Roof is a cross gable with moulded cornice at the rake and architectural asphalt shingles. The porch has a gabled entrance vestibule. The windows are 1/1 wood double hung with iron railing on the second floor front and side windows. Some of the windows have aluminum storms while others appear to have original wood storms. ALTERATIONS: Limestone was installed over the wood siding in 1943. The front porch was modified in the 1940s from, a frill width to its current configuration with a stone wall and patio to the side of the gabled vestibule entrance. Art -lock asphalt shingled roof was replaced with COA42010-0928 with architectural asphalt shingles. The aluminum storm windows and doors are not original to the house. APPLICATION ITEMS: We would like to demolish the garage at 406 Manitou Place in South Bend. It has deteriorated severely. It will be replaced temporarily by an extension of a 3' chain link fence currently in place. This summer I will submit plans to HPC to reconstruct the garage. Construction to be completed in 2016. We will do our best to construct a garage construct with our existing property profile. DESCRIPTION OF PROPOSED PROJECT: This five stall garage is a result of two buildings attached together and is very poor condition, see Preservation Specialist report. Jerry Reed's Excavating will demolish the structure and haul all debris away. The contractor will attempt to salvage the stone fagade material but it may not be possible because of existing damage. An existing chain link fence will be expanded to enclose the property. Owner intends to apply for a COA at a later date to rebuild the garage. PRESERVATION SPECIALIST REPORT: I spoke with Kevin Hughes during the second week in February when he called the office to inquire about demolishing and rebuilding his garage at 406 Manitou. He informed ine that lie works out of town but his daughter is in town. It is his intention to demolish the current structure by April then present a new design to the HPC when his architect friend had the plans complete. He was not opposed to trying to reuse the stone veneer from the present structure on the new garage if it is salvageable. His daughter brought in a completed COA application with the fee to the HPC office March 8, 2016. At approximately 1:30pm 1 met with the owners' daughter Eleanor Hughes at the property and photographed the structure on the exterior and as much as 1 could for the interior that I could get into. The structure is actually two structures with a common wall. The walls of the veneered section to the west has walls that are sitting on top of concrete blocks. The walls are moveable and other that two studs oil the west side, not attached. It appears that the roof actually pools into a center cleft that collects debris, which is why that part of the roof is failing. The swing open doors on the alley side are rotting and cannot be opened. The building needs new roof, decking, new toe boards, studs, and footers greater than the loose and broken concrete blocks. The veneer wall eseems to be the most structurally stable, but the rear and west walls need a good push to be down. Ms. Hughes had questioned why the garage had ever been so large with five doors, when the three houses adjoining the property along Park did not have garages at all. I had heard from previous neighbors that the garage may had actually been used by the other houses which would explain the two garage door entrances from the front on one of the building but then five garage doors on the alley side. These buildings are totally separate there is no way on the inside to go between the garages. .Steve Szaday —Preservation Specialist STANDARDS AND GUIDELINES: CHAPIN PARK V. GENERAL A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. B. A Certificate of Appropriateness is required before moving any building or structure. The moving of a building within, out of or into the district is discouraged; however, moving is preferred to demolition. Buildings incompatible with existing structures in the historic district shall be prohibited. STAFF RECOMMENDATION: Staff recommends approval of proposed project. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 11 February 2016 Application Number: 2016-0115 Property Location: 607 Leland Architectural Style/Date/Architect or Builder: T-Plan/l 89 1 /Mills House Property Owner: Near Northwest Neighborhood, Inc. Landmark or District Designation: Local Landmark Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The Mills House is a 1 '/2 story T -Plan or Stick Vernacular built in 1891. Foundation is brick. Walls are 4" wood clapboard with corner boards. Roof is a gable front with asphalt shingles. Porch employs outstanding decoration giving this house its elegance with elaborate lattice, brackets and stick style turned wood columns. Windows are 1/1 wood double hung. The property was formerly on an Indiana "Blight Elimination Program" list designed to allocate the Federal "Hardest Hit Funds" and had a demolition order by South Bend Code Enforcement. Through Indiana Landmarks review of the Blight Elimination Program, this property was identified as having local landmark status and local interest to rehabilitate from Near Northwest Neighborhood, Inc., and as such was requested to be removed from the list. ALTERATIONS: All three doors have been replaced with solid wood doors. An addition was installed across the rear of the house. APPLICATION ITEMS: See attached for full Description of Work. DESCRIPTION OF PROPOSED PROJECT: Many of the application items are considered a Routine Maintenance Exclusion and as such are not included in this Staff Report. 1) Owner/contractor have applied to demolish a one story rear addition wing and associated foundation, see aerial image, due to its substantially deteriorated condition. Backfill and finish to grade. Salvage wood siding for installation on what will become the new exterior rear wall. The small extension on the northwest corner will remain. The rear addition is deteriorated and beyond any reasonable repair. Indiana Landmarks estimates that 75% of the roof rafters, 75%-100% of the sill plate, 100% of the floor joists and associated sub -floor, and 40% of the wall studs require replacement. 2) Install new double slab wood door with full lights containing no grills in existing opening on what will become the west elevation. Install exterior trim and crown to match that on the balance of the house, see note "C". 3) Install new solid wood exterior door in existing opening on the north end of the new west elevation. Install exterior trim and crown to match that on the balance of the house. 