STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 9 September 2015 Application Number: 2015-0806A Property Location: 1521 Ottawa Court Architectural Style/Date/Architect or Builder: Gable Front/1902 Property Owner: Vacant and Abandoned Landmark or District Designation: Lincoln Way East Rating: Non -Contributing DESCRIPTION OF STRUCTURE/ SITE: This is a 2 storey frame gable front covered in vertical aluminum siding. The foundation is rough hewn block. The gable roof and gable dormers have asphalt shingles. The front porch is poured concrete with metal supports. The storm door is aluminum and the boarded windows had aluminum storms over 1/1 double hung windows. There is an exterior wooden stairway and landing leading to the second floor. ALTERATIONS: All of the exterior finishes are not original to the house nor is the exterior stairway. The interior has been stripped and walls ripped out. APPLICATION ITEMS: Demolition of Property as part of blight elimination program. Property has an affirmed demolition order. DESCRIPTION OF PROPOSED PROJECT. Demolition of the building then landscaping the vacant lot. STANDARDS AND GUIDELINES: V. GENERAL A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. STAFF RECOMMENDATION: Staff recommends approval. This non-contributing building that became an attractive nuisance after the owners abandoned the property when it was broken into and vandalized. It has been on the Code listing since 2013. C.D. The roff has a high hip with hip roof dormers covered in asphalt shingles. The front porch is enclosed on the east and open on the west side. The windows are 1/1 double hung with wood surrounds. ALTERATIONS: The attic windows are replacements with COA 2005-01118b. A mudroom was added to the rear of the home with COa2006-0627. The roof is a replacement. APPLICATION ITEMS: Addition of driveway/walkway. See attached for description and details. DISCRIPTION OF PROPOSED PROJECT: The homeowners propose an addition of a new 9'x46' driveway and 3'x17' front walkway on the east side of their home situated between their property and 1067 Riverside Drive. They homeowners have the approval of the owner of 1067. The proposed driveway/walkway would be compatible with the character of the neighborhood in size, scale and material. The drive was will be similar to other driveways in the district. The materials were not specified but poured concrete would be appropriate for this project in the Riverside Drive District. Please see proposal and diagram submitted. STANDARDS AND GUIDELINES: B. BUILDING SITES LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. V Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high-intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. STAFF RECOMMENDATION: Staff recommends approval as the project conforms to the standards for the Riverside Drive District. C.D. We would like to add a driveway and a walkway from the proposed driveway to the front steps/door. The proposed driveway would be located on our property between us and 1067 Riverside Drive. We have already gained approval from the owner of 1067 Riverside Drive. The proposed driveway / walkway would be compatible with the character of the neighborhood in size, scale and material. This driveway would be appropriate to existing surrounding site elements in scale, type and appearance. It will be similar to other driveways in the district. We are open to use any materials that the approval committee would recommend or deem most appropriate. We have included a site plan and photos for review. Reasons for driveway and walkway addition. 1.) Currently, there are unsightly ruts in the yard where the proposed driveway would be located. Apparently, large trucks had to drive over this area in the winter to remove a large tree that had fallen on 1067 Riverside Drive. 2.) We need more parking spaces as our older children are starting to drive, right now we only have room for 2 vehicles to park in front of the house on the street. 3.) We have physically disabled parents who have a very difficult time walking up the stairs to our house. A driveway and walkway would shorten the distance they would have to walk and eliminate a set of stairs allowing them to visit more often. 2. Addition of black iron railings on both sides of stairs going up to the house. There is a set of 3 stairs in the front yard and a set of 4 stairs leading to the front porch. 3. Tree removal There is a °large walnul'tree Thal we would Tike to completely remove. Most oUt hangs directly over 1067 Riverside Drive. We are extremely concerned about the overhang of this tree, it has the potential to cause serious damage to our house and our neighbor's house. The gable roof has a simple cornice and dentil rood with gable returns and slate roofing. The .windows are 6/6 double hung with brick header course sills and wood shutters. There is a one storey flat roof side rear wing. ALTERATIONS: The landscaping was changed with COA 2007-0719 to remove large bushes and crab apple trees and replace with sod and lower growing shrubs and ground cover. APPLICATION ITEMS; Replacement basement windows. 