Chapin Park Rating: Non -Contributing DESCRIPTION OF STRUCTURE/ SITE: The house is a two storey with exterior walls clad in aluminum and vinyl siding set upon an irregular brick foundation. The cross gable roof is covered with asphalt shingles. There is a dormer on the central gable with a wide soffit overhang. There is a full width front porch with corner brick piers and brick rail with concrete cap; half of the porch is enclosed. The porch windows are 6/2 double hung, 8/1 in the first storey front and 1/1 on the rest of the house. The front door is wood panel with long single light. ALTERATIONS: There was a 1924 addition to the home in the rear. There is aluminum and vinyl siding, There are vinyl shutters on the second storey window. All of the windows appear to be replacement windows. There is a large window and doorway on the north side filled in with glass block, the basement windows have glass blocks as well. Roof was replaced in 2011. APPLICATION ITEMS: Remove existing siding and install new LP Smartside. Currently there is aluminum siding installed over sections of the remaining original lap siding. To our knowledge, the original lap wood siding is beyond being able to be restored. There are sections where there is no lap siding remaining. There is also an addition to the rear of the house that was covered in vinyl siding. We are proposing to remove all exiting vinyl and aluminum siding and install new LP Smartside trim and siding. Preservation Specialist confirmed three existing reveals, 8", 6" and 5" but was unable to examine the clapboard siding underneath, please see report. DESCRIPTION OF PROPOSED PROJECT: The Commission approved COA#2010-0405 to "repair and/or remove aluminum siding to determine cause of damage and put back the removed aluminum. The homeowner may come back to the Commission with specific options to replace the siding or to repair and paint." At this time, Home Works Construction has determined that the original clapboard is beyond repair and that there are sections of the house where there is no "lap" siding underneath. They propose to remove existing aluminum and vinyl siding from the entire house and to install LP Smartside with a 6" reveal. They will leave any existing crown on the front and side windows and will trim all other windows in 4" LP Smartside, all painted to match. Existing soffits and fascia will be painted. STANDARDS AND GUIDELINES: Chapin Park II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior building materials in the district include brick, stucco, clapboard, wood shingles, and brick or stone masonry. In some instances, vinyl, composite and aluminum siding have been applied over the original material. Required Original exterior building materials shall be retained when possible. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing architectural detail around windows, porches, doors and eaves shall be retained or replaced by replicas of the same design when deteriorated beyond repair. Masonry, including brick and stucco structures, shall be maintained and properly cleaned only when necessary to halt deterioration or to remove stains and shall be done in a method acceptable for the preservation of the surface: i.e. low-pressure water and soft natural bristle brushes. Brick or masonry mortar joints should be repointed only when there is evidence of moisture problems, or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. When repairing stucco, stucco mixture shall be used. A professional shall make a study of the old stucco, to determine the exact mixture and underlayment used in the original work. Some repair methods are not compatible with the original techniques and may cause early disintegration of the repair work and the original work. Ample ventilation must be afforded the structure when siding is installed, in order to prevent increased deterioration of the structure from moisture and insects. Recommended Whenever possible, the original building materials should be restored. When maintaining or repairing original siding is not feasible, aluminum, vinyl or composite siding may be used. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Property owners should contact the Historic Preservation Commission of South Bend and St. Joseph County prior to initiating any restoration or rehabilitation effort. [Address and contact information is listed in the front of the Guidebook.] The Commission is an invaluable source of information about all facets of rehabilitation and restoration — materials, methods, contractors and the like. Prohibited Wood siding shall not be resurfaced with new material that is inappropriate or was unavailable when the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall not be used on masonry including brick, stucco, limestone, flagstone and sandstone. This method of cleaning erodes the surface material and accelerates deterioration. Re -pointing shall not be done with a mortar of high Portland cement content which can often create a bond that is stronger than the building material. Usage of Portland cement can cause deterioration as a result of the differing coefficient of expansion and porosity of the historic masonry unit and the mortar. This most often results in serious damage to adjacent brick. Unpainted masonry surfaces shall not be painted unless they had been painted originally. Paint shall not be removed from masonry surfaces by any means that damage the surface. STAFF RECOMMENDATION: Staff recommends approval of the removal of the aluminum and vinyl siding for further inspection of condition of clapboard by Preservation Specialist. If condition is determined to be deteriorated beyond repair and with sections non-existent, Staff recommends approval of proposed project. Elicia Feasel Deputy Director October 5, 2015 RE: 824 Park Ave Today, I visited the property at 824 Park Ave. I noticed two different materials and three different reveals: 8" aluminum siding, a 6" vinyl siding, and a 5" vinyl siding. I saw two areas where the aluminum siding was pulled back, I visually and physically inspected the material under the siding and observed attached felt paper and wooden furring strips. I was unable to see any clapboard siding from either locations that were pulled back. I was unable to determine whether or not any of the original siding was deteriorated beyond repair. What I touched was solid, but being unable to see what was under the felt paper I am not sure what material it was I was touching. Leeper Park East is bordered by Riverside Drive along the St. Joseph River, the River and Bartlett Street to the South and Michigan Street to the West. It is part of the 191.1-1915 Parks and . Boulevard system designed by George Kessler. Its function as a recreational Park is secondary to its practical function as a drinking water well field dominated by the North Pump ' * ing Station which is a local landmark, the Reservoir and numerous wells located through out the area. The Sunken Garden at the northern end of the Park was rehabilitated in 2009 with now rose plants and gravel walkways and has been restored and maintained in 2015 by an all -volunteer group.. The recreational area of the Park behind the North Pumping Station include the Zeigler performing center with fixed bench seating, signage for the Garden of Fragrance, the Navarre Cabin, Comfort Station, and a swing set and slide. ALTERATIONS: The water feature, fountain' and statuary of the Sunken Garden were removed in the 1960s. The wading pool has been filled in and the pergola removed around the 1970s. The more formal gardens of lilies, roses, gladiolas and peony beds no longer exist. The Garden of Fragrance (originated, in 1954 and expanded over the years) that meandered from Michigan Street to the Herb Garden by the Navarre Cabin no longer exists, only the sighage remains. The lift station was moved to the north side of the pumping station with new landscaping, plantings, sidewalks, and rehabilitated Braille marker with COA 2011-1103A. APPLICATION ITEMS: Refer to attached narrative and drawings. DESCRIPTION OF PROPOSED PROJECT:, The volunteer group Resurrect the Roses at Leeper Park has applied for and will be directing, financing and executing this project. Within an existing concrete curb (that will remain), the landscaping bed will be enhanced to mimic the reflecting pool formerly within its boundary. New flower beds will be defined. using new soil, compost and plantings. A walkway of crushed limestone will pass through *the beds. Additional half circle beds will be added to the north and south of the concrete curb. The "three -fates" statues will be repaired pro-bono by a local artist, and then placed into the center of the "pool" bed, where they were originally, in the same back -to -back -to, back style; and the one remaining "chemb"will be nearby, on a footing. That "cherub" will be duplicated from the original, and the new statue also placed nearby in the "pool" bed, per the attached drawing. All viewsvistas, landscape spaces located in the eastern section and central section of Leeper Park shall be preserved. 3. Original or later contributing special organizational features shall be retained in their existing configuration and shall be maintained through proper drain . age, access and erosion control, pruning and removal of invasive vegetation or otherwise using recognized horticultural and soil management practices. 4. Alteration of existing or addition of new special organizational features will be considered if they do not alter the basic concept of the historic landscape design. 5. Deteriorated or missing spatial organizational features shall be replaced with features that match the original in form, shape, color and texture. 6. When repla'cenient of features is necessary, it should be based on physical or documentary evidence. 