Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The wood frame house has field stone veneer facade on the first floor, second floor is brick veneer, gable ends of house are Tudor -style half timbers. The foundation is concrete and stone and the half-timbering in the gables. Wood windows are diamond patterned 4/1. Verandah is supported with stone columns with ornate capitals. The porte cochere has a hipped roof. ALTERATIONS: COA 2000-0316 approved a wrought fence around the property, and a rear yard chain link fence was approved with COA 2001-0129, although neither of these fences were installed. COA 2008-0604A approved reconstruction of chimney. RME 2016-0825A approved repair of five original double hung windows in second story south and third story south. APPLICATION ITEMS: New copper roof on portescochere and new roof made of copper on front porch. Entire roof will be of copper. DESCRIPTION OF PROPOSED PROJECT: Owner proposes to install new standing -seam copper roof with copper drip edge, copper valley, edge trim and flashings on entire house, including front porch and porte cochere. The original porch and porte cochere roofs, as well as gutters and accents which still exist, are painted copper; the original house roof has been replaced.. A historic photo shows what appears to be a slate roof on the house; the old assessor's card says tile. Brendan Crumlish, local architect and son of former Birdsell tenant. Brian Crumlish, remembers VanOverberghe Builders installing the current roof in 1983-84, which replaced another asphalt shingle roof, so the original roofing material had disappeared long before the 1980's. Crumlish says the porch and porte cochere roofs have always been painted metal, and the historic photo would confirm that. However, there does not seem to be a precedent for metal roofing on the house. Group B Standards say the proposed treatment should be reviewed for "character and style consistency with the original surfaces." The National Park Service's Preservation Brief 4 on roofs says "if the roof is readily visible ... material should match as closely as possible the scale, texture, and coloration of the historic roofing material." Historically, copper roofs were used on important buildings in the early 1800s, then infrequently until the latter 19"` century when copper mines were opened in the Upper Peninsula of Michigan, making copper more accessible. It was still used most frequently for ornamental roofs on public buildings. (National Park Service, Roofing for Historic Buildings, Metals) The owner has selected copper for the roof material in an effort to match the original roof materials that remain, as well as for its durability. PRESERVATION SPECIALIST REPORT: STANDARDS AND GUIDELINES: Group B A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while an addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. b. siding materials—the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. D. Demolition Historic landmarks shall not be demolished. When a landmark poses a threat to the public safety, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should be made of both the exterior and interior of the landmark. The person or agency responsible for demolition of the landmark shall be responsible for this documentation. E. Moving The moving of landmarks is discouraged, however, moving is preferred to demolition. When moving is necessary, the owner of the landmark must apply to the Commission for a Certificate of Appropriateness. F. Signs No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super - graphics will also be disallowed. Only one appropriate identifying sign will be permitted per business. G. Building Site and Landscapinv- 1. Required Major landscaping items, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic character of the site and neighborhood and inconspicuous when viewed from a public way. 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, materials, and scale. 3. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. The installation of unsightly devices such as TV reception dishes and solar collectors shall not be permitted in areas where they can be viewed from public thoroughfares. STAFF RECOMMENDATION: While copper roofing was not original to the main house roof, it still - exists in other areas of this building. As replacement of all roofing with copper would be a replacement in kind for the porch and porte cochere, but a change of material and profile for the house roof, staff recommends approval of installation of copper roof on porch and porte cochere only. November 14, 2016 RE: Birdsell Mansion 511 W Colfax Upon request made by Deputy Director Deb Parcell, I am writing an analysis of the roof in its current condition. The current roof material is asphalt shingles on the main house and metal raised -seamed roofing on the front porch and porte-cochere. Several patches and alternative coverings are in place in multiple locations where the asphalt roof has begun to roll up and deteriorate. From the interior of the house water damage is evident on the southeast, northeast, and southwest corners. A large area on the northeast has the most significant damage. The exterior patches and correlating interior damage would suggest that an inspection should take place to identify any necessary roof deck repairs or replacement that should take place prior to installation of any new roofing material. Steve Szaday Preservation Specialist Historic Preservation Commission of South Bend and St. Joseph County STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: October 19, 2016 Application Number: 2016-1019B Property Location: 812 Golden Architectural Style/Date/Architect or Builder: American Foursquare/1911 Property Owner: Tim & Leticia Morris Landmark or District Designation: Riverside Drive LHD Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The 2 story frame house has a square plan and is set upon a concrete block foundation. It has a high hip roof with a gable projection on the main fagade and it is covered in asphalt shingles. The walls are aluminum sided. Some of the upper floor windows and the front fagade windows appear to be original 1/1 wood double -hung. All the windows have aluminum storms. There is an open porch with concrete block pillars and piers with wood Doric columns. The front door appears to be original. The house is situated on a very small wedge-shaped lot with a narrow front and side yard; the garage completely dominates the rear yard. ALTERATIONS: The house is aluminum sided and all windows have aluminum storms. COA 2010- 0802A for vinyl replacement windows was denied with the exception of the front third floor window, as it was determined by the Preservation Specialist that existing windows could be repaired and/or rehabilitated. The roof was replaced with COA 2007-0316. The storm door is not original and the front porch decking and balustrade are treated wood replacements. The lattice under the porch appears to be a vinyl replacement product. The south kitchen window has been reduced in size and replaced with a modern vinyl replacement window (1985). A south basement window has been replaced with a vinyl replacement window and the other south side basement window has a deteriorating aluminum storm and wood window. A window at the rear of the house has been removed and/or covered with aluminum siding (1985). The steel security door at the rear of the house is a replacement. The garage appears to be original. APPLICATION ITEMS: Garage tear down, windows, new door. See attached plan/notes. DESCRIPTION OF PROPOSED PROJECT. Owner proposes: 1) Tear down garage — area will be grass for now, with plans to install a paver patio in the future (not part of this COA). Current garage is not usable for modern vehicles, and cannot be insured. 2) Remove existing windows on first floor and replace to "increase energy efficiency and safety, and because windows are believed to have too many problems to justify the cost of repair." Owner has not made a decision on type of replacement window, but would prefer aluminum. 3) Installation of French doors on back side of house, replacing windows currently in that location, to allow exiting the home through the dining room. 4) Installation of wood deck outside new French doors. PRESERVATION SPECIALIST REPORT: At approximately 10:45AM I met with Tim Morris the owner of 812 Golden Ave at his address located in the Riverside Drive Local Historic District. I had received an email from Director Feasel in response to a call from Mr. Morris. We walked around the interior and exterior of the house discussing the condition of his existing windows and his plans to remodel the back yard and remove the extremely small garage. We continued around the house going floor to floor as I photographed each window. There are two windows that have enough damage that needs structural repair by means of an epoxy along the bottom of the sashes. The greatest issues with these windows are: 1) the presence of many heavy layers of paint 2) missing ropes and pulley wheels with paint interference 3) misalignment of interior stops (trim) leading to movement of lower sash and a less than tight seal of the upper and lower sashes 4) missing or damaged aluminum storm sashes It is my opinion that the majority of these windows are not deteriorated beyond repair. New sash cords, removal of some paint, and the adjustment of interior stops would greatly improve the performance of the majority of the windows. Granted some additional epoxy work needs to be performed on two sashes. There are aluminum storms already on most of the house and the ones that are missing parts could be replaced with new. I had not seen the file yet as I literally called him and left the office immediately after arriving. He told me that a COA had been approved under the previous owner to replace 8 windows on the third floor. There is only one window on the third floor and one on the third -floor stairway. There were however 8 windows on the second floor. I informed him that I was surprised that the commission approved the replacement as the windows were not in a condition beyond repair. Upon return to the office I was informed that the COA application by the previous owner to replace the windows at this property was in fact denied. Steve Szaday, Preservation Specialist STANDARDS AND GUIDELINES: Riverside Drive Local Historic District I. THE ENVIRONMENT B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Reauired Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high-intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood windows. Reauired kj Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. —Recommended ood frame storm windows and doors painted to match the original should be used but should not damage existing rames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features, such as aluminum insulating glass combinations that require removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. III. NEW CONSTRUCTION C. SHEDS AND ACCESSORY BUILDINGS Reauired Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving historical relationships between the