7 already installed. We spent significant $$ to replace our storm windows, but wasn't aware that basement windos needed approval. Windows were in bad shape. House got broken into in Sept,2014. Needed upgrade for safety. Moved quickly to get them replaced. Apologize for not getting approval first. DESCRIPTION OF PROPOSED PROJECT: The steel framed basement casement windows were replaced with new vinyl ones from Lowe's. STANDARDS AND GUIDELINES: East Wavne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. -- Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval as the basement casements could not be repaired. The replacement windows are obscured from view by window wells and landscaping. C.D. I noticed a box truck in front with what appeared to be older windows/frames leaning against a tree. I called the office to confirm that no current and approved COAs were completed for the address. Deputy Director Feasel confirmed there were none so I stopped to talk to the Lowe's installation sub -contractors. They were in the process of removing the steel framed basement casement windows with new vinyl ones. Some were already completed and all but one of the seven total basement windows and frames were already removed. I informed the contractor that no COA from HPC, nor a building permit from the Building Dept was obtained for the project. They responded that permits were the responsibility of the homeowner not theirs as per the contract. I left information for them as well as the homeowner. The homeowner was at work only the nanny was there, although they called the owner and left a voice mail message. In order to secure the property, the remaining new windows will have to be installed. The foundation is brick with a steel lintel across the top, there is no simple way to board these without doing damage to the brick. I will let the building department know, but they will not get there until tomorrow which by then the windows will be in place. The COA process will have to take place after the fact and a red tag from the building department will stand until a permit is obtained at a later time following a ruling from HPC. Leeper Park East is bordered by Riverside Drive along the St. Joseph River, the River Bartlett Street to the South and Michigan Street to the West. It is part of the 1911-1915 Parks and Boulevard system designed for South Bend by George Kessler. Its function as a recreational Park is secondary to its practical function as a drinking water well field dominated by the North Pumping Station which is a local landmark, the Reservoir and numerous wells located through out the area. The sunken garden at the northern end of the Park was rehabilitated in 2009 with new rose plants and gravel walkways. The recreational area of the Park behind the North Pumping Station include the Zeigler performing center with fixed bench seating, signage for the Garden of Fragrance, the Navarre Cabin, Comfort Station, Swing set and slide. ALTERATIONS: The water feature, fountain and statuary of the Sunken Garden were removed in the 1960s. The wading pool has been filled in and the pergola removed around the 1970s. The more formal gardens of lilies, roses, gladiolas and peony beds no longer exist. The Garden of Fragrance (originated in 1954 and expanded over the years) that meandered from Michigan Street to the Herb Garden by the Navarre Cabin no longer exists, only the signage remains. The lift station was moved to the north side of the pumping station with new landscaping and plantings; sidewalks and rehabilitated Braille marker with COA 2011-1103A. STANDARDS AND GUIDELINES: Leeper Park Standards and Criteria 9.4 VeLyetation: 4. Deteriorated or missing vegetation materials and features shall be replaced with materials that match the original in size shape, color form and texture. 5. When replacement of vegetation materials and features is necessary, it should be based on physical or documentary evidence. 6. If using the same vegetation material is not technically or economically feasible, then compatible substitute vegetation materials may be considered if the convey the same growth habit, form, foliage and bloom characteristics as the historic plant. 9.5 Circulation 8. Alteration of existing or addition of new circulation materials and features will be considered if they do not alter the basic concept of the historic landscape design. STAFF RECOMMENDATION: Staff recommends approval of the project as it uses a section of Leeper Park that was residential and not part of the Kessler parks plan. C.D. A stone -lined riverside trail, and the earthen dam on the slough are visible. Tennis courts, a backstop, and what appears to be a running track can be observed in the western sector. Walter St. South Bend, IN 46614 574.299.4765 Memorial Hospital 615 N Michigan St South Bend, IN 46601 Certificate of Appropriateness Application Bartlett Street Roundabout Project Description (114-032b): The Bartlett Street Roundabout project, located north of Memorial Hospital and between Lafayette Boulevard and Riverside Drive, consists of the realignment of Bartlett Street from Lafayette Boulevard to Michigan Street, the construction of a new roundabout north of the Bartlett Street and Michigan Street intersection, realignment of Bartlett Street from Michigan Street to St. Joseph Street, installation of a new storm sewer system with an outfall structure into the St. Joseph River, new street lighting, and landscaping. This project has been separated into two phases. The first phase, current under construction, includes site and roadway improvements from Lafayette Boulevard and North Main Street. The second phase, currently under design, includes site, roadway, and roundabout improvements, from North Main Street to Riverside Drive. The center of the proposed roundabout is approximately 110 feet north of the current intersection. Portions of the eastern half of the roundabout and the eastern leg of Bartlett Street will extend into Leper Park (refer to attached drawings). The affected area of Leper Park is approximately 0.6 acres. 