Lauber Company Building Property Owner: Greater Lowell Holdings, LLC Landmark or District Designation: Local Landmark; National Register East Bank Multiple Property Listing Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The 1900 one-story rectangular -plan commercial building has a concrete foundation, tin clad walls, and a flat roof. Front facade features modillions on ends of dentilled cornice above large plate glass windows with transom lights. In 1924, an addition was built directly behind the 1900 building. The one-story rectangular structure is built of concrete block, with a flat roof, and multi -pane windows with metal frames (probably original). There is no historic survey/description of this portion of the property. ALTERATIONS: COA 2005-1031 approved demolition of portion of building constructed in 1882, known as the Bergan Building. COA 2006-0413 approved reinstallation of JC Lauber Sheet Metal sign, formerly on west side of 1882 portion of building. APPLICATION ITEMS: 1) Demolition of 5,000 sq. ft. building which was not part of original historic structure. Building is not served with utilities other than basic lighting. Building currently used as cold storage. The wooden roof is deteriorated and building is of little to no value. 2) Installation of approx. 1801.f. of commercial grade ornamental aluminum fencing on the northwest corner. DESCRIPTION OF PROPOSED PROJECT: Owner proposes 1) demolition of 1924 addition to 1900 one-story portion of J. C. Lauber building. The existing structure has a deteriorated roof, no utilities except basic lighting, and is of little current value to the owner. Renovation costs would exceed the resulting value. This portion of the building was a later addition to original 1900 structure facing LaSalle Avenue, and only by virtue of vacating the former alley between the main building and the structure to be razed is it even considered part of the historic structure. Demolition would allow additional parking spaces for building's future use as a Brew Pub and Community Event Center, and improve curb appeal. 2) Installation of 180' of ornamental black aluminum fence at the northwest corner of property, enclosing area where 1882 Bergan Building once stood. This area will be outdoor seating for the future Brew Pub. PRESERVATION SPECIALIST REPORT: On Wednesday November 30, 2016 I met with Frank Perri the owner of the Local Landmark located at 502 E LaSalle. (Commonly known as the JC Lauber building). He has applied to remove the addition located to the south most of the structure. We walked around inside and outside of the structure. The east, west and south walls were added to the existing building. The north wall of the addition is the south wall of one of the earlier additions and will remain. The floor is not complete and still has about 40% dirt floor. The area was designed for vehicle and equipment storage. The joists are non -dimensional lumber (we believe the addition dates 1946) and steel beams with wood and metal posts. Recent repairs were made and additional posts and supports were added to the north side of the addition. Areas of the ground and floor were still wet from recent rains and the roof deck has water stains and visible holes. Several patches and repairs have made to the concrete block walls where the walls have sunk or shifted. There is a severe slope and the field east of this area which sits uphill does not offer much other than channeling water directly to this building. The shifts to the south wall follow the water flow right to the east bank of the river. The owner intends to use this area for a parking lot. Steve Szaday, Preservation Specialist STANDARDS AND GUIDELINES: Group B A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while an addition, is a change in mass. A modification, which involves the removal of apart of the landmark,_ should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. b. siding materials the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. D. Demolition Historic landmarks shall not be demolished. When a landmark poses a threat to the public safety, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should be made of both the exterior and interior of the landmark. The person or agency responsible for demolition of the landmark shall be responsible for this documentation. E. Moving The moving of landmarks is discouraged, however, moving is preferred to demolition. When moving is necessary, the owner of the landmark must apply to the Commission for a Certificate of Appropriateness. F. Signs No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super - graphics will also be disallowed. Only one appropriate identifying sign will be permitted per business. G. Building Site and Landscaping 1. Required Major landscaping items, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic character of the site and neighborhood and inconspicuous when viewed from a public way. 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, materials, and scale. 3. