Randall cf: Shiela Meert Landmark or District Designation: Local l.andmark St. Joseph County Ordinance 4154A-1973 Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This two and a half story Free Classic Queen Anne is square with an addition at the rear. The foundation is random coursed stone. Synthetic siding was added in 1998. The roof is pyramidal with gables. A front/side veranda is open with brick walls and piers, as well as round columns and a ►vide lintel. Most xvindows are 1 over 1 with projecting cornices. Three oval windows (two on north face on each floor, one on the -west face on the second floor) as well as a round -arched window to the left of the main door, on the porch. The main door has a wide surround with projecting cornice and a fall upper light. Other notable details include fish -scale and straight -cut shingles in the gable ends of the cross gables which also have wide returns at the cave line. There are eight small light windows in the gable ends. Also on the site is a small well house with narrow modern siding and jerkin head roof, a modern metal sided garage/barn, and a c. 1890 English bank barn with a random stone foundation (supplemented with a modern concrete block). The barn has vertical matched board siding. ALTERATIONS: COA 1997-0822 re -roofed garage and barn. COA 1998-0217 "install[ed] vinyl siding, however, significant architectural details must be retained including decorative dentil, trim, oval window with modified keystone elements, gables with shingies and trim and the retain the flared skirting detail between first and second floors." Additional landscaping improvements including a water feature were added to the property sometime after 1998. COA 2014-0905B called for the "Tear off and reroof Northeast lower section with Berkshire art 10c shingles (same as on now)" APPLICATION ITEMS- Add a wood fence for safety. DESCRIPTION OF PROPOSED PROJECT: Retroactive permit for the installation of %wood picket fence enclosing immediate north and east yard surrounding house. Fence connects to adjacent metal -wire farm fencing encompassing tree farm to the north of the main farmhouse. Additionally, extensive landscaping improvements have been added to the property, indicating the presence of landscaping company and tree farm. y Per phone conversation with applicant on October 12"' — the primary reason for the construction of the fence is to ensure the safety of the children living at the house. It has a gable roof with several cross gables, half-timber rake trim is covered in slate asphalt shingles. The body of the hoose is mainly brick with a half timbering and stucco in the front gable that also has a square bay and stucco in the entry gable that has a round arched entry door with diamond pane glass and brick tabbing at the door surround. There are original windows with paired 6 light casement windows with four light fixed transoms on the first floor. There are wood replacement casement windows on the second floor. Some of the windows have brick header course sills. ALTERATIONS: Portions of the roof were replaced in-kind in 1988. There are 11 wood replacement casements on the .second floor approved in September 1994. The rear porch was enclosed. The tennis court is a later addition. COA 2008-1013 approved replacement wooden fence in rear of house. Replacement of single pane windows with glass block was approved with COA 2014-1014B. COA 2014- 1204 approved replacement of rear door. COA 2017-0501 C approved the removal and replacement of the roof with Certainteed Highland slate asphalt shingles as well as the removal of tin components and subsequent replacement with copper drip edge and valleys. APPLICATION ITEMS: Removal of tennis court and surrounding fence. Replacement with topsoil and Kentucky Bluegrass. DESCRIPTION OF PROPOSED PROJECT: Applicant seeks retroactive approval of removal of the tennis court and surrounding fence. Tennis court was added by the Hickey family sometime between their purchase of the property from the Rockne family in 1957 and the landmarking of the neighborhood (and property) in 1987. PRESERVATION SPECIALIST REPORT: N/A STANDARDS AND GUIDELINES: EAST WAYNE STREET B. Building Site, Landscaping and Accessories Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed and / or hedges. Most of the houses conform to a uniform setback line within each block. REQUIRED: Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. RECOMMENDED: New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high-intensity security lights should be approved by the Historic Preservation Commission. PROHIBITED: No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor black -topped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. NOT RECOMMENDED: Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. STAFF RECOMMENDATION: Given the continued history of the property, staff has reservations about major changes to the existing structures and composition of the landscaping of this property. That being said, the tennis court was a later addition to the property, and the adjacent lot where it stood was at one time entirely green -space. For example, at the time of Knute Rockne's fitneral, the adjacent lot was filled with floral arrangements (see attached image). No record of the construction, maintenance, and/or improvements to the tennis court or surrounding fence were retained by or provided to the Historic preservation Commission. Additionally, the fencing and tennis