Walls 'are stucco. There is a large brick enclosed front porch with pediment over entry. Windows are wood double hung 1%1 with wood storms. There is a pediment over 2"a floor center bay windows.. There is a 1 %2 storey stucco garage. House and garage roofs have red file with wide overhangs, decorative wood cornices and frieze with gable bellcast. ALTERATIONS: Garage doors replaced with COA#1997-0606. APPLICATION ITEMS: Remove tile roof, repair build -in rain gutters, and replace roof tile with. "metro -ROMAN", which is stone -coated galvanized steel that will appear like the existing roof. *See attached for additional description by owner. DESCRIPTION OF PROPOSED PROJECT:, The roofs on both garage and house leak as well as the built in gutter on the house; there is no gutter on the garage. A quote to restore using salvage and in-kind replicated tiles is more than double the proposed. The Metal Roofing Solutions; Inc. product proposed is similar in appearance to the tile, but of a galvanized steel material with a stone coating. The contractor intends to replace any damaged decking, install ice and water shield membrane over decking, remove existing built in gutter, custom fabricate and install a galvanized steel built in gutter that will have EPDM membrane fully adhered to the steel, install Metro Roman Tile Steel Roofing System, install. Metro trim flashings, ridge caps, gable rake trim, vent pipe flashings, chimney flashings, and new downspouts. New gutters will be installed on the garage. STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES B. ROOFS ANDROOFING Roof shapes in the district encompass all the various designs found in residential structures: hipped, gable, gambrel, flat, and, combinations of these. Roofs are covered with a variety of materials such as asphalt, asbestos, wood and slate shingles as well as clay tiles. Residences in most cases have wood fascias with gutters and downspouts. The fascias of some vinyl or aluminum sided houses are covered with the same material. Required The existing shape and materials of the roof shall.be retained. All architectural features which give the roof its.essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. Ketchum, Jr. The house and garage roofs were built in 1909, the year of their construction. Currently, both roofs leak, including the built-in rain gutter on the house. The rain gutter on the garage rotted out before we purchased the property. Exhibit 1 shows and aerial view of the property. Exhibit 2 provides the dimensions of the roof sections. The existing roof tile is vitrified clay Spanish -type tile. These are very brittle, and the underlay membrane leaks. For the existing roof to be repaired, it would require removal of all tile, replacement of the under lay membrane, and reinstallation of the tile, including replacement of those that broke during this process. The built-in rain gutter would need to be repaired. Midland Engineering from South Bend estimated the repair of the house roof only would cost $98,575. Midland Engineering proposal is included herein. The proposed roof replacement contactor is Metal Roofing Solutions, Inc., President Michael Burdine. They have provided a brochure, which is included herein with their proposed costs of $45,489. This included both the house and garage. The built-in gutter on the house will be repair and new down spouts installed. The garage has no remaining built-in gutter and new gutters and down spouts will be installed. We believe that an asphalt roof would be cheaper, but we found the proposed metal roof to closely match the appearance of the existing tile roof. Wayne Street Architectural Style/Date/Architect or Builder: Tudor Revival/1928/Whitcomb&Keller Property Owner: Kimberly and Matthew Bloom Landmark or District Designation: East Wayne Street Rating: Notable DESCRIPTION OF STRUCTURE/ SITE: This two storey brick Tudor Revival home has the original asbestos tile on the steep gable roof and steel casement windows with six lights and stationary transoms. The windows have brick header course sills and brick soldier course lintels. There is a round arch entry in the front gable with a brick corbelled door surround. There is a diamond brick pattern above the entry door. A gabled wood canopy with brackets is above the side door and the chimney on the west side of the house is brick with a stone cap. There is a one storey enclosed rear porch ALTERATIONS: The enclosed back porch was a noted later addition to the house in the 1986 survey card was demolished and replaced with a 2 storey addition with COA #2011 -0502C. APPLICATION ITEMS: Replace existing windows with new windows. Two front windows, all east side windows, except attic. Anderson 400 series casement, consistent with new windows in 2011 remodel. . DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to replace the deteriorating casement windows on the front and east side of their home. They contacted the Schobergs for repairs but the Schobergs declined the work since their expertise is wood windows. They contacted Mark Carney from HPC's Contractor List because he repairs and restores both wood and metal windows. His opinion is that they cannot be repaired. Please see his letter to Mrs. Bloom. The windows will match the ones approved for the addition to the house in 2011. The front windows will have external grids to more accurately reflect the shadow lines of the original casements. STANDARDS AND GUIDELINES: East Wayne Street Local Historic District C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. I am a painting contractor, working