Contributing DESCRIPTION OF STRUCTURE/ SITE: This is a two storey plus attic Free Classic has an irregular plan and is situated on a brick foundation. The exterior walls are clapboard siding with Corner boards. The steep hipped roof is covered with asphalt shingles.. There is a full width porch across front with wood flooring and balustrade and spindle newal posts, doric wood columns, concrete steps and lattice work at base. The windows are wood 1/1 double hung though out; oval hall window on south, arched window in porch; fanlight in gable; glazed wood panel door. ALTERATIONS: No alterations to the exterior of the house other than the fire. APPLICATION ITEMS: Demolish the house. -Several contactors have told us we do not have sufficient funds to replace in-kind. DESCRIPTION OF PROPOSED PROJECT: The home has been severely damaged by a fire that was so intense that it melted the appliances in the kitchen. The entire structural integrity of this house has been severely compromised. STANDARDS AND GUIDELINES: V GENERAL: A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. A late night fire had occurred at the house on March 27, 2015. Luckily the owner, his wife, and five children were awoken by a neighbor whom had just arrived home. The official cause is still unknown, but the damage is extensive. The rear of the house in particular sustained heat high enough to blow out the rear windows and melt the front door off of the dishwasher in the kitchen. When I ascended the structure to the third floor, I determined the third floor decking unable to hold my weight. We opted not to go any higher but photographed the damaged instead. There is excessive char and smoke damage throughout. The fire actually moved across the third floor towards the front of the house, as evident by photographs showing the burn marks on the front half circle window on the third floor. Water damage from the fire crews and goes all through to the first floor and the elements are entering through the holes in the roof. The owner informed me that the estimates to repair the house are more than the insurance was going to award them. I do not feel that this house is repairable within their budget and timeline. I also feel that some of the material towards the front of the house may be salvage- able, but done properly and will still need a great deal of cleaning in order to remove the soot and odor. Navarre Architectural Style/Date/Architect or Builder: Dutch Colonial Revival/1928 Property Owner: Jerid Wireman Landmark or District Designation: River Bend Rating: Omitted in the 2005 Survey DESCRIPTION OF STRUCTURE/ SITE: This is a 2 storey house with a rectangular plan set upon a brick foundation. The original clapboards have been restored and painted. The gambrel roof has almost full length front and back shed dormers that are all covered with asphalt shingles. The windows are 6/1 double hung on the house and sunroom and multi pane quarter rounds in the attic storey. There is a small front porch that has a gable roof overhang with wood supports and railings. There is a two car jerkin head roof garage on a concrete foundation. ALTERATIONS: The front porch has been altered in that the brick wing walls noted in the 1995 survey card are missing. The windows are replacement windows (2014-0530). The roof is a replacement. APPLICATION ITEMS: Fence front and rear yard, replace sidewalks, replace driveway, landscape hill/slope; add trellis roof, landscape front with hedges, trees, etc. Also see attached proposal. DESCRIPTION OF PROPOSED PROJECT: #1. The removal of the sidewalk and steps on the East side were approved with COA 3014-0530. The homeowner proposes to terrace the slope in his front yard into two levels using brown brick pavers and infilling with grass or sod. He proposes to enclose the entire front yard with a 3 foot wire livestock fence in wood frames set between wood posts; install a solid wood gate across the front walkway constructed out of the same material as the back yard fence. #2. Replace concrete front walkway leading to porch and porch steps with brown brick pavers. In-kind replacement of city sidewalk and front curb. #3 Replace concrete driveway with grass, four sections of concrete strips leading from alley to garage and boarder with a single row of brown brick pavers with grass planted between the concrete strips. #4. Install a trellis (pergola style) roof between house and garage and install new white vinyl garage doors with windows to compliment the window treatment of the house. #5 Install a 6 foot privacy fence from the side of the sunroom to completely enclose the rear yard. The fence will be 3/4s wood with the remaining height composed of the livestock wire. A gate constructed of livestock wire in a wood frame would be installed in between the sun porch and the privacy fence. STANDARDS AND GUIDELINES: B. BUILDING SITES LANDSCAPING9 & ACCESSORIES Individual properties in the district are characterized by a house located near the front of each lot, with a small lawn in front and a larger lawn to the rear of the property. Those properties facing the river on Riverside Drive generally have sloping front lawns and flat back yards. The majority of structures have been erected on a single lot. Many of the