7. If using the same material is not technically or economically feasible, then compatible substitute materials may be considered. 9.4 Vegetation: 4. Deteriorated or missing vegetation materials and features shall be replaced with materials that match the original in size shape, color form and texture. 5. When replacement of vegetation materials and features is necessary, it should be based on physical or documentary evidence. 6. If using the same vegetation material is not technically or economically feasible, then compatible substitute vegetation materials may be considered if the convey the same growth habit, form, foliage and bloom characteristics as the historic plant. 9.5 Circulation: 3. Alteration of existing or addition of new circulation layouts will be considered if it can be shown that better site circulation is necessary and that the alteration does not alter the basic concept of the historic landscape design. 4. When replacement of circulation layouts is necessary, it should be based on physical or documentary evidence. 7. If using same material is not technically or economically feasible, then compatible substitute material maybe considered. 8. Alteration of existing or addition of new circulation materials and features will be considered if they do not alter the basic concept of the historic landscape design. 9.7 Furnishings and Obiects In. The Sunken Garden in the eastern section of the park along with all Vegetation, Pathways, Stairs and the Fountain and Statues. 3. Deteriorating or missing shall be replaced with materials that match the original in material, size, shape, color, profile, form, texture, configuration and detail of installation. 4. Alteration of existing of addition of new furnishings and objects will be considered if the alteration does not alter the basic concept of the historic landscape design. 5. When replacement of furnishings and objects and their materials are necessary, it should be based on physical or documentary evidence. 6. If using the same material is not technically or economically feasible, then compatible substitute material may be considered. 7. Existing memorials, statues, moninnents and fountains shall be carefully preserved and restored where necessary, maintaining the integrity of the original material and design. This work shall be coordinated with the Historic Preservation Commission of South Bend & St. Joseph County. STAFF RECOMMENDATION: Staff recommends approval of the project. South Bend Parks Department permission must be obtained. Staff would also like to acknowledge and thank the volunteer group working tirelessly to restore the Sunken Garden. The Sunken Garden is attributed to George Kessler, an early landscape architect and city planner. He created park and boulevard systems. His parks throughout the Midwest were typically connected by landscaped boulevards, and it is this concept of "connectivity" which typifies the Olmstead -Kessler parks of the day. Consequently, the concept was one of a grand design, rather than of plans for individual plants. (The Sunken Garden at Leeper started largely as a daylilly garden, and was first planted in 1926 with roses, long after both Olmstead and Kessler were dead.) Thus, the parterre garden concept is a design concept, rather than a "type of flower" concept. Nonetheless, the proposed design maintains the historical Kessler style, while striking a balance between it, and modern principles of landscape design. This project, by a small group of volunteers, has proceeded very well. We dug out, and cleaned out the weed -infested rose beds, pruned, replaced, fertilized and mulched the roses. Every rose was pruned, moved, or replaced. Some "old-time" perennials were introduced to the outer beds of the Garden, to add a diversity of color and type.. By the end of summer, there were hundreds of new buds, and the once nearly -dead garden is blooming again!! (In Spring, 2016, we will continue to work on the beds themselves, to slightly enlarge the individual beds to a uniform size, and to get those beds, and the Resurrected Roses in even better shape for The Garden's first full summer of 2016.) We are ready to start Phase Two, The Reflecting Pool Area: It has obviously been many, many years, since the "reflecting pool" had any water in it. Unfortunately, a water feature here is just not practical at this time. Water features are expensive, and difficult to maintain in our winter climate; they unfortunately attract the Canada Geese, which defecate on the pathways, and in the entire area, spreading disease, and making the area very unsightly. A shallow pool would also attract small children, and would probably require an unsightly fence around the area. Instead, we will make new beds, to "mimic" the original water feature/pool, re-creating the "open" feel contemplated historically. We