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. The installation of unsightly devices such as TV reception dishes and solar collectors shall not be permitted in areas where they can be viewed from public thoroughfares. STAFF RECOMMENDATION: Staff recommends approval of fence installation and demolition of 5,000 sq. ft. 1924 addition to rear of building. Staff recommends that the owner be in compliance with all city codes. I am hoping that the demolition as described in the application will be performed in late April or early May 2017 just prior to restoration work on the J.C. Lauber Building itself. The J.C. Lauber Building improvements are being designed over the next few months and bidding is to be conducted in March, 2017 with constrcution commencing in May if all goes according to plan. The architect for the renovation will be Sanford Garner of the firm RG Collaborative. They will be assisting me in all aspects of the plans and application approval process including submission to you as well as Federal and State Preservation officials and State building officials. Lauber Building was originally constructed in 1880 with additions in 1882, 1900, 1915, 1920, 1924 and 1954. The building was placed on the National Historic Register in 1986 and its "Commercial -Industrial style, common for facades at the end of the 19th Century, is rarely found extant by dawn of the 21St Century. Goal: To create an aesthetically pleasing interior space that maintains the building's historic integrity while also meeting the social and commercial needs of the East Bank Village (EBV) neighborhood in which the building resides. During the Fall and Winter of 2016-17, architectural design of the interior space will be completed for the buildings future use as a Brew Pub and Community Event Center. Historical features of the building will be maintained and remnants of the buildings long tenure as a sheet metal fabricating shop will be incorporated into the interior design. The cold storage building is in poor condition and was never intended to be anything more than storage space. As such, its single wythe block construction has never been improved upon, the roof is in need of replacement and the entire structure is in need of a substantial renovation if it were to be utilized for any meaningful purpose. The costs to renovate the building far outweigh the value resulting from such renovation. e Upon the completion of the planned improvements, including the addition of the new parking lot, the site will have a much improved curbside appearance than the existing building. The addition of fencing, landscaping and outdoor seating areas will add to the newly refurbished look of the main JC Lauber building. The structure to be razed was never a part of the historic structure and only by virtue of vacating the former alley between the main buildings and the structure to be razed, is the building even considered a part of the historic structure. The building has little if any relevance as far as historical perspective. Hopefully, this answer will suffice for your needs. Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The wood frame house has field stone veneer facade on the first floor, second floor is brick veneer, gable ends of house are Tudor -style Half timbers. The foundation is concrete and stone and the half-timbering in the gables. Wood windows are diamond patterned 4/1. Verandah is supported with stone columns with ornate capitals. The porte cochere has a hipped roof. ALTERATIONS: Original roof has been replaced with asphalt shingles. COA 2000-0316 approved a wrought fence around the property, and a rear yard chain link fence was approved with COA 2001-0129, although neither of these fences were installed. COA 2008-0604A approved reconstruction of chimney. RME 2016-0825A approved repair of five original double hung windows in second story south and third story south. COA 2016-1018 to replace the existing asphalt shingle house roof and metal front porch and porte cochere roofs with standing -seam copper was denied. Historic photos show the original house roof to be flat clay tile, and the Portage Township Assessor's card lists a tile roof in 1935. The original porch and porte cochere roofs, as well as gutters and accents which still exist, are painted metal; the original house roof was replaced with asphalt shingles. Group B Standards say the proposed treatment should be reviewed for "character and style consistency with the original surfaces." The National Park Service's Preservation Brief 4 on roofs says "if the roof is readily visible ... material should match as closely as possible the scale, texture, and coloration of the historic roofing material." Historically, copper roofs were used on important buildings in the early 1800s, then infrequently until the latter 19th century when copper became more accessible. Even then, it was used most frequently for ornamental roofs on public buildings. (National Park Service, Roofing for Historic Buildings, Metals) The owner has selected copper for the roof material in an effort to match the original roof materials that remain, as well as for its durability. PRESERVATION SPECIALIST REPORT: Upon request made by Deputy Director Deb Parcell, I am writing an analysis of the roof in its current condition. The current roof material is asphalt shingles on the main house and metal raised -seamed roofing on the front porch and porte-cochere. Several patches and alternative coverings are in place in multiple locations where the asphalt roof has begun to roll up and deteriorate. From the interior of the house water damage is evident on the southeast, northeast, and southwest corners. A large area on the northeast has the most significant damage. The exterior patches and correlating interior damage would suggest that an inspection should take place to identify any necessary roof deck repairs or replacement that should take place prior to installation of any new roofing material. Steve Szaday, Preservation Specialist STANDARDS AND GUIDELINES: Group B