Landmark or District Designation: Local Landmark Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The Mills House is a 1 Yz story T -Plan or Stick Vernacular built in 1891. Foundation is brick. Walls are 4" wood clapboard with corner boards. Roof is a gable front with asphalt shingles. Porch employs outstanding decoration giving this house its elegance with elaborate lattice, brackets and stick style turned wood columns. Windows are 1/1 wood double hung. The property was formerly on an Indiana `Blight Elimination Program" list designed to allocate the Federal "Hardest Hit Funds" and had a demolition order by South Bend Code Enforcement. Through Indiana Landmarks review of the Blight Elimination Program, this property was identified as having local landmark status and local interest to rehabilitate from Near Northwest Neighborhood, Inc., and as such was requested to - be removed -from the list. - ALTERATIONS: All three doors have been replaced with solid wood doors. An addition was installed across the rear of the house. APPLICATION ITEMS: See attached for full Description of Work. DESCRIPTION OF PROPOSED PROJECT: Many of the application items are considered a Routine Maintenance Exclusion and as such are not included in this Staff Report. 1) Owner/contractor have applied to demolish a one story rear addition wing and associated foundation, see aerial image, due to its substantially deteriorated condition. Backfill and finish to grade. Salvage wood siding for installation on what will become the new exterior rear wall. The small extension on the northwest corner will remain. The rear addition is deteriorated and beyond any reasonable repair. Indiana Landmarks estimates that 75% of the roof rafters, 75%-1 00% of the sill plate, 100% of the floor joists and associated sub -floor, and 40% of the wall studs require replacement. 2) Install new double slab wood door with frill lights containing no grills in existing opening on what will become the west elevation. Install exterior trim and crown. to match that on the balance of the house, see note "C". 3) Install new solid wood exterior door in existing opening on the north end of the new west elevation. Install exterior trim and crown to match that on the balance of the house. 4) Constrict a 12'x12' rear deck with an open pergola covering at location of double door on the new west elevation. South edge of the deck will be in line with the south elevation of the house. Deck to be of modern construction with "Trex" style flooring. No railing will be constructed. Pergola will feature classic fiberglass tapered 10" columns on top of which a dark stained covering will be constructed with scroll cut ends, see drawing. PRESER'TATION SPECIALIST REPORT: On Friday February 5, 2016, I met with Paul Hayden of Indiana Landmarks at 607 Leland to discuss the proposed changes to the Local Landmark located at the site. There are two additions to the original structure. One at the rear which has been badly damaged through a bad roof and collapsing footers. Previous visits and photographs will show the damages to the roof and floor. The other smaller one is located on the north side and is still structurally sound. Mr. Hayden confirmed the intention is to remove the rear addition and use the double wide doorway at the southwest rear to hold an exterior double door to a pergola topped -deck that will be added. The original exterior wall is to be repaired and have the wood siding restored or replace with like and kind where necessary. He also showed me the smaller addition is being reworked to be a half -bath and laundry room. The three windows in the that addition have broken glass or boarding, the intention is to repair those with new glass and glazing. STANDARDS AND GUIDELINES: Group B A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while an addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim Should conform with existing trine in shape and size. b. siding materials—the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. D. Demolition Historic landmarks shall not be demolished. When a landmark poses a threat to the public safety, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should be made of both the exterior and interior of the landmark. The person or agency responsible for demolition of the landmark shall be responsible for this documentation. E. Moving The moving of landmarks is discouraged, however, moving is preferred to demolition. When moving is necessary, the owner of the landmark must apply to the Commission for a Certificate of Appropriateness. F. Signs No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super - graphics will also be disallowed. Only one appropriate identifying sign will be pennitted per business. G. Buildinc Site and Landscaping 1. Required Major landscaping items, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic character of the site and neighborhood and inconspicuous when viewed from a public %vay. 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, materials, and scale. 3. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. The installation of unsightly devices such as TV reception dishes and solar collectors shall not be pennitted in areas where they can be viewed from public thoroughfares. STAFF RECOMMENDATION: Staff recommends approval. The rear addition is to be removed and not replaced due to its substantially deteriorated condition, The wholesale demolition of the house had previously been approved. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 11 January 2016 Application Number: 2016-0111A Property Location: 539 Riverside Drive Architectural Style/Date/Architect or Builder: Free Classic/1903/Hammond & Whitcomb Property Owner: Troy Hanyzewski Landmark or District Designation: River Bend LHD Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The house is a Free Classic, four-square plan, two stories built in 1903 by real estate developers Hammond and Whitcomb that is raised above street level. The foundation is raised brick; the siding is brick on the 1' storey, wood clapboard on the 21 storey with a flared string course and wood shingle on the 3`d. The roof is a hip with an asymmetrical gabled roof dormer and is covered with asphalt shingles. The windows are 1/1 and 3/1 double hung with aluminum storms. A front porch has a hipped roof, square wood supports, and concrete decking and wing walls. There is a wood 2"d storey deck in the rear with a small shed roof addition underneath. ALTERATIONS: A complete tear -off and re -roof with asphalt shingles, ice shield, gutters and downspouts was completed with COA#2008- 0115. Asphalt siding was removed with COA#2013-0805A and correction to the size of the front entry storm door. The second storey wood deck structure and stairs in the rear was added to accommodate an upstairs rental unit and has been replaced in-kind. Aluminum storm windows are installed. COA #2015-1207 approved installation of new in-kind aluminum stone windows; a new exterior I' storey treated lumber deck with rail in rear to fit directly underneath a 2nd storey deck; install vinyl siding with a 4" reveal to 2nd storey, retaining the flare and trim profiles; install vinyl siding with a cedar shake pattern to 3`d storey. APPLICATION ITEMS: Windows see attach sheet. After further investigation of the windows at 539 Riverside Drive, I have found that several sills and side boards that are unrepairable. The aluminum storm framework that was left without storms have created pockets where water collected and allowed that water to enter the house around the rough in framing. Two of the windows have had replacement sashes that do not fit the frames. Several sashes have Plexiglas instead of glass and all of the ground level windows that are in brick had the outside trim work removed when the siding was removed. This lack of outside trim has allowed even more elements to enter behind the walls. We had to go down to stud to remove the damaged plaster/lath. I got quotes for just sashes and after pricing new windows, although it is going to cost me more, I think that it will be better to just install new in rebuilt frames. I'm applying to replace all the 21 windows with Anderson 200 Series. These are vinyl -clad wood windows all double hung no pattern except the fixed dining room which is fixed and will get a grille to match the exiting. There are several houses surrounding this house that have vinyl replacement windows that are nowhere near the quality of the Anderson 200. It will be will worth it to have them look like the original rather than a replacement window r a storm window over something that will not function the way it should. Thank you, Troy Hanyzewski DESCRIPTION OF PROPOSED PROJECT_ Last month HPC approved several agenda items (see Alterations). Owner originally planned to apply to replace the windows but upon inspection by HPC Preservation Specialist, owner decided to restore original windows and replace only the storm windows. However, upon performing the interior demolition and rehabilitation work, owner discovered that the original windows seem to be more damaged than they had originally appeared. After the asphalt siding removal by I' Source Bank in 2013, exterior trim was either removed or did not exist and was not replaced and has enabled water to enter through the windows, becoming evident upon interior demolition work of removing the plaster. Owner proposes 21 new Anderson 200 vinyl clad windows in the same pattern as existing windows, mostly 1/1 double hung but with four 3/1 double hung in the 1" storey dining room windows. PRESERVATION SPECIALIST REPORT: Today I met the owner of 539 Riverside Dr at the property at 12:30pm. Earlier this morning at 8:30am Troy entered the HPC Office to complete the application he had started the evening before. He had expressed a desire to replace the windows at the property with Anderson Series 200. He had expressed his concerns about being able to repair the existing windows after further investigation by way of removing some of the plaster and trim work. He suggests that the trimwork/tracks from the existing exterior storms had created a channel for water to collect and enter the house. I entered the ground floor of the property where all of the interior trim and several of the plaster walls had been removed. I noticed right away the rough in framework of the lower level had significant deterioration. I also noticed and photographed the buckling and blistering of the plaster underneath the windows as well as the drip trails (water marks) that were still visible where the floor trim had been removed. I photographed each window paying particular attention to the framework and below. It is obvious to me that water has been entering and running down the interior through the plaster lath. Upon further inspection I noticed that in fact the exterior trim was missing as the owner had indicated in his application. This is part of the way in which elements are entering the structure. The windows on the main floor are framed into the brick and they appear to be the worse off. In several locations, the framework is rotted away. The upstairs windows have some of the same water marks and blistering in the plaster. Only one area was down to stud and the wood was wet to the touch on the inside. Although six of the window sashes upstairs are structural sound, they are painted shut and I was unable to see the sills and rails. The plaster is still intact on those and the rough in frame work is unable to be inspected. It is noteworthy that 4 panes of glass have been replaced with plexi -glass. This includes the large sashes on the main floor. The