ADDRESS W, B, H, O SS 2S A8 91-A41P A LE F, D STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS ate: January 3, 2017 Application Number: 2017-0103 Property Location: 812 Golden Architectural Style/Date/Architect or Builder: American Foursquare/1911 Property Owner: Tim & Leticia Morris Landmark or District Designation: Riverside Drive LHD Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The 2 story frame house has a square plan and is set upon a concrete block foundation. It has a high hip roof with a gable projection on the main fagade and it is covered in asphalt shingles. The walls are aluminum sided. Some of the upper floor windows and the front fagade windows appear to be original 1/1 wood double -hung. All the windows have aluminum storms. There is an open porch with concrete block pillars and piers with wood Doric columns. The front door appears to be original. The house is situated on a very small wedge-shaped lot with a narrow front and side yard; the garage completely dominates the rear yard. ALTERATIONS: The house is aluminum sided and all windows have aluminum storms. The steel security door at the rear of the house is a replacement. The garage appears to be original. The storm door is not original. The south kitchen window has been reduced in size and replaced with a modern vinyl replacement window (1985). A south basement window has been replaced with a vinyl replacement window and the other south side basement window has a deteriorating aluminum storm and wood window. A window at the rear of the house has been removed and/or covered with aluminum siding (1985). The roof was replaced with COA 2007-0316. COA 2010-0802A for vinyl replacement windows was denied with the exception of the front third floor window, as it was determined by the Preservation Specialist that existing windows could be repaired and/or rehabilitated. COA 2016-1019 approved tear down of existing garage, and conditional approval of installation of a new wood deck and French doors (replacing windows) at back side of house; removal and replacement of existing wood windows was denied. COA 2016-1205 for removal and replacement of existing wood windows was denied. APPLICATION ITEMS: Windows DESCRIPTION OF PROPOSED PROJECT. Owner proposes removal of seven existing first floor windows: four in living room to be replaced with Andersen 200 Series exterior vinyl -clad double -hung wood windows with Colonial "Grilles -Between -the Glass", and three in dining room to be replaced with P1yGem Contractor Series 2000 vinyl double -hung replacement windows. Reasons for replacement are to "increase energy efficiency and safety, and because windows are believed to have too many problems to justify the cost of repair." Andersen vinyl -clad wood windows were chosen for the front of the house, visible from the street; P1yGem vinyl windows for the dining room as they are not visible from the street and face the neighboring house, which is situated extremely close to this property. PRESERVATION SPECIALIST REPORT: I arrived at the property located at 812 Golden Ave at approximately 3:30pm on January 9, 2017. The owners had applied to replace seven windows on the first floor. The owner was not home at the time. I had talked to Mr. Morris earlier in the day and he had informed me that they had enclosed the windows in plastic film for winterization. I had previously taken photos from the inside and had those on file. I took photographs from the outside as best as possible. I compared the photos I had taken earlier in 2016 and have not noticed any change in the condition of the windows that I could see. It is easier to see the gaps between the sashes and frames from the outside. As before the storms especially the ones located on the north(side) of the house are incomplete, broken, or loose. The window sashes are missing ropes and most of the upper sashes are painted shut. The lower sashes have mobility due to parting and interior stops being worn. That is especially noticeable in the pictures taken from the outside. Steve Szaday, Preservation Specialist STANDARDS AND GUIDELINES: Riverside Drive Local Historic District II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features, such as aluminum insulating glass combinations that require removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Although this house is listed in the Historic Sites and Structures Inventory as "Contributing," previous window alterations, replacement of the original porch railings with deck railing, infill of basement windows with glass block, installation of aluminum siding, shutters and a couple vinyl windows have already altered the original appearance of the house to the point the rating no longer seems appropriate. Inspection of the windows have determined that several windows need significant repair and storms need repair/replacement. As COA 2016-1019 approved installation of Andersen Frenchwood vinyl -clad wood doors in one of the rooms where replacement windows are proposed, staff recommends approval of replacement of all seven existing first -floor windows with Andersen 200 Series