court were not entirely obscured from the street in its most recent composition as was required by the aforementioned Standards and Guidelines. Given these considerations, staff recommends retroactive approval of the Certificate of Appropriateness for the removal of the tennis court and surrounding fencing. A guard stood outside, while the entire side yard was filled with Perot arrangements from bereaved family, friends, neighbors, colleagues and fans. Bill Lubbers took this photograph, while his little daughter Rosemarie waited in the car. Lillie did they know, that one day Rosemarie, her husband Jerry, and six children would occupy the home. (Lubbers) Hickey ) STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: t I October 2017 Application Number: 2017-1002C Property Location: 911 Leland Avenue Architectural Style/Date/Architect or Builder: Dormer -front bungalow / 1899 Property Owner: Kathy Schuth Landmark or District Designation: Chapin Park Local and National Ilistoric District, Ordinance 49574-05 Rating: Contributing DESCRIPTIO` OF STRUCTURE/SITE: The l '/ story frame house sets upon a brick Foundation facing east onto Leland Street. Roof is side -gabled with a peak running north -south. A large gabled dormer on the east face contains tishscale shingles on the street -facing «•all. The entire roof is cowered in architectural asphalt shingles. The porch is fall -width, the porch roof is an extension of the main roof. The windows are 1/1 t;rood double hung ,with molded entabulatttres. An oval window with stake brackets is on the south side of the second story. The front door is a `salvaged' half -lite wood panel door. An alley abuts the property on file north. - ALTERATIONS: It is unknown when the rear -facing two -window dormer was added, as it is not indicated on our 1987 structures report. 2015-0708 replaced front door with salvaged wood panel door from time of construction. 2015-0929 removed "a very large, dangerous mulberry tree" that was "posing a threat to the house, neighbor's property and people." APPLICATION ITEMS: Propose to remove and replace asphalt shingle roofing and add solar panels to roof per attached info. Roofing to be architectural shingles (lifetime). From attached schematic: "There are 12 panel in this system. There will be one string of 12 going to one inverter. The panels will be mounted 5 inches off the roof flush with the roof slope. There will be Optimizers on file underside of each panel." DESCRIPTION OF PROPOSED PROJECT: Application is for removal of existing asphalt shingles, followed by replacement by Timberline. IID fiberglass asphalt shingles in Pe%Nter Gray. This portion can be considered a "Routine Maintenance Exclusion", and staff are prepared to treat it as such. The Solar panels will be installed by Solar Energy Systems of Nappanee, IN. Attached schematic indicates that twelve Neo Solar Power Mono -Crystalline Photovoltaic Module Solar Panels will be installed on the roof on a racking -system in the following positions: four (4) panels will be placed on the %Nest side of the roof along the ridgeline at the rear of the property, four panels will be placed on the east side of the roof along the ridgeline at the front of the property, two panels will be on the south side of the gable facing the street, two panels will be on the north side of the gable facing the street. A disconnect switch will be installed near the utility meter. Eight of these proposed panels will be in view (through foliage) from the street. PRESERVATION SPECIALIST REPORT: On October 2, 2017 at approximately 9:30am, I visited the property located at 911 Leland Ave. This property is part of the Chapin Park Local Historic District. I tool: photographs from the 'west, cast, and north. The areas on the front roof above the doorway is visible from the street so is the southeastern pitch of the main roof. The trees in front have lost some leaves which allows greater visibility which will be even greater when the leaves all fall. Roof is pyramidal with gables, a simple cornice, and asphalt shingles. The porch is house -width with brick piers, railings, and a simple fascia. The windows are 1/1 wood double hung with molded entabulatures. An oval window with wedge-shaped brackets faces the street on the second story. ALTERATIONS: CoA #2013-0924 called for repointing "brick with line patty; replace brick in-kind and replace wood siding in the rear." APPLICATION ITEMS: "Put up privacy fence around the side and rear yard." Additional information from attached sheet: "Install 118 linear feet of 6 foot high AC2 pressure treated wood privacy fence with 1 each tip to 48" dog eared pickets. I each 8 foot double picket gate in front 15 foot fence line over sidewalk by house. Pickets on rear fence line will have to be pickets "in", balance of fence, pickets out, Pickets to be 1" x 6" x 72" dog eared, sections to be no more than 8 feet wide with 3 each 2"x 4" x 8' stringers per section. Posts to be 4"x 4" x 8', all posts cemented at least 2 feet in ground. We build our wood fencing on site and do not use prefab sections. Customer responsible for clearing obstacles from fence line such as trees, stumps, shrubs, etc., and for locating and marking any buried electric gas lines, septic systems, sprinklers, etc., not covered by normal utility locate services prior to work beginning." See schematic (not to scale). DESCRIPTION OF PROPOSED PROJECT: installation of fencing to enclose the side and rear yard, including