FURTHER REVIEW FOR LOCAL LANDMARK DESIGNATION: 803 WEST WASHINGTON Follow protocol with respect to local landmark designation following procedure as drafted by Legal Counsel. Rated Outstanding in 2005 South Bend Sites and Structures survey. Rating is verified. Criteria for designation: 1) historic and cultural significance, 2) educational value, 3) suitability 40 for preservation 1. Historic and cultural significance: Significant to local history and architectural history. Kizer important member of the city. One of only a few Romanesque style in the city. Site has been highly altered with a majority of it being paved with concrete, except for an area west of the drive and a small strip of grass and trees along Martin Luther King Drive. Alterations predate 2005 survey rating. 2. Educational value: huge potential for the new owners to engage the public in educational opportunities. Good resource for studying the history of American architecture, as this is a pattern book example of Romanesque Revival architecture. 3. Suitability for preservation: construction materials of building make suitability for preservation outstanding for the entire site, including carriage house in the rear. Clarified that HPC would be the review board for COAs, using the Group B Standards. Public Comment: Todd Zeiger, representative of owner Indiana Landmarks, available to answer questions about the property. Clarified interior and site details including intention to restore the yard. Studying the connection to this house with Henry Ives Cobb who designed National Historic Landmark Tippecanoe Place which came first, Kizer second, the Oliver Mansion third. One of the best Romanesque structures in town. Paul Cholis attorney for Jim Bognar, who is next door to the Kizer House, requested copy of the Local Landmark Designation Proposal. r 1' On a motion by Tim Klusczinski with a second by Elizabeth Hertel to adopt the outstanding rating as posted in the 2005 City of South Bend Historic Sites and Structures Inventory. Vote: 5 - 0 On a motion by Mike Voll with a second by Jennifer Parker to recommend to the full HPC that the Kizer House be approved for second reading. Vote: 5 — 0 Chair to present in his report that the recommendation for second reading be adopted on the basis of historical/cultural significance, educational value, and suitability for preservation as outlined in earlier discussion. St. Joseph Architectural Style/Date /Architect or Builder: Gabled-ell/1896 Property Owner: Life Treatment Centers Landmark or District Designation: Taylor's Field Rating: Non - contributing DESCRIPTION OF STRUCTURE/ SITE: The House is a 2 1 /2 story Gabled -ell built in 1896. Foundation is concrete. Walls are aluminum siding on the first floor with asphalt shingle siding above. Flared walls create an overhang at the second floor. Roof is a gable with front gable intersect and front gable wall dormer, with asphalt shingle roof. An enclosed projecting porch with louvered windows and glass entry vestibule has flat roof and dentilled frieze board. Windows are 1/1 metal double hung with wood surrounds. There are glass louvers in the attic story. Behind the house is a detached 3 -stall masonry garage, with wood garage doors, and asphalt shingled hip roof. ALTERATIONS: All of the openings to this structure are non - original. The front porch has been enclosed with louvered windows, and a glass vestibule has been added to the front entry. A chain link fence appearing over 6' high has been installed to the side yard on the north, extending all the way to the sidewalk at the street. APPLICATION ITEMS: Erect a fence surrounding the blacktop area behind the house. We would use wood dogear fence panels. 6' high. Using 4x4 posts cemented in. Gates will be constructed with fence panels and wood framing. DESCRIPTION OF PROPOSED PROJECT: The owner would like to erect a fence to surround the blacktop area between the rear of the house and the garage, starting at the house set back, and extending to the front of the garage. They propose to use 6' high dog -ear wood panels with 4x4 support posts set in concrete. A gate will be installed at the south side of the house, as well as a double gate for vehicle entrance at the rear from the alley; gates to be constructed from fence panels and wood framing. PRESERVATION SPECIALIST REPORT: n/a STANDARDS AND GUIDELINES: TAYLOR'S FIELD II. THE ENVIRONMENT A. BUILDING SITE, LANDSCAPING, AND ACCESSORIES Individual properties in the district are characterized by a house located near the front of each lot with a small to medium lawn in front and little to no lawn at the rear of the property. Often the back yard is used as a parking lot for tenants. About half of the properties include a garage which is either located at the rear of the property and accessed from unpaved alleys running behind the property or located directly next to the structure and accessed by small drives. Nearly all of the garage structures are out of date, single -stall frame buildings. One large carriage house still stands in the district. Most properties have trees, shrubbery and/or hedges. Most houses conform to the uniform set -back within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Accessory structures such as decks, gazebos, fountains and/or small outbuildings should be appropriate to surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building and causing deterioration to the building's historic fabric should be removed and replaced by suitable flora as approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced or fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television satellite dishes, solar panels and skylights shall not be permitted in areas