If you are female, include F, and if you are disabled, include A NAME r ADDRESS W, B, H or O ,t t� (M/ar# ST ForD 1 STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 12 January 2015 Application Number: 2014-0112 Property Location: 14309 Adams Road Architectural Style/Date/Architect or Builder: 1847/upright and wing Greek Revival Property Owner: Diana and Ronal Snyder Landmark or District Designation: Local Landmark Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The Metzger House is two storey plus attic Greek Revival house with a one and half storey wing to the side with an addition the side rear has yellow brick common bond walls. The main house is set upon a stone foundation. The roof has gable returns and a wide continuous cornice and is covered with -asphalt shingles. There -is a -fan vent in -the-front-gable above_thp cornice with the construction date. The windows are 6/6 wood double hung with stone sills. The front door is flanked by sidelights, the entrance has a gabled roof supported by four fluted Doric wood columns. ALTERATIONS: The roofing materials are not original to the house. The enclosed porch, covered walkway and three stall garage were added to the rear and side of the house with COA2004-00315-2. The privacy fence surrounding the brick courtyard/patio was installed with COA2008-0507. APPLICATION ITEMS: Please see attached narrative, site plan and figures. The Troyer Group (engineer) is submitting this COA Application on behalf of St. Joseph County Engineering, Friends of Granger Paths (project sponsors) and Diana and Ronald Snyder (property owners). DESCRIPTION OF PROPOSED PROJECT. To install a multi use 10 foot concrete path along Adams Road in the right of way 90' from the front of the house as part of the Phase lb/lc Granger Paths Project. Three maple trees near the right-of-way must be removed to accommodate the path and avoid a utility pole. These trees will be replaced with `Bowhall Maples", two (A&B) will be located in similar locations in the front lawn; the replacement for Tree C will be on the opposite side of the driveway. STANDARDS AND GUIDELINES: The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. StructureNecessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. STAFF RECOMMENDATION: Staff has been working with Granger Paths and Mr. and Mrs. Snyder since 2005 concerning the mixed use trail system and with the Troyer Group for the past two years concerning the location of the trail and its impact on this landmarked home. Staff has met onsite most recently with the Snyders and the Troyer Group in the Summer of 2014. Staff also participated in a December Conference call with the Troyer Group, Mary Kennedy, INDOT Cultural Resources Office, Ashley Thomas, IDNR DHPA, concerning the impact of the tree removals on the landmark and the placement of the Bowhall Maples, during which it was determined that the project and replanting would not adversely impact the landmark. The 10 -ft wide trail will begin near Canyon Ridge Drive, approximately 1,050 -ft east of Gumwood Road, and extends until Elm Road where it will tie into the existing multi- use path from Phase 1a. The trail will run along the south side of Adams Road between Canyon Ridge Drive and Fir Road and on the north side of Adams Road between Fir Road and Elm Road. The total length of the trail will be approximately 1.8 miles. Warning signage will be added where the path crosses Adams Road and other intersecting streets The trail will run along a Local Landmark property - 14309 Adams Road — known as the "Metzger House." The property is owned by Ronald and Diana Snyder, and it includes a c.1847 Greek Revival house. The front of the house faces Adams Road, which is separated by a distance of approximately 120 feet. A path alignment that reduced impacts to the property, while adhering to federal multi -use trail design standards was agreed upon through coordination with the parties listed below: • Ronald and Diana Snyder— Owners, Local Landmark Property • Catherine Hostetler— St. Joseph County Historic Preservation Commission • Ashely Thomas — IDNR, DHPA • Mary Kennedy— IN DOT Cultural Resources Office • Joyce Newland — FHWA • Chris Waidner, C.J. Cunningham — The Troyer Group (Engineer) The 10 -foot wide concrete path will be located along Adams Road within the existing right-of-way. Within the boundary of property surrounding the Metzger House, the path will meander among the 30' -wide lawn area within the right-of-way. The curvature in the path is necessary to avoid a utility pole on the property's southwest corner. Currently, the south edge of the house is approximately 119 feet from Adams Road pavement and approximately 89 feet from right-of-way limit. The path's northern -most point will be just inside of the right-of-way, approximately 90' from the house. (see attached figure) Three maple trees near the right-of-way