properties include a garage located at the rear of the property accessed from unpaved alleys running behind the property. Most properties have trees, shrubbery and/or hedges. All houses conform to the uniform set -back within each block. The district has a compact layout. Large homes are constructed on small lots while smaller homes, such as those on Hammond Place, are constructed on narrow, deep lots. Little of the backyard areas or rear first stories of these homes is visible from the thoroughfare. In recognition of this, greater latitude will be allowed in the application of the adopted standards in the rear of the properties, in order to accommodate the individual preferences of the property �7 owners in the treatment of these backyard areas. No approval will be necessary for changes in lawn, shrubs, walkways or semi-permanent surface changes in the rear of houses. Staff approval would be required for semi-permanent structures such as gazebos, but not for play equipment such as swing sets, sand -boxes, etc. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the properties' history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Accessory structures such as decks, gazebos, fountains, or small outbuildings should be appropriate to surrounding site elements in scale, type and appearance. Plant materials in close proximity to the buildings and which are causing deterioration to the building's historic fabric should be removed and replaced by more suitable flora as approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced, or fences shall not extend forward beyond the setback line of die property. Telephone or utility poles with high intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. The installation of unsightly, large devices such as television satellite dishes shall not be permitted in areas STAFF RECOMMENDATION: Staff recommends approval of the projects with the exception of the sidewalk and curb replacement that must be approved by Public Works first. When Public Works approves the in-kind replacement of the curb and sidewalk then Staff will issue a Routine Maintenance Exclusion Certificate. Catherine D. Windows are. Wood double hung and wood casements. There are glass blocks in the south wall of the one storey gabled section and again at the rear of the house next to a French door. There is a picture window in the rear wall in the first storey. There is an attached garage with a gabled roof and dormer. The entire exterior is stucco with a half brick wall. There is an additional entrance on the north side of the house toward the front with a flat roof supported by a wrought iron railing system. The front door is solid wood. ALTERATIONS: The picture window in the rear and the glass block are not original to the house. The additional side entrance with flat porch roof and wrought iron were later additions as well. COA#2013- 1004 replaced deteriorated windows with replacements to match original muntin patterns as closely as possible; asbestos roof was replaced with asphalt; gutters and downspouts replaced in-kind; side front door overhang with fixed awning. APPLICATION ITEMS: Landscape debris removal, driveway extension, patio installation, tree + plant installation, fence installation. South Elevation: Pull everything; keep big tree. Pull all ivy. DESCRIPTION OF PROPOSED PROJECT: Although this property has an East Wayne Street address, its front door, front yard and driveway face on Eddy Street. Eddy Street is a four lane main north/south transportation route with heavy vehicular traffic passing this property. Pedestrian bicycle traffic is also. high. Removal of any landscape debris is routine maintenance. Owner proposes to extend the driveway by adding a semi -circular driveway extension off the main straight drive — all material will be concrete to match existing. To accommodate the extension, three evergreen trees must be removed. Of the evergreen trees, one of the trees appears to be diseased or damaged by lightening and all three trees are cabled together. Just behind the new driveway installation owner proposes to add a flat patio using flagstone with a built-in low height fire pit of same material, see photo for flagstone.example. Owner proposes adding a new 4.' wrought iron fence to west front lawn that will extend back on the north lawn, see plan. The fence has spaces between the pickets but will provide additional security to the property. There will be no fence installed on the East Wayne Street side. The house across East Wayne Street also has a fence of this type installed on the Eddy Street frontage. Also proposed are the installation of several new trees and flowering bushes. STANDARDS AND GUIDELINES: East Wayne Street Local Historic District I. THE ENVIRONMENT A. THE DISTRICT ENVIRONMENT The district is characterized by its proximity to downtown South Bend. It encompasses several blocks of East Wayne Street, North and South, from Eddy Street east to Greenlawn and the south side of Jefferson Boulevard from Eddy Street east to Sunnyside Avenue. The district is bounded on the north by Jefferson Boulevard from Eddy Street to Sunnyside Avenue and then by the north property lines of the Wayne Street properties to Greenlawn. The south boundary is the southern right