where they can be viewed from the public thoroughfare. I f pi, STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 18 April 2016 Application Number: 2016 -0318 Property Location: 325 S Sunnyside Architectural Style/Date /Architect or Builder: Colonial Revival /1928/Whitcomb & Keller/Haynes House Property Owner: William Broecker Landmark or District Designation: East Wayne Street Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This house is a 2 '/2 story Colonial Revival built in 1928, of frame construction with brick veneer. The gable roof with dormers has asphalt shingles. There is a concrete slab porch with flared hip canopy at front entrance. Windows are 6 over 6 wood double hung with aluminum storms, wood trim surround, and brick soldier course lintels. Second story street - facing windows feature balconettes with brackets and cornice trim. Windows in the gables of the third story are 4 over 4. ALTERATIONS: One -story board and batten infilled garage with flat roof. Attached 2 car garage with gable roof, asphalt shingles, and reverse board and batten siding. COA 2004 -1008 approved gutter and downspout replacement, and chimney painting. COA 2010 -1104 approved roof replacement. COA 2015 -1214 approved fire repairs to the roof. APPLICATION ITEMS: 3r story windows. DESCRIPTION OF PROPOSED PROJECT: In the fall of 2015, HPC Preservation Specialist, noticed the attic windows of this house had been removed, and talked with a person he thought was the owner who told him they were being repaired and would be re- installed once completed. In February, it was noticed that the windows had been replaced with new Pella windows with 4/4 grid pattern (unsure of material) and aluminum trim. They are no longer wood with true divided lite windows and the size of the opening appears to be reduced. The original sashes were in the dumpster at the house with broken panes, and charred from a fire that had occurred on the third floor, appearing deteriorated beyond repair. The owner believed the fire restoration company had pulled the necessary permits. First Response obtained a building permit for this project without specifying windows, and no COA application was made before the windows were replaced. Recent conversation with the owner revealed the charred windows in the dumpster were from the north end of the house; the windows from the south end were removed by firefighters to gain attic access, and were c 1970s replacement windows with full light with no grid or true divided lite. Further, the owner reported neither he nor his wife had conversation with Preservation Specialist about the windows. The windows were scheduled for replacement as south windows were destroyed by the fire department and north windows were charred beyond repair. Although the window size has been slightly reduced, trim has been added to give the appearance of the original opening, an outcome that the owner is satisfied with. PRESERVATION SPECIALIST REPORT: n/a STANDARDS AND GUIDELINES: EAST WAYNE STREET II. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. Russell Stapp/Hillbert-Lontz House Property Owner: Robert and Anastassia Cassady Landmark or District Designation: East Wayne Street Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: This two story brick Tudor Revival house has the original asbestos tile on the steep gable roof and paired metal casement windows: 3 x 3 lights and 4 x 4 lights. There is glass block in the south wall of the one story gabled section and again at the rear of the house next to a French door. There is a picture window in the rear wall in the first story. There is an attached garage with a gabled roof and dormer. The entire exterior is stucco with a half brick wall. There is an additional entrance on the north side of the house toward the front with a flat roof supported by a wrought iron railing system. The front door is solid wood. ALTERATIONS: The picture window and glass block in the rear are not original to the house. The additional side entrance with flat porch roof and wrought iron were later additions as well. COA 2013- 1004 approved new roof, windows, and guttering. COA 2015 -0501 approved driveway extension, patio installation, tree and plant installation, and fence installation. COA 2015 -1005 approved chimney replacement. APPLICATION ITEMS: We would like to add a wooden fence to the side yard of the home and along the back portion abutting the fence of a neighbor to the east of the property. The main function of this fence is safety for our children as the home is on Eddy Street. DESCRIPTION OF PROPOSED PROJECT: The owners have obtained a quote to install 247' of 6'high untreated cedar fence (either lap board or dog ear top) in the side yard and along the back of the property. The main function of this fence is to enclose this area for the safety of the owners' two young children, as the house sits primarily on Eddy Street, and the majority of the side yard is open to that street. There are two 4' gates of the same fence panel proposed, one in the rear of the house and one in the front off the driveway. In May 2015 the Commission approved a 4' wrought iron fence to be added to the west front lawn that extends back on the north lawn. From photographs recently taken by our preservation specialist, it appears that fence was not installed. PRESERVATION SPECIALIST REPORT: n/a STANDARDS AND GUIDELINES: EAST WAYNE STREET I. THE ENVIRONMENT B. BUILDINGSITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and /or hedges. Most of the houses conform to a uniform setback line within each block Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high- intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high- intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. STAFF