mainly on homes built in the first half of the 20th century in the Sunnymede neighborhood and nearby. I have extensive experience working on windows of many types. Kim Bloom asked me to evaluate the windows in her home at 1130 E Wayne and I visited her home on Oct 3. The house has original steel casement windows circa 1928 of medium quality in my opinion. The closers and handles are of a simple design. Several handles are either missing or broken. Many panes of glass are cracked. The frames and sashes are heavily rusted, glazing is crumbling or absent, and few if any of the windows are functional. Several do not close fully and the gaps are filled with deteriorating foam weatherstripping. Storm windows are either non-existent or a mix of exterior clip -ons or interior custom made creations. I don't believe that an attempt to restore these windows would be successful. From past experience I know that it is impossible to locate parts for these old casements. The metal is so rusted on many of them as to be unsalvageable. Any attempt to save these windows would be very expensive and ultimately not worthwhile. The house is in otherwise excellent condition and top quality replacement casements will enhance the exterior appeal of the house, provide significant energy savings, and allow interior ventilation which is absent now. These windows have reached the end of their utility and need to be replaced. Thank you. It is two storeys with a rectangular plan set upon a brick foundation. The main level is red brick laid in running bond. The upper level surmounts a continuous band is stucco with half timer expressions on the west end. The broad sweeping ashphalt shingled roof lines extend down from the central hip with a variety of intersecting dormers, narrow overhang lines with moulded wood frieze board. ALTERATIONS: All of the windows were replaced between 1985 and 1989. The roof is not original to the house. The doors are replacements. APPLICATION ITEMS: Sculpturing a dead maple tree in my front tree lawn, north side of house. DISCRIPTION OF PROPOSED PROJECT: The homeowner received permit #157 from the City Forester, Brent Thompson, to remove dying trees in his yard. The trunk of the large maple on the north side of the house will be sculpted into images with doves and human figures. Please see rendering of the proposed wood sculpture. There.is 'a central brick chimney and 2 small corner porches on both sides of the central gable with turned wood columns. The windows are 1/1 vinyl replacement windows; the doors are replacement. ALTERATIONS: The original rear porch was removed and a 12x24' addition was built in 1940. The house originally may have been a duplex, became a tri-plex and is now converted to a single family. The only original fabric remaining of the house is the foundation, chimney and the turned wood porch columns. The two car wood garage noted on the assessor card was demolished sometime after 1949. Replace roof with RME#2014-1002. APPLICATION ITEMS: Build shed, build deck and install fencing. DESCRIPTION OF PROPOSED PROJECT: There are three components to the proposed property: 1. Install a new 6' high wood dogear privacy fence to the rear yard on the south side. 2. Add a new pre -fabricated 10'x6' wood frame shed to rear yard. 3. Build a new 10'x20' treated wood deck in rear yard off the back entrance door. There will be two sets of steps down to the yard, one on the north alley side and one on the east exiting just in front of the new shed. A pergola structure will be over approximately half of the deck on the south side nearest the new fence. STANDARDS AND GUIDELINES: I. THE ENVIRONMENT A. THE DISTRICT ENVIRONMENT The Chapin Park Local Historic District is a particularly fine residential area located close to downtown South Bend, the St. Joseph River, Memorial Hospital and Leeper Park. This section is meant to protect and guide appropriate maintenance of the common areas of the district (i.e. visual landscape and streetscapes). Required Brick streets contribute greatly to the character of the neighborhood. These streets have always been essentially passenger car thoroughfares. The appointments of the streets (i.e. lighting, curbs, horse hitches and monuments) should contribute as much as possible to their architectural, historic and residential character. Retention and maintenance of existing brick streets in the district is required. Repair work to fill voids and gaps must utilize brick paver materials and acceptable installation methods whenever applicable. When utility work dictates the removal of street sections (pavers), the original materials will be reinstalled. Brick streets shall be patched with brick pavers. Concrete, asphalt, fillers and similar materials shall not be used. All original streetlights shall be maintained, especially the George Cutter "Park View" streetlights designed by the Cutter Company for this neighborhood. Present efforts by the Neighborhood Association and the Historic Preservation Commission to restore "Park View" streetlights to the district shall continue. Any change in lighting must receive approval of the Historic Preservation Commission. New or different fencing requires a C of A and shall reflect the style and character of the individual property and the surrounding environment and properties. Recommended The current or historic character of lawns should be preserved. Front yard areas, common lawns and tree lawns should remain open. New or replacement trees should be compatible in variety with those presently growing. Vacant lots should be kept landscaped appropriately while vacant, and may be used for recreational or residential development. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. Prohibited Existing relationships of buildings and their environments shall not be destroyed by widening existing streets, applying asphalt or other bituminous coverings or by introducing new streets or parking lots. Signs, streetlights, benches, new plant materials, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The erection of high walls or barriers, which would alter the relationship of the houses, shall be prohibited. Utility poles with high intensity overhead lights shall not be used on main thoroughfares. B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. SHEDS AND ACCESSORY BUILDINGS Required Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving historical relationships between the buildings, landscape features and open spaces. Proportions and materials shall conform to those required for new construction. Recommended Accessory building designs should be compatible in character and mood to the residence and the neighborhood. Prohibited Prefabricated metal sheds shall not be used. DESCRIPTION OF PROPOSED PROJECT: The homeowners have been informed by their Home's Insurance Agency and the City's Building Department that a missing railing must be replaced on the exposed southside of the second floor porch at the rear of the house. City Code requires a barrier/fence on a second storey with an egress door to be at least 36 inches tall, any balusters cannot be spaced wider that 4 inches from each other and the system must be able to withstand 200 pounds of horizontal resisting force. Homeowners would install an aluminum raling system. STANDARDS AND GUIDELINES: Guidebook East Wayne Street Local Historic District D. October 2014 Director's Report 15 September Meeting Prep. 16 September Elizabeth Hertel was appointed by the County Commissioners to the HPC at the bi-weekly meeting of the Board of Commissioners. Followed up with Aladean De Rose concerning the lack of legal counsel present at meeting. She responded that an attorney was supposed be there; but there must have been some miscommunication. Prepared and mailed out all approved COAs to owners. 17 September Meeting with Larry Magliozzi of Area Plan to determine if their surplus flat files would be of use to HPC. Took measurements and passed along information to Elicia and Steve. Arranged for South Bend's Office of Sustainability to present at Rotary. Began the process of having this Office able to access Area Plan's digital files and images with IT. Followed up with Paul South on Park View street light: There has been no change of status. City has the pole and has repaired the base. AEP is aware that we have the pole, and is working to assign a work crew and get the work done On sight visit to 1340 E. Wayne South with Laura Blair concerning the Insurance on her house, storm damage and need for the second floor porch to meet Code requirements. Also included lengthy phone calls with her mother, Ellen Stolte and her insurance agent, Lance Mestach, concerning this issue. 18 September Composed a detailed letter to Laura Blair and copied Lance Mestach. On site visit to 621 Rex which is a mess and turned into Building Department the evidence of installation of an illegal 4 unit service. Mark Lyons said that the project was already red tagged. Met with Building Inspector, John Smith about 621 N. Lafayette -10 inch "stoop" will not be pursued by them because it is under 32 inches; John said that he would check on the lack of siding issues. Code was let in by the tenants because of possible mould issues due to the lack of siding in certain areas. The landlord then threw the tenants out. Investigated ownership of 202 Bartlett with County Treasurer's Office and County Recorder after letter from PNC Bank stated that they did not have possession of the property. Obtained copy of Sherrifl's Deed of the sale. Vo Haiyen filed Chapter 13 in 2012. His last mailing address was P.O. Box 1123, Notre Dame 46556-1123. Contacted PNC Bank and was told that the Mortgage went to GMAC. GMAC was put out of the mortgage business by the Fed. and the Mortgage went to Ally Bank. 23 September Contacted Ally Bank -Central Loan Administration and Reporting. Called 855 305 2559 and left message about the deterioration of 202 Bartlett. Received a return call by Aaron Kaminski in Charlotte, N.C.-704 5010365 and he is investigating the matter. In our spam file, Elicia found a 19 September e-mail from Lynn Pestano, Code Compliance Specialist for Altisource in Atlanta concerning 202 Bartlett. Sent SB150 the City's annexation map with street names added by Deb Kuehn, City GIS. Past Chief Building Inspector, Don Fozo 289-7785 called about the issue at 1340 EWS, knows Ellen Stolte and she called him stating she didn't know what to do. Explained to him that HPC wasn't making her do anything -it was the Insurance company refusing to renew the policy after October 23 until this porch was brought up to City Code. E-mailed (dfozo@constructionsite.org) photographs of the rear porch at 1340 EWS. Don claims that the porch is grandfathered because it is in a historic district, however Steve Szaday noted after his onsite visit that there was a barrier of some sort on the south side. 1 October Randy James, Building Inspector, followed up with information on 1340 EWS. The knee walls are grandfathered, but only the south wall needs to have fencing. He has communicated that to Ellen Stolte. I passed along this information to Lance Mestach at