buildings, landscape features, and open spaces. Proportions and materials shall conform to those required for new construction. Recommended Accessory building designs should be compatible in character and mood to the residence and the neighborhood. Prohibited Prefabricated metal sheds shall not be used. Not Recommended Prefabricated wood composition sheds should not be used unless they conform to all other standards. STAFF RECOMMENDATION: Staff recommends approval of items 1) tear down garage, 3) installation of French doors, and 4) installation of new wood deck outside French doors. Staff recommends denial of 2) removal and replacement of existing wood windows. Being that my family and I are new to the area (we moved in about Jan.12016) I did not know how much information was necessary. Thought it may be helpfisl to show the total, with your understanding that it may not be done all at one time. Starting in the front and side yard area First change would be an addition of a wall that would extend the length of the property, this wall would enable a terrace to give more front yard area. The wall would be constructed of a rock faced prefabricated material Each piece measures about 18"x8"x3" I would call it a neutral color, along the line of a sandstone (Is sold by Kuert concrete here in South Bend) As the plan shows, other areas would then be designated for landscape plantings Continuing along the north side yard, Because of the narrow area and lack of sun, I would like to just gravel this area with a river stone #57 gravel. At the same time installing a drain pipe from the backyard coming to the front and exiting by the wall stone terrace. At the same time tying in the downspout from the northwest corner of the House. The addition of this drainpipe allows for not only my water from the side yard but more so my neighbors water to move to the street Backyard area Main objective here is for the complete removal of existing garage (which my homeowners insurance will not cover) an the installation of the proposed patio area, this patio area will have access to the alley way along the south side of the house Access would be using the same material as the patio (concrete pavers) and would also double as an area to wash a car or drop of groceries etc. Along the alley, from the rear corner of the house going east would be a fence with a gate (allowing access to patio from alley) The rest of the backyard is fenced (by neighbors). Along with the new patio we would then like to install French doors(from our dining room) accessing to a wood landing then dropping to the brick patio area. With the elimination of the garage, we would like to add a storage shed in the northeast corner of the lot The last would be the eventual change of the back door that now leads directly to the alley and redirect this entrance to lead to the proposed patio area. This is done for 2 reasons Security for any child exiting the house and for the added security for the home For the House itself As the plan shows we would like to add a French door that would exit the rear of the house to a deck landing, which would then access the patio area. This would be exiting the home through the existing dining room. There is a tall brick chimney on the west side. The exterior walls are covered with wood shingle siding and the cross gable roof is covered with fiberglass shingles. The 2/2 windows and storms appear to be original to the house. The 4/1 wood windows may be original to the enclosure noted in the 1933 on the Assessor's Card. The entry door may be original to the house. ALTERATIONS: The Assessor Card notes that in 1933 the porch was enclosed and that there was an addition to the front of the house. It also notes that there was wood siding which was covered after 1949 with the current siding application. The roof has been replaced with a COA approved on November 17, 1987 with Owens Corning Fiberglass shingles. The flat roof surface is covered with rolled aluminum roofing. COA 2010-1206B approved 6'x12' addition to northwest corner of home. This COA was extended for one year on September 29, 2014, and is being applied for again with this COA application. COA 2015-0916 allowed tear off and re -roof house and garage with asphalt shingles, replacement of siding to replicate original, and replacement of garage doors. APPLICATION ITEMS: 6' X 12' addition to northwest corner of home per attached illustration and description submitted. DESCRIPTION OF PROPOSED PROJECT: Owner proposes to construct an addition to the rear of his house. There will be a new concrete foundation poured (this house does not have a fiill basement) and new framing. The existing siding will be salvaged and reused to cover the exterior walls. A window will be salvaged from the exterior wall at the site of the new construction and placed in the new exterior wall. Mr. Brunson had quite a repair list from Code and a deadline. I am happy to report that 70% of the cosmetic list and 90% of the structural concerns have been attended to and have been done so in accordance with the standards and guidelines of the Edgewater Local Historic District. The proposed addition would be located at the southwest corner of the structure. There were foundation issues that were repaired last year as a result of plumbing work that was done in the crawlspace under the west side of the house. Planning ahead Mr. Brunson left a capped stub for an additional drain for this future addition when he performed the repairs. The footer in this area had been reinforced during the time of the repair and should be able