RECOMMENDATION: Staff recommends approval. Wayne on 4/29/16. As this home sits primarily upon Eddy Street and the majority of it's side yard is open to that street, we want to build a fence, the function of which would primarily be to keep our 2 young daughters safe. We propose to do this only after taking possession of the home in late April. We would like to build a wooden fence that is approximately 6 feet high composed of untreated cedar planking that is board to board with dog ear tops similar to picture 5. The fence we propose to build would extend northward from the setback line of the house as seen in picture 1. It would then run parallel to Eddy Street. When it reaches the northern property line, it would then turn and go eastward to the east property line. It would then run south. Finally a small portion of fence would be added behind the house to enclose the area. The approximate proportions per the estimate of Mike's Fencing are 60' by 50' by 120' by 10' as seen in picture 6. Two brick chimneys are at opposite ends of central block. ALTERATIONS: A roof and screen wall was added to an existing patio in 1994 to produce a sunroom. COA 2015 -0803 approved addition of a dormer to the rear of the house, construction of a 2 -stall garage, installation of windows and door to rear screen porch, and restoration of arched windows in sunroom. DESCRIPTION OF PROPOSED PROJECT: The Commission approved construction of a detached garage in August 2015. The owners would now like to incorporate a covered walkway into the design, connecting the new garage with the existing house, per designer's plan. The orientation of the garage has changed from the original approval with the doors now facing the front. To accommodate the new garage location, two existing trees and a small non - original shed will be removed. Of the two trees, one is already dead and the other is an approximately 30' Oak. In a previous conversation, the owners were open to exploring the possibility of having the healthy tree milled on site to reuse the lumber in the construction of the garage. Like trees will be replanted on either side of the garage. PRESERVATION SPECIALIST REPORT: n/a STANDARDS AND GUIDELINES: EAST WAYNE STREET I. THE ENVIRONMENT B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high - intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. NEW CONSTRUCTION New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. A. HEIGHT AND PROPORTION The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There are a few story- and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio. Required The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure of the same type in the same block. Fagade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. It has a cross gable roof with moulded rake and 3 -tab asphalt shingles. There is a small shed dormer on the central gable. The windows are nine -light casements in the front with 3 light transoms. The bay has 9/1 double hung wood windows. The front door is a wood panel door from the 1916 re -model with round light and arched lintel and decorative metalwork and hinges. There are some original wood storm windows and aluminum storm windows. ALTERATIONS: The fagade of the house was remodeled into a cottage style from a T plan with curved side wraparound porch and Doric columns above the knee wall. The 1/1 double hung windows were replaced with casements in the front and 6/1 in the rest of the house. The bay area was added in 1916 with 9/1 windows. The original wood roofing shingles have been replaced with asphalt shingles. The metal awning over the front entrance noted in the 1987 survey card has been removed and a new porch overhang is under construction with COA 2010- 1001A. The aluminum storm windows are modern additions. The roof was replaced with COA 2010 -1001A APPLICATION ITEMS: Proposed (A): completion of front porch per all original approved specifications (see drawing). Currently: exterior trim in poor condition (see photos). Proposed (B): replace with new Plygem trim, a superior wood substitute, matching the original (see brochure). Currently: exterior siding in poor condition (see photos). Proposed (C): replace with new 6" beveled cedar lap siding, same material & size as original. Currently: windows in very poor condition (see photos). Proposed (D): replace with Pella Proline 450 Series double -hung, casement and fixed transom windows with 7/8" simulated divided -light (SDL) grilles (see brochure). Currently: front door weather damaged beyond use (see photos). Proposed (E) replace with an oak door matching the original, hand crafted by Dovetail Joint, who do many of the exterior doors at Notre Dame, and using the original hardware. Proposed (F): construct 2 masonry post columns with curved end fencing, defining the property (see drawing). Post columns to match masonry post column on front porch. See attached description of work. Applicant has provided examples of "previously approved projects" in the neighborhood that relate to the type of projects proposed. DESCRIPTION OF PROPOSED PROJECT: The owner proposes (A) to complete the front porch by installing brick porch and steps, brick half column topped with half post column, new door with original hardware, and gutter. The door is currently being built and stained, and porch roof framing and trim have been completed. The original COA 2010 -1001A was renewed in 2013 and 2014. The overhang has been constructed but the proposed brick stoop and step with composite Doric Column. The replica front door has not been installed B: replacing all wood trim on the house with Plygem, a cellular