CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 3 June 2015 Application Number: 2015-0518 Property Location: 517 River Avenue Architectural Style/Date/Architect or Builder: Property Owner: Leah Zimmer Dormer Front Bungalow/1921/Schiffbauer House Landmark or District Designation: Edgewater Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE; A two storey dormer front bungalow set upon a brick foundation. Walls are. wood clapboard on first storey and wood shingles on second. Roof has asphalt shingles. There is a full width open front porch with brick piers and walls. Window openings are original wood 4/1 vertical division double hung and an arched.window attic in front. ALTERATIONS: Aluminum storm windows and an aluminum storm door are installed. APPLICATION ITEMS: 1. Preference is to remove chimney stack, lower to roofline (not currently usable). 2. If not approved, then it would need to be taken down and rebuilt @ $4,000. DESCRIPTION OF PROPOSED PROJECT: The application is to have the existing chimney lowered below the roofline..Proposal is to add a 4" "B" vent pipe to extend through the roof deck and to be topped with a roof cap. The contractor quote to rebuild the chimney in-kind is $4,000. See HPC Preservation Specialist site visit report. STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall materials in the District range from brick, clapboard, shingles, and masonry block toaluminum siding. In the majority of the cases the aluminum siding has been applied over the original clapboard. There are some masonry commercial buildings on Lincolnway. Required Existing exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning, and painting. The existing architectural detail around windows, porches, doors, and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry structures shall be maintained, tuckpointed and properly cleaned when necessary. Masonry shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with the gentlest method possible, such as low pressure water and soft natural bristle brushes. Stucco surfaces shall be maintained by cleaning and repainted .when necessary. When repairing stucco a stucco mixture shall be used. Recommended Whenever possible, the original building materials should be restored. Aluminum or vinyl siding may be used when it is the only feasible alternative to maintaining the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. However it must be noted that such material can contribute to the deterioration of the structure from moisture and insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application, and joint profile. Prohibited Wood siding shall not be resurfaced with new material, such as artificial stone, brick veneer, asbestos or asphalt shingles, which is inappropriate or was unavailable when the building was constructed. Sandblasting or the use of harsh detergents shall not be used on masonry or stucco. This method of cleaning erodes the surface material and accelerates deterioration. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary, expensive, and can accelerate deterioration of the masonry. Mortar joints which do not need repointing should not be. Repointing should not be done with mortar of high Portland cement content, which can often create a bond that is stronger than the building materials. This can cause deterioration as a result of differing coefficient of expansion and the differing porosity of the material and the mortar, which can result in serious damage to adjacent brick. Paint should not be removed from masonry surfaces indiscriminately B. ROOFS AND ROOFING Roof shapes in the district vary from hip and gable to gambrel. All are covered with asphalt shingles. Eaves in most cases, have wood facias with gutters and downspouts. Some aluminum sided houses have aluminum covered facias. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character, such as dormer windows, cornices, brackets and weather vanes, shall be retained. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the existing or original in composition, size, shape, color, and texture. Prohibited Nothing shall be done to change the essential character of the roof by adding architectural features or roofing materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended If aluminum or vinyl siding is added to a building, over hanging eaves and gables should not be covered or enclosed. STAFF RECOMMENDATION: Staff recommends approval. The exterior of the chimney above the roofline was covered with a tarp to keep the elements out. I was able to view the attic and interior stack though an access panel in a bedroom closet. I was however unable to pull myself into the attic as I was standing on a built in set of drawers. The interior stack shows a significant bow of approximately 2 inches and deterioration of the top visible four courses of brick below the roof line. There are many cracked bricks, popped mortar and water stains even though there has not been rain for over a week. There is also evidence of the restoration of the roof after a previous fire in the attic on the northwest corner of the house. The pictures I took show new wood construction. There were also attempts to conceal the damage on the fireplace with white spray paint. In my opinion, the chimney cannot