A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while an addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. StructureNecessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. b. siding materials—the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. D. Demolition Historic landmarks shall not be demolished. When a landmark poses a threat to the public safety, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should be made of both the exterior and interior of the landmark. The person or agency responsible for demolition of the landmark shall be responsible for this documentation. E. Movini4 The moving of landmarks is discouraged, however, moving is preferred to demolition. When moving is necessary, the owner of the landmark must apply to the Commission for a Certificate of Appropriateness. F. Signs No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super - graphics will also be disallowed. Only one appropriate identifying sign will be permitted per business. G. Building Site and Landscaping 1. Reauired Major landscaping items, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic character of the site and neighborhood and inconspicuous when viewed from a public way. 2. Recommended 4 New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, materials, and scale. 3. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. The installation of unsightly devices such as TV reception dishes and solar collectors shall not be permitted in areas where they can be viewed from public thoroughfares. STAFF RECOMMENDATION: While copper roofing was not original to the main house roof, it still exists in other areas of this building. As replacement of all roofing with copper would be a replacement in kind for the porch and porte cochere, but a change of material and profile for the house roof, staff recommends approval of installation of copper roof on porch and porte cochere only. Staff has advised the owner to seek quotes for alternate roofing materials, particularly synthetic slate. Application Number: 2016-1205 Property Location: 812 Golden Architectural Style/Date/Architect or Builder: American Foursquare/1911 - Property Owner: Tim & Leticia Morris Landmark or District Designation: Riverside Drive LHD Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The 2 story frame house has a square plan and is set upon a concrete block foundation. It has a high hip roof with a gable projection on the main fagade and it is covered in asphalt shingles. The walls are aluminum sided. Some of the upper floor windows and the front fagade windows appear to be original 1/1 wood double -hung. All the windows have aluminum storms. There is an open porch with concrete block pillars and piers with wood Doric columns. The front door appears to be original. The house is situated on a very small wedge-shaped lot with a narrow front and side yard; the garage completely dominates the rear yard. ALTERATIONS: The house is aluminum sided and all windows have aluminum storms. The steel security door at the rear of the house is a replacement. The garage appears to be original. The storm door is not original. The south kitchen window has been reduced in size and replaced with a modern vinyl replacement window (1985). A south basement window has been replaced with a vinyl replacement window and the other south side basement window has a deteriorating aluminum storm and wood window. A window at the rear of the house has been removed and/or covered with aluminum siding (1985). The roof was replaced with COA 2007-0316. COA 2010-0802A for vinyl replacement windows was denied with the exception of the front third floor window, as it was determined by the Preservation Specialist that existing windows could be repaired and/or rehabilitated. COA 2016-1019 approved tear down of existing garage, and conditional approval of installation of a new wood deck and French doors (replacing windows) at back side of house; removal and replacement of existing wood windows was denied. APPLICATION ITEMS: Windows DESCRIPTION OF PROPOSED PROJECT. Owner proposes removal of seven existing first floor windows: four in living room to be replaced with Andersen 200 Series exterior vinyl -clad double -hung wood windows with Colonial "Grilles -Between -the Glass", and three in dining room to be replaced with P1yGem Contractor Series 2000 vinyl double -hung replacement windows. Reasons for replacement are to "increase energy efficiency and safety, and because windows are believed to have too many problems to justify the cost of repair." Andersen vinyl -clad wood windows were chosen for the front of the house, visible from the street; P1yGem vinyl windows for the dining room as they are not visible from the street and face the neighboring house, which is situated extremely close to this property. PRESERVATION SPECIALIST REPORT: I met with Tim Morris the owner of 812 Golden Ave at his address located in the Riverside Drive Local Historic District. I had received an email from Director Feasel in response to a call from Mr. Morris. We walked around the interior and exterior of the house discussing the condition of his existing windows and his plans to remodel the back yard and remove the extremely small garage. We continued around the house going floor to floor as I photographed each window. There are two windows that have enough damage that needs structural repair by means of an epoxy along the bottom of the sashes. The greatest issues with these windows are: 1) the presence of many heavy layers of paint 2) missing