PVC product; the front gable trim is already complete. Proposed D: replace all existing wood windows with Pella Proline 450 Series aluminum exterior -clad wood windows. Window replacement in the front is complete. Proposed F: Construct 2 masonry post columns to match the masonry post column on front porch, to be used as part of a corner fence to define and enhance the front corners of the property. An arch on either , -C side of the posts are to be 3'H x 20 "W. The siding (Proposed C), and front door replacement (Proposed E) could be considered a Routine Maintenance Exclusion, as they are a replacement in kind. See attached drawings, photos, and brochures for further information. PRESERVATION SPECIALIST REPORT: March 10, 2016 It was brought to our attention on 03/09/2016 that 841 Park Ave had new windows being installed and that a new "colonial" architectural detail was also being added. The house has been in progress of repair for the last two years. The owner had been approved for a new porch overhang and had been working on removing and repairing the wood clap board siding. Until recently the front windows had been covered up while the siding work had been on going. It is very evident that these are new windows and not the original wood double hung that are still in place in other areas of the house. I reviewed the file confirming that the COA was only for the porch overhang and nothing more. I called the St. Joseph County Building Department to see what permits had been issued on this property. They confirmed the last permit was for the porch overhang in 2014. The only other permit pulled was an electrical permit dated 2013. The Building Department informed me that they would be sending out an inspector to "red tag" the property as soon as possible. The windows that have been installed look to be compatible with the Jeld -Wen series 2500 aluminum clad wood windows with interior and exterior grids. The same windows were installed at 307 Lamont in February and look very similar. In any event, they are not the same as the wood windows that were there. Please see attached file photographs from March 10, 2016 and those from 2014 to compare what was there to what has been installed. Update 3/17/16 I met with Cole Hay on 3/16/16. He indicated that he would be coming in to apply for the windows and getting renewed RMEs for the siding and porch base rework since the previous RMEs were expired. The project was not red - tagged. I inquired at the Bldg Dept. as to why there was no Stop Work order on the property. The inspector informed the owner that he was doing work without permits and would need to get permits. He never stated "stop work ". The other inspector will be going out today to post a "Stop Work" Mr. Hay came in and his application was rejected due to lack of product info of what he is putting in. He said the windows were beyond repair, but made no attempts to document this or to contact us to document the condition prior to performing the work. Guess What? Now we have two brick pillars flanking the property line just inside the municipal sidewalk. This is less than 48 hours old. The cement is not entirely cured. Pictures attached. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case -by -case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Utility poles with high - intensity overhead lights should be installed so that they cannot be seen from a street. The Commission will evaluate all installations as well as any potential exceptions resulting from special circumstances, before granting a C of A. II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior building materials in the district include brick, stucco, clapboard, wood shingles, and brick or stone masonry. In some instances, vinyl, composite and aluminum siding have been applied over the original material. Required Original exterior building materials shall be retained when possible. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing architectural detail around windows, porches, doors and eaves shall be retained or replaced by replicas of the same design when deteriorated beyond repair. Masonry, including brick and stucco structures, shall be maintained, and properly cleaned only when necessary to halt deterioration or to remove stains and shall be done in a method acceptable for the preservation of the surface: i.e. low- pressure water and soft natural bristle brushes. Brick or masonry mortar joints should be repointed only when there is evidence of moisture problems, or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. When repairing stucco, stucco mixture shall be used. A professional shall make a study of the old stucco, to determine the exact mixture and underlayment used in the original work. Some repair methods are not compatible with the original techniques and may cause early disintegration of the repair work and the original work. Ample ventilation must be afforded the structure when siding is installed, in order to prevent increased deterioration of the structure from moisture and insects. Recommended Whenever possible, the original building materials should be restored. When maintaining or repairing original siding is not feasible, aluminum, vinyl or composite siding may be used. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Property owners should contact the Historic Preservation Commission of South Bend and St. Joseph County prior to initiating any restoration or rehabilitation effort. [Address and contact information is listed in the front of the Guidebook.] The Commission is an invaluable source of information about all facets of rehabilitation and restoration — materials, methods, contractors and the like. Prohibited Wood siding shall not be resurfaced with new material that is inappropriate or was unavailable when the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall not be used on masonry including brick, stucco, limestone, flagstone and sandstone. This method of cleaning erodes the surface material and accelerates deterioration. Repointing shall not be done with a mortar of high Portland cement content which can often create a bond that is stronger than the building material. Usage of Portland cement can cause deterioration as a result of the differing coefficient of expansion and porosity of the historic masonry unit and the mortar. This most often results in serious damage to adjacent brick. Unpainted masonry surfaces shall not be painted unless they had been painted originally. Paint shall not be removed from masonry surfaces by any means that damage the surface. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry surfaces unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary and expensive, and can accelerate deterioration of the masonry. Mortar joints, which do not need repointing, should not be repointed. Wood siding should not be power- washed. C. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double - hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. D. ENTRANCES, PORCHES AND STEPS Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are covered by the main roof of the house. Reauired When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; if in need of replacement, see above Required section. Homeowner was contacted. October 1, 2010: RME issued for in -kind porch reconstruction, using original bricks. October 18, 2010: Approved COA for complete tear -off of 3 -tab asphalt shingles and re -roof with architectural shingles with the installation of a ridge vent. July 29, 2013: PS noticed new overhang above the front door at property. The previous (expired) COA does not mention an overhang, and the Building Department (BD) has not issued a permit for the work. August 23, 2013: Approved COA to add 7'x7' porch over front entry with pitch on roof to match bay window. Stoop and step will be brick with a brick pier. There will be a stone cap on the brick pier and a 10" diameter composite Doric column to support the roof. September 4, 2014: Approved renewal of COA 2010 -1001A for in -kind reconstruction of front entry porch using same brick as original and per plans of the house. March 10, 2016: Notified windows were being installed and new "colonial" architectural detail was being added to house. The (expired) COA on file covered only porch overhang. Building permit was issued only for porch overhang. BD will red tag the property. Replacement windows are Jeld -Win aluminum clad widows with interior and exterior grids. March 17, 2016: PS met with owner who indicated he would be applying for COA for windows and renewing expired RMEs for siding and porch base rework. Building Department is issuing a Stop Work order now; previously they only informed the owner he needed to get permits, but did not tell him to stop work. Art -lock asphalt shingled roof was replaced with COA #2010 -0928 with architectural asphalt shingles. The aluminum storm windows and doors are not original to the house. APPLICATION ITEMS: We would like to demolish the garage at 406 Manitou Place in South Bend. It has deteriorated severely. It will be replaced temporarily by an extension of a 3' chain link fence currently in place. This summer I will submit plans to HPC to reconstruct the garage. Construction to be completed in 2016. We will do our best to construct a garage construct with our existing property profile. DESCRIPTION OF PROPOSED PROJECT: This five stall garage is a result of two buildings attached together and is very poor condition, see Preservation Specialist report. Jerry Reed's Excavating will demolish the structure and haul all debris away. The contractor will attempt to salvage the stone fagade material but it may not be possible because of existing damage. An existing chain link fence will be expanded to enclose the property. Owner intends to apply for a COA at a later date to rebuild the garage. PRESERVATION SPECIALIST REPORT: I spoke with Kevin Hughes during the second week in February when he called the office to inquire about demolishing and rebuilding his garage at 406 Manitou. He informed me that he works out of town but his daughter is in town. It is his intention to demolish the current structure by April then present a new design to the HPC when his architect friend had the plans complete. He was not opposed to trying to reuse the stone veneer from the present structure on the new garage if it is salvageable. His daughter brought in a completed COA application with the fee to the HPC office March 8, 2016. At approximately 1:30pm I met with the owners' daughter Eleanor Hughes at the property and photographed the structure on the exterior and as much as I could for the interior that I could get into. r u` The structure is actually two structures with a common wall. The walls of the veneered section to the west has walls that are sitting on top of concrete blocks. The walls are moveable and other that two studs on the west side, not attached. It appears that the roof actually pools into a center cleft that collects debris, which is why that part of the roof is failing. The swing open doors on the alley side are rotting and cannot be opened. The building needs new roof, decking, new toe boards, studs, and footers greater than the loose and broken concrete blocks. The veneer wall seems to be the most structurally stable, but the rear and west walls need a good push to be down. Ms. Hughes had questioned why the garage