such a weight off our minds going forward as we would not have to worry about upkeep and deterioration. JOSEPH COUNTY, INDIANA THIS AGREEMENT is made effective the 9th day of July, 2018, by and between HISTORIC LANDMARKS FOUNDATION OF INDIANA D/B/A INDIANA LANDMARKS ("Landmarks"), with offices at 801 West Washington Street, South Bend, Indiana 46601 and the HISTORIC PRESERVATION COMMISSION OF SOUTH BEND AND ST. JOSEPH COUNTY (HPC), a governmental agency under the CITY OF SOUTH BEND DEPARTMENT OF COMMUNITY INVESTMENT with its principal office located at 227 West Jefferson Boulevard, Suite 1400, South Bend, IN 46610 ("HPC"). RECITALS WHEREAS, the HPC has in its possession and control approximately 133 historic • windows that were previously located in storage space owned by St. Joseph County, Indiana, which storage space is no longer available in perpetuity to the HPC; and WHEREAS, an inventory of the HPC's historic windows is attached hereto as Exhibit 1; and WHEREAS, Landmarks owns a building designated as a local historic landmark commonly known as the Kizer House, located at 801 West Washington Street, South Bend, St. Joseph County, Indiana, and Indiana Landmarks is willing to permit HPC to store the windows identified in Exhibit 1 in the lower level of the Carriage House of that building at no charge for as long as Indiana Landmarks owns that real estate and to grant HPC reasonable access to the storage area for purposes related to inspection, removal, and related purposes of the windows from time to time; and WHEREAS, HPC desires to accept Indiana Landmarks' offer of storage space and further desires to memorialize the agreement between the parties. NOW, THEREFORE, in consideration of the mutual covenants contained herein and for other good and valuable consideration, the receipt and sufficiency of which are hereby acknowledged, the Parties agree as follows: 1. Indiana Landmarks grants to HPC an exclusive right on, in and across a portion of the lower level of the building commonly known as the Kizer House's Carriage House located at is 801 West Washington Street, South Bend, St. Joseph County, Indiana for the purpose of storing U approximately 133 historic windows now in the control and custody of the HPC as itemized in • Exhibit 1, and further authorizes use of the same space for additional windows that the HPC may acquire in the future as part of its role and mission as a conserver of historic building parts so long as there is sufficient room within the storage space allocated to the HPC. The HPC shall provide Landmarks with reasonable advance notice of additional windows to be stored as that need arises. 2. HPC shall have reasonable access to the storage area allocated to it by Indiana Landmarks for purposes related to inspection, removal, and related purposes of the windows from time to time subject to advance notice, arrangement, and coordination with Indiana Landmarks staff who will provide such access to HPC's personnel. 3. Indiana Landmarks shares an interest in the preservation of historic windows and therefore makes the storage space available to HPC at no charge or cost, and permits the HPC's storage for this use and purpose for as long as Indiana Landmarks owns the Kizer House realty. Should Indiana Landmarks determine that the space used by HPC as storage is needed by Indiana Landmarks for its purposes, it shall provide 90 days advance notice in writing to HPC after which time, HPC shall remove its stored property. However, Indiana Landmarks will assist as it can in helping HPC to identify and obtain alternative, comparable storage space. 4. The parties recognize that HPC, not Indiana Landmarks, owns the stored items and, therefore, Indiana Landmarks will not be liable for their loss or destruction while in storage except due to recklessness, gross negligence, or intentional conduct of Indiana Landmarks, its • employees or agents. Neither party will make claim against the other for loss, damage, or harm to employees, agents, or third parties arising from the storage of the designated items in the space provided by Indiana Landmarks, and each will indemnify the other including reasonable lawyer fees and other costs incurred by the other in the defense of such claims. 5. This Agreement shall be governed by the laws of the State of Indiana, and any legal cause of action arising out of this Agreement shall be filed in a State court of competent jurisdiction for St. Joseph County, Indiana, unless otherwise directed by state or federal law. The parties agree that any disputes arising from this agreement shall be resolved first by mediation under Indiana Rules of Alternative Dispute Resolution (ADR). 6.