4) Construct a 12'x 12' rear deck with an open pergola covering at location of double door on the new west elevation. South edge of the deck will be in line with the south elevation of the house. Deck to be of modem construction with "Trex" style flooring. No railing will be constructed. Pergola will feature classic fiberglass tapered 10" columns on top of which a dark stained covering will be constructed with scroll cut ends, see drawing. PRESERVATION SPECIALIST REPORT: On Friday February 5, 2016, I met with Paul Hayden of Indiana Landmarks at 607 Leland to discuss the proposed changes to the Local Landmark located at the site. There are two additions to the original structure. One at the rear which has been badly damaged through a bad roof and collapsing footers. Previous visits and photographs will show the damages to the roof and floor. The other smaller one is located on the north side and is still structurally sound. Mr. Hayden confirmed the intention is to remove the rear addition and use the double wide doorway at the southwest rear to hold an exterior double door to a pergola topped -deck that will be added. The original exterior wall is to be repaired and have the wood siding restored or replace with like and kind where necessary. He also showed me the smaller addition is being reworked to be a half -bath and laundry room. The three windows in the that addition have broken glass or boarding, the intention is to repair those with new glass and glazing. STANDARDS AND GUIDELINES: Group B A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while an addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carred through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. b. siding materials—the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. D. Demolition Historic landmarks shall not be demolished. When a landmark poses a threat to the public safety, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should be made of both the exterior and interior of the landmark. The person or agency responsible for demolition of the landmark shall be responsible for this documentation. E. Moving The moving of landmarks is discouraged, however, moving is preferred to demolition. When moving is necessary, the owner of the landmark must apply to the Commission for a Certificate of Appropriateness. F. Signs No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super -graphics will also be disallowed. Only one appropriate identifying sign will be permitted per business. G. Building Site and Landscaping 1. Required Major landscaping items, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic character of the site and neighborhood and inconspicuous when viewed from a public way. 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, materials, and scale. 3. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. The installation of unsightly devices such as TV reception dishes and solar collectors shall not be permitted in areas where they can be viewed from public thoroughfares. B. 803 W Washington — On January 25, 2016, Indiana Landmarks, owner of the Kizer house at 803 West Washington in South Bend, petitioned this body to explore local designation for that property. The preliminary staff report this evening provides supporting evidence to entertain that process. Tim Klusczinski moves to initiate the formal landmark designation procedure by sending this matter to the HPC Landmarks Committee for further review and recommendation in anticipation of first reading with a second by Tom Gordon. Vote: 5 — 0 Unanimous. VII. ANNOUNCEMENTS AND MISCELLANEOUS MATTERS — A. Incoming call log — On a suggestion by Tom Gordon to document phone calls to the office. Discussion. B. Office updates — Staff sent a request to the County Commissioners to acquire the storage room in between HPC office and storage room, fresh paint, new floors, and staff desk chairs. Tony Zappia recommends following up with the County Commissioners and inviting them and County Council members to tour HPC office space. C. Donation from South Bend Public Works — Staff was contacted by Public Works about rehousing their significant collection of maps and blueprints. HPC can only accept the archives if we are able to acquire the extra space. The History Museum may be an option. After March 14, Notre Dame Architecture Library will provide a brief assessment of the collection and has identified four possible grants to apply for using Building South Bend as a proof of concept. Let's get the bad news out of the way first... After being contacted by Tim K, I went to 841 Park Ave to look at the windows that were being changed out. Originally Mr. Hay had said that he was planning on merely repairing the existing windows. This was not the case as there were 11 new windows and even more removed and boarded. I called the Building Department at 12:22 pm. (my cell phone call log) to request a "red tag" stop work order on the property. I was not in the office on the 11th. On Monday the 10 I stopped by the Building Department and inquired about the red tag. No inspector had gone out yet. I saw Mr. Hay on Tuesday the 15th and he informed me that an inspector stopped by and told him that he needed to get permits for the work he was doing, but never red tagged him. On Thursday I returned to 841 Park to notice new brick columns on the corners of the front yard next to the municipal sidewalk. The mortar was still wet so it was done Tuesday or Wednesday. Director Feasel met with me at the Building Department to talk to Charles Bulot the Director. There was a misunderstanding as to how this was handled. Also, because the new columns are not connected to the structure nor part of a fence, the building department cannot make them remove them. Our understanding is that the project is now under a "stop work red tag" I have also been to two of the MLK renaming public meetings and have even spoken to try to shed some light on the importance of Horatio Chapin. I have explained that I do NOT represent HPC by are merely there as a member of the community to help answer those historical questions and offer insight. Please see attached report: The tax certificate sale ends today and our favorite shop at 519 V2 S St Joseph was on there as well as the small brick commercial building on South St. Hopefully new owners and finally use are on the horizon! Code issues are weekly as are Environmental Reviews. 315 W Madison that was saved from demolition by HPC has been sold to our friend Troy Hanyzewski who just completed the wonderful renovations at 539 Riverside Drive. This belonged to Ms. Jameson and includes the double lot next to the Temple Beth -El. Staff worked with code and the title company to create a repair agreement to stay the demolition order and proceed with the closing. More to come on this after the property is secured and cleaned. Mr. Hanyzewski has been in contact with me and is finishing Riverside Dr. and starting cleanup of Madison right away.
