STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Application Number: 2015-0702 Property Location: 1238 East Wayne Street South Architectural Style/Date/Architect or Builder: Colonial Revival/1963 Property Owner: Donna and Michael Pangburn Landmark or District Designation: East Wayne Street Rating: Non -Contributing DESCRIPTION OF STRUCTURE/ SITE: The Colonial Revival Home is a two storey frame construction with an L plan that is aluminum sided. It has a three bay fagade with 6/6 upper level and 9/9 lower level double hung vinyl windows and louvered shutters. The front entrance is recessed with pilasters and broken pediment. The gable roof has asphalt shingles. There is a one storey gable wing on the west side with board and batten siding and 9/9 double hung windows. ALTERATIONS: All of the windows are replacement windows. The roof was replaced in 2011 (COA2011-1011) . APPLICATION ITEMS: Residing house and installing insulation. DESCRIPTION OF PROPOSED PROJECT: Homeworks proposes to remove the current aluminum side and the builder board on the entire house. They will blow in Owen Corning Insulation (see product brochure) and install a visqueen moisture barrier. The house will be sheathed with OSB plywood and wrapped Lowes standard house warp. The wood window frames will be wrapped and trimmed with aluminum sheet. The siding will be replaced with 8" LP SmartSiding horizontal siding in "Quiet Willow" with 4 " white trim on corners. (See product brochure) The shutters will be reset along with the exterior light, attic vent, exterior door, gutters and downspouts. STANDARDS AND GUIDELINES: East Wayne Street: II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall materials in the District include limestone, flagstone, stucco, clapboard, wood shingles, sandstone and masonry block. In some instances, vinyl or aluminum siding have been applied over the original surface. Required Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing or original architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry including brick, limestone, flagstone, sandstone and stucco shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with a method acceptable for the preservation of the surface: i.e. low pressure water and soft natural bristle brushes. When repairing stucco, stucco mixture compatible in composition, color and texture shall be used. Recommended Whenever possible, the original building materials should be restored. Metal or vinyl siding may be used when it is the only alternative to maintaining or replacing the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Ample ventilation must be afforded the structure when metal or vinyl siding has been installed in order to prevent increased deterioration of the structure from moisture and/or insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. It is emphasized that, prior to initiating any restoration or rehabilitation effort, the property owner should contact the Historic Preservation Commission of South Bend and St. Joseph County which is located in the County/City Building of South Bend. The Commission is an invaluable source of information about all facets of rehabilitation and restoration. Prohibited Wood siding shall not be resurfaced with new material which is inappropriate or was unavailable when the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall, not be used on masonry including brick, stucco, limestone, flagstone and sandstone. This method of cleaning erodes the surface material and accelerates deterioration. Brick surfaces shall not be painted unless they had been painted originally. Repointing shall not be done with a mortar of high Portland cement content which can often create a bond that is stronger than the building material. This can cause deterioration as a result of the differing coefficient of expansion and the differing porosity of the material and the mortar, which can result in serious damage to adjacent brick. Paint shall not be removed from masonry surfaces indiscriminately. STAFF RECOMMENDATION: Staff recommends approval of the removal of the original aluminum siding and the residing with the LP Smart Siding. Catherine D. The windows are non-operable, fixed vertical divided light. ALTERATIONS: The windows are not original to the house as the survey card notes 10 pane casement windows. There are no COAs in this file. APPLICATION ITEMS: See attached description and drawings. Front Porch Roof. A new Hip Roof is proposed to replace an existing shed roof over the present entrance. The existing Shed Roof is not consistent with this period style California Ranch. The shed roof entry is very low and unusual in that the rest of the house is a hip style roof . The concrete stoop, limestone pier and metal railing will remain. A small amount of matching additional stone will be installed on top of the stone pier at the west side to support the roof. The steel column at the east side would be replaced with a taller steel column as needed. The roof material is slate and will be salvaged as part of the proposed new roof. DESCRIPTION OF PROPOSED PROJECT: Kil Architecture is proposing to re -configure the front porch entrance from a low shed roof to a taller hip roof. The new porch will use the same materials original to the house. The raised panel door will be replaced with a full light entrance door. The current fixed non-operable windows will be replaced with single light operable casements custom fabricated to fit the original openings. The new garage will be situated at the rear of the house off of the alley. It will have a hip roof covered in asphalt shingles that will compliment the slate roof of the house as well