Michiana Insurance. DESCRIPTION OF PROPOSED PROJECT: The roofs on both garage and house leak as well as the built in gutter on the house; there is no gutter on the garage. A quote to restore using salvage and in-kind replicated tiles is more than double the proposed. The Metal Roofing Solutions, Inc. product proposed is similar in appearance to the tile, but of a galvanized steel material with a stone coating. The contractor intends to replace any damaged decking, install ice and water shield membrane over decking, remove existing built in gutter, custom fabricate and install a galvanized steel built in gutter that will have EPDM membrane fully adhered to the steel, install Metro Roman Tile Steel Roofing System, install Metro trim flashings, ridge caps, gable rake trim, vent pipe flashings, chimney flashings, and new downspouts. New gutters will be installed on the garage. STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES B. ROOFS ANDROOFING Roof shapes in the district encompass all the various designs found in residential structures: hipped, gable, gambrel, flat, and combinations of these. Roofs are covered with a variety of materials such as asphalt, asbestos, wood and slate shingles as well as clay tiles. Residences in most cases have wood fascias with gutters and downspouts. The fascias of some vinyl or aluminum sided houses are covered with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. The windows have brick header course sills and brick soldier course lintels. There is a round arch entry in the front gable with a brick corbelled door surround. There is a diamond brick pattern above the entry door. A gabled wood canopy with brackets is above the side door and the chimney on the west side of the house is brick with a stone cap. There is a one storey enclosed rear porch ALTERATIONS: The enclosed back porch was a noted later addition to the house in the 1986 survey card was demolished and replaced with a 2 storey addition with COA #2011 -0502C. APPLICATION ITEMS: Replace existing windows with new windows. Two front windows, all east side windows, except attic. Anderson 400 series casement, consistent with new windows in 2011 remodel. . DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to replace the deteriorating casement windows on the front and east side of their home. They contacted the Schobergs for repairs but the Schobergs declined the work since their expertise is wood windows. They contacted Mark Carney from HPC's Contractor List because he repairs and restores both wood and metal windows. His opinion is that they cannot be repaired. Please see his letter to Mrs. Bloom. The windows will match the ones approved for the addition to the house in 2011. The front windows will have external grids to more accurately reflect the shadow lines of the original casements. STANDARDS AND GUIDELINES: East Wayne Street Local Historic District C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited 2 Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Young Property Owner: Jason Pfledderer Landmark or District Designation: Edgewater Place LHD/Local Landmark Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The house sits on the corner of Arch and Edgewater. It is two storeys with a rectangular plan set upon a brick foundation. The main level is red brick laid in running bond. The upper level surmounts a continuous band is stucco with half timer expressions on the west end. The broad sweeping ashphalt shingled roof lines extend down from the central hip with a variety of intersecting dormers, narrow overhang lines with moulded wood frieze board. ALTERATIONS: All of the windows were replaced between 1985 and 1989. The roof is not original to the house. The doors are replacements. APPLICATION ITEMS: Sculpturing a dead maple tree in my front tree lawn, north side of house. DESCRIPTION OF PROPOSED PROJECT: The homeowner received permit #157 from the City Forester, Brent Thompson, to remove dying trees in his yard. The trunk of the large maple on the north side of the house will be sculpted into images with doves and human figures. Please see rendering of the proposed wood sculpture. STANDARDS AND GUIDELINES: B. BUILDING SITE. LANDSCAPING. AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Many properties have a straight driveway along one edge of the lot leading to a garage at the rear of the house. This driveway often has a sidewalk along one side leading to the front entrance either in the center or at the side of the house. Driveway and sidewalk materials include asphalt or concrete. All of the properties have trees; many have trimmed shrubbery and hedges. All of the houses conform to a uniform setback line within each block. Required Existing plants, trees, fencing, walkways, streetlights, signs, and benches which reflect the properties' history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the buildings that are causing deterioration to the building's historic fabric should be removed. Prohibited No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings and other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced, with the exception of properties along Lincolnway, which may be fenced, but not with enclosed stockade -type fencing. Not Recommended Telephone poles with high intensity overhead lights should not be used, with the exception of along Lincolnway. STAFF RECOMMENDATION: Staff recommends approval. The Guidelines for the District do not address this type of treatment in the landscape. C.D. Hostetler, Director On a motion by Tom Gordon with a second by Elizabeth