will add back the historical statuary from the pool, after it is refurbished by us, and place them strategically into the new beds, on footings. This revision will give the revised "pool" beds the peaceful, contemplative feel that was originally intended. As you know, the Sunken Garden is comprised of beds in three concentric half -circles, on either side of the former reflecting pool area—a rectangular shape that is itself, approximately 18 by 38. -4 Now that the rose beds have been restored, and the roses are growing, and getting healthy, we want to turn our attention to this "pool" area. The rectangular reflecting pool area will be slightly enlarged, by adding half -circle beds on each long side of the rectangle, making the new shape more, in conformity with the existing circular -type shape of the other beds. The entire Sunken Garden is approximately 110 ft. by 110 ft; and the "pool" area comprises only approximately 5% of the whole Garden, but it is a major focal point, at the center of the Sunken Garden. When we first observed the "pool" area in Early 2015, we saw that it was horribly overgrown with weeds and grass, and all kinds of debris. At some point in the relatively recent past, someone had installed a "weed barrier" in the "pool" area, but—rather than being a barrier, it had become a collector for weeds, and grass, and a variety of stray ground covers, and other noxious weeds. (these so-called barriers rarely work, as nothing actually can take the place of real maintenance.) A concrete edge, or "curb", which does not appear to be original, defines the rectangular shape, and will remain. In Phase Two, we will remove the existing soil and weeds and other noxious growth, and the weed "barrier," and replace it with new soil, and compost. We will re -define the new "pool" bed with the additional half -circle beds, as arcs to the north, and to the south of the existing "pool." We will then create a walk way from crushed limestone, or similar material, through the new "pool" beds. These new beds will then be planted with appropriate materials, to maintain the historic, low-lying nature of the garden, but to add diversity and color, and more year-long texture to the beds. This process will re-establish th6 open-air, connected concept of the original feel of the Garden, with it's "walk-through" design, to mimic the original "circular, connected" pathways of the original Sunken Garden. DESCRIPTION OF PROJECT: At the September HPC meeting, the owner applied to "Change porch steps. Handrailings. Remove front landscaping. Replace with brick patio. Replace sidewalk in front of house. install short wall in front of patio' with a unanimous vote by the Commission to deny the application. The owner has reapplied to put the porch detail back to its original design and to move forward with a redesign of the small front yard. The proposal of the front yard is to install a brick paver patio at the ground level and to install a 36" high brick wall around the patio. CHAPIN PARK LOCAL HISTORIC DISTRICT GUIDELINES AND STANDARDS I. THE ENVIRONMENT A. THE DISTRICT ENVIRONMENT The Chapin Park Local Historic District is a particularly fine residential area located close to downtown South Bend, the St. Joseph River, Memorial Hospital and Leeper Park. This section is meant to protect and guide appropriate maintenance of the common areas of the district (i.e. visual landscape and streetscapes). Required Brick streets contribute greatly to the character of the neighborhood. These streets have always been essentially passenger car thoroughfares. The appointments of the streets (i.e. lighting, curbs, horse hitches and monuments) should contribute as much as possible to their architectural, historic and residential character. Retention and maintenance of existing brick streets in the.district is required. Repair work to fill voids and gaps must utilize brick paver materials and acceptable installation methods whenever applicable. When utility work dictates the removal of street sections (pavers), the original materials will be reinstalled. Brick streets shall be patched with brick pavers. Concrete, asphalt, fillers and similar materials shall not be used. All original streetlights shall be maintained, especially the George Cutter "Park View" streetlights designed by the Cutter Company for this neighborhood. Present efforts by the Neighborhood Association and the Historic Preservation Commission to restore "Park View" streetlights to the district shall continue. Any change in lighting must receive approval of the Historic Preservation Commission. New or different fencing requires a C of A and shall reflect the style and character of the individual property and the surrounding environment and properties. Recommended The current or historic character of dawns should be preserved. Front yard areas, common dawnsand tree lawns should remain open. New or replacement trees should be compatible in variety with those presently growing. Vacant lots should be kept landscaped appropriately while vacant, and may be used for recreational or residential development. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. Prohibited Existing relationships of buildings and their environments shall not be destroyed by widening existing streets, applying asphalt or other bituminous coverings or by introducing new streets or parking lots. Signs, streetlights, benches, new plant materials, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The erection of High walls or barriers, which would alter the relationship of the houses, shall be prohibited. Utility poles with high intensity overhead lights shall not be used on main thoroughfares. B. BUILDING SITE, LANDSCAPING & ACCESSORIEU S This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Required When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. I photographed the structure including taking a level/square to show how off square the garage is. As the photos show the garage actually sits below grade of the driveway and garage floor. The current garage floor was poured after the garage was built which has left a channel basically for the garage frame to rot at the bottom. The floor is 3-4" from top to where the base frame actually rests. The base frame wood is soft to the touch and spongy. The structure has shifted to the point that the garage door had broken off the tracks as shown by photo. The owner expressed the concern that the neighbors' cars may get damaged as their rear parking spaces butt up within feet of the structure. Worked on Office Supplies order with new Lows Financial System 12-30 October Vacation HISTORIC PRESERVATION COMMISSION PRESERVATION SPECIALIST REPORT October 19, 2015 Hello Commission! Lots of things to talk about Demolitions: 213 E South St 1631 Lincolnway West (fire practice) The garage at 745 Leland Ave was also demolished. This is a local landmark and is located within the Chapin Park Local Historic District. The demolition for the small one car garage happened at a Code meeting on July 18, 2015. The owner Lynn Gorski was in attendance as well as myself for this meeting. As I ALWAYS do, I restated in during the meeting that this affirmed demo will require a COA application and will need to be approved by HPC before this action takes place. The safeguard for this action is that the building department will not issue a permit to demolish since this is a designated property. Code department in order to save money used their clean-up crew to tear down the structure. The new director of code was unaware that a building permit is required to remove a garage. I confirmed with the Building Department that a permit is required and also learned that anything above 600 square feet requires a $100,000.00 bond. The owner called us very upset that the garage was taken down last week and she was not informed. I talked to her and reminded her that she was in fact informed at the meeting we both attended in June. She is unsure what was all in the garage. However, this is October and she had 90 days to empty it. Code enforcement posts an announcement on the structure a minimum of seven (7) days prior to demolition. Trees: We need to review our language in regards to tree removal. The current process begins with a notice to us and the owner that a tree in the tree lawn or an area within the public sidewalk is failing and needs to come down. The notice which is from the City Forester states that an approved COA needs to be obtained from HPC in order to remove the tree. The homeowner comes in completes an application which is treated as an RME and the owner then hires a tree company that has a LICENSED arborist on staff. (The company must have one to do business within South Bend city limits as per city ordinance) The standards state that an acceptable replacement must be planted where the old tree was located. The problem is that we have quite a few stumps that have not been removed and no replacements planted. I would like to ask that the legal affairs committee works on a specific COA application dealing with trees. This application needs to acknowledge that the stump needs to be removed within a specific time frame and the replacement planted within a specific timeline as well. With a signed application, the owner/tree company is held within a signed contract as to how to proceed and when. DESCRIPTION OF PROPOSED PROJECT: The homeowners propose an addition of anew 9'x46' driveway and 3'x17' front walkway on the east side of their home situated between their property and 1067 Riverside Drive. They homeowners have the approval of the owner of 1067. The proposed driveway/walkway would be compatible with the character of the neighborhood in size, scale and material. The drive was will be similar to other driveways in the