line must be removed to accommodate the path. The western -most tree (identified as Tree A) is in direct conflict with the path alignment. The center tree (Tree B) will likely sustain root damage from the path's excavation and will therefore be removed to prevent against its eventual demise. The eastern -most tree (Tree C) is also in direct conflict with the path's alignment and is also currently dying. Three replacement trees will be planted in order to minimize the impacts incurred from the loss of Trees A, B, and C. The proposed replacement trees — "Bowhall" Maples — have been selected for their similarity to the removed trees, while also having deep roots that will not eventually heave the paths. Additionally, the trees are more columnar than those existing, which will prevent the canopy from encroaching on the path. Four -inch caliper trees with an approximate height of 20 feet will be planted. This size tree was chosen in lieu of a smaller, younger tree in an effort to provide a grown - in, established appearance befitting to the landmark property. The replacement of Trees A and B will be in similar locations to those removed, while Tree C will be replaced on the opposite side of the driveway at the request of the homeowner. Attended Code hearing for 309 Bronson Street -Sheila Odem. Learned that the Dean Building will be heard on 22 January 2015. 17 December Sick Day 18 December Attended News Conference for the NICH name change to the History Museum. Wrote letter to Reddings on 541 N. Ironwood explaining that the house did not meet the criteria for landmarking. Received notification from the Community Foundation that HPC was awarded $2,500.00 in matching grant funds for the Architecture and Urbanism of South Bend Project. Attended the 4:30 BSSB meeting at presented the Treasurer's Report. 19 December Amended the BSSB Treasurer's Report to reflect restricted items. Received the DHPA version of the demolition of sites in St. Casimir and one in LWE on Ottawa. Sent corrections back to Suzanne that National Registers do not have local HPC jurisdiction but the house on Ottawa is in a local district. They had the information backwards. Discussion with Todd Zeiger to move the facade Easement of the Kizer House from HPC to Indiana Landmarks. I don't think that would bean issue and would make more sense for the future home buyer just to deal with Landmarks. Met with Kelly Sanford, SJC Grant Coordinator concerning the new paper work requirements surrounding the Community Foundation Grant. 22 December 501 River in Edgewater ruling by Commission upset neighbor, Candy. Said that John Abers lied to the Commission when he asserted that Candy had no problem with the shed. Candy has a big problem with its position so close to her house; she was very upset that she was not notified of the meeting. I told her that I was under the impression that Steve Szaday, Doug Turnock and Lynn Patrick had spoken to her about the meeting date. Actually, it was only Steve. She thought that all neighbors were to be notified. I responded that it is only true of Variance Hearings and Zoning appeals and the like. Gave her Mark Lyons in the Building Department as a contact after she claimed that the structure was right on the property line. Worked with Steve on the 50106 Bittersweet Road issues brought to the attention of the Office by the former owners, the Huff Family. The Hulls were upset about the removal of the barn, the shutters on the main house and the porch. The current owner is repairing the shutters for re -installation and had removed the porch so that he could restore to the original front porch design. The Sokol's had been in touch with David Duval who told them that only the house and the summer kitchen were landmarked. David did not contact this Office. Steve noted in his report that die barn was disassembled and never placed on a proper foundation which led to its deterioration from excessive moisture and insect damage. 23 December Reviewed and commented on the section 106 Coordination for Adams Trail Phase 1 B and 1 C and the impact on 14309 Adams, SJC Landmark. This will probably be on die 26 January 2015 Agenda. Routine Office work and Location Report reconcillation. Spoke with Mark Lyons concerning Candy Planck's assertion that 501 River built die shed too close to the property line. Mark did have a voice message from her but he had not responded. He will send an inspector out to verify the setbacks. On site visit to 202 Bartlett; workman repairing front steps handrails. Signed and mailed $2,500.00 grant agreement to Community Foundation. Set up 16 January meeting with Josh for landmarking Civic Theatre. 24 December Quiet day. Checked out 307 LaMonte for building permits and both COA and permit posted in windows. Garage wrapped in TYVEK and work was happening on the interior. Also, 202 Bartlett was having interior work done. Railing repair completed. 