to hold the additional weight. This area would connect onto the slightly pitched roof which already exists. Walls are wood clapboard on first story and wood shingles on second. Roof has asphalt shingles. There is a full width open front porch with brick piers and walls. Window openings are original wood 4/1 vertical division double hung and an arched attic window in front. ALTERATIONS: Aluminum storm windows and an aluminum storm door have been installed. COA 1990-0618 approved replacement of front porch floorboards. COA 1997-1016 approved in-kind repair of fire damage. COA 2001-0910 approved tuck pointing foundation and repair of masonry around foundation of house. RME 2013-0402 approved tree removal. RME 2014-1022A approved roof replacement with architectural shingles, repair of mud room, and in-kind repair of front steps, sidewalk, and trim on rear and west side of house. COA 2015-0518 approved existing chimney to be lowered below the roofline, and addition of a 4" vent pipe to extend through the roof deck. RME 2016-0428 allowed replacement of previously removed tree, and replacement of rotted/damaged siding and shingles on house. RME 2016-1011A approved installation of new roofing on flat roof, and repairs and siding installation on rear porch; in the process of this project the porch was found to be unsalvageable, resulting in the current COA application. APPLICATION ITEMS: In renovating my mudroom it was found to be unsalvageable (termites, rotted wood). I would like to pull down the existing structure and replace with a half porch/half external storage where mudroom used to stand. The cost to rebuild the mudroom "as is" was prohibitive at $25K. DESCRIPTION OF PROPOSED PROJECT: Owner proposes to remove the existing mudroom at rear of house and replace it with an enclosed exterior storage area and open porch. This project will not change the current footprint of the house, as the existing brick foundation will be the foundation for the proposed storage/porch. The east side of the current area will be an enclosed storage space, to be sided with LP Smartside, and will include a door off of the proposed exterior porch for access. The west side will be a wood porch with wood railing. The current interior door to the mudroom will be replaced with an exterior door to the porch, and an exterior light will be installed by the door as well as on the back of the storage area. If the rear second floor door must be removed to accommodate the new porch roofline, it will be replaced with a window. (see attached project description, site plan, and drawings) PRESERVATION SPECIALIST REPORT: STANDARDS AND GUIDELINES: Edgewater Place III. NEW CONSTRUCTION A. HEIGHT AND PROPORTION The majority of structures in the district are two stories in high and are square or rectangular in plan. There are a few single -story bungalows. The most prevalent facade proportions are between a 1:1 and 1:2 height to width ratio. Required The height of a new structure and its height to width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. BUILDING MATERIALS IN NEW CONSTRUCTION Wall materials in the district range from brick, clapboard, shingles and masonry to aluminum siding. Required Exterior materials used on a new structure shall be compatible in type, scale, texture, and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Aluminum or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible in size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, cast stone, or artificial brick may not be used. Not Recommended Glass blocks should not be used. Concrete block should not be used for anything other than foundations. STAFF RECOMMENDATION: As the proposed removal of the mudroom and addition of the porch/exterior storage does not change the size, scale, or character of the house, it conforms to the district standards and guidelines. The brick foundation that 10 is currently supporting the 6' x 10' enclosed porch will be the foundation for the proposed 6 enclosed exterior storage and open porch after demolition of the current porch. On the left (east) side of the mudroom, I propose an enclosed storage space from the east edge of the current foundation up to the exterior door. That storage is sided in wood or 28 LP Smartside (the LP Smartside seems rea- sonable per conversation with HPC staff and is more affordable). A door will need to be included for access to the storage, and will be accessed through the proposed exterior porch. There are issues and the room is pulling away from the rest of the house. She had hired Pat Ashton of Ashton Construction to perform the work. I have dealt with Mr. Ashton on several jobs most recently an intensive remodel on West Northshore. They had received RME 2016-1011a to complete the task. However, after more investigation, the repairs are more structural in nature and will require footer work as well. Ms. Zimmer and Mr. Ashton were exploring other options beyond just repair of the existing addition, since it would all have to come down. I know that the lot is small and with the alley behind there are limitations as to what can be built according to the building department requirements. Hence, the new COA 2016-1109a. CERTIFICATE OF APPROPRIATENESS 1. 