as the cement board clapboards. The garage door will be simple, solid door. The new small entrance/vestibule will be located off the rear patio and will have a hipped roof and be basically a glass enclosure. It also will not be visible from the street. BASIC STRUCTURAL MATERIAL AND ARCHITECTURAL FEATURES Preferred: Retain and maintain the original exterior building material. Frame Structures: Repair, repaint, and/or clean siding to deter deterioration. Masonry Structures: Tuckpoint brick and stone, repair stucco and repaint trim, stucco and brick (if painted) to deter deterioration. Retain and maintain architectural detail of structures such as wrought iron, tile, brackets, etc., or replace when necessary with similar material in texture, size and appearance. Permitted: If vinyl or aluminum siding is the only economic solution to a deteriorating frame house, architectural detail must be visually preserved. The siding used should match the original in style, width, and lap as closely as possible. Prohibited: Do not use asbestos or asphalt siding on frame structures. Do not use artificial brick or cast stone siding on brick, masonry, stucco, or frame structures. Do not sandblast or use harsh detergents in cleaning brick, masonry or stucco. B. WINDOWS AND DOORS Preferred: Retain and maintain existing window and doors including sash, lintels, sills, shutters, doors, decorative glass, pediments, hoods, and hardware. Use canvas awnings, if awnings are used. Install wooden frame storm windows and doors painted to match trim. Install insulating glass in existing sash. As to Lot 12, metal storm windows and doors which have been coated to match trim and which are architecturally in good taste with the structure, are preferred. Permitted: Replace deteriorated doors, windows, sills, shutters, etc. with materials which match the original as closely as possible. A special effort should be made to match the size and style of the window and door openings, so that the overall appearance of the structure is not altered. Install metal storm windows and doors which have been painted, anodized, or coated to match the trim. Prohibited: Do not attach or use metal, vinyl or fiber glass awnings nor hoods. He hopes to have this original triplex renovated and rented in 2016. Met with Russ Luchies at the 1855 Court House about the deterioration of the columns. They are failing: the original brick substructure is visible in areas and the various layers of coatings attempting to "fix" are spalling off. Thoro-Seal «'as even applied and made matters worse. Contacted David Duval (Architect for DHPA) about the use of Rosendale Historic Cement. David said that the columns were in bad shape 15 years ago and wasn't surprised by the current conditions. Arranged a meeting for 10 am on Thursday with Bob Hedel, County Building Engineer to discuss the replacement of the 1897 Court House front doors. Met with Bob Hedel and set up an another meeting with Larry Pearson of 7Gen Construction LLC for Friday. The new doors will be wood but the glass panes but may be smaller to accommodate the required "crash bars". Received confirmation that 20 architectural docents from Chicago will be in South Bend for a tour on Saturday 18 July at 6:OOpm. HISTORIC PRESERVATION COMMISSION PRESERVATION SPECIALIST REPORT July 20, 2015 Hello Commission! Not much to report this month as it has been business as usual. Lots of roofs, landscaping, demolitions, and code hearings. Since I mentioned Code hearings, just to bring folks up to speed: 618 S St Joseph -Taylor's Field, all secured and Ms McCarthy given 120 more days to fix roof 621 Rex=Chapin Park- Mr Deka cleaned up his salvage yard and has been given until August to complete roof and fencing repairs 622 Portage -Chapin park, Mr Santos strikes again with 30 days to complete repairs or suffer civil penalties Other business; Last month I held a workshop for headstone cleaning at City Cemetery. The local media, WNDU Ch. 16 interviewed me and videotaped some of the volunteers and I using drills with SOFT nylon bristles to clean the stones with diluted ammonia. This created an uproar by folks who viewed the story who mistook the method for grinding the stones down. As a matter of fact a gentleman who does this for a living and a distributor of a chemical used to clean headstones declared that I was a criminal and should be arrested for vandalism. Dozens more misinformed citizens commented and even went so far as to ask for my resignation and charges brought against me. Upon hearing what was going on the Kara Kelly from the Mayor's Office offered to push through a press release to defend my training and actions. I was informed to not respond as they would handle it. I used the methods taught by the DHPA at both weekend workshops I attended. The video was watched by those that taught me and confirmed the way I was cleaning was correct. I received threats and insults on social media for an entire week. After a press release was written and forwarded to the Mayor's Office they waited a week and decided it had blown over and no reason to talk about it anymore. I WILL NOT be doing any more workshops at city cemetery. I felt like I was discarded and left without a chance to defend myself. This will not do. I will not be advertising if I am the guide for any tours nor any future workshops if I do any at all. Just wanted to make you aware. It has a three bay fagade with 6/6 upper level and 9/9 lower level double hung vinyl windows and louvered shutters. The front entrance is recessed with pilasters and broken pediment. The gable roof has asphalt shingles. There is a one storey gable wing on the west side with