STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 6 April 2015 Application Number: 2015 -0326B Property Location: 237 N. Michigan Street Architectural Style/Date /Architect or Builder: Renaissance Revival /Chicago School blend /1921 / Nicol, Schuler and Hoffman Property Owner: The LaSalle Apt. LLC Landmark or District Designation: Local Landmark and Multiple Resource National Register Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The LaSalle Hotel is located on the southwest corner of LaSalle and Michigan Streets; it is a nine storey hotel constructed of stretcher bond laid brick with decorative and plain -cut stone string course. The first and second floors on the east and north facades are treated as one floor. The windows and doorways are flanked by spiral columns and surmounted by round - arched windows with tracery, voussoirs and keystones. A projecting string course separates the second floor from the third floor which has limestone window surrounds, as do the single end bay windows and the ninth floor windows. A projecting string course separates the eighth and ninth floors and the building is sunnounted by a wide overhanging cornice. The windows on the first floor are large, fixed sash plates with multi -light side lights. Other windows are double hung sash in pairs. ALTERATIONS: All of the single light double hung windows on all of the facades are vinyl replacement windows from the 1980s -1990s when the Charismatic Renewal Services owned the building. The aluminum doors and frames do not appear to be original to the building. There are blocked up windows on the ground level. The southside entrance awning and canvas enclosure are not original. APPLICATION ITEMS: Please see attached. The main items are the window replacements, door and frame replacements, exterior lighting replacements and south door and awning replacement. DESCRIPTION OF PROPOSED PROJECT: OVERALL BUILDING FACADES: Real American proposes to repair damaged brick and masonry and re -point deteriorated masonry joints with mortar replicating original; restore exterior concrete beam and column; remove, restore and reinstall metal balconette railings; repair /restore metal scallops and cornice and up -grade roofing termination at sheet metal coping; restore the existing wood storefront windows; restore existing wood divided light double hung windows and install new aluminum triple track storm /screen units. Replace vinyl replacement windows with new aluminum clad wood replacement windows replicating original 6/6 and 8/8 double hung. SOUTH ELEVATION: Replace the two metal doors and awnings on south elevation with new metal doors and awnings, reopen three windows on south elevation on the "penthouse bump up" over the second floor ball room and install new aluminum framed windows as well as new gutters. EAST /NORTH ELEVATION: Restore existing wood storefront windows, install new entry canopy roof membranes and lighting fixtures; install new wall mounted entry light fixtures; repair sidewalk at East elevation. NEST: The windows and doors under the bridge will be restored if extant or replaced if missing. It is currently boarded and not accessible to view. All per drawings, diagrams, repair guidelines and product information submitted. Please reference morn• e-mail accounts for the wif t<les for this project. STANDARDS AND GUIDELINES: A. Maintenance The maintenance of any historical stricture or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all stricture or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re- roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency xvith the original surfaces. C. Renovation and Additions Renovation is the modification of structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal ofa part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original forms and unity of ht landmark and should not cover singular examples of'architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure— Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material— Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood - -all wood trim should conform with existing trim in shape and size. STAFF RECOI\ NIENDATION: Staff recommends approval of the project as it conforms to the Local Landmark Standards. STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 7 April 2015 Application Number: 2015 -0331 Property Location: 531 S. St. Joseph Architectural Style/Date /Architect or Builder: Free Classic /1910 Property Owner: Mary Ann and Ben Wilson Landmark or District Designation: Taylor's Field Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The house is a 2 storey plus attic situated on a corner double lot. It has an irregular plan and vinyl clapboard siding. The hipped roof has two hipped dormer covered in asphalt shingles. There is a hooded wood panel with dentilled frieze front porch entrance supported by brick columns with a low brick wall in between. The second floor front windows are 16/1 double hung; there are 1/1 double hung windows in the first floor boxed bay and three part bay on the second floor on the south side. ALTERATIONS: The vinyl siding and asphalt roofing are not original to the house. Some of the windows appear to be replacement windows. The spindles in the porch and upper floor balconies are replacements. APPLICATION ITEMS: Wood privacy fence -dog eared 6' wood pressure treated and 4' picket fence with two gates per diagram and product information submitted . DESCRIPTION OF PROPOSED PROJECT: The homeowners propose to enclose their rear and side yards with fencing. Along the front east and side north yard there will be a 4 foot cedar wood