be repaired without disassembly and then rebuilding. The more cost effective way would be to remove the chimney below the roofline then add a transition to a B -vent stack and cap above the roofline. I would suggest that those top 4-5 courses below the roofline also be removed as they have sustained severe damage and have shifted the most noticeably. The owner also expressed a desire to be able to use the fireplace with gas logs. The contractor's proposal states that the B -vent would be used for the ventilation of the gas water heater. The existing vent runs inside the chase as part of the chimney. I would suggest that the owner and contractor are clear that the current proposed work will accommodate the venting of the fireplace or that an additional vent and cap be added to do so while the roof deck is exposed. Steve Szaday Preservation Specialist STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 2 June 2015 Application Number: 2015-0528 Property Location: 724 Portage Architectural Style/Date/Architect or Builder: Free Classic 1897 Property Owner: Dustin Daily Landmark or District Designation: Chapin Park Rating: Contributing: Notable DESCRIPTION OF STRUCTURE/ SITE: As noted in the 2005 survey " This unusual Free Classic -style house showcases leaded glass windows and classical columns." The house is two storeys set upon an irregular plan brick foundation. The walls are wood clapboard with the large central second storey gabled dormer is covered with wood shingles. This large hexagonal dormer with overhang is supported by two wood columns The Roofing is asphalt shingles. There is a full width front porch with decorative purlin brackets (A piece of timber laid horizontally on the principal rafters of a roof to support the common rafters on which the roof covering is laid.) at the fascia, four wood columns supports there is also an articulated wood panel inset in the solid railing. The windows are 16/1 double hung; there are also leaded glass windows. The central front door has sidelights and wood entablature. ALTERATIONS: The roof is not original to the house. The 1979/1987 survey card noted 1/1 double hung windows, so some windows are replacements. Some of the doors may also be replacements. The rear porch and side entrance appear to be additions. The front and rear yard fencing and the front hand railing were approved in 2014. APPLICATION ITEMS: Add 10'x10' shed in the back of the home. Remove a not original door way on the side of the home and replace with lap siding. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to construct a wood storage shed at the rear of the house. The shed will have a gable roof with asphalt shingles that will closely match those of the house. There will be a central door opening; the walls will be clapboard and painted to match the body of the house. The shed will be set on a 3/4" plywood floor and treated wood foundation using 4"x4" and 2"x4" treated wood. All per diagrams and drawings submitted. The homeowner also wishes to remove a non -original side entry and steps and restore that side of the home with matching clapboards and paint. STANDARDS AND GUIDELINES: III NEW CONSTRUCTION: C. SHEDS AND ACCESSORY BUILDINGS REQUIRED: Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving historical relationships between the buildings, landscape features and open spaces. Proportions and materials shall conform to those required for new construction. Recommended Accessory building designs should be compatible in character and mood to the residence and the neighborhood. Prohibited Prefabricated metal sheds shall not be used. Not Recommended Prefabricated wood composition sheds should not be used unless they conform to all other guidelines and standards. D. ENTRANCES, PORCHES AND STEPS Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are covered by the main roof of the house. Required When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; if in need of replacement, see above Required section. See also Section IV B. Access for Handicapped or Disabled Persons. Not Recommended Original porch details should not be replaced with materials representing a different period or style from the original. STAFF RECOMMENDATION: Staff recommends approval of the project as they follow the guidelines for the Chapin Park District. Catherine D. It has two stories set upon a square plan with projecting porches all on brick foundations There is a Porte-cochere on the west fagade. The exterior walls are 8" aluminum siding. The windows 9/1 double hung and have aluminum triple track storm windows. There are aluminum railings around various porches and balconies. The roof is a truncated pyramidal with asphalt shingles and a front dormer with a classic pediment; the roof peak has a flat roof. The porch and balcony are distinctive features with the classic portico front entry that has triple ionic columns on both front corners; bracketed entablature with a flat roof enclosed by a wrought iron fence. As of 1977 there was noted" a newer frame garage with apartment of a `style that detracts from the house"' (Brian Crumlish) ALTERATIONS: The aluminum siding, fencing and storm windows are not original to the house. The asphalt roof is a replacement. The plastic window drip moulds are later