ropes and pulley wheels with paint interference 3) misalignment of interior stops (trim) leading to movement of lower sash and a less than tight seal of the upper and lower sashes 4) missing or damaged aluminum storm sashes It is my opinion that the majority of these windows are not deteriorated beyond repair. New sash cords, removal of some paint, and the adjustment of interior stops would greatly improve the performance of the majority of the windows. Granted some additional epoxy work needs to be performed on two sashes. There are aluminum storms already on most of the house and the ones that are missing parts could be replaced with new. Steve Szaday, Preservation Specialist STANDARDS AND GUIDELINES: Riverside Drive Local Historic District II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood windows. Reauired Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features, such as aluminum insulating glass combinations that require removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Previous siding replacement, window alterations, and installation of a couple vinyl windows have already altered the original appearance of the house. As inspection of the windows have determined that several windows need significant repair, and the proposed windows will appear very similar to existing, staff recommends approval of replacement windows without grilles, to maintain the original 1/1 appearance. The gable roof has a bell -cast shape with plain box cornice. A large front shed roof dormer has two inset balconies with wood balustrade. The windows are 6/6 double hung with wood shutters and 11 with hidden metal storm shutters. A three -car garage (1936) and wood and stone lodge (1937) are also on site. ALTERATIONS: The landscaping was changed with COA 2008-0410 to remove half of the tennis court and install in -ground pool. The asphalt shingles were replaced with COA 2011-0701A. COA 2015- 0908A to replace 22 existing windows with Anderson Renewal replacement windows was denied. APPLICATION ITEMS; Replace 22 windows on second floor with wood type windows from Marvin — Ultimate Double Hung windows. All aluminum windows which are not historic will be removed. The new windows will have the design (same) as the original windows including the grills. DESCRIPTION OF PROPOSED PROJECT: Owner proposes to replace 22 existing second floor windows with Marvin Ultimate aluminum -clad wood double hung replacement windows, designed to be used within the existing frame. Windows will be simulated divided lite, with grilles on interior and exterior and spacer bars between glass to create look of authentic divided lite windows; same appearance as existing windows. The existing non -original aluminum storms were improperly sized and have done considerable damage to the sills and window openings. The storms will be removed, restoring the outside appearance to its original look. The owners are looking for a quality replacement window that will maintain the historic character, but allow ease of use, cleaning, ventilation, and reduce sound from busy Jefferson Blvd. PRESERVATION SPECIALIST REPORT: From 10/5/2015 PS Report: Although 80% of the sashes are not beyond repair, other components of the windows such as the sills are. Eleven windows with the "hidden" storm shutters will need new customized sills, insulation, and additional support added just to achieve functioning windows that can keep elements and sound out. I recall during the last meeting that involved this property, someone had asked the question as to what the condition of the windows in the remainder of the house especially the first -floor windows. Just to clarify, the property owner told me that he had the first -floor windows restored and new wood storms built for the entire level. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re- used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: As inspection of these windows has determined many components need replacement, and removal of the existing storms and replacement with the proposed Marvin Ultimate white aluminum -clad windows with grids to match existing will restore a more historically accurate appearance, the Staff recommends approval. I had visited the home in 2015 and had taken extensive photographs at the time of his last application, but since so much time had passed, the staff agreed that an updated visit and photographs take place. There was no change in the condition of the windows that the owner wishes to replace on the second floor. However, the aspect of a cold, windy day as opposed to the previous warm weathered visit offered different insight. The windows currently all have aluminum storms in fair but operational condition. Even with the storms in place one could feel the cold air as the wind blew but not rattling. (The storms utilize spring clips.) Especially in those rooms with the built in "hide -away" storm shutters. Most of the lower sashes in these windows are operational, however, some are painted shut and six of the lower sashes needing re -roped. Most of the top sashes are painted shut as well. Although some sashes definitely need some glazing most of the deterioration has taken place to the deep sills between the storms and lower sashes but not the sashes themselves. Peeling paint and buckling can be seen in the photographs submitted. Due to the depth of the sills especially in the south "hidden shutter" rooms, any replacement windows will need to have a transition or wrap to accommodate the space so as to "bridge" the interior and