board and batten siding and 9/9 double hung windows. ALTERATIONS: All of the windows are replacement windows. The roof was replaced in 2011 (COA201 I-1011) . APPLICATION ITEMS: Residing house and installing insulation. DESCRIPTION OF PROPOSED PROJECT: Homeworks proposes to remove the current aluminum side and the builder. board on the entire house. They will blow in Owen Corning Insulation (see product brochure) and install a visqueen moisture barrier. The house will be sheathed with OSB plywood and wrapped Lowes standard house warp. The wood window frames will be wrapped and trimmed with aluminum sheet. The siding will be replaced with 8" LP SmartSiding horizontal siding in "Quiet Willow" with 4 " white trim on corners. (See product brochure) The shutters will be reset along with the exterior light, attic vent, exterior door, gutters and downspouts. STANDARDS AND GUIDELINES: East Wayne Street: II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall materials in the District include limestone, flagstone, stucco, clapboard, wood shingles, sandstone and masonry block. In some instances, vinyl or aluminum siding have been applied over the original surface. Required Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing or original architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry including brick, limestone, flagstone, sandstone and stucco shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with a method acceptable for the preservation of the surface: i.e. low pressure water and soft natural bristle brushes. When repairing stucco, stucco mixture compatible in composition, color and texture shall be used. Recommended Whenever possible, the original building materials should be restored. Metal or vinyl siding may be used when it is the only alternative to maintaining or replacing the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Ample ventilation must be afforded the structure when metal or vinyl siding has been installed in order to prevent increased deterioration of the structure from moisture and/or insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. It is emphasized that, prior to initiating any restoration or rehabilitation effort, the property owner should contact the Historic Preservation Commission of South Bend and St. Joseph County which is located in the County/City Building of South Bend. The Commission is an invaluable source of information about all facets of rehabilitation and restoration. Prohibited Wood siding shall not be resurfaced with new material which is inappropriate or was unavailable when the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall not be used on masonry including brick, stucco, limestone, flagstone and sandstone. This method of cleaning erodes the surface material and accelerates deterioration. Brick surfaces shall not be painted unless they had been painted originally. Repointing shall not be done with a mortar of high Portland cement content which can often create a bond that is stronger than the building material. This can cause deterioration as a result of the differing coefficient of expansion and the differing porosity of the material and the mortar, which can result in serious damage to adjacent brick. Paint shall not be removed from masonry surfaces indiscriminately. STAFF RECOMMENDATION: Staff recommends approval of the removal of the original aluminum siding and the residing with the LP Smart Siding. Catherine D. COA#2015-0702 Approved. 2. 341 West North Shore COA#2015-0706B West North Shore No representation STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 7 July 2015 Application Number: 2015-0706B Property Location: 341 West North Shore Drive Architectural Style/Date/ Traditional Ranch/1949 Property Owner: Patty and Dennis Gafvert Landmark or District Designation: West North Shore LHD Rating: Notable DESCRIPTION OF STRUCTURE/ SITE: The McLean House was built in 1949 and replaced a house that was demolished in 1939. The ranch house is one storey on a "rectangular plan with appendages". The exterior walls are random ashlar limestone. The roofline is a low hip with slate shingles. The entrance has a low shed roof. The windows are non-operable, fixed vertical divided light. ALTERATIONS: The windows are not original to the house as the survey card notes 10 pane casement windows. There are no COAs in this file. APPLICATION ITEMS: See attached description and drawings. Front Porch Roof. A new Hip Roof is proposed to replace an existing shed roof over the present entrance. The existing Shed Roof is not consistent with this period style California Ranch. The shed roof entry is very low and unusual in that the rest of the house is a hip style roof. The concrete stoop, limestone pier and metal railing will remain. A small amount of matching additional stone will be installed on top of the stone pier at the west side to support the roof. The steel column at the east side would be replaced with a taller steel column as needed. The roof material is slate and will be salvaged as part of the proposed new roof. Additional matching slate of similar specifications (size and color) will be installed to complete the new entry roof. A new full light entrance door is proposed to replace the raised panel door. Window Replacement: The existing non -original fixed sash windows are a replacement of the original operable casement windows. The proposed plans show new operable casement windows as per the proposed south elevation view. These will be custom fit to the existing masonry openings. This house was classified as "insignificant' in the survey of the historic district. A specification of the proposed windows is attached. New