vinyl -clad wood double -hung replacement windows without grilles, to maintain the original 1/1 appearance. Seconded by Commissioner Anderson. President Klusczinski clarified that votes in the affirmative will support the motion to deny the application and reminded the members to state their reasons when voting. Roll call was ordered. Windows are an important, char- acter -defining feature of any structure, especially one with historic value. The Historic Preservation Commission will continue to assist you in meeting the standards and guide- lines of the Riverside Drive Historic District, established in 1985 by the South Bend Common Council (Ordinance No. 7469-85) . Our Agency is qualified and knowledgeable in methods used in preser- vation and endorsed by the U.S. Secretary of the Interior in maintaining historic resources, like your home. We are familiar with many local contractors that are skilled in this regard. While HPC is not affiliated with independent contractors, it will share referrals among members of the public. I would like to offer an additional clarification with respect to our telephone conversation on De- cember 20, 2016. Any repairs or installations which alter the exterior features of designated historic —uctures and sites, ALWAYS require a valid Certificate of Appropriateness from the Historic Preser- Ction Commission before that work may begin. The gabled roof with cornice returns has asphalt shingles. There are two pedimented dormers and one central gabled dormer on the front. The full front porch has a gabled dormer above the entrance, and six free-standing columns with balustrade. Windows are 1/1 double -hung; several bay windows are single light. ALTERATIONS: Aluminum siding, storm windows and doors. APPLICATION ITEMS: Putting in energy eff, windows, replace 2nds and Yd floor windows. DESCRIPTION OF PROPOSED PROJECT: Owner has a quote from Hoosier Siding & Construction to remove existing wood windows and replace with vinyl window inserts. Windows will be inserts, with original wood frames and sills to remain. Window styles — cottage style and traditional 1/1 double hung, casement, and fixed lite — to match existing. Grid pattern of third floor windows to match existing third floor windows, with the exception of the diamond grid in south attic window which cannot be easily replicated. Insulation will be installed in frames. Owner cites energy efficiency as reason for replacement. PRESERVATION SPECIALIST REPORT: On Friday January 6a', 2017 at 3pm I met with the owners of 825 Ashland at the property to photograph and record the existing condition of the windows on the second and third floors which they are looking to replace with their COA application. Most of the windows had clear plastic on them with mini blinds down and blades angled to keep light out so I was unable to get close photographs of several of the windows. The application is for 19 windows to be replaced: The third floor has three casements and two double hung windows. The casements have dry rotted and are out of square. They feel lightweight and flimsy. The double hung window on the north side has the wrong storm sash and is leaking air. The double hung windows on the south side has a decorative diamond grid pattern which faces the house next door. There are two fixed windows facing the rear of the house on the landing between the second and third floor. These were not always fixed as the presence of interior stops and gaps are evident. The opening mechanisms have been removed and the sashes attached in place. The front of the house has a three-part window with a large operable double hung in the middle and two stationary (one on each side). The large upper sash appears to be off skew and the interior stops need to be adjusted. Most of the upper sashes appear to be painted shut. There are aluminum storm windows throughout the house operable where the operable wood windows are and fixed where the fixed wood windows are in place. Three windows on the second floor have sashes that are in need of repair. These would include repairing the wood sash as the joints are separating. I was unable to feel any of the wood to determine its structural integrity. Almost all of the windows would need glazing, most of the ropes appeared to be intact. I did not find any evidence to suggest that the windows currently there could not be repaired to reach a higher level of efficiency and use, with the exception of the casements on the third floor. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double - hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases, where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Staff recommends replacement of existing third floor casement windows with in-kind materials, and repair of all other existing windows on the second and third floors, as well as repair/replacement of existing storm windows where necessary. Front fagade features modillions on ends of dentilled cornice above large plate glass windows with transom lights. In 1924, an addition was built directly behind the 1900 building. The one-story rectangular structure is built of concrete block, with a flat roof, and multi -pane windows with metal frames (probably original). There is no historic survey/description of this portion of the property. ALTERATIONS: COA 2005-1031 approved demolition of portion of building constructed in 1882, known as the Bergan Building. COA 2006-0413 approved reinstallation of JC Lauber Sheet Metal sign, formerly on west side of 1882 portion of building. APPLICATION ITEMS: 1) Demolition of 5,000 sq. ft. building which was not part of original historic structure. Building is not served with utilities other than basic lighting. Building currently used as cold storage. The wooden roof is deteriorated and building is of little to no value. 2) Installation of approx. 18011.. of commercial grade ornamental aluminum fencing on the northwest corner. DESCRIPTION OF PROPOSED PROJECT: Owner proposes 1) demolition of 1924 addition to 1900 one-story portion of J. C. Lauber building. The existing structure has a deteriorated roof, no utilities except basic lighting, and is of little current value to the owner. Renovation costs would exceed the resulting value. This portion of the building was a later addition to original 1900 structure facing LaSalle Avenue, and only by virtue of vacating the former alley between the main building and the structure to be razed is it even considered part of the historic structure. Demolition would allow additional parking spaces for building's future use as a Brew Pub and Community Event Center, and improve curb appeal. 2) Installation of 180' of ornamental black aluminum fence at the northwest corner of property, enclosing area where 1882 Bergan Building once stood. This area will be outdoor seating for the future Brew Pub. PRESERVATION SPECIALIST REPORT: On Wednesday November 30, 2016 I met with Frank Perri the owner of the Local Landmark located at 502 E LaSalle. (Commonly known as the JC Lauber building). He has applied to remove the addition located to the south most of the structure. We walked around inside and outside of the structure. The east, west and south walls were added to the existing building. The north wall of the addition is the south wall of one of the earlier additions and will remain. The floor is not complete and still has about 40% dirt floor. The area was designed for vehicle and equipment storage. The joists are non -dimensional lumber (we believe the addition dates 1946) and steel beams with wood and metal posts. Recent repairs were made and additional posts and supports were added to the north side of the addition. Areas of the ground and floor were still wet from recent rains and the roof deck has water stains and visible holes. Several patches and repairs have made to the concrete block walls where the walls have sunk or shifted. There is a severe slope and the field east of this area which sits uphill does not offer much other than channeling water directly to this building. The shifts to the south wall follow the water flow right to the east bank of the river. The owner intends to use this area for a parking lot. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while an addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. b. siding materials—the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. D. Demolition Historic landmarks shall not be demolished. When a landmark poses a threat to the public safety, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should be made of both the exterior and interior of the landmark. The person or agency responsible for demolition of the landmark shall be responsible for this documentation. E. Moving The moving of landmarks is discouraged, however, moving is preferred to demolition. When moving is necessary, the owner of the landmark must apply to the Commission for a Certificate of Appropriateness. F. Signs No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super -graphics will also be disallowed. Only one appropriate identifying sign will be permitted per business. G. Building Site and Landscaning 1. Required Major landscaping items, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic character of the site and neighborhood and inconspicuous when viewed from a public way. 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, materials, and scale. 3. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. The installation of unsightly devices such as TV reception dishes and solar collectors shall not be permitted in areas where they can be viewed from public thoroughfares. STAFF RECOMMENDATION: Staff recommends approval of fence installation and demolition of 5,000 sq. ft. 1924 addition to rear of building. Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The wood frame house has field stone veneer facade on the first floor, second floor is brick veneer, gable ends of house are Tudor -style half timbers. The foundation is concrete and stone and the half-timbering in the gables. Wood windows are diamond patterned 4/1. Verandah is supported with stone columns with ornate capitals. The Porte cochere has a hipped roof. ALTERATIONS: Original roof has been replaced with asphalt shingles. COA 2000-0316 approved a wrought fence around the property, and a rear yard chain link fence was approved with COA 2001-0129, although neither of these fences were installed. COA 2008-0604A approved reconstruction of chimney. RME 2016-0825A approved repair of five original double hung windows in second story south and third story south. COA 2016-1018 to replace the existing asphalt shingle house roof and metal front porch and Porte cochere roofs with standing -seam copper was denied. APPLICATION ITEMS: Replacing all roof surfaces with new copper sheeting. DESCRIPTION OF PROPOSED PROJECT: This is a reapplication for COA 2016-1018. Owner proposes to install new standing -seam copper roof with copper drip edge, copper valley, edge trim and flashings on entire house, including front porch and Porte cochere. Historic photos show the original house roof to be flat clay tile, and the Portage Township Assessor's card lists a tile roof in 1935. The original porch and Porte cochere roofs, as well as gutters and accents which still exist, are painted metal; the original house roof was replaced with asphalt shingles. Group B Standards say the proposed treatment should be reviewed for "character and style consistency with the original surfaces." The National Park Service's Preservation Brief 4 on roofs says "if the roof is readily visible ... material should match as closely as possible the scale, texture, and coloration of the historic roofing material." Historically, copper roofs were used on important buildings in the early 1800s, then infrequently until the latter 19th century when copper became more accessible. Even then, it was used most frequently for ornamental roofs on public buildings. (National Park Service, Roofing for Historic Buildings, Metals) The owner has selected copper for the roof material in an effort to match the original roof materials that remain, as well as for its durability. PRESERVATION SPECIALIST REPORT: Upon request made by Deputy Director Deb Parcell, I am writing an analysis of the roof in its current condition. The current roof material is asphalt shingles on the main house and metal raised -seamed roofing on the front porch and porte-cochere. Several patches and alternative coverings are in place in multiple locations where the asphalt roof has begun to roll up and deteriorate. From the interior of the house water damage is evident on the southeast, northeast, and southwest corners. A large area on the northeast has the most significant damage. The exterior patches and correlating interior damage would suggest that an inspection should take place to identify any necessary roof deck repairs or replacement that should take place prior to installation of any new roofing material. Staff has advised the owner to seek quotes for alternate roofing materials, particularly synthetic slate. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: December 5, 2016 Application Number: 2016-1205 Property Location: 812 Golden Architectural Style/Date/Architect or Builder: American Foursquare/1911 Property Owner: Tim & Leticia Morris Landmark or District Designation: Riverside Drive LHD Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The 2 story frame house has a square plan and is set upon a concrete block foundation. It has a high hip roof with a gable projection on the main fagade and it is covered in asphalt shingles. The walls are aluminum sided. Some of the upper floor windows and the front fagade windows appear to be original 1/1 wood double -hung. All the windows have aluminum storms. There is an open porch with concrete block pillars and piers with wood Doric columns. The front door appears to be original. The house is situated on a very small wedge-shaped lot with a narrow front and side yard; the garage completely dominates the rear yard. ALTERATIONS: The house is aluminum sided and all windows have aluminum storms. The steel security door at the rear of the house is a replacement. The garage appears to be original. The storm door is not original. The south kitchen window has been reduced in size and replaced with a modern vinyl replacement window (1985). A south basement window has been replaced with a vinyl replacement window and the other south side basement window has a deteriorating aluminum storm and wood window. A window at the rear of the house has been removed and/or covered with aluminum siding (1985). The roof was replaced with COA 2007-0316. COA 2010-0802A for vinyl replacement windows was denied with the exception of the front third floor window, as it was determined by the Preservation Specialist that existing windows could be repaired and/or rehabilitated. COA 2016-1019 approved tear down of existing garage, and conditional approval of installation of a new wood deck and French doors (replacing windows) at back side of house; removal and replacement of existing wood windows was denied. APPLICATION ITEMS: Windows DESCRIPTION OF PROPOSED PROJECT. Owner proposes removal of seven existing first floor windows: four in living room to be replaced with Andersen 200 Series exterior vinyl -clad double -hung wood windows with Colonial "Grilles -Between - the Glass", and three in dining room to be replaced with P1yGem Contractor Series 2000 vinyl double -hung replacement windows. Reasons for replacement are to "increase energy efficiency and safety, and because windows are believed to have too many problems to justify the cost of repair." Andersen vinyl -clad wood windows were chosen for the front of the house, visible from the street; P1yGem vinyl windows for the dining room as they are not visible from the street and face the neighboring house, which is situated extremely close to this property. PRESERVATION SPECIALIST REPORT: I met with Tim Morris the owner of 812 Golden Ave at his address located in the Riverside Drive Local Historic District. I had received an email from Director Feasel in response to a call from Mr. Morris. We walked around the interior and exterior of the house discussing the condition of his existing windows and his plans to remodel the back yard and remove the extremely small garage. We continued around the house going floor to floor as I photographed each window. There are two windows that have enough damage that needs structural repair by means of an epoxy along the bottom of the sashes. The greatest issues with these windows are: 1) the presence of many heavy layers of paint 2) missing ropes and pulley wheels with paint interference 5 3) misalignment of interior stops (trim) leading to movement of lower sash and a less than tight seal of the upper and lower sashes 4) missing or damaged aluminum storm sashes It is my opinion that the majority of these windows are not deteriorated beyond repair. New sash cords, removal of some paint, and the adjustment of interior stops would greatly improve the performance of the majority of the windows. Granted some additional epoxy work needs to be performed on two sashes. There are aluminum storms already on most of the house and the ones that are missing parts could be replaced with new. Steve Szaday, Preservation Specialist STANDARDS AND GUIDELINES: Riverside Drive Local Historic District II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features, such as aluminum insulating glass combinations that require removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Previous siding replacement, window alterations, and installation of a couple vinyl windows have already altered the original appearance of the house. As inspection of the windows have determined that several windows need significant repair, and the proposed windows will appear very similar to existing, staff recommends approval of replacement windows without grilles, to maintain the original 1/1 appearance. The gable roof has a bell -cast shape with plain box cornice. A large front shed roof dormer has two inset balconies with wood balustrade. The windows are 6/6 double hung with wood shutters and 11 with hidden metal storm shutters. A three -car garage (1936) and wood and stone lodge (193 7) are also on site. ALTERATIONS: The landscaping was changed with COA 2008-0410 to remove half of the tennis court and install in -ground pool. The asphalt shingles were replaced with COA 2011-0701A. COA 2015-0908A to replace 22 existing windows with Anderson Renewal replacement windows was denied. APPLICATION ITEMS: Replace 22 windows on second floor with wood type windows from Marvin — Ultimate Double Hung windows. All aluminum windows which are not historic will be removed. The new windows will have the design (same) as the original windows including the grills. DESCRIPTION OF PROPOSED PROJECT: Owner proposes to replace 22 existing second floor windows with Marvin Ultimate aluminum -clad wood double hung replacement windows, designed to be used within the existing frame. Windows will be simulated divided lite, with grilles on interior and exterior and spacer bars between glass to create look of authentic divided lite windows; same appearance as existing windows. The existing non -original aluminum storms were improperly sized and have done considerable damage to the sills and window openings. The storms will be removed, restoring the outside appearance to its original look. The owners are looking for a quality replacement window that will maintain the historic character, but allow case of use, cleaning, ventilation, and reduce sound from busy Jefferson Blvd. PRESERVATION SPECIALIST REPORT: From 10/5/2015 PS Report:. Although 80% of the sashes are not beyond repair, other components of the windows such as the sills are. Eleven windows with the "hidden' storm shutters will need new customized sills, insulation, and additional support added just to achieve functioning windows that can keep elements and sound out. I recall during the last meeting that involved this property, someone had asked the question as to what the condition of the windows in the remainder of the house especially the first -floor windows. Just to clarify, the property owner told me that he had the first -floor windows restored and new wood storms built for the entire level. Steve Szaday-Preservation Specialist December 14, 2016 On December 13, 2016 