16 existing trees are to be removed due to the location of the roundabout, roadway and anticipated construction limits. Site improvements and materials will consist of the following: 1. Roundabout and Streets: The roundabout and street will be a constructed with portions consist of either asphalt or concrete pavement. 2. Sidewalks: Concrete pavement will be utilized for sidewalks. Crosswalks within the roundabout will be brown colored integral concrete. 3. Splitter Islands: The splitter islands within the approaches to the roundabout will consist of concrete brick pavers or similarly colored concrete pavement. The bricks are to be Unilock Eco- Priora, Heritage Brown, or approved equal. The material is to match brick pavers that has been installed along Lafayette Boulevard in the downtown area and along Jefferson Boulevard near Howard Park. 4. Roundabout Concrete Apron: The concrete apron within the roundabout will be a colored concrete pavement with colors matching the crosswalks. 5. Streetlights: New decorative street lights will be installed along Bartlett Street from Lafayette Boulevard to St. Joseph Street, and along Michigan Street from Park Lane to Navarre Street. The proposed street lights match the existing lights that were previously installed on Bartlett Street. The color of the street lights will be black. Please refer to the attached cut sheet. 6. Landscaping: New street trees will be installed along the east side of Michigan Street north of the proposed roundabout. The proposed street trees is to be 'Skyline' Honeylocust to match the existing trees on the east side of Michigan Street. All areas within Leeper Park disturbed by construction activities will be regraded -and new turf will be installed. 7. Utilities: The proposed roadway alignment and location of the roundabout will required the relocation of existing utilities including electric and cable. The existing overhead and underground AEP electric and Comcast cable utilities that run through the north -south alley located between Michigan Street and St. Joseph Street are to be relocated. Current plans call for the installation of underground electrical lines from the south side of Bartlett Street to the north near the existing South Bend Parks and Recreation building. The gable roof has a bell -cast shape with plain box cornice. A large front shed roof dormer has two inset balconies with wood balustrade. The windows are 6/6 double hung with wood shutters and 11 with hidden metal storm shutters. A three -car garage (193 6) and wood and stone lodge (193 7) are also on site. ALTERATIONS: The landscaping was changed with COA 2008-0410 to remove half of the tennis court and install in -ground pool. The asphalt shingles were replaced with COA 2011-0701A. APPLICATION ITEMS; Replace 22 double hung windows and aluminum storms with Anderson Renewal line replacement double hung windows. I DESCRIPTION OF PROPOSED PROJECT: The non -original aluminum storms were improperly sized and have done considerable damage to the sills and window openings. The owners are looking for a quality replacement that will keep the look but allow ease of use, cleaning, ventilation, and more sound attenuation from the busy Jefferson Blvd. STANDARDS AND GUIDELINES: East Wavne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New. window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval as although 80% of the sashes are not beyond repair, other components of the windows such as the sills are. He had completed a COA application to replace his 2nd story windows. There are currently aluminum storm windows over the double hung (6/1) wood windows. The aluminum storms are improperly sized on additionally placed trim work. The additional gaps have allowed elements to rot out some of the windows on the front (north) of the house. The rear (south, west and east sides) have 11 windows that have double hung windows, as well as metal hidden storm shutters that rest below hinged sills. There is nearly 8 inches from the sashes to the exterior aluminum storms. Most of the windows need re -roping and stripping. There are splits in the paint and wood where a lack of ventilation is evident. Although most of the sashes appear to be repairable, many of the sills have some rot and will need to be replaced. The aluminum storms are not of any assistance as they contributed to the moisture being trapped within the space outside the sashes. Wood storms such as the ones made