25-26 December Office Closed for Christmas. 29-31 December Wrap up 2014 with reports and turn in December fees. HPC received a matching grant for the Architecutre and Urbanism project of $2,500. From the Community Foundation. Accepted a speaking invitation for February 9 to the League of Women Voters. Worked with Elicia and Jennifer Parker on Hotel Motel grant application for die Architecture and Urbanism project. 1-2 January 2015 Office Closed for New Years. 5-6 January Touched base with Todd Zeiger concerning easement on Kizer House and also Mark Telloyan; added Easement to 26 January Agenda. Worked with Bill Laimie concerning die removal and replacement of trees in his year located in the East Wayne District. I hope all of you have had a wonderful new year thus far. I have not been able to attend many of the meetings in 2014, but I hope that a change in the scheduling at the other job will allow me more opportunities to do so in 2015. Not much to report as far as new work being performed in the districts. As the weather permits more projects will develop. A great deal of my time is currently being spent in the field performing house visits in regards to work to be performed in warmer weather. Amazingly, quite a few questions about winterizing and windows have come forth rather late in the game, but before it is too late. I still think we need to consider a winterizing workshop. October 24th is a bye week for Notre Dame Football and should be close enough for folks to utilize the information before the snow falls. We did have snow for Halloween in 2014. Your thoughts and recommendations are always welcome. I love talking about what's happening next, so let us start there: -March 18th lecture on Industrialists' Mansions of South Bend at History Museum -April 18th Intro to Power Tools Workshop II -April 22 -24th Statewide Preservation Conference. Cunningham of Troyer Group STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 12 January 2015 Application Number: 2015-0112 Property Location: 14309 Adams Road Architectural Style/Date/Architect or Builder: 1847/upright and wing Greek Revival Property Owner: Diana and Ronal Snyder Landmark or District Designation: Local Landmark Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The Metzger House is two storey plus attic Greek Revival house with a one and half storey wing to the side with an addition the side rear has yellow brick common bond walls. The main house is set upon a stone foundation. The roof has gable returns and a wide continuous cornice and is covered with asphalt shingles. There is a fan vent in the front gable above the cornice with the construction date. The windows are 6/6 wood double hung with stone sills. The front door is flanked by sidelights, the entrance has a gabled roof supported by four fluted Doric wood columns. ALTERATIONS: The roofing materials are not original to the house. The enclosed porch, covered walkway and three stall garage were added to the rear and side of the house with COA2004-00315-2. The privacy fence surrounding the brick courtyard/patio was installed with COA2008-0507. APPLICATION ITEMS: Please see attached narrative, site plan and figures. The Troyer Group (engineer) is submitting this COA Application on behalf of St. Joseph County Engineering, Friends of Granger Paths (project sponsors) and Diana and Ronald Snyder (property owners). DESCRIPTION OF PROPOSED PROJECT. To install a multi use 10 foot concrete path along Adams Road in the right of way 90' from the front of the house as part of the Phase lb/lc Granger Paths Project. Three maple trees near the right-of-way must be removed to accommodate the path and avoid a utility pole. These trees will be replaced with `Bowhall Maples", two (A&B) will be located in similar locations in the front lawn; the replacement for Tree C will be on the opposite side of the driveway. STANDARDS AND GUIDELINES: The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. STAFF RECOMMENDATION: Staff has been working with Granger Paths and Mr. and Mrs. Snyder since 2005 concerning the mixed use trail system and with the Troyer Group for the past two years concerning the location of the trail and its impact on this landmarked home. Staff has met onsite most recently with the Snyders and the Troyer Group in the Summer of 2014. Staff also participated in a December Conference call with the Troyer Group, Mary Kennedy, INDOT Cultural Resources Office, Ashley Thomas, IDNR DHPA, concerning the impact of the tree removals on the landmark and the placement of the Bowhall Maples, during which it was determined that the project and replanting would not adversely impact the landmark. Staff recommends approval of this project as presented. On a motion by Kevin Buccellato with a second by Tom Gordon to approve as submitted. Vote: 5 — 0 unanimous. COA#2015-0112 Approved. B.