additions. The Porte-cochere was restored in 1980 along with the second floor French doors above. In 1991 a COA was issued to enclose exiting inset second level balcony in the rear and use aluminum siding to match and install one window. The "guest house" was revamped with siding and new door configurations in 1995. APPLICATION ITEMS: Remove aluminum siding and restore original clapboard underneath; and replace/repair trim work. Repair/replace bead board underneath overhang of front porch and soffit. Replacement of aluminum storm windows with a historic storm window alternative. DESCRIPTION OF PROPOSED PROJECT : The new homeowners wish to restore the original look of the house by removing the aluminum siding and restoring the wood details and trims using the Sears and Roebuck catalogue drawings and photographs of a Magnolia in the state of Georgia. They wish to restore and replace the bead board on the front porch ceiling and the soffit. They wish to remove the non - original aluminum storm windows with a more historic looking storm with a narrower frame. STANDARDS AND GUIDELINES: WEST NORTH SHORE STANDARDS: II. BASIC STRUCTURAL MATERIAL AND ARCHITECTURAL FEATURES Preferred: Retain and maintain the original exterior building material. Frame Structures: Repair, repaint, and/or clean siding to deter deterioration. Masonry Structures: Tuckpoint brick and stone, repair stucco and repaint trim, stucco and brick (if painted) to deter deterioration. Retain and maintain architectural detail of structures such as wrought iron, tile, brackets, etc., or replace when necessary with similar material in texture, size and appearance. Permitted: If vinyl or aluminum siding is the only economic solution to a deteriorating frame house, architectural detail must be visually preserved. The siding used should match the original in style, width, and lap as closely as possible. Prohibited: Do not use asbestos or asphalt siding on frame structures. Do not use artificial brick or cast stone siding on brick, masonry, stucco, or frame structures. Do not sandblast or use harsh detergents in cleaning brick, masonry or stucco. B. Windows and Doors Preferred: Retain and maintain existing window and doors including sash, lintels, sills, shutters, doors, decorative glass, pediments, hoods and hardware. Use canvas awnings, if awnings are used. Install wooden frame storm windows and doors painted to match trim. Install insulating glass in existing sash. As to Lot 12 metal storm windows and doors which have been coated to match trim and which are architecturally in good taste with the structure are preferred. Permitted: Replace deteriorated doors, windows, sills, shutters, etc with materials which match the original as closely as possible. A special effort should be made to match the size and style of the window and door openings, so that the overall appearance of the structure is not altered. Install metal storm windows and doors which have been painted, anodized or coated to match the trim. Prohibited: Do not attach or use metal, vinyl or fiber glass awnings nor hoods. Do not attach exterior shutters to a house that did not have shutters originally unless approved in wiring by the Historic Preservation Commission. STAFF RECOMMENDATION: Staff recommends approval because the projects conform to the guidelines for West North Shore District. Staff will be on site for the "unveiling" and offer guidance to the remediation/replacement of the clapboard and trim work as well as to the selection of the storm windows which will be historically sympathetic to the house. ALTERATIONS: None known. APPLICATION ITEMS: Build wooden privacy fence — cedar with treated posts — in back and side yard. Will enclosenorth (backyard) and east (side) yards: DESCRIPTION OF PROPOSED PROJECT: Owner proposes to install anew 6' tall western red cedar dog ear picket privacy fence in the 2 dimensional board on board style. The treated posts will be installed through concrete: Installation is to be between the house and garage following the angle along the driveway, then extending out at the setback of the house to the east to the property line where it will connect back to an existing neighboring fence in the rear. There will be two gates of the same style installed, one 5' wide at the driveway entrance and one 4' wide at the side yard front. STANDARDS AND GUIDELINES: I. THE ENVIRONMENT A. THE DISTRICT ENVIRONMENT . The district is characterized by its proximity to downtown South Bend. It encompasses several blocks of East Wayne Street, North and South, from Eddy Street east to Greenlawn and the south side of Jefferson Boulevard from Eddy Street east to Sunnyside Avenue. The district is bounded on the north by Jefferson Boulevard from Eddy Street to Sunnyside Avenue and then by the north property lines of the Wayne'Street properties to Greenlawn. The south boundary is the southern right of way of the alley or the southern property lines of East Wayne Street, South. Unique features of the neighborhood include the island of homes between East Wayne Street North and East Wayne Street South, the parks at each end of the island, and the brick pillars at the entrance way (Eddy Street) to the subdivision with signage reading "Whitcomb and Keller's Sunnymede." Required Distinctive