at approximately 3pm I met with Pat Ruszkowski the owner of 1246 E Jefferson at his home. I had visited the home in 2015 and had taken extensive photographs at the time of his last application, but since so much time had passed, the staff agreed that an updated visit and photographs take place. There was no change in the condition of the windows that the owner wishes to replace on the second floor. However, the aspect of a cold, windy day as opposed to the previous warm weathered visit offered different insight. The windows currently all have aluminum storms in fair but operational condition. Even with the storms in place one could feel the cold air as the wind blew but not rattling. (The storms utilize spring clips.) Especially in those rooms with the built in "hide -away" storm shutters. Most of the lower sashes in these windows are operational, however, some are painted shut and six of the lower sashes needing re -roped. Most of the top sashes are painted shut as well. Although some sashes definitely need some glazing most of the deterioration has taken place to the deep sills between the storms and lower sashes but not the sashes themselves. Peeling paint and buckling can be seen in the photographs submitted. Due to the depth of the sills especially in the south "hidden shutter" rooms, any replacement windows will need to have a transition or wrap to accommodate the space so as to "bridge" the interior and exterior wall. Steve Szaday, Preservation Specialist STANDARDS AND GUIDELINES: East Wayne Street Local Historic District 11. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: As inspection of these windows has determined many components need replacement, and removal of the existing storms and replacement with the proposed Marvin Ultimate white aluminum -clad windows with grids to match existing will restore a more historically accurate appearance, the Staff recommends approval. Elicia Feasel, Executive Director Deb Parcell, Deputy Director Commissioner Klusczinski addressed the applicant and membership with respect to the material condition of the original windows proposed for replacement. He stated that additional evidence has been presented (since the petitioner's previous application in 2015) which suggests that the window units are reasonably deteriorated. Even these windows are not beyond reconditioning, although a qualified contractor may be difficult to find. It should be noted that any loss of character -defining or original features may adversely affect a structure's State (DNR) historic rating — regardless of any approval granted by HPC. This property is currently rated "Notable." The rating might change from window replacements, once reassessed. As a general rule, old growth wood windows have a life expectancy beyond their modern counterparts. Wood windows with aluminum cladding will still deteriorate from the inside out, due to moisture retention. Acceptable rehabilitation methods endorsed by the HPC and the National Parks Service can make old windows energy efficient while still preserving historic character. He closed by stating that he would endorse this project but not without some regret. Klusczinski urged the applicant to explore rehabilitation for at least some of the windows that could be more easily repaired in an effort to preserve unique features that will be permanently lost with new installations. Owner will seek variance for roof height at January 4 BZA meeting. As she cannot attend the BZA meeting, Executive Director Feasel requested permission to write letter confirming that HPC approved this project as built. On January 13, 2017, we attended a meeting held by Aaron Perri, the director of Parks and Venues to discuss the Best Week Ever promotion scheduled for the last week of May 2017. This is a city-wide celebration to focus on getting folks in and out of South Bend to take advantage of events and business that are here in South Bend. He mentioned to me personally about offering walking tours all week. That will have to be discussed and perhaps we could train a commissioner or two to be a docent? I presented a Powerpoint program on the Historic Sites of Granger, Indiana to the Granger Rotary on the 11 th. I will be speaking at a flooring workshop for Carla Bruni this Saturday. 'Landmarks' expressed interest in marketing, possible storage location, and workshops featuring the equipment and proper use. It was decided to plan a demonstration at Kizer - open to members of both organizations. We were later joined by Elicia Feasel and discussed other matters, including Tippecanoe Place. • 01/18/2017 10A: Satin on a meeting between Director Feasel and Joseph Molnar (serving in his capacity as the Ordinance Violations Bureau Clerk for the City of South Bend). Explored HPC enforcement opportunities within existing sections of the municipal code. 01/19/2017 AM: Telephone discussion with HPC Attorney Hummer regarding written correspondence from Eric Boyd (re: Boyd v. Historic Preservation Commission). Contacted Elicia Feasel to provide her with an update. Collaborated with Mr. Hummer throughout the day on HPC