connecting between existing garage and outbuildings. Per phone clarification from contractor Bruce Gustafson on October 12", fence portion facing the street to be hand -trade 4' picket fence with 2" spacing. This span will also include an 8' gate to allow access to yard, and will be set 25' back from the sidewalk (per the building department, fences closer to the lot line than 25' are required to be no higher than 3'). All remaining "rear" portions will be 6' privacy fence. Portions of this fence will be `pickets our' (the south wall), while western wall will be `pickets in' because of proximity to neighbors existing fencing. A 6' high gate connecting the house to the garage will also be added (estimated to be 30-40" in length by Gustafson). Per contractor's job proposal, "clearing obstacles" may require clarification, as there is groundcover and landscaping in the vicinity of the proposed work — most visibly the tree/shrub at the front of the property in the proposed 4' picket fence area. PRESERVATION SPECIALIST REPORT: N/A STANDARDS AND GUIDELINES: C:HAPIN PARK I. THE ENVIROXMENT A. THE DISTRICT ENVIRONMENT The Chapin Park Local t tistoric District is a particularl}y tine residential area located close to dov ntoNi n South Bend, the St. Joseph Ricer. Memorial Hospital and Leper Park. This section is meant to protect and guide appropriate tmintenance of the common arras of the district (i.e. visual landscape and streetwapes). REQUIRED 1...1 New or different fencing requires a C of A and shall reflect the style and character of the individual property and the surrounding environment and properties. RECOMMENDED The current or historic character of lawns should be preserved. Front yard areas, common lawns and tree lawns should remain open. New or replacement trees should be compatible in variety with those presently growing. Vacant lots should be kept landscaped appropriately while vacant, and may be used for recreational or residential development. PROHIBITED Existing relationships of buildings and their environments shall not be destroyed by widening existing streets, applying asphalt or other bituminous coverings or by introducing new streets or parking lots. Signs, streetlights, benches, nese plant materials, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The erection of high walls or barriers which would alter the relationship of the houses, shall be prohibited. Utility poles with high intensity overhead lights shall notbe used on main thoroughfares. B. BUILDING SITE, LANDSCAPING 8: ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped; of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place represents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. REQUIRED: Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. RECOMMENDED: New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type, and appearance. Front yard areas should remain open (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Roof is a cross gable with moulded cornice at the rake and architectural asphalt shingles. The porch has a gabled entrance vestibule. The windows are I/1 wood doable hung with iron railing on the second floor front and side windows. Some of the windows have aluminum storms ~,while others appear to have original wood storms. ALTERATIONS: Limestone was installed over the wood siding in 1943. The front porch was modified in the 1940s from a fall width to its current configuration with a stone wall and patio to the side of the gabled vestibule entrance. Art -lock asphalt shingled roof was replaced with COA42010-0928 with architectural asphalt shingles. The aluminum storm windows and doors are not original to the house. COA#2016-0308 called for the demolition of the existing garage, but was not carried out. APPLICATION ITEMS: Existing 5 stall wood frame garage will be demolished save an approximately 27' stone wall on the north side. Modern 2 stall 27' x 23' garage will be constructed around wall. Scope of work is attached. Variance being required for west side of property. Project duration: 5 weeks from all approvals. DESCRIPTION OF PROPOSED PROJECT: Application is for the demolition of portions of the existing garage, followed by reconstruction. The house has large bay windows on the north fagade, a four-story tower at the northeast corner, projecting turret with conical roof at the southeast corner, a steep gable on the port-cochere at the west end, and six stone chimneys with simple banding and cut stone caps. Most windows are one -over -one wood double -hung; there are also windows with double transoms, as well as a few Gothic windows. Generally, windows are deeply recessed and feature stone lintels and sills. At the west end of the house, colonnettes flank six windows with double transoms on the fourth floor, while first story windows are set in rounded heavy stone arches with colonettes. The front entry porch is enclosed by round stone arches supported by clusters of Romanesque columns. The porte-cochere has intersecting gables and large arched openings. The rear veranda stretches around the south and east, featuring short Romanesque columns with a variety of capitals. Doors are wood. ALTERATIONS: COA 1979-1107 to convert house into a restaurant through exterior changes listed in Appendix I (including #10: enclosing rear garden veranda) was denied. COA 1979-1217 addressed concerns discussed on previous COA to convert house into a restaurant; it was conditionally approved pending