district. The materials were not specified but poured concrete would be appropriate for this project in the Riverside Drive District. Please see proposal and diagram submitted. STANDARDS AND GUIDELINES: B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high- intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Leeper Park East is bordered by Riverside Drive along the St. Joseph River, the River Bartlett Street to the South and Michigan Street to the West. It is part of the 1911-1915 Parks and Boulevard system designed for South Bend by George Kessler. Its function as a recreational Park is secondary to its practical function as a drinking water well field dominated by the North Pumping Station which is a local landmark, the Reservoir and numerous wells located through out the area. The sunken garden at the northern end of the Park was rehabilitated in 2009 with new rose plants and gravel walkways. The recreational area of the Park behind the North Pumping Station include the Zeigler performing center with fixed bench seating, signage for the Garden of Fragrance, the Navarre Cabin, Comfort Station, Swing set and slide. ALTERATIONS: The water feature, fountain and statuary of the Sunken Garden were removed in the 1960s. The wading pool has been filled in and the pergola removed around the 1970s. The more formal gardens of lilies, roses, gladiolas and peony beds no longer exist. The Garden of Fragrance (originated inl954 and expanded over the years) that meandered from Michigan Street to the Herb Garden by the Navarre Cabin no longer exists, only the signage remains. The lift station was moved to the north side of the pumping station with new landscaping and plantings; sidewalks and rehabilitated Braille marker with COA 2011-1103A. STANDARDS AND GUIDELINES: Leeper Park Standards and Criteria 9.4 Veeetation: 4. Deteriorated or missing vegetation materials and features shall be replaced with materials that match the original in size shape, color form and texture. 5. When replacement of vegetation materials and features is necessary, it should be based on physical or documentary evidence. 6. If using the same vegetation material is not technically or economically feasible, then compatible substitute vegetation materials may be considered if the convey the same growth habit, form, foliage and bloom characteristics as the historic plant. 9.5 Circulation 8. Alteration of existing or addition of new circulation materials and features will be considered if they do not alter the basic concept of the historic landscape design. Tom Gordon: Not convinced that these windows have to be replaced that they cannot be restored along with the second point if we decided to replace, what those replacements would look like. Saw no compelling evidence that the window examples pictured or described were damaged beyond repair or that certain segments or even the worst case windows couldn't be remedied with some new material and that trying to change over or use an excuse of some poorly functioning windows in a replacement strategy for the entire structure doesn't seem valid to me and that the Anderson Renewal line windows that were suggested by the application were not modeled or pictures so I could determine what those replacement varieties would look like in place of the windows that are there. Replace sidewalk in front of house. Install short wall in front of patio. DESCRIPTION OF PROJECT: HPC Preservation Specialist observed the project in process on September 15, see report. All original front porch rails have been removed, including at the stairs. They have been replaced with a taller wood rail of a different style. Front porch stairs have been replaced with new wood stairs, splitting the original width of the stairs into two. A wood rail has been added in between the two new sets of stairs. A new water feature has been installed at the ground level in between the two new sets of stairs. The front landscaping has also been removed in which the owner proposed to install a brick patio with a short wall in front of the patio at the sidewalk. Sidewalk to be replaced with new concrete in-kind. CHAPIN PARK LOCAL HISTORIC DISTRICT GUIDELINES AND STANDARDS II. EXISTING STRUCTURES D. ENTRANCES, PORCHES AND STEPS Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are covered by the main roof of the house. Required When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; if in need of replacement, see above Required section. Meeting adjourned at 2:20 p.m. Chairperson, Michele Gelfman Historic Preservation Commission — Executive Director Selection Committee Chairman's Report October 20, 2015 Pursuant to IC 5-14-1.5-6.1 Executive Session, the HPC Executive Director Selection Committee met on October 20, 2015 at the History Museum conference room to interview Elicia Feasel for the position of Director of the Historic Preservation Commission. Public notices were posted forty-eight hours prior. Committee Members in Attendence: Michele Gelfman — Chair, Elizabeth Hertel, Brandon Anderson, Kevin Buccelato, Timothy Klusczinski, Mike Voll and Tom Gordon Committee Members Absent: Jennifer Parker Others in Attendence: Elicia Feasel — Deputy Director of the Historic Preservation Commission Elicia answered all questions succinctly and without hesitation. The applicant was well prepared. 