Garage: The North elevation view shows a proposed 2 stall garage off of the alley to the north of the existing garage. The existing attached garage will be converted to a master suite. The proposed garage roof will be a hip roof of similar slope to the existing in asphalt shingle. The overhang and fascia will be similar to the existing house in dimension and scale. The proposed siding will be painted horizontal cement fiber board with a 7" reveal, of compatible color to the existing limestone. North Entrance: A small entrance is proposed off of the north patio. The roof is proposed as a hip roof compatible with the existing house. DESCRIPTION OF PROPOSED PROJECT: Kil Architecture is proposing to re -configure the front porch entrance from a low shed roof to a taller hip roof. The new porch will use the same materials original to the house. The raised panel door will be replaced with a full light entrance door. The current fixed non-operable windows will be replaced with single light operable casements custom fabricated to fit the original openings. The new garage will be situated at the rear of the house off of the alley. It will have a hip roof covered in asphalt shingles that will compliment the slate roof of the house as well as the cement board clapboards. The garage door will be simple, solid door. The garage will not be attached to the house. It will not be visible from the street. The new small entrance/vestibule will be located off the rear patio and will have a hipped roof and be basically a glass enclosure. It also will not be visible from -the street. STANDARDS AND GUIDELINES: WEST NORTH SHORE STANDARDS: West North Shore Drive Local Historic District Guidebook II. BASIC STRUCTURAL MATERIAL AND ARCHITECTURAL FEATURES Preferred: Retain and maintain the original exterior building material. Frame Structures: Repair, repaint, and/or clean siding to deter deterioration. Masonry Structures: Tuckpoint brick and stone, repair stucco and repaint trim, stucco and brick (if painted) to deter deterioration. Retain and maintain architectural detail of structures such as wrought iron, tile, brackets, etc., or replace when necessary with similar material in texture, size and appearance. Permitted: If vinyl or aluminum siding is the only economic solution to a deteriorating frame house, architectural detail must be visually preserved. The siding used should match the original in style, width, and lap as closely as possible. Prohibited: Do not use asbestos or asphalt siding on frame structures. Do not use artificial brick or cast stone siding on brick, masonry, stucco, or frame structures. Do not sandblast or use harsh detergents in cleaning brick, masonry or stucco. B. WINDOWS AND DOORS Preferred: Retain and maintain existing window and doors including sash, lintels, sills, shutters, doors, decorative glass, pediments, hoods, and hardware. Use canvas awnings, if awnings are used. Install wooden frame storm windows and doors painted to match trim. Install insulating glass in existing sash. As to Lot 12, metal storm windows and doors which have been coated to match trim and which are architecturally in good taste with the structure, are preferred. Permitted: Replace deteriorated doors, windows, sills, shutters, etc. with materials which match the original as closely as possible. A special effort should be made to match the size and style of the window and door openings, so that the overall appearance of the structure is not altered. Install metal storm windows and doors which have been painted, anodized, or coated to match the trim. Prohibited: Do not attach or use metal, vinyl or fiber glass awnings nor hoods. Do not attach exterior shutters to a house that did not have shutters originally unless approved in writing by the Historic Preservation Commission. C. PORCHES AND STEPS WHICH ARE READILY VISIBLE FROM THE STREET Preferred: Retain and maintain porches and steps including hand rails, balusters, columns, brackets, roof decoration, tile, and brick. If porches and/or steps are enclosed for heat conservation or other reasons, it should be done in a manner that does not destroy the architectural nor historical character of the home. Permitted: Replace porches and steps with materials matching the original as closely as possible. A cement porch floor is permitted for the structure on Lot 12. Prohibited: Porches and steps that are appropriate to the style of the house shall not be removed. IV. NEW CONSTRUCTION OR ADDITIONS TO EXISTING STRUCTURES Preferred: Consider the size, scale, roof lines, etc., in the design of a new structure, so that it will be compatible with its adjacent buildings in particular and will blend with the neighborhood in general. New additions to existing structures must be compatible in scale, building materials and texture to the building to which the addition is made. Retain as much of the original structure as possible, so that the addition could be removed without damage to the basic structure and appearance of the building. Prohibited: Do not use asbestos or asphalt siding. Do not use artificial brick or cast stone siding. Do not use glass brick. Structural concrete block may be used only on foundations for new construction or additions. VI. SAFETY AND BUILDING CODES A. BUILDING CODE REQUIREMENTS Required: Building code requirements shall be complied with in such a manner that the existing character of the building is preserved. STAFF RECOMMENDATION: Staff recommends approval of the project as it conforms to the West North Shore Standards and Guidelines. The West North Shore Standards and Guidelines are silent on back yards and the rear of the house. Catherine D.