Hertel to deny. Vote: 5 —1 Elizabeth Hertel -It is very clear that any trees that are removed should be replaced so that this is not something that would have been in the time the neighborhood was built and developed. Tom Gordon -If the tree is rotted to the height it has to be taken down that it constitutes a removal of the tree and should be replaced. This is basically removing the tree and adding a sculpture that is out of character for the historic district. Tim Klusczinski-Guidelines and standards encourage a regeneration of the tree canopy. The carving of this once living feature transforms it into permanent signage which does not lends itself to the visible landscaping features of the site as the guidelines and standards outline. There is some ambiguity on the project between 12 and 15 feet upon completion so we don't have tighter dimensions for that; we don't have information on whether or not the tree and the remaining tree carcass is structurally sound to be able to handle the project. Brandon Anderson -We have a responsibility to maintain a historical character and I don't think this project speaks to the nineteen teens nineteen twenties character. Lynn Patrick -Citing standards pg 28 that new materials shall be compatible with the character of the neighborhood, the size, scale, material and color and citing pg 47 when trees succumb to age, disease or storm damage that suitable substitutes shall be chosen. COA#2014-1002A Denied. 4. 728 Leland COA#2014-1006 Chapin Park No representation STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: October 6, 2014 Application Number: 2014-1006 Property Location: 728 Leland Architectural Style/Date/Architect or Builder: Gabled E11/1899 Property Owner: Greg Schoff Landmark or District Designation: Chapin Park LHD/NRD Rating: Non -Contributing DESCRIPTION OF STRUCTURE/ SITE: The two storey gabled ell is situated on an open site on a busy urban comer. It has asphalt shingles on the cross gable roof and narrow aluminum or vinyl siding on the walls. There is a central brick chimney and 2 small corner porches on both sides of the central gable with turned wood columns. The windows are 1/1 vinyl replacement windows; the doors are replacement. ALTERATIONS: The original rear porch was removed and a 12x24' addition was built in 1940. The house originally may have been a duplex, became a tri-plex and is now converted to a single family. The only original fabric remaining of the house is the foundation, chimney and the turned wood porch columns. The two car wood garage noted on the assessor card was demolished sometime after 1949. Replace roof with RME#2014-1002. APPLICATION ITEMS: Build shed, build deck and install fencing. DESCRIPTION OF PROPOSED PROJECT: There are three components to the proposed property: 1. Install a new 6' high wood dogear privacy fence to the rear yard on the south side. 2. Add a new pre -fabricated 10'x6' wood frame shed to rear yard. 3. Build a new 10'x20' treated wood deck in rear yard off the back entrance door. There will be two sets of steps down to the yard, one on the north alley side and one on the east exiting just in front of the new shed. A pergola structure will be over approximately half of the deck on the south side nearest the new fence. STANDARDS AND GUIDELINES: 1. THE ENVIRONMENT A. THE DISTRICT ENVIRONMENT The Chapin Park Local Historic District is a particularly fine residential area located close to downtown South Bend, the St. Joseph River, Memorial Hospital and Leeper Park. This section is meant to protect and guide appropriate maintenance of the common areas of the district (i.e. visual landscape and streetscapes). Required Brick streets contribute greatly to the character of the neighborhood. These streets have always been essentially passenger car thoroughfares. The appointments of the streets (i.e. lighting, curbs, horse hitches and monuments) should contribute as much as possible to their architectural, historic and residential character. Retention and maintenance of existing brick streets in the district is required. Repair work to fill voids and gaps must utilize brick paver materials and acceptable installation methods whenever applicable. When utility work dictates the removal of street sections (pavers), the original materials will be reinstalled. Brick streets shall be patched with brick pavers. Concrete, asphalt, fillers and similar materials shall not be used. All original streetlights shall be maintained, especially the George Cutter "Park View" streetlights designed by the Cutter Company for this neighborhood. Present efforts by the M Neighborhood Association and the Historic Preservation Commission to restore "Park View" streetlights to the district shall continue. Any change in lighting must receive approval of the Historic Preservation Commission. New or different fencing requires a C of A and shall reflect the style and character of the individual property and the surrounding environment and properties. Recommended The current or historic character of lawns should be preserved. Front yard areas, common lawns and tree lawns should remain open. New or replacement trees should be compatible in variety with those presently growing. Vacant lots should be kept landscaped appropriately while vacant, and may be used for recreational or residential development. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. Prohibited Existing relationships of buildings and their environments shall not be destroyed by widening existing streets, applying asphalt or other bituminous coverings or by introducing new streets or parking lots. Signs, streetlights, benches, new plant materials, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The erection of high walls or barriers, which would alter the relationship of the houses, shall be prohibited. Utility poles with high intensity overhead lights shall not be used on main thoroughfares. B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. Utility poles with high-intensity overhead lights should be installed so that they cannot be seen from a street. The Commission will evaluate all installations as well as any potential exceptions resulting from special circumstances, before granting a C of A. III. NEW CONSTRUCTION C. SHEDS AND ACCESSORY BUILDINGS Required Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving historical relationships between the buildings, landscape features and open spaces. Proportions and materials shall conform to those required for new construction. Recommended Accessory building designs should be compatible in character and mood to the residence and the neighborhood. Prohibited Prefabricated metal sheds shall not be used. The hip roof has a wide overhang, supported by large brackets and is covered in asphalt shingles. The first storey has grouped casement windows with concrete sills. The second storey has 6/1 double hung windows with brick header course sills and soldier brick. The entryway is a central brick arch with stone keystones and irregularly located quoins. ALTERATIONS: Original asbestos shingle roof replaced with asphalt architectural shingle with COA#2011-0803. APPLICATION ITEMS: Railing across second floor Southside. DESCRIPTION OF PROPOSED PROJECT: The homeowners have been informed by their Home's Insurance Agency and the City's Building Department that a missing railing must be replaced on the exposed Southside of the second floor porch at the rear of the house. City Code requires a barrier/fence on a second storey with an egress door to be at least 36 inches tall, any balusters cannot be spaced wider that 4 inches from each other and the system must be able to withstand 200 pounds of horizontal resisting force. Homeowners would install an aluminum raling system. STANDARDS AND GUIDELINES: Guidebook East Wayne Street Local Historic District D. Entrances, Porches and Steps Most houses in the district have small open porches at the main entrance. Stoops and small patios also are in evidence. Of those porches that have roofs, many have either hip or gable roofs or are covered by the main roof of the house. Columned porticos, porches with broken pediments or turrets, and other porch forms characteristic of the Period Revival styles are also found in the district. REQUIRED: Existing or original porches, stoops, patios and steps including handrails, balusters, columns, brackets, tiles and roof decorations shall be retained or replaces by replicas of the same design and materials when deteriorated beyond repair. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. RECOMMENDED: When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. PROHIBITED: Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed. NOT RECOMMENDED: Original porch details should not be replaced with materials representing an earlier period or style from the original. Barn not in survey. DESCRIPTION OF STRUCTURE/ SITE: The Michael Smith Farm Consists of the Italianate house rated Outstanding and a collection of out buildings. The extant barn is a gabled structure with double doors underneath a central window located in the 31 gable. There is an extended ell addition to the side. This replicates the structure that appears in the 1875 Atlas. There is a low addition on the west side of this barn that is in poor condition. There is a silo constructed of stacked vertical slabs that are banded at regular intervals with metal rings. The silo is obscured by trees and overgrown vegetation. ALTERATIONS: The silo does not appear in the 1875 Atlas engraving of the farm. The roofing materials are not original to the structure. The siding is noted on the survey card by Camile Fife of the Westerly Group as being modern; and windows may be replacements. The pole barn is a later addition. APPLICATION ITEMS: Replace existing roof on barn with Fabral Horizon S Series concealed fastener standing seam metal roofing in green. Includes removing existing shingles down to roof sheeting.(Refer to page 6 of 10 for product information.) Replace existing west side addition with new building: New building to match existing footprint dimensions. New west wall height to be 7'. They propose to replace the roofing system with a standing seam steel roofing system. They also propose to demolish the west side addition and construct in the same footprint a new taller addition that will follow the roofline of the main barn. This new addition will have the same steel roofing material as the main structure and will be sided with steel siding that will replicate the board and batton siding system currently on the pole barn. They also propose to remove a non functioning and failing silo. STANDARDS AND GUIDELINES: The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. STAFF RECOMMENDATION: Staff recommends approval of the new pole barn addition. Staff recommends approval of the siding. The Landmark Standards allow for alternative materials if it duplicates the original, which the proposed steel siding does. Staff recommends approval of the new steel standing seam roofing system which will replace the non -original asphalt shingle material. Staff recommends the approval of the demolition of the silo.