of way of the alley or the southern property lines of East Wayne Street, South. Unique features of the neighborhood include the island of homes between East Wayne Street North and East Wayne Street South, the parks at each end of the island, and the brick pillars at the entrance way (Eddy Street) to the subdivision with signage reading "Whitcomb and Keller's Sunnymede." Definition - the term "trees" in the following standards shall be defined as follows: Shade trees - twelve (12) inches in diameter. Ornamental trees - four (4) inches in diameter or fifteen (15) feet in height. Evergreen trees - eight (8) inches in diameter or fifteen (15) feet in height. Any removal or planting of trees which are of the sizes indicated above or larger shall be reviewed by the Historic Preservation Commission. Required Distinctive existing features such as brick entry pillars, parks, gardens, streetlights, fences, signs, walkways, streets and building setbacks shall be retained. Major landscaping items, fencing, walkways, streetlights, signs and benches shall be compatible with the character of the neighborhood in size, scale, material and color. Street lighting should be maintained at levels recommended by the Illuminating Engineering Society. Light sources must have spectral distribution in all color ranges. Older light fixtures and supporting posts must be similar in proportion, scale, size, shape, style, and appearance to the existing historic lamps. Streetlights shall be placed so that adequate illumination is afforded all sections of public sidewalks (refer to Appendix A). Recommended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings, sidewalks or streets that are causing deterioration to those elements should be removed. As much natural vegetation as possible should be preserved. If large shrubs become unsightly to the point of detracting from the historic character of the house or site, they should be cut back and allowed to rejuvenate. Dead and diseased material should be selectively removed. Trees and major landscaping elements that must be removed for one reason or another should be immediately replaced by suitable flora. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. The curb height should be sufficient to maintain adequate drainage of the street. If older light fixtures are taken down in the city, they should be reserved for use in the historic district. Light fixtures on top of the brick pillars at the Eddy Street entryway should be replaced according to these standards. Prohibited Existing relationships of buildings and their environments shall not be destroyed through widening existing streets, application of asphalt or other bituminous coverings, or by introducing new streets or parking lots. Signs, streetlights, benches, major landscaping items, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The introduction of heavy trucks or similar vehicles in the District shall be prohibited. Not Recommended `1 High-intensity overhead streetlights should not be used. B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. The facias of some vinyl or metal sided houses are covered with the same material. Required: The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended: Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited: Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. Not Recommended: Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building E. MECHANICAL SYSTEMS The majority of the structures within the district have oil or gas heat, and have brick chimneys through the roof. Some houses have one or two window air conditioners. Required: Mechanical systems shall be placed in areas that will result in the least possible alteration to the structural integrity and physical appearance of the building. Solar collectors and TV dishes shall be placed at the rear of the property and shielded by shrubbery and landscaping. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. The high gabled roof has asphalt architectural shingles and a gabled dormer. The front porch is partially open. There 1/1 double hung windows on the front fagade and around the attic have geometric pattern in the upper sashes. The windows in the sides and all in the rear enclosure are 1/1. ALTERATIONS: The Brick Piers were re -built in 1985 approved with COA dated 21 October 1985. There was a rolling black metal wrought iron gate approved in 1997 for installation behind the piers. The new roof was installed with COA 2015-0408. The handicapped accessible ramp was added at a later date. APPLICATION ITEMS: Replace roof with 50 yr old professional grade asphalt architectural style shingles. Replace areas of crumbled stucco with new matching product. Replace rotten fascia boards with new boards. Replace all gutters as originals were missing and broken. Replace rotten and broken at windows as need with Kolbe and Kolbe like kind replacements of existing. See window breakdown attached to email correspondence. Repair 2nd floor bathroom window. Replace ls` floor butler's pantry single window with double window in prairie design consistent with existing. Remove circa 1980s wheelchair ramp from side door and replace with cement stoop consistent with existing fingerprint of former stoop. Material will be similar