existing features such as brick entry pillars, parks, gardens, streetlights, fences, signs, walkways, streets and building setbacks shall be retained. Major landscaping items, fencing, walkways, streetlights, signs and benches shall be compatible with the character of the neighborhood in size, scale, material and color. Street lighting should be maintained at levels recommended by the Illuminating Engineering Society. Light sources must have spectral distribution in all color ranges. Older light fixtures and supporting posts must be similar in proportion, scale, size, shape, style, and appearance to the existing historic lamps. Streetlights shall be placed so that adequate illumination is afforded all sections of public sidewalks. Recommended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings, sidewalks or streets that are causing deterioration to those elements should be removed. As much natural vegetation as possible should be preserved. If large shrubs become unsightly to the point of detracting from the historic character of the house or site, they should be cut back and allowed to rejuvenate. Dead and diseased material should be selectively removed: Trees and major landscaping elements that must be removed for one reason 0 or another should be immediately replaced by suitable flora. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. The curb height should be sufficient to maintain adequate drainage of the street. If older light fixtures are taken down in the city, they should be reserved for use in the historic district. Light fixtures on top of the brick pillars at the Eddy Street entryway should be replaced according to these standards. Prohibited Existing relationships of buildings and their environments shall not be destroyed through widening existing streets, application of asphalt or other bituminous coverings, or by introducing new streets or parking lots. Signs, streetlights, benches, major landscaping items, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The introduction of heavy trucks or similar vehicles in the District shall be prohibited. Not Recommended High-intensity overhead streetlights should not be used. B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high-intensity over head lights should be installed so that they cannot be seen from the thoroughfare. HISTORIC PRESERVATION COMMISSION PRESERVATION SPECIALIST REPORT June. 15, 2015 Hello Commission! I hope all of you were able to attend the SB150/Memorial Day weekend event! It was busy and exciting and glad it's over! However, we did receive a great deal of good press with the Building South Bend virtual tour and model. We had a SOLD OUT bus tour this past Saturday, yours truly had the honor of guiding this tour and only ran a mere 15 minutes over. If you are in the Edgewater Local Historic District, I would suggest going past 549 Edgewater as the re -opening of the front porch is all done but the paint. There's some very nice work done there and a vast improvement from its former fagade. I am attending the East Bank/Howard Park neighborhood meeting today to hear from city officials (Jitin Kane -DCI) about the former Transpo Site, Howard Park, and other projects around the city This weekend was scheduled to be my presentation on cemetery symbolism followed by a period of volunteer time to help clean stones. Unfortunately with all the events going on around town, we currently do not have anyone signed up. As a result, we will be postponing the lecture part to a later time perhaps to be part of the History Museum or Studebaker Museum lecture series hopefully closer to Halloween. I will still be out there weather permitting to perform head stone cleaning. If it rains, I will postpone as I am using electric drills. Window openings are original wood 4/1 vertical division double hung and an arched window attic in front. ALTERATIONS: Aluminum storm windows and an aluminum storm door are installed. APPLICATION ITEMS: 1. Preference is to remove chimney stack, lower to roofline (not currently usable). 2. If not approved, then it would need to be taken down and rebuilt @ $4,000. DESCRIPTION OF PROPOSED PROJECT: The application is to have the existing chimney lowered below the roofline. Proposal is to add a 4" `B" vent pipe to extend through the roof deck and to be topped with a roof cap. The contractor quote to rebuild the chimney in-kind is $4,000. See HPC Preservation Specialist site visit report. STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall materials in the District range from brick, clapboard, shingles, and masonry block to aluminum siding. In the majority of the cases the aluminum siding has been applied over the original clapboard. There are some masonry commercial buildings on Lincolnway. Required Existing exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning, and painting. The existing architectural detail around windows, porches, doors, and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry structures shall be maintained, tuckpointed and properly cleaned when necessary. Masonry shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with the gentlest method possible, such as low pressure water and soft natural bristle brushes. Stucco surfaces shall be maintained by cleaning and