exterior wall. Some of the upper floor windows and the front fagade windows appear to be original 1/1 wood double -hung. All the windows have aluminum storms. There is an open porch with concrete block pillars and piers with wood Doric columns. The front door appears to be original. The house is situated on a very small wedge-shaped lot with a narrow front and side yard; the garage completely dominates the rear yard. ALTERATIONS: The house is aluminum sided and all windows have aluminum storms. COA 2010-0802A for vinyl replacement windows was denied with the exception of the front third floor window, as it was determined by the Preservation Specialist that existing windows could be repaired and/or rehabilitated. The roof was replaced with COA 2007-0316. The storm door is not original and the front porch decking and balustrade are treated wood replacements. The lattice under the porch appears to be a vinyl replacement product. The south kitchen window has been reduced in size and replaced with a modern vinyl replacement window (1985). A south basement window has been replaced with a vinyl replacement window and the other south side basement window has a deteriorating aluminum storm and wood window. A window at the rear of the house has been removed and/or covered with aluminum siding (1985). The steel security door at the rear of the house is a replacement. The garage appears to be original. APPLICATION ITEMS: Garage tear down, windows, new door. See attached plan/notes. DESCRIPTION OF PROPOSED PROJECT. Owner proposes: 1) Tear down garage — area will be grass for now, with plans to install a paver patio in the future (not part of this COA). Current garage is not usable for modern vehicles, and cannot be insured. 2) Remove existing windows on first floor and replace to "increase energy efficiency and safety, and because windows are believed to have too many problems to justify the cost of repair." Owner has not made a decision on type of replacement window, but would prefer aluminum. 3) Installation of French doors on backside of house, replacing windows currently in that location, to allow exiting the home through the dining room. 4) Installation of wood deck outside new French doors. PRESERVATION SPECIALIST REPORT: At approximately 10:45AM I met with Tim Morris the owner of 812 Golden Ave at his address located in the Riverside Drive Local Historic District. I had received an email from Director Feasel in response to a call from Mr. Morris. We walked around the interior and exterior of the house discussing the condition of his existing windows and his plans to remodel the back yard and remove the extremely small garage. We continued around the house going floor to floor as I photographed each window. There are two windows that have enough damage that needs structural repair by means of an epoxy along the bottom of the sashes. The greatest issues with these windows are: 1) the presence of many heavy layers of paint 2) missing ropes and pulley wheels with paint interference 3) misalignment of interior stops (trim) leading to movement of lower sash and a less than tight seal of the upper and lower sashes 4) missing or damaged aluminum storm sashes It is my opinion that the majority of these windows are not deteriorated beyond repair. New sash cords, removal of some paint, and the adjustment of interior stops would greatly improve the performance of the majority of the windows. Granted some additional epoxy work needs to be performed on two sashes. There are aluminum storms already on most of the house and the ones that are missing parts could be replaced with new. I had not seen the file yet as I literally called him and left the office immediately after arriving. He told me that a COA had been approved under the previous owner to replace 8 windows on the third floor. There is only one window on the third floor and one on the third -floor stairway. There were however 8 windows on the second floor. I informed him that I was surprised that the commission approved the replacement as the windows were not in a condition beyond repair. Upon return to the office I was informed that the COA application by the previous owner to replace the windows at this property was in fact denied. Steve Szaday, Preservation Specialist STANDARDS AND GUIDELINES: Riverside Drive Local Historic District 1. THE ENVIRONMENT B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high- intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. N II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood windows. Re uq ired Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features, such as aluminum insulating glass combinations that require removal of the original windows and doors, shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. III. NEW CONSTRUCTION C. SHEDS AND ACCESSORY BUILDINGS Required Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving historical relationships between the buildings, landscape features, and open spaces. Proportions and materials shall conform to those required for new construction. Recommended Accessory building designs should be compatible in character and mood to the residence and the neighborhood. Prohibited Prefabricated metal sheds shall not be used. Not Recommended Prefabricated wood composition sheds should not be used unless they conform to all other standards. STAFF RECOMMENDATION: Staff recommends approval of items 1) tear down garage, 3) installation of French doors, and 4) installation of new wood deck outside French doors. Staff recommends