treatment of the porte-cochere. COA 1980-0219, upon review for the third time, approved conversion of the house into a restaurant, enclosure of the porte-cochere doorway openings with nonfunctional paneled wood doors, and enclosure of rear veranda with 6- and 3- light casement and fixed wood windows. COA 1980-0317 approved construction of a stone sign south of the Washington Street entrance. Due to our seasonal time as well as the cost incurred we are requesting to complete the Southeast side Spring of 2018 and the back -South side fall 2018. K&J Building Contractors on our behalf will obtain permits with both City of South Bend and the Historical Commission if needed. DESCRIPTION OF PROPOSED PROJECT: Applicant proposes removal of 21 vinyl windows installed without HPC approval, and installation of single glass pane Low E DS Insulated Glass windows from The Glass Doctors, for an in-kind replacement of the windows which were first installed when this area was enclosed to provide seating space for the restaurant. Exterior trim will be installed and painted to match existing trim on house. Although the porch was not originally enclosed, the proposed treatment will seek to simulate the open -porch that existed before. Existing interior trim and concrete pillars will be resealed and painted using proper materials and procedures by K&J Building Contractors. Request has been made to install new windows on the southeast side of the rear porch in Spring 2018, with the balance to be replaced Fall 2018, due to the seasonal time as well as the cost incurred. Mr. Todd Zeiger of Indiana Landmarks was consulted by both the building owner's representative (Kristi Matteoni) and the contractor (K&J Building Contractors) to create a working solution for this project. Mr. Zeiger submitted diagrams and photographs detailing his recommendations that accompanied the original application, as well as were furnished to this office independently. His e-mail correspondence and diagrams are included, see attached. A site visit by Deputy Director Adam Toering and Preservation Specialist Steve Szaday in conjunction with Mr. Zeiger was held in the afternoon of Tuesday, September 12tr', 2017, and confirmed the total window count and enclosure dimensions. There are at present the following distributions of windows in 2 the concerned area: eight windows on the southeast face, twelve windows on the south face, and one window on the south west face (for a total of 21 windows). Application does not reference the south west window's fate, other than its removal. PRESERVATION SPECIALIST REPORT (Edited): On September 7, 2017 at approximately 4 PM, I visited the property located at 620 W Washington commonly known as Tippecanoe Place. After review of the COA application to remove the existing non original vinyl windows and replace with fixed glass with wood frames. I wanted to confirm sizes and quantity, as I saw nothing listed for the west window near the door but had all 21 windows removed but only south and east side windows being replaced. I have emailed Todd from Indiana Landmarks in regards to size and quantity and he is the understanding that everything between the transition boards will be removed and that all windows will be removed and replaced with the proposed glass and wood items. I still have concerns on whether the new windows will ft in the openings properly. Todd has offered that we set up a call with the owner to answer the concerns. We will do so as soon as possible. Steve Szaday, Preservation Specialist STANDARDS AND GUIDELINES: Group B A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while an addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the .landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. b. siding materials—the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. D. Demolition Historic landmarks shall not be demolished. When a landmark poses a threat to the public safety, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other - descriptive methods should be made of both the exterior and interior of the landmark. The person or agency responsible for demolition of the landmark shall be responsible for this documentation. E. Moving The moving of landmarks is discouraged, however, moving is preferred to demolition. When moving is necessary, the owner of the landmark must apply to the Commission for a Certificate of Appropriateness. F. Signs No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super - graphics will also be disallowed. Only one appropriate identifying sign will be permitted per business. G. Building Site and Landscaning 1. Required Major landscaping items, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic character of the site and neighborhood and inconspicuous when viewed from a public way. 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing . appropriate. Fencing should be in character with the buildings style, materials, and scale. 3. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor black -topped. The installation of unsightly devices such as TV reception dishes and solar collectors shall not be permitted in areas where they can be viewed from public thoroughfares. STAFF RECOMMENDATION: The vinyl windows currently installed replace wood windows that were not original to the structure. Group B Standards state that change of materials should be consistent with the character and style of the structure. Renovations, Section C 1, state "Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction." As the porch was originally open, but is now used for dining, enclosure is necessary. The proposed design as recommended by Mr. Zeiger of Indiana Landmarks reduces the protrusion of the windows from the existing porch fagade whilst simulating the look of the open porch prior to the installation of the windows in 1979, thus providing a consistent visual appearance; therefore, staff would recommend approval of a window design in keeping with that as proposed by Mr. Zeiger. Additionally, staff would recommend approval of the proposed time schedule, with installation of windows on the most visible southeast side in Spring 2018, with balance of windows to be installed Fall 2018. However, as the application's textual description differs in detail of dimension and construction from the recommendation of Mr. Zeiger, staff recommends that these items be rectified: 1) exact dimensions of the proposed windows could be confirmed by the contractor in accordance with Mr. Zeiger's recommendation, 2) descriptions of the proposed framing (specifically dimensions, material constitution, and profile) could be established, and 3) allow for the intended replacement for the single window on the southwest side to be determined. The pyramidal roof is covered with asphalt shingles and has large intersecting gable facades on the south and east (front) sides. There is a full width porch across front with wood flooring and balustrade, paired ionic wood columns, concrete steps and lattice work at base. The windows are wood 1/1 double hung throughout; there is a multi -paned fixed side lights around the Palladian window in the upper storey south gable. ALTERATIONS: The house was restored in 1981 by Historic Landmarks of Indiana and Southhold Heritage Foundation. The iron railings could have been added then to bring it up to Code. According to the attached hand -drawn schematic, two panels are to be installed east of the southern dormer, on the portion of the southern facing roof closest to the street. The remainder of the panels would be `behind' the southern dormer (and obscured), more towards the rear of the house. According to the schematic, the 7 two panels on the southeast portion of the roofline would sit above the peak of the eastern dormer, indicating that they may be visible from the street depending on sight -lines. PRESERVATION SPECIALIST REPORT: On September 7, 2017 at approximately 8:30AM, I visited the property located at 519 S St Joseph located in the Taylor's Field Local Historic District. The owner has applied to install solar panels on the south and west faces of the roof. I took photographs from all four directions and from the street level. The south view has a house within twenty feet of the structure and the west view has a 2.5 story barn/workshop located less than forty feet away. The north view has a tree line and a house directly after that line. The only clear view of the south/west roof is through an opening looking north from South Street toward the alley. There are entry porches on either side of the front with Doric column supports, wood balustrades, steps and floors. There is a front bay window on the south side of the first storey. Those front windows are Jen Weld casement windows. The windows on the rest of house are 1/1 wood double hung. ALTERATIONS: COA 2002-0128A, tear off deteriorated asphalt shingles and reroof with new asphalt shingles of quality at least equal to those removed. COA 2007-0607, roof patching, replace decking as needed, replace rotten siding wood, paint exterior, fix porches (front and rear) repair foundation where necessary, replace security doors, repair and replace windows. APPLICATION ITEMS: Replace broken windos with new windos. there were wood end now I hat to go with vinyl one facing west on the second floor - 2 on the north of second floor — window match the exting opening. [sic] Window clarification, in margin of application: 2 Pellas 59" x 34.5", 1 Jeld Wen 60" x 32" to match openings. DESCRIPTION OF PROPOSED PROJECT: Homeowner requests retroactive permission to install three windows (2 Pella 59" x 34.5", 1 Jeld Wen 60" x 32") on the northwest corner of the house. At some point since 2012, three windows on the same north wall (facing the alley) were replaced with vinyl windows. As of this application: six of the ten windows on the north facing wall have now been replaced with vinyl, significantly reducing the historical character of the house. PRESERVATION SPECIALIST REPORT: On July 17, 2017 at approximately LOAM I visited the property located at 612-614 Carroll St. located in the Taylor's Field Local Historic District. I noticed two new windows located at the direct front of the house (northwest corner above north porch). The new labels for the windows were still attached. I photographed the property and upon returning to the office, I emailed the building department and copied Director Feasel. The building department placed a "Stop -Work" order on the house and had placed a tag on the front door. The owner, Francisco came in the following day to apply for his COA. He has applied for the installation 10 of two Jeld-Wen vinyl windows and one Pella ThermaStar vinyl window. I assisted him in his application and his product information. Upon my next visit, I realized that there were actually four new windows. I do not know if the window located the farthest east of the front porch was changed at the same time as the others. My previous photographs had the view of the window blocked by a tree or I had simply not noticed it. It is clear to see that the three windows are the same manufacturer as the screen is continuous on the exterior as opposed to the other Pella at the front of the house. These are all different from the previously approved and installed vinyl windows located on the north side first story. In some cases where additional siding has been applied window trim has been covered. Many structures in the district have aluminum storm windows. Some houses retain wood framed storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames and should be removable. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors and windows are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re- used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features, such as aluminum insulating glass combinations that require the removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods and fake shutters made of metal, vinyl or fiberglass should not be used if they would detract from the existing character or appearance of the building. Washington STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: September 7, 2017 Application Number: 2017-0905D Property Location: 803 W Washington, South Bend, IN 46601 Architectural Style/Date/Architect or Builder: Romanesque Revival / 1890 Property Owner: Indiana Landmarks Landmark or District Designation: Local Landmark Ordinance # 10443-16, West Washington National Register Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The Kizer House is part of the West Washington National Register Historic District. The house is in the Romanesque Revival style with a full three stories and basement. The house is built of coursed gray granite, which contributes to its style including heavy massing and round arches. The mortar is a red color with a raised beaded or grapevine joint. There is a central hip roof with numerous intersecting gables and towers, a massive parapet at the west gable, two round towers on the fagade which terminate into conical roofs. The original dormers feature a conical roof with terra cotta clad sidewalls and terra cotta ridge cap. There are three dormers added c. 1940 with a low slope roof and copper sidewalls The original roof was covered in square edge red clay tile — similar to that on Tippecanoe Place. The current asphalt roof replaced the original tile (first in the 1980's, most recently renovated in 2017) retaining the decorative terra cotta ridge cap. The roof was completed with a decorative copper cornice and gutters. Elements of the copper flashing remain, although the original copper downspouts have been replaced with galvanized metal and the valleys are asphalt. All entry steps are of cut granite with rough stone balustrades. The front porches and porte-cochere have slender stone column supports. The front porch has a shallow hip roof while the porte-cochere has a gable roof with a decorative terra cotta shingled pediment. Windows around the house are 1/1 double hung wood windows throughout with stone sills, plain jambs, and massive lintel stones. The Port Cochere was added at some point following the original construction. A rear porch and kitchen wing has a matching addition assumed to be added at the time the porte-cochere was also added. Three tall chimneys — two in the front and one in the rear — punctuate the roofline. The Carriage House in the rear of the property replaced an earlier wood frame barn c. 1915 to house automobiles with an apartment above and a full basement in poured concrete. Original basement windows have been replaced with new glass block. New wood carriage style doors were installed in 2015 along with a new wood entry door. A new asphalt shingle roof was installed in 2015. The Carriage House is constructed of hollow core clay tile block with a smooth faced red brick. The roof is a steep gabled roof with asphalt shingles and a wide bracketed boxed eave, multi -lite 6/1 double hung wood windows. The Site has been highly altered with a majority of the land being paved with concrete — the exception being an area east of the driveway extending to the sidewalk on Charles Martin Black Boulevard which is grass with scrub trees and decorative red -buds. A small area of grass is also located to the west of the carriage house. A brick wall extends from the west elevation of the carriage house along the north alley to the neighbor's property line. A modern eight foot tall wood fence is constructed along the west property 12 line on the Kizer House. A six inch concrete curb runs the length of the Kizer House property line. There are two driveways to the site entering off West Washington. The original driveway entrance is near the corner of West Washington and Charles Martin Black Boulevard. A shared drive entrance is located at the west property line with the neighbor. ALTERATIONS: COA 2012-0213 approved removal of non-contributing windows installed in carriage house door openings and associate rough sawn siding; installation of finish grade exterior plywood in openings as temporary cover and paint; removal of later enclosure of rear porch and associated doors and windows; removal of scrub brush and associated stumps along west property line; removal of chain-link fence along east property line and install dirt and grass. Extensive site and structure modification occurred prior to the above listed improvements, including (but not limited