repainted when necessary. When repairing stucco a stucco mixture shall be used. Recommended Whenever possible, the original building materials should be restored. Aluminum or vinyl siding may be used when it is the only feasible alternative to maintaining the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. However it must be noted that such material can contribute to the deterioration of the structure from moisture and insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application, and joint profile. Prohibited Wood siding shall not be resurfaced with new material, such as artificial stone, brick veneer, asbestos or asphalt shingles, which is inappropriate or was unavailable when the building was constructed. Sandblasting or the use of harsh detergents shall not be used on masonry or stucco. This method of cleaning erodes the surface material and accelerates deterioration. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary, expensive, and can accelerate deterioration of the masonry. Mortar joints which do not need repointing should not be. Repointing should not be done with mortar of high Portland cement content, which can often create a bond that is stronger than the building materials. This can cause deterioration as a result of differing coefficient of expansion and the differing porosity of the material and the mortar, which can result in serious damage to adjacent brick. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the existing or original in composition, size, shape, color, and texture. The windows are 16/1 double hung; there are also leaded glass windows. The central front door has sidelights and wood entablature. 2 ALTERATIONS: The roof is not original to the house. The 1979/1987 survey card noted 1/1 double hung windows, so some windows are replacements. Some of the doors may also be replacements. The rear porch and side entrance appear to be additions. The front and rear yard fencing and the front hand railing were approved in 2014. APPLICATION ITEMS: Add 10'x10' shed in the back of the home. It has two stories set upon a square plan with projecting porches all on brick foundations There is a Porte-cochere on the west fagade. The exterior walls are 8" aluminum siding. The windows 9/1 double hung and have aluminum triple track storm windows. There are aluminum railings around various porches and balconies. The roof is a truncated pyramidal with asphalt shingles and a front dormer with a classic pediment; the roof peak has a flat roof. The porch and balcony are distinctive features with the classic portico front entry that has triple ionic columns on both front comers; bracketed entablature with a flat roof enclosed by a wrought iron fence. As of 1977 there was noted" a newer frame garage with apartment of a `style that detracts from the house"' (Brian Crumlish) ALTERATIONS: The aluminum siding, fencing and storm windows are not original to the house. The asphalt roof is a replacement. The plastic window drip moulds are later additions. The Porte-cochere was restored in 1980 along with the second floor French doors above. In 1991 a COA was issued to enclose exiting inset second level balcony in the rear and use aluminum siding to match and install one window. The "guest house" was revamped with siding and new door configurations in 1995. APPLICATION ITEMS: Remove aluminum siding and restore original clapboard underneath; and replace/repair trim work. Repair/replace bead board underneath overhang of front porch and soffit. Replacement of aluminum storm windows with a historic storm window alternative. DESCRIPTION OF PROPOSED PROJECT : The new homeowners wish to restore the original look of the house by removing the aluminum siding and restoring the wood details and trims using the Sears and Roebuck catalogue drawings and photographs of a Magnolia in the state of Georgia. They wish to restore and replace the bead board on the front porch ceiling and the soffit. They wish to remove the non -original aluminum storm windows with a more historic looking storm with a narrower frame. STANDARDS AND GUIDELINES: WEST NORTH SHORE STANDARDS: II. BASIC STRUCTURAL MATERIAL AND ARCHITECTURAL FEATURES Preferred: Retain and maintain the original exterior building material. Frame Structures: Repair, repaint, and/or clean siding to deter deterioration. Masonry Structures: Tuckpoint brick and stone, repair stucco and repaint trim, stucco and brick (if painted) to deter deterioration. Retain and maintain architectural detail of structures such as wrought iron, tile, brackets, etc., or replace when necessary with similar material in texture, size and appearance. Permitted: If vinyl or aluminum siding is the only economic solution to a deteriorating frame house, architectural detail must be visually preserved. The siding used should match the original in style, width, and lap as closely as possible. Prohibited: Do not use asbestos or asphalt siding on frame structures. Do not use artificial brick or cast stone siding on brick, masonry, stucco, or frame structures. Do not sandblast or use harsh detergents in cleaning brick, masonry or stucco. B. Windows and Doors Preferred: Retain and maintain existing window and doors including sash, lintels, sills, shutters, doors, decorative glass, pediments, hoods