departmental responses to petitioner' requests. Resolution #17-01 completed! This policy proposal is the product of an investigation into special application requests for maintenace and repair items. Once adopted the resolution would act as a policy amendment and a guide for items subject to staff approval. I will present the Resolution for consideration by the Commission membership on January 23`d, 2017. • 01/20/2017 Completed first draft of a letter to Amber Grundy - Executive Director of Camp Tannadoonah (Vandalia, Michigan). WSBT recently reported on the camp's "GoFundMe" initiative intended to restore the 1924 Morris Lodge. Presently, the camp hopes to raise $10K which will be used to replace the original windows and siding. After conferring with Director Feasel, we decided to contact camp administrators; hoping to encourage a more preservation -friendly strategy for "restoration" of the lodge. Elicia and I will solicit the HPC's affiliates to add their voices. • 01/22/2017 9A: Watched WNIT "Outdoor Elements" with host Evie Kirkwood — Excutive Director of the St. Joseph County Parks Dept. Episode #1503 (Repurposed Buildings, Mutual Homes of South Bend, Indoor Air Quality) featured HPC's own Elicia Feasel. Elicia used two local examples "Buccellato Design, LLC" and "Circa Arts," to illustrate the virtues of sustainability and adaptive reuse. Completed final(?) draft of Camp Tannadoonah letter. I caught the recent news segment about Camp Tannadoonah and the report about your efforts to improve and preserve the lodge facility. As a member of the Historic Preservation Commission of South Bend & St. Joseph County, Indiana, I share your goal and enthusiasm. History and tradition is an important aspect for every community. The built environment uniquely holds this intrinsic value. When preserved and maintained, these historic assets connect every generation to a common and meaningful legacy. In the present we have a responsibility to understand the value of heritage and then a duty to keep that experience alive for the next generation - to confront those challenges - to fight the good fight. For once that chain is broken, it is lost forever. Camp Tannadoonah is worthy of this admiration. And so are you, for actively pursuing this goal on behalf of others. Hard work is too often a thankless task. So please accept my expression of gratitude for your continued efforts in our corner of the Midwest. As a student of my own experiences, I felt compelled to write you and share some thoughts and perspectives which have helped in my own struggle to keep our history torch burning --- brighter. Through experts and pioneers in the preservation field I've learned a great deal. Applying their lessons helped me to realize better outcomes. So while I've never had the opportunity to visit Camp Tannadoonah or the Morris Lodge in person, I believe that these tried and true practices and principles will help you to realize your goals with far greater benefit. Original building fabric and its character -defining features are in and of themselves part of a building's historic identity. Moreover, wood structures like your 1924 lodge are composed of significant old-growth material. This timber has a durable quality which is more stable, offers higher resistance to rot, decay, moisture, insects and deformity than its modern compliments. So the need to preserve old-growth timber stock present in historic flooring, siding, windows and doors is just as important as its composite forms and features. Modern building science has given birth to methods and materials that make this cost-effective and easy enough for architects, contractors and romantics, alike. Even drafty windows can be rehabilitated for outstanding thermal efficiency. The science of preservation means having the best of both worlds! When cost-effective maintenance and repair measures are applied to old-growth - it can last indefinitely! This is a proven fact. It By contrast, new materials and synthetics have a much shorter life expectancy and are usually not engineered to be repaired once they do fail. Modern replacements mean continued and perpetual replacements thereafter. So Beware! This defies sustainability and respect for the environment as much as your bottom line. Your lodge has a natural life expectency of hundreds of years. I've learned that it doesn't make good financial sense to install short-lived replacements except as a Very. LAST. Option. In all likelihood, your proposed $10,000 rehabilitation budget could be reduced or redirected in ways that would sustain the lodge much longer than the current plan promises to do. You wouldn't suffer the loss of valuable historic or architectural integrity while satisfying your very best intentions. For any loss, even as a last resort, diminishes a building's formal qualifications as a future historic landmark, a State or National place of interest. Camp Tannadoonah is certainly a candidate worthy of this distinction. To forfeit that honor would be an unfortunate consequence. I join with the staff Historic Preservation Commission in supporting Camp