picket gothic style fence with a gate at the north. The 6' wood pressure treated dog ear privacy fence will be installed along the alley side of the back yard at the west and sidewalk side of the yard at the south. There will be a gate at the west alley side. STANDARDS AND GUIDELINES: Taylor's Field Local Historic District Guidebook B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located near the front of each lot with a small to medium lawn in front and little to no lawn at the rear of the property. Often the back yard is used as a parking lot for tenants. About half of the properties include a garage which is either located at the rear of the property and accessed from unpaved alleys running behind the property or located directly next to the structure and accessed by small drives. Nearly all of the garage structures are out of date, single -stall frame buildings. One large carriage house still stands in the district. Most properties have trees, shrubbery and/or hedges. Most houses conform to the uniform set -back within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Accessory structures such as decks, gazebos, fountains and/or small outbuildings should be appropriate to surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building and causing deterioration to the building's historic fabric should be removed and replaced by suitable flora as approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced or fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television satellite dishes, solar panels and skylights shall not be permitted in areas where they can be viewed from the public thoroughfare. STAFF RECOMMENDATION: Staff recommends approval as the project conforms to the guidelines for Taylor's Field. C.D. The foundation is rusticated concrete lock. The walls are vinyl side. The hipped roof and dormers are cover with asphalt interlocking shingles. There is a frill length front screened in porch with a concrete foundation, wood support posts and railings. The windows are 6/6 vinyl replacements with some 1/1 double hung. There are 6/6 and 8/8 double hung windows on the addition. ALTERATIONS: The vinyl siding, roofing and some windows are not original to the house. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to completely tear off the existing Sheriff Goslin roof down to the decking, repair decking as needed and completely install a new roofing systemusing architectural shingles. Soffit vents and gutters will be replaced in kind as needed. STANDARDS AND GUIDELINES; B. ROOFS AND ROOFING Roof shapes in the district encompass all the various designs found in residential strictures: hipped, gable, gambrel, flat and combinations of these. Roofs are covered with a variety of materials such as asphalt and asbestos. Residences in most cases have wood facial with gutters and downspouts. The facias of some vinyl or aluminum sided houses are covered with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character, such as dormer windows, cornices, brackets and weather vanes, shall be retained. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Roof covering which is deteriorated beyond repair should be replaced with new material which matches the original as closely as possible in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure. When necessary, gutters and downspouts shall be maintained or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare such as adding architectural features or large unsightly fixtures, or using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended If aluminum or vinyl siding is added to a building, overhanging eaves and gables should not be covered or enclosed. Ittner, Architect Property Owner: Forum Real Estate Group Landmark or District Designation: Local Landmark and Multiple Resource National Register Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The main entrance, located on St. James Court, is located in a center projecting pavilion and is three storeys tall. The raised doorway is surrounded by limestone trim that extends to include the large, stained glass stairwell window located over the door. Secondary entrances located in the northeast and southeast quadrant also have limestone surrounds with the entablatures containing panels illustrating the sciences. The multi -panel windows of the building are clustered together in groups of threes and fours and divided by pilasters with limestone capitals. Limestone spandrels separate the first and second floor windows. The roofline features a parapet, stone lined crenellations and cut stone cornice line. The foundation is dressed stone. ALTERATIONS: In 1993 the Historic Preservation approved the changes that allowed the Alexander Company to adaptively reuse the school to create loft apartments. The Courtyard elevations had aluminum replacement windows proposed and approved (1993). The chimney and power plant were demolished (1994). All doors appear to be replacements. APPLICATION ITEMS: Window repair /replacement due to wood corrosion creating water intrusion. DESCRIPTION OF PROPOSED PROJECT: The Business Manager, Tina Bobbitt met with Preservation Specialist, Steve Szaday on 30 March to evaluate the window system in the west facing "penthouse ". It was discovered that the original wood storm windows, the wood windows and sills had deteriorated significantly and cannot be repaired. The Management of Forum Real Estate is proposing to replace the current deteriorated wood window and storm system with aluminum frame windows similar to ones previously approved for this courtyard (see photographs). Action Glass Company proposes to install in the 96 x 