to): construction of carriage house, addition to the rear of the house and of the porte-cochere, addition of the concrete drive and parking area, and re -roofing of the house in the 1980's. COA 2012-1219 approved removal of two chimneys due to deterioration; chimneys to be reconstructed at a later date as part of a roofing project (materials stored on site). COA 2014-0401 approved a re -roof of the carriage house; repair of gutters and downspouts; removal of scrub trees on property and one maple in tree lawn to restore original landscaping; removal of non- contributing/non-original picture windows and replace with wood replicating garage door pattern until permanent solution found. COA 2014-0917 approved a complete tear -off and re -roof of the Carriage House with Highland Slate Designer Shingles. COA 2016-0318A approved re-tuckpointing of exterior; rebuilding of east and west chimneys (re -added 10 courses); removed and replaced asphalt shingles to match carriage house; replace/replicate downspouts, gutters, and copper flashing; remove, repair, and paint all windows. APPLICATION ITEMS: 1) Landscaping/Site work (see attached site plan for detail) • New curb cut/entrance on east side of property. Remove existing walk and curb to install new 22' wide drive. Existing tree to be removed; existing street sign to be relocated. • Remove all existing concrete on site. • Remove curb along west property line to the wood privacy fence. Evaluate potential to relocate red -bud trees to serve as additional screening along north edge of parking area. • Install new curb along southern property along West Washington Street to recreate missing tree lawn. Plant trees as approved by City Forrester in tree lawn area as noted on plans. Install grass in tree lawn area. • (RME) Set additional stone step (stored on site) at front porch entry stairs. • Install new lawn as indicated on site plan; • Install new trees and planting beds as indicated. Install evergreen screen along north property line, east of carriage house. 13 • Install reinforced CMU structural wall infill with waterproofing along retaining wall near northwest corner of carriage house. Backfill abandoned steps with compacted fill. • Create concrete area for trash receptacles with 48" aluminum fence with solid infill panels. • Relocate gas services to west side of main house near south elevation. • Install new AC condensers and electric meters along west side of house near southwest corner. • Install new sign, 42"H x 48" L shaped sign at southeast corner of property. Granite base (repurposed stone stored on site from masonry repair project), wood background, vinyl lettering. Lit from above. Located to meet City of South Bend requirements. • Install 70' of new 48"H decorative wrought iron fence along west edge of property, from walk to existing 7'H wood privacy fence. 2) Masonry and Porch Floor Repair • Rebuild support wall of Porte-Cochere to match. • Rebuild floor of rear building utilizing concrete stained to match color of original side porch floor. • Repair front porch floor removing deteriorated floor tile and installing new concrete floor finished to match side porch floor color. Salvage reusable tile and install in band around perimeter of porch floor. • (RME) Repair basement window sills and any necessary tuckpointing along base of house once concrete around perimeter of house has been removed. 3) Accessibility: • Remove existing stone steps leading to the rear porch and relocate beside basement steps on north wall of rear porch. Create approximate 48" opening in rear porch wall at its connection to rear wing. Salvage stone to infill existing rear porch wall entrance where stairs are being removed. • Install new ramp per drawings with black aluminum guardrail and handrail. Ramp to be masonry with poured concrete floor and faced with Quarry Ridge Cobblestone Chardonnay (or similar) synthetic stone laid similar to existing masonry. Walls will be capped with concrete caps to match limestone caps installed on basement step entrance. • Remove north wall of east side porch to floor level. Salvage granite for rear porch wall infill and repurposing on site. Raise porch floor to interior floor height approximately seven inches. Shift stairs on east side of porch to be flush with inside edge of porch wall. Reinstall all stairs including those temporarily removed and stored on site for vehicle access. • Convert window on side porch leading to rear parlor to serve as handicapped entrance door with automated opener. Install handicapped opener on the north side of former window/handicapped door. Door to match existing paneled door on side porch leading to middle parlor. Install compliant hardware. • Construct a dormer on the north face of the main roof to accommodate new interior elevator as indicated on attached roof plan, section and elevation drawings. Clad in copper to mimic existing dormers added in the 1940's renovation. • Install aluminum handrail on both sides of front steps, along top of basement stairway cap, along both sides of relocated stair to rear porch and alongside porch stairs to match that on handicapped ramp. 4) Carriage House • Replace existing new solid wood service door with wood door with top light and paneled bottom. • Install '/i round painted galvanized gutters and downspouts. • (RME) Remove all deteriorated wood storm windows. Install new wood storm windows. • (RME) Repair stucco on front dormer to match. • (RME) Prime and paint all exterior