denial of 2) removal and replacement of existing wood windows. There is a tall brick chimney on the west side. The exterior walls are covered with wood shingle siding and the cross gable roof is covered with fiberglass shingles. The 2/2 windows and storms appear to be original to the house. The 4/1 wood windows may be original to the enclosure noted in the 1933 on the Assessor's Card. The entry door may be original to the house. ALTERATIONS: The Assessor Card notes that in 1933 the porch was enclosed and that there was an addition to the front of the house. It also notes that there was wood siding which was covered after 1949 with the current siding application. The roof has been replaced with a COA approved on November 17, 1987 with Owens Corning Fiberglass shingles. The flat roof surface is covered with rolled aluminum roofing. COA 2010-1206B approved 6'x12' addition to northwest corner of home. This COA was extended for one year on September 29, 2014, and is being applied for again with this COA application. COA 2015-0916 allowed tear off and re -roof house and garage with asphalt shingles, replacement of siding to replicate original, and replacement of garage doors. APPLICATION ITEMS: 6' X 12' addition to northwest corner of home per attached illustration and description submitted. DESCRIPTION OF PROPOSED PROJECT: Owner proposes to construct an addition to the rear of his house. There will be a new concrete foundation poured (this house does not have a full basement) and new framing. The existing siding will be salvaged and reused to cover the exterior walls. A window will be salvaged from the exterior wall at the site of the new construction and placed in the new exterior wall. The extended flat roof will be covered with rolled aluminum roofing and tie into the current roofing materials. PRESERVATION SPECIALIST REPORT: I have met with Carl Brunson the owner of 655 River several times over the last 12 months and have even appeared with him at code hearings in the past. Mr. Brunson had quite a repair list from Code and a deadline. I am happy to report that 70% of the cosmetic list and 901/o of the structural concerns have been attended to and have been done so in accordance with the standards and guidelines of the Edgewater Local Historic District. The proposed addition would be located at the southwest corner of the structure. There were foundation issues that were repaired last year as a result of plumbing work that was done in the crawlspace under the west side of the house. Planning ahead Mr. Brunson left a capped stub for an additional drain for this future addition when he performed the repairs. The footer in this area had been reinforced during the time of the repair and should be able to hold the additional weight. This area would connect onto the slightly pitched roof which already exists. Steve Szaday, Preservation Specialist STANDARDS AND GUIDELINES: Edgewater Place III. NEW CONSTRUCTION A. Required The height of a new structure and its height to width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater that that of the tallest existing structure and no less than that of the lowest existing structure in the same block Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, -features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. Window openings are original wood 4/1 vertical division double hung and an arched attic window in front. ALTERATIONS: Aluminum storm windows and an aluminum storm door have been installed. COA 1990-0618 approved replacement of front porch floorboards. COA 1997-1016 approved in-kind repair of fire damage. COA 2001-0910 approved tuck pointing foundation and repair of masonry around foundation of house. RME 2013-0402 approved tree removal. RME 2014-1022A approved roof replacement with architectural shingles, repair of mud room, and in-kind repair of front steps, sidewalk, and trim on rear and west side of house. COA 2015-0518 approved existing chimney to be lowered below the roofline, and addition of a 4" vent pipe to extend through the roof deck. RME 2016-0428 allowed replacement of previously removed tree, and replacement of rotted/damaged siding and shingles on house. RME 2016-1OI IA approved installation of new roofing on flat roof, and repairs and siding installation on rear porch; in the process of this project the porch was found to be unsalvageable, resulting in the current COA application APPLICATION ITEMS: In renovating my mudroom it was found to be unsalvageable (termites, rotted wood). I would like to pull down the existing structure and replace with a half porch/half external storage where mudroom used to stand. The cost to rebuild the mudroom "as is" was prohibitive at $25K. DESCRIPTION OF PROPOSED PROJECT: Owner proposes to remove the existing mudroom at rear of house and replace it with an enclosed exterior storage area and open porch. This project will not change the current footprint of the house, as the existing brick foundation will be the foundation for the proposed storage/porch. The east side of the current area will be an enclosed storage space, to be sided with LP Smartside, and will include a door off of the proposed exterior porch for access. The west side will be a wood porch with wood railing. The current interior door to the mudroom will be replaced with an exterior door to the porch, and an exterior light will be installed by the door as well as on the back of the storage area. If the rear second floor door must be removed to accommodate the new porch roofline, it will be replaced