841 Park Avenue COA#2016-0913 Chapin Park Representation by Cole Hay, 841 Park Avenue STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 9 September, 2016 Application Number: 2016-0913 Property Location: 841 Park Avenue Architectural Style/Date/Architect or Builder: T-Plan/1890/Berger House Property Owner: Cole Hay Landmark or District Designation: Chapin Park Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The 2 story frame house with a south bay has an irregular plan set upon a brick foundation. It has a cross gable roof with moulded rake and 3 -tab asphalt shingles. There is a small shed dormer on the central gable. The windows are nine -light casements in the front with 3 light transoms. The bay has 9/1 double hung wood windows. The front door is a wood panel door from the 1916 re -model with round light and arched lintel and decorative metalwork and hinges. There are some original wood storm windows and aluminum storm windows. ALTERATIONS: The fagade of the house was remodeled into a cottage style from a T plan with curved side wraparound porch and Doric columns above the knee wall. The 1/1 double hung windows were replaced with casements in the front and 6/1 in the rest of the house. The bay area was added in 1916 with 9/1 windows. The original wood roofing shingles have been replaced with asphalt shingles. The metal awning over the front entrance noted in the 1987 survey card has been removed and a new porch overhang is under construction with COA 2010-1001A. The aluminum storm windows are modem additions. The roof was replaced with COA 2010-1001A. COA 2016-0401 approved completion of front porch, front door replacement, and construction of two masonry piers with arches on either side at front yard comers but gave no approval for windows, siding, trim. COA 2010- 0401 B approved replacement of siding and windows but gave no approval to replace exterior trim with new Plygem trim. RME 2016-0808 approved removal and replacement of large tree in back yard. APPLICATION ITEMS: Use of trim material — see attached. DESCRIPTION OF PROPOSED PROJECT: Owner proposes to remove existing wood trim, soffit, and fascia, and replace with Plygem PVC trim PRESERVATION SPECIALIST REPORT: I visited the property at 841 Park Ave. located in the Chapin Park Local Historic District. The property owner has applied to use a cellular PVC trim material on the house. Upon inspection, the owner has already used this material on not only the corner boards but also the window trim on every window he has installed. I could not confirm whether or not the eave trim on the front of the house was finished in the same material. Every corner is already finished in this material. Work continues to be done although this product was previously not approved by the Commission. The owner cites other structures in the district that used non-traditional trim such as Hardi-board and LP Smart siding. I confirmed those addresses and materials used. These properties used these materials after they were applied for and approved by HPC as supported by COA paperwork Steve Szaday, Preservation Specialist STANDARDS AND GUIDELINES: CHAPIN PARK EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior building materials in the district include brick, stucco, clapboard, wood shingles, and brick or stone masonry. In some instances, vinyl, composite and aluminum siding have been applied over the original material. Required Original exterior building materials shall be retained when possible. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing architectural detail around windows, porches, doors and eaves shall be retained or replaced by replicas of the same design when deteriorated beyond repair. Masonry, including brick and stucco structures, shall be maintained, and properly cleaned only when necessary to halt deterioration or to remove stains and shall be done in a method acceptable for the preservation of the surface: i.e. low-pressure water and soft natural bristle brushes. Brick or masonry mortar joints should be repointed only when there is evidence of moisture problems, or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. When repairing stucco, stucco mixture shall be used. A professional shall make a study of the old stucco, to determine the exact mixture and underlayment used in the original work. Some repair methods are not compatible with the original techniques and may cause early disintegration of the repair work and the original work. Ample ventilation must be afforded the structure when siding is installed, in order to prevent increased deterioration of the structure from moisture and insects. Recommended Whenever possible, the original building materials should be restored. When maintaining or repairing original siding is not feasible, aluminum, vinyl or composite siding may be used. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Prohibited Wood siding shall not be resurfaced with new material that is inappropriate or was unavailable when the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall not be used on masonry including brick, stucco, limestone, flagstone and sandstone. This method of cleaning erodes the surface material and accelerates deterioration. Repointing shall not be done with a mortar of high Portland cement content which can often create a bond that is stronger than the building material. Usage of Portland cement can cause deterioration as a result of the differing coefficient of expansion and porosity of the historic masonry unit and the mortar. This most often results in serious damage to adjacent brick. Unpainted masonry surfaces shall not be painted unless they had been painted originally. Paint shall not be removed from masonry surfaces by any means that damage the surface. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry surfaces unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary and expensive, and can accelerate deterioration of the masonry. Mortar joints, which do not need repointing, should not be repointed. Wood siding should not be power -washed. STAFF RECOMMENDATION: Referencing Chapin Park Standards & Guidelines, Existing Structures, A. Building Materials, Required: Original exterior building materials shall be retained when possible and Recommended: Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features, Staff does not recommend replacing wood trim, soffit, and fascia with new artificial product. Furthermore, the Secretary of Interior Standards for Rehabilitation require that "deteriorated architectural features be repaired rather than replaced, wherever possible. In the event that replacement is necessary, the new material should match the material being replaced in composition, design, color, texture, and other visual properties." Substitute materials should be used only on a limited basis and only when they will match the appearance and general properties of the historic material and will not damage the historic resource. Elicia Feasel, Executive Director Owner clarified that only a small amount of Plygem trim has been installed since April, when installation of this material with COA 2016-0401B was denied. Molnar (Nay) — I see someone who has put a lot of money into a house and are trying to make it livable, and better for the neighborhood. I understand there are questions about the material. The products look very similar, though they may behave differently over time. I believe the important thing with historic preservation is architectural integrity. This product would retain architectural integrity. Gordon (Aye) — Material does not fit with the guidelines for the neighborhood. Klusczinski (Aye) — Material is not compatible with other material chosen for the house. It is not in keeping with standards and guidelines for the district. It is not endorsed by the National Park Service/Secretary of the Interior. It is not endorsed by the state DNR/DHPA. True wood material choice is available; that is an achievable goal that would do more in keeping the character and preserving the architectural integrity of the house. Parker (Aye) — Wood would retain the architectural integrity of the home. Using this product would change the rating of the house from "Outstanding". Buccellato (Aye) — Guidelines clearly state like material should be used. Four in favor, one opposed. The first storey has a large front picture window with double 4 light casements in wood frames with limestone sills. There are paired 4 light casements on the 2nd floor. There is a side brick chimney. The entry has a shed canopy supported by turned wood columns and railings set upon a concrete stoop. There is one storey gable roof side wing. There is a detached garage with siding and a gable roof with asphalt shingles. ALTERATIONS: The wrought iron posts and railings have been replaced with wood. The vinyl siding on the three sides of the house and second storey on the front of the house as well as the vinyl wrapping of all of the windows have been added. All of the windows, except the picture window, have been replaced with COA#2009-0706C. The front entry door and back west entry door were replaced with COA 2009-120713. The roof on the house was replaced with COA 2014-050213. COA 2015-1005C approved replacement of south back patio door with Andersen inswing Frenchwood patio doors. APPLICATION ITEMS: Replace picture window on north side of house. Keeping the same opening. Anderson Picture window with 400 Series gliding/slider window on each side. Same grid pattern. Picture window has lost its seal. DESCRIPTION OF PROPOSED PROJECT: As the existing picture window on front fagade of house has experienced seal failure, the homeowner proposes to replace it with 400 Series exterior vinyl -clad wood picture window, flanked by 400 Series slider/gliding windows on each side. The slider/gliding windows will have the same grid pattern as the existing window. PRESERVATION SPECIALIST REPORT: On October 3, 2016,1 visited the property at 1704 E Wayne St located in the East Wayne Local Historic District. The owners had applied for a COA to replace the front picture window and the operable casement window on either side. Upon investigation from the outside, the windows are metal. The windows are all in desperate need of re -glazing. The casements are painted shut. A small scratch indicated at least 3 heavy layers of paint. The paint has completely defeated the purpose of the water chases that are an integral part if the window's design. There is a settling that has rendered the windows out of square. 3 Upon looking at the east (left) casement you can see that the top left corner has split and the lower left corner has sunk so that the hinge that normally curves above the sill has now bent over it. The right casement has the opposite condition with a raised top corner pinning the hinge and a gap on the lower corner which has been heavily caulked. To repair this window set the entire apparatus would need to be removed, stripped, painted, and glazed. The hinges will need to be realigned and the framework flange also straightened. The opening has a solid upper lintel that is in good shape and a limestone sill that is also in excellent condition. The remainder of the windows were replaced in a previous COA. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended . Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. DESCRIPTION OF PROPOSED PROJECT: Coach House Garages has been contracted to remove the existing garage which was recently damaged by fire, and build a new structure of the same size and style. It is proposed to be built four feet from the current location to make construction and maintenance possible, as the current garage is tight against a power pole. Also, the current structure is built on the edge of the alley, and the front overhang was shortened to compensate; moving the garage several feet off the alley would allow the overhangs to be consistent around the entire building. Structure will include (1) 3'0" service door, and a 9'xT overhead door. Garage will be sided with 6" LP Smart Lap Fibre (smooth finish) with 4" corners and trim around doors. 6/12 hip roof with CT Landmark 30 shingles, 16" overhangs, and 6" soffit. Soffit and fascia will be LP Smart board with stucco surface. PRESERVATION SPECIALIST REPORT I was contacted via email by Greg Suth owner of 1071 Riverside Dr on September 26, 2016 that the garage located at his property had burned. I responded to Mr. Suth that I would be out today to photograph the damage. I also forwarded a contractor list as well as a link to the Riverside Drive LHD guidebook. Upon arrival at the garage by way of the alley, it appears the fire was started on the outside of the garage on the southwest corner. The structure in my opinion is unsafe and should come down immediately. The photographs taken will show that most of the damage was isolated to the rear wall that had the garage door, the interior supports for the roof are burned with some holes showing daylight. The building has a footprint of 14' wide by 17' deep. The hip roof peaks at 12' high. The siding is tongue and groove wood car - siding. Corner board trim work is 1" x 3" and so is the trim around the doorways. A 30" door faces the house and rear yard and is less than 1/3 glass. There is an 18" overhang from the hip roof around the structure. I was unable to determine the material that the garage floor was made of. Gravel was at the rear onto alley. Steve Szaday, Preservation Specialist STANDARDS AND GUIDELINES: RIVERSIDE DRIVE LOCAL HISTORIC DISTRICT III. NEW CONSTRUCTION New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. A. HEIGHT AND PROPORTION The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There are a few story -and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio. Required The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure of the same type in the same block. Fagade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Height — this is a mandatory criteria that new buildings be constructed to a height within 10% of the average height of existing adjacent buildings. Proportion of buildings' front facades — the relationship between the width and height of the front elevation of the building. Proportion of openings within the facade — the relationship of width to height of windows and doors. Rhythm of solids to voids in front facade — rhythm being an ordered recurrent alternation of strong and weak elements. Moving by an individual building, one experiences a rhythm of masses to openings. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added nor should existing stories be removed which would destroy important architectural details, features, and spaces of the building. Any style or period of architecture that is incompatible with what exists style should not be permitted in the new additions. B. BUILDING MATERIALS Wall materials in the district range from brick, stucco, clapboard, shingles, aluminum and vinyl siding. Required Exterior materials used on a new structure shall be compatible in scale, texture and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original 5 structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Aluminum or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, molded or artificial stone, or artificial brick shall not be used Not Recommended Glass blocks should not be used. Concrete block should not be used for anything other than foundations. C. SHEDS AND ACCESSORY BUILDINGS Required Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving historical relationships between the buildings, landscape features, and open spaces. Proportions and materials shall conform to those required for new construction. Recommended Accessory building designs should be compatible in character and mood to the residence and the neighborhood. Prohibited Prefabricated metal sheds shall not be used. Not Recommended . Prefabricated wood composition sheds should not be used unless they conform to all other standards. STAFF RECOMMENDATION: The staff recommends approval. Since last meeting: Code Enforcement hearings 913 Leland Repaired by Owner 917 Leland Postponed for proper service 655 River -Repaired by owner. Remaining repairs by April 8 property site visits for environmental reviews Successful Southhold awards. We may want to look into a personal/portable amplification system that we could use for both tours and events such as these. Most of the work being performed is landscaping and completion of COAs from earlier this year. Everyone trying to beat the weather. I do have a request, in the future when the Commission votes to deny a Certificate of Application for work that has already been completed, I would like to suggest a time period for when the owner has to revert the changes made. We have three properties where work and or not approved materials have been completed or installed that are just hanging in limbo. Even if the official ruling suggests language such as: " The HPC would like this removed or replaced within 120 days or the HPC has the right to pursue legal action" I refer to legal counsel for their expertise, but something said ON RECORD WITH A DATE or timeframe would give some guidance and some teeth. Also, the addition at the guesthouse located at 325 W Northshore is not in scale with the neighborhood. The drawing that was approved was a little deceptive. Not all of the dimensions were listed clearly and may have been misinterpreted. The new addition has a height greater than that of the houses behind and around it. See provided photographs. Entertain ongoing staff discussion regarding COA violations, applications, enforcement, budget, etc... • 10/17/2016 7P: HPC Monthly Meeting (County -City Building; Room 1308). 