windows on the first floor will have to be removed and the rough in framework replaced where necessary as well as the jambs and sills replaced as well. Currently they are too wet to determine their structural integrity. There are 11 windows on the ground level. There are four (4) double hung 3 over I grill pattern, six (6) 1 over 1, and one picture window without grills. The second floor has ten (10) double -hung 1 over 1. Steve Szaday Preservation Specialist STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where synthetic siding has been applied, window trim has been covered. Many structures in the district have aluminum storm windows. Some houses retain wood framed storm windows. Required Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods and hardware shall be retained or when deteriorated beyond repair, replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors, painted to match the original, should be used but should not damage existing frames. If new sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows, and hardware shall not be discarded when they can be restored and reused in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features, such as aluminum and insulating glass combinations that require removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods or fake shutters made of metal, vinyl or fiber glass should not be used if they would detract from the existing character or appearance of the building. Lots of research requests and meetings as usual. Currently working on details for the Bicentennial Torch Relay Celebration, a presentation for the History Museum, Grant application for Indiana Humanities, as well as trying to get back in the neighborhoods before the snow returns. Whew... I really would like to give some updates on some current projects and research: 309 Lamont- I met with Mr. Johnson and his installers on Friday the 181h to discuss the large windows at the front and rear of the property on the first level. The windows were installed and framed in, but the windows were recessed to align with the interior rather than the exterior. We all agreed this was unacceptable. The crew will be working on moving the windows outward and using jamb extensions to complete the interior profiles. I went this morning to witness the proper placement and am satisfied with the progress. 1606 W Ewing -The office received a query from a Mr Alejandro Gurule who will be closing on this property in a few weeks. The house was advertised as historic and he was told that to consult us for any changes he may wish to make. The house was proposed to be a landmark in 1992, but was declined by HPC at that time. Once he takes possession of the property he will be in contact with me to do a walk-through and perhaps we should revisit the application. Memorial Geo -thermal drainage line RME-There was a letter to local residents along the river informing them of the addition of a discharge along the river with a concrete apron underneath to prevent erosion. Jerry Kline called to express concerns and clarify what was being done. We can look forward to more calls about this, but the scope involving the park connects to a sewer that runs underneath the sidewalk near the Tennis Center. 325 S Sunnyside -Not sure how to proceed with this window issue. Please see my report. We are looking forward hearing updates on the Dean/Lafayette Building as they come our way and are verified. Represented the HPC in revisiting its request for Executive Director's Salary Amendment (in-line transfer). Commissioner Gelfman in attendence with Executive Director Feasel. Since our request was listed under general Miscellaneous Matters, I began by asking for clarification to understand the specific Committee that I was addressing. President Morton inferred Committee -of -the -Whole. Councilwoman Hess raised the topic of the delay in resolving this matter and suggested that the salary amendment be made retroactive (for the benefit of Elicia Feasel). There was general consensus to support that action especially by Representatives Kruszynski and O'Brien. Councilman O'Brien expressed that he did not believe the salary transfer should have ever been co -mingled with Kizer topics (recalling his previous Council vote in dissenting opposition that resulted in returning Bill 89-15 back to Committee). Committee member O'Brien moved in favor of recommending Bill 89-15 with retroactive privileges. Committee voted all in favor. None were opposed. None abstained. Committee member McCahill inquired as to what committee just entertained the vote. Some discussion regarding the condition and state of structural deterioration. Council had no questions for HPC. This time Jim Bonar spoke in favor of the salary transfer but alluded to changes in HPC budget allocation for the next calandar year(?). Asked President Morton if the motion reflected the Committee's recommendation to make the salary transfer retroactive to the beginning of the year. President Morton indicated in the affirmative. 02/16/2016 3P: Accompanied Director Elicia for meeting with Councilman Davis (South Bend 4th District) to discuss City Cemetery, minimum maintenance enforcement for designated properties, and misc. matters. Prior to the meeting we had the opportunity to introduce ourselves to Kareemah Fowler — City Clerk. Elicia updated Ms. Fowler on HPC events (Lou Sabo collection) and future collaboration prospects. Ms. Fowler was receptive and made some of her own suggestions for partnership. The City Clerk plans to visit the HPC in the near future. Following our meeting with Councilman Davis, we were met by Council President Scott who relayed activities involving Chapin Park and invited the HPC to make a formal introduction to the Council (espe. for the benefit of the newest Council representatives) in the near future.