and hardware. Use canvas awnings, if awnings are used. Install wooden frame storm windows and doors painted to match trim. Install insulating glass in existing sash. As to Lot 12 metal storm windows and doors which have been coated to match trim and which are architecturally in good taste with the structure are preferred. Permitted: Replace deteriorated doors, windows, sills, shutters, etc with materials which match the original as closely as possible. A special effort should be made to match the size and style of the window and door openings, so that the overall appearance of the structure is not altered. Install metal storm windows and doors which have been painted, anodized or coated to match the trim. Prohibited: Do not attach or use metal, vinyl or fiber glass awnings nor hoods. Do not attach exterior shutters to a house that did not have shutters originally unless approved in wiring by the Historic Preservation Commission. STAFF RECOMMENDATION: Staff recommends approval because the projects conform to the guidelines for West North Shore District. Staff will be on site for the "unveiling" and offer guidance to the remediation/replacement of the clapboard and trim work as well as to the selection of the storm windows which will be historically sympathetic to the house. DESCRIPTION OF PROPOSED PROJECT: Owner proposes to install a new 6' tall western red cedar dog ear picket privacy fence in the 2 dimensional board on board style. The treated posts will be installed through concrete. Installation is to be between the house and garage following the angle along the driveway, then extending out at the setback of the house to the east to the property line where it will connect back to an existing neighboring fence in the rear. There will be two gates of the same style installed, one 5' wide at the driveway entrance and one 4' wide at the side yard front. STANDARDS AND GUIDELINES: I. THE ENVIRONMENT A. THE DISTRICT ENVIRONMENT The district is characterized by its proximity to downtown South Bend. It encompasses several blocks of East Wayne Street, North and South, from Eddy Street east to Greenlawn and the south side of Jefferson Boulevard from Eddy Street east to Sunnyside Avenue. The district is bounded on the north by Jefferson Boulevard from Eddy Street to Sunnyside Avenue and then by the north property lines of the Wayne Street properties to Greenlawn. The south boundary is the southern right of way of the alley or the southern property lines of East Wayne Street, South. Unique features of the neighborhood include the island of homes between East Wayne Street North and East Wayne Street South, the parks at each end of the island, and the brick pillars at the entrance way (Eddy Street) to the subdivision with signage reading "Whitcomb and Keller's Sunnymede." Required Distinctive existing features such as brick entry pillars, parks, gardens, streetlights, fences, signs, walkways, streets and building setbacks shall be retained. Major landscaping items, fencing, walkways, streetlights, signs and benches shall be compatible with the character of the neighborhood in size, scale, material and color. Street lighting should be maintained at levels recommended by the Illuminating Engineering Society. Light sources must have spectral distribution in all color ranges. Older light fixtures and supporting posts must be similar in proportion, scale, size, shape, style, and appearance to the existing historic lamps. Streetlights shall be placed so that adequate illumination is afforded all sections of public sidewalks. Recommended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings, sidewalks or streets that are causing deterioration to those elements should be removed. As much natural vegetation as possible should be preserved. If large shrubs become unsightly to the point of detracting from the historic character of the house or site, they should be cut back and allowed to rejuvenate. Dead and diseased material should be selectively removed. Trees and major landscaping elements that must be removed for one reason or another should be immediately replaced by suitable flora. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. The curb height should be sufficient to maintain adequate drainage of the street. If older light fixtures are taken down in the city, they should be reserved for use in the historic district. Light fixtures on top of the brick pillars at the Eddy Street entryway should be replaced according to these standards. Prohibited Existing relationships of buildings and their environments shall not be destroyed through widening existing streets, application of asphalt or other bituminous coverings, or by introducing new streets or parking lots. Signs, streetlights, benches, major landscaping items, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The introduction of heavy trucks or similar vehicles in the District shall be prohibited. Not Recommended High-intensity overhead streetlights should not be used. B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas 5 shall not be transformed into parking lots nor paved nor black -topped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high-intensity over head lights should be installed so that they cannot be seen from the thoroughfare.