to original grout in masonry. Existing ramp is a liability and detriment to the property. Widen and rebuild brick pillars on either side of.driveway with existing and direct match brick. Remove 5 trees from property to install a new septic system per TCU (former owner) agreement. Add fence to front of property to match existing black wrought iron style aluminum gate. See attached to e-mail. DESCRIPTION OF PROPOSED PROJECT. The roof replacement was staff approved in April. All of the in-kind replacements of the stucco, gutters, fascia and repair of the bathroom window can be staff approved. The brick piers have already been moved and the trees have been removed. The chimney removal mentioned in the Preservation Specialist's report was not applied for in this application. The homeowners are requesting replacement of all of the deteriorated attic windows, second floor bathroom window and the window in the butler's pantry with wood Kolbe Heritage double hung windows with muntins to match original windows. They also wish to remove the wheelchair ramp and restore the concrete stoop in its original place. The homeowners wish to install a decorative aluminum fence to match the current gate (EFS -15 style) in front of the house along Locust Road and along the west side of the property. (Refer to diagram) STANDARDS AND GUIDELINES: The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. StructureNecessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. See attached to email. nea4+� J 'bi = 9' April 13, 2015 This morning at 10 am I visited the local landmark located at 60717 Locust Rd. met with the owners, Mr. and Mrs. Krakowski and their contractor Bill Carson of WH Carson and Associates. I was at the property last week but was unable to get inside to inspect the condition of the third floor windows. The two windows located at the front of the house at the dormer were removed and pulled for me to look at. The sashes are prairie style and are truly beyond repair as the bottom rails and corners of the rails are simply rotten away and sponge. I entered the house and went to the third floor to the south elevation and the 3 double hung bank of windows. These windows are wood, but are not the prairie style that is present throughout the house and the third floor in particular. The framework was completely rotted out and deteriorated to the point that the sashes were able to be moved in and out of the frame with ease. The sashes themselves had deterioration along the bottom and corners. At any rate, the framework will need to be replaced especially the areas of the weight pockets between the sashes are completely rotted and pitted by water. I also wanted to see the area where the rear chimney had been located prior to its collapse. Photographs will show that the framework around the roof extrusion are charred and rotted out. The damage continues from third to second floor as the water ran down to the first floor. I found it hard to believe originally that the chimney collapsed but after seeing the damage on the framework it is plausible that it collapsed once the flashing and roofing material was removed. The contractor was able to salvage the bricks to be used on other repair areas around the house. The owners also asked about removing the handicap ramp and re -installing a stoop close to the original one that the remaining footprint suggests to allow more room for vehicles through the portico. The owners also inquired about replacing a non -original window located at the rear of the house with a larger window. The area where this is located was in fact part of the porch that was later enclosed and adapted into living space. The owner is currently accepting bids for the windows and the stoop under the portico. When they have their bids together, they will complete their application appropriately. I informed them that although the rear chimney is gone, there will still need to be a COA application completed and applied for after -the -fact in order to complete the file. HISTORIC PRESERVATION COMMISSION PRESERVATION SPECIALIST REPORT May 18, 2015 Hello Commission! So many things going on! Let's start with old business first: We had a great experience at the State Preservation Conference, as always it is nice to have some affirmation that we are on the right track and gain some better tools to help fight the good fight. I attended a one day class on Section 106 review one day before the conference as that is an area that we are often involved in. My presentation was at a separate location but was still well attended. For those of you who did not see it, the "historic" monopoly board was completed in 6 hours and is located at Jefferson and Michigan Sts. It is very cool and was well received. I was.there the entire night by the way. Pictures on are Facebook and HPC was mentioned frequently. The Historic South Bend City Cemetery tour went very well as we still had 80 folks brave the weather and enjoy the tour and the reenactors! Hats off to Carol for all of her hard work and of course Elicia for being the champion of this project! Our next event at the Cemetery will be June 20th and will cover symbolism and the first of three hands- on tombstone cleaning workshops. The base of the Building South Bend: 