trim and stucco. DESCRIPTION OF PROPOSED PROJECT: The applicant proposes to remove all concrete on the grounds and adjust the grade to slope to new drywells. Re -grading the property will reveal a number of features of the historic house, including `lost' steps and damaged basement window sills, both to be rehabilitated. The area between the house and the carriage house will be rebuilt, including the addition of 14 a new 13 -spot parking area. The existing street access in the front of the house on West Washington will be removed and a new street access from the east side of the property will be installed. The portercochere drive will be replicated / simulated with brick pavers, but will not connect to West Washington. New access walks will connect the house to the existing sidewalk and the new parking area. The stairwell abutting the carriage house connecting the grounds to the alley to the north will be filled-in. Extensive landscape work will compliment all of these changes, including the addition of new trees, transplanting existing trees, and planting new greenspaces. Details of these changes pursuant to the recommendations of the City Forester will be provided at a later date. A new wrought iron fence will be installed along the west edge of the property and will connect with the existing privacy fence, also to be detailed at a later date. New signage will be installed in the southeast corner of the grounds, design and structure to be determined at a later date. Mechanically, site utilities will be relocated from the north side of the house to the west side. A/C units for the main house will be installed on the west side, directly to the south of the new utility meters. Although on the low -visibility northwest corner of the house, additional landscaping will be utilized to minimize these features. The carriage house will receive A/C placed atop the filled-in stairwell to the alley. A new area for trash receptacles will be added at the northwest corner of the property, to be enclosed by an aluminum fence (details to be determined). With regards to accessibility, stone steps and access to the house at the northeast corner will be removed and repositioned directly to the west of the current exterior basement access. An ADA -compliant access ramp will be added to the east side of the house in the area vacated by the aforementioned transplanted stairs and entryway. The ramp project will also coincide with reconstructing the porte-cochere support walls and pillars. This ramp will connect to the porte-cochere landing, which will be raised to be flush with the existing and proposed entrance thresholds. An existing window will be enlarged to create a new ADA compliant entryway into the house. Where possible, granite from the existing building will be removed and reused in these masonry projects. Additional new masonry material will be utilized to demarcate and differentiate the new ramp construction. Both the front and rear porches will be rehabilitated, including saving elements of the existing mosaic tiles in the front. The addition of an elevator inside the main structure will necessitate an alteration to the existing northeast roofline in the form of a small dormer. This dormer will be constructed mimicking the style of the dormers added to the house in the 1940s. PRESERVATION SPECIALIST REPORT: n/a STANDARDS AND GUIDELINES: Local Landmarks Grout) B: Group B Standards The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. B. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. 15 C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while an addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. b. siding materials—the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. D. Demolition Historic landmarks shall not be demolished. When a landmark poses a threat to the public safety, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should be made of both the exterior and interior of the landmark. The person or agency responsible for demolition of the landmark shall be responsible for this documentation. E. Moving The moving of landmarks is discouraged, however, moving is preferred to demolition. When moving is necessary, the owner of the landmark must apply to the Commission for a Certificate of Appropriateness. F. Sims No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super -graphics will also be disallowed. Only one appropriate identifying sign will be permitted per business. G. Building Site and Landscaping (These standards apply to both A and B) 1. Required Major landscaping items, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic character of the site and neighborhood and inconspicuous when viewed from a public way. 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, materials, and scale. 3. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. The installation of unsightly devices such as TV reception dishes and solar collectors shall not be permitted in areas where they can be viewed from public thoroughfares. STAFF RECOMMENDATION: Staff recommends approval of the existing proposal. The proposed work is in keeping with the historic characteristics of the house, carriage house, and grounds while continuing to rehabilitate same. Proposed additions are in accordance with existing Historic Preservation Commissions Standards and Guidelines as well as the National Park Service Preservation Brief 14, "Netiv Exterior Additions to Historic Buildings: Preservation Concerns.