10/21/2016: Heard WVPE's broadcast of "Here and Now" a nationally syndicated program featuring a special report on the "House of Tomorrow," a futuristic dwelling that was exhibited during the 1933 Chicago World's Fair. The structure was later relocated to Beverly Shores, Indiana and has now been acquired by Indiana Landmarks. Landmarks' Exec. Director, Todd Zeiger was interviewed for the segment. I had an electronic exchange with Mr. Zeiger following the radio broadcast and asked if he might be willing to host a CLG Continuing Education opportunity for our agency. He was amenable to the idea and made additional suggestions that would enhance an HPC visit. ATTN.• Staff and Commission Members... Event was co-sponsored by Indiana Landmarks. Venue attracted enthusiastic attendence from friends of history and preservation throughout the local community. Planning was largely coordinated by Deputy Director Parcell with additional support and catering by Steve Szaday. Elicia Feasel was Master of Ceremonies. Southhold Award presentations by HPC's very own Architectural Historian, Jennifer Parker. My thanks to all who were able to be there. I am most grateful to those I've named, for their time, management and orchestration of this very successful undertaking — an honorary Southhold Award for them! 11/2/2016 11A (HPC Conference Center): I've been reviewing board delegated staff authority over COA matters which may be deemed, RME's. My hope is to bring more clarity and efficiency to our administrative process. Discussion with Dir. Feasel and Deputy Parcell to solicit their feedback and suggestions. I am in the process of drafting a resolution for consideration by our membership at a future meeting. 12N (HPC Conference Center): Also with Dir. Feasel and Deputy Parcell, a second meeting was held with Preservation Specialist, Steve Szaday. We reviewed elements of the Preservation Specialist' contract which will be presented for renewel at the scheduled November meeting. Also examined staff's administrative role in evaluating material findings (periodic inspections, application items, and project compliance) which rely upon an objective and impartial inspection by HPC contractor. Brainstormed over field reporting methods and administrative forms which would serve to document conditions and notify parties in the event of violations. • 11/10/2016 Afternoon (HPC Offices): Validate Southhold Awards' Certificate at Deputy Parcell's request. Renewed discussion of a now active Appeal filed by Mr. Eric Boyd challenging a COA denial this past September. Ms. Aldridge confirmed aspects of the case but deferred to Council Attorney Kathy Cekanski-Farrand on all other matters. We were unsuccessful in connecting with Attorney Cekanski at that time. Klusczinski, President November 21, 2016 Historic Preservation Commission A Certified Local Government Elicia Feasel, Executive Director RE: Dave Matthews Proposed Mixed -Use Project 401 East Colfax Avenue At the October 17 meeting, the HPC moved to authorize staff to investigate the impact of Dave Matthews' pro- posed mixed-use development on historic sites and structures and architectural examples in the vicinity, and to generate a letter to Common Council reflecting that opinion, with a courtesy copy to the Area Plan Commis- sion. aff has determined the area of potential effect to be the National Register of Historic Places East Bank Multi- ple Property Listing. Within that area, specific areas of impact would be Howard Park Historic District, as well as Local Landmarks located at 504 East LaSalle and 520 Colfax. It is staff s opinion that the impact to these historic properties would be limited to visual effects (height and scale) by the proposed structure. Research of height restrictions in various cities for new construction in close proximity to historic properties revealed a consistent policy of limiting height to be consistent with surround- ing historic structures. The Delaware State Historic Preservation Office (DE SHPO) has published informative guidelines for assessing visual impacts on historic properties. DE SHPO's guidelines state in part that "simply being visible from the historic property may not cause an adverse effect" therefore it is necessary to evaluate the impact of the proposed project, physically and visually. In the case of Dave Matthews project, adverse aes- thetic effects could be determined based on the incompatibility of the proposed project to existing buildings in the surrounding area. DE SHPO defines compatibility in part as "the size and proportion of the project to the surrounding structures and features ... the height does not cause the line of sight to move so far up that the surrounding features are out of view, thereby detracting from the original view ..." Following these guide- lines, staff would be of the opinion that this project would have an adverse visual impact on historic properties in the determined area of impact.