1929 37D Model is built! Thanks to two union carpenters, James and Gary Weldy for the assistance, expertise, and use of a really nice workshop. I am still doing some finishing and painting work but should have it complete by Wednesday morning. This will be apart of the SB150 weekend and I know that YOU our commissioners will be in touch with Elicia to work some of those TINY 2 - hour shifts. Thank you in advance. Last week Catherine and I drove past the Old Country Bake Shop on US 31 South. The condition of the structure has worsened and this subject needs to be re -visited and perhaps utilize our newest legal counsel as how we can proceed in this matter. New Business: I will be proceeding with the cemetery workshops and a power tools workshop in September that will be dealing with molding and mitered cuts. Everyone should walk away with a frame! I met with Michelle Fitzgerald from Make South Bend which is a wonderful shop in River Park that rents workshop space and has classes daily. We are hoping to partner with Michelle for that event. We have not done much in River Park and we are overdue. The windows are 6/1 double hung on the house and sunroom and multi pane quarter rounds in the attic storey. There is a small front porch that has a gable roof overhang with wood supports and railings. There is a two car jerkin head roof garage on a concrete foundation. ALTERATIONS: The front porch has been altered in that the brick wing walls noted in the 1995 survey card are missing. The windows are replacement windows (2014-0530). The roof is a replacement. APPLICATION ITEMS: Fence front and rear yard, replace sidewalks, replace driveway, landscape hill/slope; add trellis roof, landscape front with hedges, trees, etc. Also see attached proposal. DESCRIPTION OF PROPOSED PROJECT: # 1. The removal of the sidewalk and steps on the East side were approved with COA 3014-0530. The homeowner proposes to terrace the slope in his front yard into two levels using brown brick pavers and infilling with grass or sod. He proposes to enclose the entire front yard with a 3 foot wire livestock fence in wood frames set between wood posts; install a solid wood gate across the front walkway constructed out of the same material as the back yard fence. #2. Replace concrete front walkway leading to porch and porch steps with brown brick pavers. In-kind replacement of city sidewalk and front curb. #3 Replace concrete driveway with grass, four sections of concrete strips leading from alley to garage and boarder with a single row of brown brick pavers with grass planted between the concrete strips. #4.. Install a trellis (pergola style) roof between house and garage and install new white vinyl garage doors with windows to compliment the window treatment of the house. #5 Install a 6 foot privacy fence from the side of the sunroom to completely enclose the rear yard. The fence will be 3/4s wood with the remaining height composed of the livestock wire. A gate constructed of livestock wire in a wood frame would be installed in between the sun porch and the privacy fence. STANDARDS AND GUIDELINES: B. BUILDING SITE, LANDSCAPING, & ACCESSORIES Individual properties in the district are characterized by a house located near the front of each lot, with a small lawn in front and a larger lawn to the rear of the property. Those properties facing the river on Riverside Drive generally have sloping front lawns and flat back yards. The majority of structures have been erected on a single lot. Many of the properties include a garage located at the rear of the property accessed from unpaved alleys running behind the property. Most properties have trees, shrubbery and/or hedges. All houses conform to the uniform set -back within each block. The district has a compact layout. Large homes are constructed on small lots while smaller homes, such as those on Hammond Place, are constructed on narrow, deep lots. Little of the backyard areas or rear first stories of these homes is visible from the thoroughfare. In recognition of this, greater latitude will be allowed in the application of the adopted standards in the rear of the properties, in order to accommodate the individual preferences of the property owners in the treatment of these backyard areas. No approval will be necessary for changes in lawn, shrubs, walkways or semi-permanent surface changes in the rear of houses. Staff approval would be required for semi-permanent structures such as gazebos, but not for play equipment such as swing sets, sand -boxes, etc. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the properties' history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. There is a picture window in the rear wall in the first storey. There is an attached garage with a gabled roof and dormer. The entire exterior is stucco with a half brick wall. There is an additional entrance on the north side of the house toward the front with a flat roof supported by a wrought iron railing system. The front door is solid wood. ALTERATIONS: The picture window in the rear and the glass block are not original to the house. The additional side entrance with flat porch roof and wrought iron were later additions as well. COA#2013-1004 replaced deteriorated windows with replacements to match original muntin patterns as closely as possible; asbestos roof was replaced with asphalt; gutters and downspouts replaced in-kind; side front door overhang with fixed awning. DESCRIPTION OF PROPOSED PROJECT: Although this property has an East Wayne Street address, its front door, front yard and driveway face on Eddy Street. Eddy Street is a four lane main north/south transportation route with heavy vehicular traffic passing this property. Pedestrian bicycle traffic is also high. Removal of any landscape debris is routine maintenance. Owner proposes to extend the driveway by adding a semi -circular driveway extension off the main straight drive — all material will be concrete to match existing. To accommodate the extension, three evergreen trees must be removed. Of the evergreen trees, one of the trees appears to be diseased or damaged by lightening and all three trees are cabled together. Just behind the new driveway installation owner proposes to add a flat patio using flagstone with a built-in low height fire pit of same material, see photo for flagstone example. Owner proposes adding a new 4' wrought iron fence to west front lawn that will extend back on the north lawn, see plan. The fence has spaces between the pickets but will provide additional security to the property. There will be no fence installed on the East Wayne Street side. The house across East Wayne Street also has a fence of this type installed on the Eddy Street frontage. Also proposed are the installation of several new trees and flowering bushes. STANDARDS AND GUIDELINES: East Mayne Street Local Historic District 1. THE ENVIRONMENT A. THE DISTRICT ENVIRONMENT The district is characterized by its proximity to downtown South Bend. It encompasses several blocks of East Wayne Street, North and South, from Eddy Street east to Greenlawn and the south side of Jefferson Boulevard from Eddy Street east to Sunnyside Avenue. The district is bounded on the north by Jefferson Boulevard from Eddy Street to Sunnyside Avenue and then by the north property lines of the Wayne Street properties to Greenlawn. The south boundary is the southern right of way of the alley or the southern property lines of East Wayne Street, South. Unique features of the neighborhood include the island of homes between East Wayne Street North and East Wayne Street South, the parks at each end of the island, and the brick pillars at the entrance way (Eddy Street) to the subdivision with signage reading "Whitcomb and Keller's Sunnymede." Definition - the term "trees" in the following standards shall be defined as follows: Shade trees - twelve (12) inches in diameter. Ornamental trees - four (4) inches in diameter or fifteen (15) feet in height. Evergreen trees - eight (8) inches in diameter or fifteen (15) feet in height. Any removal or planting of trees which are of the sizes indicated above or larger shall be reviewed by the Historic Preservation Commission. Required Distinctive existing features such as brick entry pillars, parks, gardens, streetlights, fences, signs, walkways, streets and building setbacks shall be retained. Major landscaping items, fencing, walkways, streetlights, signs and benches shall be compatible with the character of the neighborhood in size, scale, material and color. Street lighting should be maintained at levels recommended by the Illuminating Engineering Society. Light sources must have spectral distribution in all color ranges. Older light fixtures and supporting posts must be similar in proportion, scale, size, shape, style, and appearance to the existing historic lamps. Streetlights shall be placed so that adequate illumination is afforded all sections of public sidewalks (refer to Appendix A). Recommended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings, sidewalks or streets that are causing deterioration to those elements should be removed. As much natural vegetation as possible should be preserved. If large shrubs become unsightly to the point of detracting from the historic character of the house or site, they should be cut back and allowed to rejuvenate. Dead and diseased material should be selectively removed. Trees and major landscaping elements that must be removed for one reason or another should be immediately replaced by suitable flora. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. The curb height should be sufficient to maintain adequate drainage of the street. If older light fixtures are taken down in the city, they should be reserved for use in the historic district. Light fixtures on top of the brick pillars at the Eddy Street entryway should be replaced according to these standards. Prohibited Existing relationships of buildings and their environments shall not be destroyed through widening existing streets, application of asphalt or other bituminous coverings, or by introducing new streets or parking lots. Signs, streetlights, benches, major landscaping items, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The introduction of heavy trucks or similar vehicles in the District shall be prohibited. Not Recommended High-intensity overhead streetlights should not be used. B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. (COA#2014-0703) APPLICATION ITEMS: Move air conditioning condensers (2) to rear yard flat roof. Enclose flat roof with a painted wooden fence (custom) to match trim of the home, which will disguise/hide the condensers. DESCRIPTION OF PROPOSED PROJECT: The homeowners are proposing that their 2 air conditioning condenser units be reinstalled on the one storey rear flat roof of their house. This roof area will then be fenced with pressure treated cedar around its perimeter to hide the condensers from view. All per diagrams and pictures submitted. STANDARDS AND GUIDELINES: B. ROOFS AND ROOFING Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles. Residences in most cases have wood fascias with gutters and downspouts. The facias of some vinyl or metal sided houses are covered with the same material. Required: The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended: Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited: Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended: Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building E. MECHANICAL SYSTEMS The majority of the structures within the district have oil or gas heat, and have brick chimneys through the roof. Some houses have one or two window air conditioners. Required: Mechanical systems shall be placed in areas that will result in the least possible alteration to the structural integrity and physical appearance of the building. Solar collectors and TV dishes shall be placed at the rear of the property and shielded by shrubbery and landscaping. Recommended: Window air conditioners and exhaust fans should be installed at the rear or at an inconspicuous side window. Original lighting fixtures should be retained whenever possible. Prohibited: Holes shall not be cut through walls or roofs to accommodate air conditioners or other mechanical equipment in areas that can be seen from the street. Not Recommended: Exterior electrical and telephone cables should not be attached to the street elevations of the buildings. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. The second floor front windows are 16/1 double hung; there are 1/1 double hung windows in the first floor boxed bay and three part bay on the second floor on the south side. ALTERATIONS: The vinyl siding and asphalt roofing are not original to the house. Some of the windows appear to be replacement windows. The spindles in the porch and upper floor balconies are replacements. COA#2015-0331 enclosed the rear and side yards with a wood fence. There 1/1 double hung windows on the front fagade and around the attic have geometric pattern in the upper sashes. The windows in the sides and all in the rear enclosure are 1/1. ALTERATIONS: The Brick Piers were re -built in 1985 approved with COA dated 21 October 1985. There was a rolling black metal wrought iron gate approved in 1997 for installation behind the piers. The new roof was installed with COA 2015-0408. The handicapped accessible ramp was added at a later date. APPLICATION ITEMS: Replace roof with 50 yr old professional grade asphalt architectural style shingles. Replace areas of crumbled stucco with new matching product. Replace rotten fascia boards with new boards. Replace all gutters as originals were missing and broken. Replace rotten and broken at windows as need with Kolbe and Kolbe like kind replacements of existing. See window breakdown attached to email correspondence. Repair 2nd floor bathroom window. Replace l't floor butler's pantry single window with double window in prairie design consistent with existing. Remove circa 1980s wheelchair ramp from side door and replace with cement stoop consistent with existing fingerprint of former stoop. Material will be similar to original grout in masonry. Existing ramp is a liability and detriment to the property. Widen and rebuild brick pillars on either side of driveway with existing and direct match brick. Remove 5 trees from property to install a new septic system per TCU (former owner) agreement. Add fence to front of property to match existing black wrought iron style aluminum gate. See attached to e-mail. DESCRIPTION OF PROPOSED PROJECT. The roof replacement was staff approved in April. All of the in-kind replacements of the stucco, gutters, fascia and repair of the bathroom window can be staff approved. The brick piers have already been moved and the trees have been removed. The chimney removal mentioned in the Preservation Specialist's report was not applied for in this application. The homeowners are requesting replacement of all of the deteriorated attic windows, second floor bathroom window and the window in the butler's pantry with wood Kolbe Heritage double hung windows with muntins to match original windows. They also wish to remove the wheelchair ramp and restore the concrete stoop in its original place. The homeowners wish to install a decorative aluminum fence to match the current gate (EFS -15 style) in front of the house along Locust Road and along the west side of the property. (Refer to diagram) STANDARDS AND GUIDELINES: The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. Several contactors have told us we do not have sufficient funds to replace in- kind. DESCRIPTION OF PROPOSED PROJECT: The home has been severely damaged by a fire that was so intense that it melted the appliances in the kitchen.