had ever been so large with five doors, when the three houses adjoining the property along Park did not have garages at all. I had heard from previous neighbors that the garage may had actually been used by the other houses which would explain the two garage door entrances from the front on one of the building but then five garage doors on the alley side. These buildings are totally separate there is no way on the inside to go between the garages. Steve Szaday Preservation Specialist STANDARDS AND GUIDELINES: CHAPIN PARK V.GENERAL A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. B. A Certificate of Appropriateness is required before moving any building or structure. The moving of a building within, out of or into the district is discouraged; however, moving is preferred to demolition. Buildings incompatible with existing structures in the historic district shall be prohibited. STAFF RECOMMENDATION: Staff recommends approval of proposed project. HEARING OF VISITORS A. Jim Bognar, 807 W Washington — 803 W Washington. Understanding that any new information that would come before this board would go to both council members for the county and city. Concern over previous fagade easement and proposed landmark designation of property, with main concern over chimneys. Tom Gordon clarified an ownership point. Timothy Klusczinski recommended that Mr. Bognar contact the office and provide written details of questions that answers are sought for that could be forwarded to attorney and council. Tim Klusczinski clarified that the owner contact HPC to consider landmark designation and that HPC held a preliminary investigation to determine that there is enough merit to consider that could be held for public reading once the Landmarks Committee of this Commission body meets to make a recommendation one way or another to the highest body with jurisdiction with this case being the Common Council. Attorney Zappia clarified that the Commission only makes a recommendation to be approved by the legislative branch. Hoping that the Commission will pay closer attention to what is happening. B. David Relos, 128 Chapin Street — Renaming of three historic street names, Marion, Chapin and Prairie. Ask Commission to consider something to protect all streets in our historic districts and those that were originally platted. C. Rachel Tomas Morgan, 114 Chapin Street — Concern about the renaming of Chapin Street; like the committee, she would like to see a fitting honor to Dr. King but feel that renaming Chapin Street is not that. D. Kevin Ladd, 202 S Chapin — Concern is not just simply with Chapin or Marion Street but that there is not a plan as to how we deal with historic areas and how we systematically regard this process for street renaming. Speaking on behalf of entire districts and the fabric. Unfortunate that it comes down to a battle between two very important historic figures. As of 2013, all of the vacant homes have been demolished on our block including a commercial building that faced LWW. Since then we found out that the city owns the 2 lots next to us 616/618 Sherman and we have been denied the opportunity of ownership. It seems that the city has several other properties that are sporadic on this block. The cities reasoning for denying us ownership is because they are "holding it for future development." I want our voice to be heard to avoid the city placing government housing on this block (if that's the future plan). I would hope that the city would like to preserve or improve the neighborhood and public housing would do just the opposite. With government housing, you impose the risk of multiple tenants, weak or no source of income, and no vested interest from the renters. With that being said, this would be a haven again for prostitution, drugs, violence and an un -kept overall appearance of the neighborhood just to name a few negatives. These are the things we are fighting so hard to remove. Wouldn't it be better to maintain this 600 block of Sherman along with all of the positive efforts towards the rehabilitation to preserve historical homes? Also, being a landmark home built in 1915, 1 feel that anything built should have the same integrity if not greater than our home on this entire block. By at least owning 616/618 my husband and I dictate what can go there with the help of the Historic Preservation Commission. I'm uncertain why the city has such interest because it is neglected on a regular basis. Since 2011, my husband regularly mows the lot because it makes our yard look bad. The city on averaged come and mows every 5 -6 weeks. Starting usually late in the spring and stopping early in the fall. There are large amounts of trash being dumped in the wooded ,lot near the alley. An old mattress sat there for while and now is in our back yard. Now it's our responsibility to remove it and the lot isn't even ours. Please assist us with the ability to preserve the character of our neighborhood. I have not been in the office for the most part of the last two weeks. I had some time off scheduled and some additional tasks come up. As a result, my report is rather brief. As many of you may know, I have been working with the Studebaker Fountain revival committee along with Brandon Anderson. I was able to obtain a CAD drawing from Wesco Fountains who worked with Brandon on the quote for the project. The office manager for Wesco is from South Bend and whose maiden name is a Coquillard. She was most helpful. We are hoping to tap into our friend Adam at ND to see if these digital drawings would be helpful enough to render a 3D model for the group. Obviously a small one to help with the visualization and fundraising efforts. Waiting to hear