for the first floor would help with keeping the elements out, but would not assist with the owner's desire for ventilation. Currently, none of the aluminum storms have screens only glass and they are non- operable by design. Most of the sashes are either lacking ropes or are painted shut. A majority have so much paint that they are not even closing entirely. The recessed storm shutters offer a unique challenge as even with new custom made wooden storms, the issue of the sill and large cavity would have to be addressed. We could feel the hot air rolling up the cavity when we opened the hinged sill. The sashes are repairable, but many of the sills will need to be changed and a new system of storm windows introduced. In regards to the 11 "hidden shutter" windows, the sashes are in repairable condition, but the sills, cavities and existing storms will all need redesigned and new components made to resolve the external elemental damage and loss of conditioned air. Prepared approved COAs for mailing. 20 August Calculated number of 1932 Assessor Cards for digitization project with the Brownfield's Grant. Began the reconciliation of the 911 HP LL and LHC data dump for GIS from the tax system for errors and omissions. Presented the Treasurer's reportat the BSSB 4:30. Attended the reception at Bond Hall at 6:00. Met with Dean Lychodas, Steve Semes. He would like to change the pitch of the roof on the addition (addition is connected by two double garage doors in a vacated alleyvvay); concerned about the additional load and is contacting Ken Miller, an engineer in Niles. Thea from public works called and one of the demo crews found a circa 1860s tombstone in a yard on King Street—think it may be stolen from City Cemetery. They will drop it off and we will work with Park's Steve Nemeth and the History Museum. 28 August Spoke with Don at Ritschard Bros. 288 4777 and picked up Julian Kizer's 1861 tombstone that was in very good condition. Don gave me some research that their staff did and I continued that all day on Friday. There were no records of this 11 year old or his parents at City, Highland or Riverview. They lived in German township and were Methodists and had a large farm near Portage Chapel. 31 August Continued research on-line. E-mailed German Township Trustees who do have some burial records for the various small Cemeteries. Drove to Northwest United Methodist on Brick Road and spoke with two parishioners who indicated that Portage Chapel is Portage Prairie Cemetery on Orange and Bertrand. They have my card and will contact Jim Kizer, another parishioner and possible relation to the 1860s Kizer, to see if he has any clues. Tim Johnson finally contacted the Office about the windows. Visit from Robert Bassett from Anchorage, Alaska looking for information on his family: Hibberd. Found information on file for Mary & John, Joseph 1840s Charles and Joseph in 1870s and Helen in 1904. Charles Hibberd founded the printing company located at 323 S. Main in 1889 and lived at 507 W. Washington; Robert Bassett's father was Charles Hibberd Bassett. Steve located the information; also verified through the City Directories that Maude P. Coquillard did not live at 541 Ironwood. She owned the property but never lived there. He will be restoring the front porch by matching the original rusticated block; removing the improper mortar application and replacing with a mortar with more lime in the formula and then cleaning the surfaces. 14 September Research in the Parks names. The boy is the child of his great great Uncle. Staff and Mr. Kizer are trying to find a way to preserve it in German Township and not return it to the Cripe Witter Cemeterywhich is repeatedly vandalized. Mr. Kizer belives that since the headstone was not mentioned in the 1950 inventory of Cripe Witter that the head stone was probably inside the house on King Street as it is in very good condition. 18 September Organizing information and discarding duplicate correspondence in the Office files. Met with "Jerry" at the Ambassadors For Christ Church concerning the squatters that have been using the east porch as living area and latrine. First of all, lots of things going on. There have been many RMEs for roofs and tree removals. 106/grants are also on the upswing as the 1000 houses in 1000 days program nears its deadline. I have been informed that the city actually bought the last 30 houses themselves in order to make that deadline. Hmmmm I am pleased to report that some much needed work has been performed at a few of our problem children: including: 655 River Ave and 610 N St Joseph. Both have had years of neglect and are hopefully making the turn around very quickly. Code hearings include: 710 Cushing -90 days to complete exterior, 120 days for interior 805 Leland -vehicle to be towed, garbage cleaned up by city. 624 Portage -interior infractions 90 days 760 Portage -exterior 90 days, interior 120 days We spent quite a few hours working on the research for the grave/information on Julian Kiser headstone that was given to the office earlier this month. We also disproved the residency for Mrs Maude Coquillard at 541 Ironwood. The details on that are located in my report regarding that property.