with a window. (see attached project description, site plan, and drawings) PRESERVATION SPECIALIST REPORT: I have been in contact of the property owner, Lea Zimmer since late September when she had called about how to proceed with the deconstruction and rebuilding of her rear mudroom/entrance. There are issues and the room is pulling away from the rest of the house. She had hired Pat Ashton of Ashton Construction to perform the work. I have dealt with Mr. Ashton on several jobs most recently an intensive remodel on West Northshore. They had received RME 2016-1011 a to complete the task. However, after more investigation, the repairs are more structural in nature and will require footer work as well. Ms. Zimmer and Mr. Ashton were exploring other options beyond just repair of the existing addition, since it would all have to come down. I know that the lot is small and with the alley behind there are limitations as to what can be built according to the building department requirements. Hence, the new COA 2016-1109a. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. BUILDING MATERIALS IN NEW CONSTRUCTION Wall materials in the district range from brick, clapboard, shingles and masonry to aluminum siding. Required Exterior materials used on a new structure shall be compatible in type, scale, texture, and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Aluminum or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible in size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, cast stone, or artificial brick may not be used. Not Recommended Glass blocks should not be used. Concrete block should not be used for anything other than foundations. STAFF RECOMMENDATION: As the proposed removal of the mudroom and addition of the porch/exterior storage does not change the size, scale, or character of the house, it conforms to the district standards and guidelines. Staff recommends approval. Tim Janowiak, Studebaker Driver's Club — presented plan for reassembly and incorporation of Studebaker Guard House, pillars, and gates into Building 84 Complex after being disassembled and spending many years in storage. Plans are to make the site accessible to the public, possibly as a location to start tours. Preliminary plans are to unveil Guard House in May 2017, at the International Studebaker Convention in South Bend. Asked for HPC blessing on project. Discussion. President Klusczinski gave preliminary HPC endorsement, and asked for support of Studebaker Driver's Club for future landmarking of Guard House. IV. REGULAR BUSINESS A. APPROVAL OF MINUTES 1. Commissioner Hertel questioned if Commissioner Molnar's position in the Clerk's office would be a potential conflict of interest in this case, but it was determined not to be. Commissioner Voll asked for update on action being taken regarding window replacement at Tippecanoe Place. President Klusczinski clarified that HPC defers to the Building Department as our enforcement agency to put pressure on the building owners. Also, Indiana Landmarks has had some contact with the owners in an attempt to enforce their interior and exterior facade easement. He is confident that things will eventually be resolved in a satisfactory manner, with our partners, Indiana Landmarks. D. COMMITTEE REPORTS 1. President — Distributed. Commissioner Gordon questioned November 15 meeting between County Auditor, Mike Hammond, and County Council President, Rafael Morton, regarding HPC county vs. city activities. Also, inquired about status of letter of findings on Dave Matthews project. Staff findings submitted to HPC for endorsement. Determination made by HPC to refrain from making a public statement at this time. 2. Indiana Bicentennial — As the state Bicentennial year reaches its conclusion, Chairman Hertel applauded work of Executive Director Feasel and the way she represented HPC in coordinating virtually all Bicentennial activities in the past year. 3. Public Relations and Community Education — Executive Director Feasel requested any photos taken at Preservation Awards event be shared with staff so they can be added to the Drop Box file. V. OLD BUSINESS — none A. MLK Street Renaming — Commissioner Gordon questioned status of Martin Luther King, Jr. Street renaming. Commissioner Molnar stated committee recommendations have been made, but it is currently stalled until the City Council or Mayor takes action. VI. NEW BUSINESS A. PRESERVATION SPECIALIST 2017 CONTRACT — Few minor legal language changes made to existing contract. Since last meeting: Code Enforcement hearings - 745 Leland Mostly repaired by owner, repair agreement on the remainder 836 Leland Mostly repaired, paint in spring 2017 709-711 Lincolnway East Windows repaired by end of January, Remaining repairs by July 2017. ' 10 property site visits for environmental reviews. The HPC mobile has been repaired and looks the same with the exception of small scratches at the underside of the front passenger side bumper. I would like to thank Tim K. for all of his assistance in rearranging the storage room and shelf assembly. Between the two of us as well as director Feasel, there was a serious and rewarding purge going on. Not much to report as far as new work being performed, mainly those contactors and owners getting ducks in a row for 2017 projects. I will be talking to the Granger Rotary in January as well as speaking at a workshop for Carla Bruni. She is the contractor who gave us all the tools through the ToolMade program and is the director of the Evanston Rebuilding Center.