back from him. We will be offering the Then and Now Downtown South Bend Architectural Walking Tours as part of the summer's DTSB First Friday's monthly activities. I know that Elicia has already confirmed a private bus tour and has quoted others as well. We were unsuccessful in obtaining the grants we were pursuing for revised printed brochures for the downtown tour. We will try for others and just use up what we still have in stock. I will be working on the Vintage Green project for Indiana Landmarks on their wood floor workshop in May. Paul Hayden and I will be doing a presentation and some small demonstrations. Details can be found on the Indiana Landmarks website. We have dozens of code issue houses, both that we have turned in and have hearings pending. The most common issue code is having is getting good mail service to the owners of some of the houses that have chronic issues. This process could add months through public printed notices rather than just simple signed mail service especially those that use post office boxes instead of physical mailing addresses. I have four hearings in the last three weeks that have been postponed due to the public notice timeline. More to come as it happens. Special Meeting of the Historic Presservation Commission — Historic Landmarks Committee: Further Review for Local Landmark Recommendation Kizer House — 803 West Washington • The Historic Landmarks Committee, in accordance with Open Door Policy met on Tuesday April 12"', 2016 at noon. • Quorum was sustained as 5 committee members were present. Motion 3 passed unanimously with a (5 -0) vote. w � be�d� a a �� • ,�a� �, F 1 AR 803 West Washington Based on the HPC's Local Landmarks Criteria as adopted by the Common Council, the site at 803 West Washington can be recommended to the Common Council for designation as a Local Historic Landmark by the Historic Preservation Commission. The building meets the criteria in at least three areas: 1. Its embodiment of elements of architectural design, detail, materials or craftsmanship which represent an architectural characteristic or innovation. 2. Its suitability for preservation. 3. Its identification with the life of a person or persons of historical significance. The building fulfills criteria #1 as an excellent example of Romanesque Revival architecture, one of only a few in St. Joseph County. It was built in 1890 of coursed granite with two distinctive towers on the front facade. The house is rated Outstanding in the 2007 Survey, where it is described as a "rare, but dramatic, example of the Queen Anne style in heavy stone." Although the exact architect and builder are unknown, the 1923 re- assessment lists this house as type "1 ", of the "highest grade of construction known in the City of South Bend, built strictly from architectural drawings, and by highest type contractor. The material used of highest grade, weather resistant and long lived." The building fulfills criteria #2 by the integrity of the original construction with only minor alterations. Alterations are limited to the addition of three dormers c. 1940, replacement of the original red tile roof with asphalt shingles in the 198o's, and reduction in height of the two front chimneys by fourteen courses (for safety reasons). The matching porte cochere and rear porch and kitchen wing were added to the house sometime after the original house's construction. The building fulfills criteria #3 by its association with William L. Kizer, a prominent South Bend business leader, who founded the South Bend real estate, insurance, investment and loan company, Kizer & Woolverton, and was a primary investor and officer of South Bend Malleable Range Company. In addition, he served as South Bend city commissioner, and was a director of St. Joseph Loan and Trust. Kizer House 803 West Washington Historical Context: William L. Kizer (1844 —1917) was one of South Bend's foremost business leaders. Kizer was born into a pioneer farming family with property on Portage Road in German Township. W.L. Kizer was educated in the district schools and received a college education. William grew up to be an expert on finance and investment. In 1865, he was appointed deputy collector of Internal Revenue for the fifth division of the ninth revenue district of Indiana. He later was transferred to the general office of the ninth district under Col. Norman Eddy until 1868. With his longtime friend, Jacob Woolverton, he founded Kizer & Woolverton, a South Bend company that specialized in real estate, insurance, investments, and loans. Kizer and Woolverton remained partners for 48 years until the death of W.L. Kizer on December 22, 1917, at 73 years of age. He was a primary investor and officer of the South Bend Malleable Range Company, and his other investments and projects included railroads, a timber company, a patent medicine company, and local real estate. He served as a South Bend City Commissioner under David R. Leeper (1892 -94), and was director of St. Joseph Loan & Trust. Kizer also served as a booster for the Lincoln Highway Association assisting in bringing the Lincoln Highway through South Bend in 1913. On May 11, 1870, William Kizer married Elizabeth Brick, whose brother, South Bend attorney Abraham Lincoln Brick, was a Republican member of Congress from 1899 until his death in 1908. William and Elizabeth purchased their lot for a new home, which sat adjacent to the Brick residence, on April 25,1887 for $3,300. Around that same year, the couple built their Romanesque Revival home at 803 West Washington in South Bend — a full decade before the Oliver Mansion, located directly across the street. The 1896 Tax Duplicate Book lists the value of the lot as $3,35o and a value of improvements as $11,790, giving the property a total value of $15,140. This is slightly less than Tippecanoe Place, owned by Clement Studebaker. William and Elizabeth had three children: Horace (1874), Willomine (1877), and Ward (1884). Ward died in 1902 due to a congenital heart problem; Horace died in 1914 after suffering a stroke. Mrs. Elizabeth Kizer died at the mansion on October 30, 1 9 2 7. In 1904, Willomine married Thomas Enoch Morrison, who was originally from LaPorte and worked in insurance in South Bend. Their marriage ended in divorce in 1916; they had no children, and Morrison died in Logansport State Hospital in 1919. Willomine lived in the mansion until her death on May 15,1929 at 51 years old. Description of Building: The Kizer House is part of the West Washington National Register Historic District. The house is in the Romanesque Revival style with a full three stories and basement. The house is built of coursed gray granite, which contributes to its style including heavy massing and round arches. The mortar is a red color with a raised beaded or grapevine joint. The joint has been lost or poorly replicated on a large portion of the exterior elevations but remains as original under the front and rear porches. There is a central hip roof with numerous intersecting gables and towers, a massive parapet at the west gable, two round towers on the fagade which terminate into conical roofs. The original dormers feature a conical roof with terra cotta clad sidewalls and terra cotta ridge cap. There are three dormers added c. 1940 with a low slope roof and copper sidewalls The roof originally was covered in square edge red clay tile — similar to that on Tippecanoe Place. The tile was replaced with an asphalt roof in the 198o's retaining the decorative terra cotta ridge cap. The roof is completed with a decorative copper cornice and gutters. The original copper downspouts have been replaced with galvanized metal and the valleys are all asphalt. All entry steps are of cut granite with rough stone balustrades. The front porches and Porte Cochere have slender stone column supports. The front porch has a shallow hip roof while the Porte Cochere has a gable roof with a decorative terra cotta shingled pediment. Windows around the house are 1/1 double hung wood windows throughout with stone sills, plain jambs, and massive lintel stones. The Port Cochere was added at some point following the original construction. A rear porch and kitchen wing has a matching addition assumed to be added at the time the Porte Cochere was also added. Three tall chimneys — two in the front and one in the rear — punctuate the roofline. The two front chimneys have been reduced in height by fourteen courses for safety reasons. The Carriage House in the rear of the property replaced an earlier wood frame barn c. 1915 to house automobiles with an apartment above and a full basement in poured concrete. Original basement windows have been replaced with new glass block. New wood carriage style doors were installed in 2015 along with a new wood entry door. A new asphalt shingle roof was installed in 2015. The Carriage House is constructed of hollow core clay tile block with a smooth faced red brick. The roof is a steep gabled roof with asphalt shingles and a wide bracketed boxed eave, multi -lite 6/1 double hung wood windows. The Site has been highly altered with a majority of the land being paved with concrete — the exception being an area west of the driveway extending to the sidewalk on Martin Luther King Drive which is grass with scrub trees and decorative red -buds. A small area of grass is also located to the east of the carriage house. A brick wall extends from the east elevation of the carriage house along the north alley to the neighbor's property line. A modern eight foot tall wood fence is constructed along the west property line on the Kizer House property. A six inch concrete curb runs the length of the Kizer House property line. There are two driveways to the site entering off West Washington. The original driveway entrance is near the corner of West Washington and Martin Luther King Drive. A shared drive entrance is located at the west property line with the neighbor. Landmarks Criteria: The life of William Kizer and his major impact on the city of South Bend makes his home an ideal candidate for local landmark status. Kizer was at the forefront of this town when it was officially established as a city in 1865. His companies, investments, and service to the community are very well documented in early resources and publication on the founding of the city of South Bend. Kizer is known for his real estate, loans, insurance, and investment company with Jacob Woolverton, he served as 22nd Treasurer of the Dr. Whitehall Megrimine Co., Secretary of Malleable Steel Range Manufacturing Co., and Director of the St. Joseph Loan and Trust Co. He also served as a City Commissioner for six years. The Kizer House also is only one of very few examples of Romanesque Revival architecture in St. Joseph County; the other examples in residential architecture are Tippecanoe Place and a modified style in Copshaholm, the Oliver Mansion. In the 1923 re- assessment card of the property, it is noted that the home is Class G (single residence), and Type 1(highest grade of construction known in the City of South Bend and built strictly from architectural drawings and by the highest type of contractor). The design of the house adheres strictly to the Romanesque style with fine granite stone, stone chimneys and columns, heavy massing, arches, towers with conical roofs, steeply pitched roof lines, gables and dormers, and general fenestration.