Tannadoonah's rich history and cultural identity. We all share your mission to preserve it! JOSEPH COUNTY, INDIANA QUALIFYING ADMINISTRATIVE APPROVAL ITEMS FOR ROUTINE MAINTENANCE EXCLUSIONS WHEREAS, the Historic Preservation Commission of South Bend and St. Joseph County, Indiana (the "Commission") exists and operates under Article 13, Section 21-13 of the South Bend Municipal Code and Chapter 154, Section 246, et. seq. of the St. Joseph County, Indiana Code of Ordinances ("Enabling Ordinances"); and WHEREAS, these Enabling Ordinances establish the powers and duties of the Commission, which include the power to oversee modifications performed on designated Landmarks and Historic Preservation Districts through the Certificate of Appropriateness ("COA") review process; and WHEREAS, the Commission shall issue a COA prior to the construction, reconstruction, alteration, demolition or moving of any exterior feature of any building, structure or use; and WHEREAS, the Enabling Ordinances direct the Commission to adopt bylaws for carrying out its powers and duties, which include the aforementioned COA process; and WHEREAS, Article 9.5, Section 1 ("Staff Procedures") of the Commission Bylaws authorize staff to determine if applications are exempt from COA review for work limited to the ordinary maintenance and repair of any building, structure or use which will not involve a change in any exterior features of the property; and WHEREAS, the Bylaws Article 2, Section 3a ("Code of Ethics — Responsibility to the Community") encourages that the Commission and its designated Staff representatives continually evaluate and update theirs plans, guidelines and procedures to ensure they meet the community's current and future needs. NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC PRESERVATION COMMISSION OF SOUTH BEND AND ST. JOSEPH COUNTY AS FOLLOWS: 1. The Historic Preservation Commission hereby affirms that the following work, examples and conditions qualify as and/or for Routine Maintenance Exclusions, and may be administratively approved by the Executive Director, Deputy or Commission President (Bylaws Article 9.5 Section 1): Page 1 of 3 a. MATERIAL i. The use of an appropriate architectural epoxy is permitted for restoring damaged, original material (esp. character -defining features, old-growth wood and metal). ii. Sections of incompatible siding may be temporarily removed to evaluate the condition of the siding underneath. b. WINDOWS i. Inappropriate, fixed storm window units may be removed. ii. Appropriate, wood storm window sashes may be installed at missing locations. iii. Interior storm windows that do not detract from existing window units, may be used. c. ROOFS i. Architectural shingles may be substituted for three -tab asphalt varieties. ii. Rooftop heating elements for snow and ice dam mitigation, may be installed at approved locations. iii. New gutter sections may be installed at inconspicuous and specified locations. d. MECHANICALS i. Exhaust vents and plastic piping for Natural Gas, LP or Radon systems may be installed at specified, unobtrusive locations. e. AMENITIES i. Installations of small-scale and appropriate amenities, including: Plaques, Address Signs, Historic Markers, Mailboxes, Flower Boxes, Light Fixtures, Sconces, Flags and similar items are permitted. L FENCES i. Changes in mounting post and gate locations, within previously established perimeters are permitted. ii. Alternative wooden picket styles that are in keeping with applicable Standards and Guidelines, are permitted. g. TREES i. A severely damaged, diseased or structurally intrusive tree specimen may be removed if a suitable replacement will be substituted in situ. ii. Different tree varieties may be substituted if original species are no longer available or appropriate for the specified location. iii. New trees (for removed specimens) may be planted in nearby, alternate locations whenever the original location is deemed incompatible. Page 2 of 3 h. TRAILERS & EQUIPMENT i. Staff shall approve staging locations for temporary or mobile construction equipment used in the maintenance and improvement of designated sites and structures. 2. Conditions for Routine Maintenance Exclusions: a. All criteria must be evaluated against local standards and guidelines and stylistic appropriateness. Allowances and conditions for Routine Maintenance Exclusions must be validated in writing on approved departmental forms by a qualified Commission administrator. b. The Commission reserves the right to qualify work as a COA petition if reasonable exceptions to the existing material, form, function, dimensions or compatibility, are identified. c. This resolution in no way limits the Commission's authority where otherwise provided by law nor should it be seen as a means to contradict, hamper or avoid local building and zoning regulations. d. This resolution shall not be construed to prevent the necessary maintenance required to preserve the building, structure or its use from deterioration by neglect. e. This Resolution shall take effect immediately upon its adoption by the Commission.