120 opening 2 fixed bronze anodized aluminum framework windows divided once vertically and twice horizontally (see diagram) to resemble the original. The framework will have a 2" face and 4.5" depth. All glazing to be clear, insulated, tempered where required. The brick and mortar opening for the new installation will be repaired in kind, if necessary. STANDARDS AND GUIDELINES: A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re- roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure — Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material— Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood —all wood trim should conform with existing trim in shape and size. We looked at the fourth floor window that they wish to replace. The two part window faces west overlooking the enclosed courtyard. It is part of the fourth floor "penthouse" area at the staircase. I found the condition of the window to be as follows: -The original exterior storm is still in place but is done in three horizontal panes across both windows. The lower two panes are gone. This has allowed the elements to enter the window area and settle on the sill. The sill is completed rotted away with entire sections missing. The glass from the bottom sashes is gone. The jambs are deteriorated as well especially on the south side. There are interior storms that were added during the renovation. These are the only barrier from the elements. - Across the courtyard where the main staircase is located, there are two storey tall extruded aluminum frame windows with non moveable glass. The managers stated that they would like to have the same style as in place on that west side duplicated in place of the current original windows. - I explained what steps needed to be done in order to complete a COA application and our deadline and meeting schedule. The second floor front windows are 16/1 double hung; there are 1/1 double hung windows in the first floor boxed bay and three part bay on the second floor on the south side. ALTERATIONS: The vinyl siding and asphalt roofing are not original to the house. Some of the windows appear to be replacement windows. The spindles in the porch and upper floor balconies are replacements. APPLICATION ITEMS: Wood privacy fence -dog eared 6' wood pressure treated and 4' picket fence with two gates per diagram and product information submitted. DESCRIPTION OF PROPOSED PROJECT: The homeowners propose to enclose their rear and side yards with fencing. Along the front east and side north yard there will be a 4 foot cedar wood picket gothic style fence with a gate at the north. The 6' wood pressure treated dog ear privacy fence will be installed along the alley side of the back yard at the west and sidewalk side of the yard at the south. There will be a gate at the west alley side. STANDARDS AND GUIDELINES: Taylor's Field Local Historic District Guidebook B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located near the front of each lot with a small to medium lawn in front and little to no lawn at the rear of the property. Often the back yard is used as a parking lot for tenants. About half of the properties include a garage which is either located at the rear of the property and accessed from unpaved alleys running behind the property or located directly next to the structure and accessed by small drives. Nearly all of the garage structures are out of date, single -stall frame buildings. One large carriage house still stands in the district. Most properties have trees, shrubbery and/or hedges. Most houses conform to the uniform set -back within each block. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Accessory structures such as decks, gazebos, fountains and/or small outbuildings should be appropriate to surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building and causing deterioration to the building's historic fabric should be removed and replaced by suitable flora as approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor black Front yard areas shall not be fenced or fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television satellite dishes, solar panels and skylights shall not be permitted in areas where they can be viewed from the public thoroughfare. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to completely tear off the existing Sheriff Goslin roof down to the decking, repair decking as needed and completely install a new roofing system using architectural shingles. ROOFS AND ROOFING Roof shapes in the district encompass all the various designs found in residential structures: hipped, gable, gambrel, flat and combinations of these. Roofs are covered with a variety of materials such as asphalt and asbestos. Residences in most cases have wood facias with gutters and downspouts. The facias of some vinyl or aluminum sided houses are covered with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character, such as dormer windows, cornices, brackets and weather vanes, shall be retained. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Roof covering which is deteriorated beyond repair should be replaced with new material which matches the original as closely as possible in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure. When necessary, gutters and downspouts shall be maintained or replaced with a style comparable and suitable to the architectural period. Prohibited 2 Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare such as adding architectural features or large unsightly fixtures, or using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended If aluminum or vinyl siding is added to a building, overhanging eaves and gables should not be covered or enclosed. LLC Landmark or District Designation: Local Landmark and Multiple Resource National Register Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The LaSalle Hotel is located on the southwest corner of LaSalle and Michigan Streets; it is a nine storey hotel constructed of stretcher bond laid brick with decorative and plain -cut stone string course. The first and second floors on the east and north facades are treated as one floor. The windows and doorways are flanked by spiral columns and surmounted by round - arched windows with tracery, voussoirs and keystones. A projecting string course separates the second floor from the third floor which has limestone window surrounds, as do the single end bay windows and the ninth floor windows. A projecting string course separates the eighth and ninth floors and the building is surmounted by a wide overhanging cornice. The windows on the first floor are large, fixed sash plates with multi -light side lights. Other windows are double hung sash in pairs. ALTERATIONS: All of the single light double hung windows on all of the facades are vinyl replacement windows from the 1980s -1990s when the Charismatic Renewal Services owned the building. The aluminum doors and frames do not appear to be original to the building. There are blocked up windows on the ground level. The southside entrance awning and canvas enclosure are not original. APPLICATION ITEMS: Please see attached. The main items are the window replacements, door and frame replacements, exterior lighting replacements and south door and awning replacement. <� DESCRIPTION OF PROPOSED PROJECT: OVERALL BUILDING FACADES: Real American proposes to repair damaged brick and masonry and re -point deteriorated masonry joints with mortar replicating original; restore exterior concrete beam and column; remove, restore and reinstall metal balconette railings; repair /restore metal scallops and cornice and up -grade roofing termination at sheet metal coping; restore the existing wood storefront windows; restore existing wood divided light double hung windows and install new aluminum triple track storm/screen units. Replace vinyl replacement windows with new aluminum clad wood replacement windows replicating original 6/6 and 8/8 double hung. SOUTH ELEVATION: Replace the two metal doors and awnings on south elevation with new metal doors and awnings, reopen three windows on south elevation on the "penthouse bump up" over the second floor ball room and install new aluminum framed windows as well as new gutters. EAST/NORTH ELEVATION: Restore existing wood storefront windows, install new entry canopy roof membranes and lighting fixtures; install new wall mounted entry light fixtures; repair sidewalk at East elevation. WEST: The windows and doors under the bridge will be restored if extant or replaced if missing. It is currently boarded and not accessible to view. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re- roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure— Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material — Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood —all wood trim should conform with existing trim in shape and size. Secondary entrances located in the northeast and southeast quadrant also have limestone surrounds with the entablatures containing panels illustrating the sciences. The multi -panel windows of the building are clustered together in groups of threes and fours and divided by pilasters with limestone capitals. Limestone spandrels separate the first and second floor windows. The roofline features a parapet, stone lined crenellations and cut stone cornice line. The foundation is dressed stone. ALTERATIONS: In 1993 the Historic Preservation approved the changes that allowed the Alexander Company to adaptively reuse the school to create loft apartments. The Courtyard elevations had aluminum replacement windows proposed and approved (1993). The chimney and power plant were demolished (1994). All doors appear to be replacements. APPLICATION ITEMS: Window repair /replacement due to wood corrosion creating water intrusion. DESCRIPTION OF PROPOSED PROJECT: The Business Manager, Tina Bobbitt met with Preservation Specialist, Steve Szaday on 30 March to evaluate the window system in the west facing "penthouse ". It was discovered that the original wood storm windows, the wood windows and sills had deteriorated significantly and cannot be repaired. The Management of Forum Real Estate is proposing to replace the current deteriorated wood window and storm system with aluminum frame windows similar to ones previously approved for this courtyard (see photographs). Action Glass Company proposes to install in the 96 x 120 opening 2 fixed bronze anodized aluminum framework windows divided once vertically and twice horizontally (see diagram) to resemble the original. The framework will have a 2" face and 4.5" depth. All glazing to be clear, insulated, tempered where required. The brick and mortar opening for the new installation will be repaired in kind, if necessary. STANDARDS AND GUIDELINES: B. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re- roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not 11 require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 3. Structure — Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 4. Material — Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood —all wood trim should conform with existing trim in shape and size. STAFF RECOMMENDATION: Staff recommends approval of the project as it conforms to the Local Landmark Standards. Catherine D.