1. The Executive Director Selection Committee will meet next on Monday, October 26, 2015 at 2:00 p.m. in the conference room at the History Museum to assess the interview conducted today. 2. The Committee will consider any additional information to make a final recommendation for the position of Executive Director. Chairman, Michele Gelfman HPC Selection Committee Historic Preservation Commission of South Bend & St. Joseph County Special Meeting - 26 October 2015 Location: The History Museum (Conference Room B) I. CALL TO ORDER, ROLL CALL The Special Meeting was called to order by President Timothy Klusczinski at 14:20. Role was called and the Commissioners present were: Kevin Buccellato, Secretary Elizabeth Hertel, President Timothy Klusczinski, Michele Gelfman, Brandon Anderson, Vice President Thomas Gordon, and Treasurer Michael Voll. Quorum was sustained with seven commissioner in attendance. No members of the public were present. Chair entertained a motion to approved the Agenda. Motion was made by Commissioner Anderson. Seconded by Commissioner Hertel. All in favor. None opposed. II. COMMITTEE REPORTS A. EXECUTIVE DIRECTOR SELECTION COMMITTEE Commissioner Gelfman reported that the Executive Director Selection Committee recommended that Elicia Feasel be offered the position of HPC Executive Director. Commissioner Gelfman also noted that the Commission should anticipate a future discussion with Ms. Feasel regarding salary level. III. NEW BUSINESS A. EVALUATE DIRECTOR SELECTION TIME TABLE President Klusczinski explained that since the Commission is now holding a special meeting to consider the selection of the Executive Director, there would be a need to discontinue the previously adopted time table. Commissioner Gelfman moved to discontinue the current Director Search timetable, second by Commissioner Anderson. Discussion clarified that the new position starts in January 2016 but this would still allow a committee to begin a search to fill the position of Deputy Director. Motion carried 7-0 B. FINALIZE SELECTION OF EXECUTIVE DIRECTOR President Klusczinski addressed all members as Commissioner and sponsored the following resolution: "Fellow Commisioners, In light of the Selection Committee's recommendation, I hereby endorse and petition this body to confirm Elicia Feasel; having met all qualifications and having served this agency with honor and distinction to be named as the next Executive Director of the Historic Preservation Commission of South Bend and St. Joseph County, effective 2016 — and urge your full and, unanimous support." Seconded by Commissioner Gordon. Discussion included questions regarding an interim status and it was clarified that there could not be an "Interim Director" with a Director in place, however the President can appoint the future Director to be included in the search for a Deputy Director. All in favor, none opposed. Resolution adopted unanimously 7-0. C. MISCELLANEOUS President Klusczinski recommended that the Legal Affairs Committee review the job description for the Deputy Director and the contract for the Preservation Specialist at their earliest convenience and that the Commission ratify that directive. Commissioner Gordon moved "for the Legal Affairs Committee to review or possibly revise the job description for the Deputy Director and the contract for the Preservation Specialist as soon as feasible." Seconded by Commissioner Gelfman. All in favor, none opposed. Adopted 7-0 Commissioner Anderson moved to establish a special committee for the Deputy Director search immediately and consisting of the commission as a whole, with a special invitation to Elicia Feasel, second by Commissioner Hertel. No further discussion. Motion carried 7-0. President Klusczinski made a recommendation that Commissioner Gelfman Chair the Deputy Director Search Committee and she accepted. No further Business regarding Executive Director. Commissioner Gelfman inquired about notification letters. President Klusczinski responded that he would send a letter immediately to Elicia Feasel, informing her that she was officially named as successor and ask for her acceptance. President Klusczinski thanked Chairman Gordon of the Legal Affairs Committee, and Chairwoman Gelfman of the Executive Director Selection Committee for their hard work reviewing and rewriting the job descriptions as well as reviewing the candidates"for the position and arriving at a decision in a timely fashion. 11 VI.
