DESCRIPTION OF STRUCTURE/ SITE: The Tudor Revival house is a 2 storey
frame on an irregular plan. It has a gable roof with several cross gables, half-timber rake
trim is covered in asbestos tile shingles. The body of the house is mainly brick with a
half timbering and stucco in the front gable that also has a square bay and stucco in the
entry gable that has a round arched entry door with diamond pane glass and brick tabbing
at the door surround. There are original windows with paired 6 light casement windows
with four light fixed transoms on the first floor. There are wood replacement casement
windows on the second floor. Some of the windows have brick header course sills.
ALTERATIONS: Portions of the roof were replaced in-kind in 1988. There are l lwood
replacement casements on the second floor approved in September 1994. The rear porch
was enclosed. The tennis court is a later addition.
APPLICATION ITEMS: The Trustee "may consider installing glass block in the
basement windows, so we may need you to consider that as well"
DESCRIPTION OF PROPOSED PROJECT: The Trustee consulted with Dan Henry
of Slatile to evaluate the exterior of the house. In his report dated October 24, 2014 he
noted that the condition of the steel lintels was poor and failing over approximately 75%
of the window openings, including the basement windows. The Trustee is making the
repair of the steel lintels in-kind and would like to replace the foundation glass windows
with glass block windows.
STANDARDS AND GUIDELINES: East Wayne Street:
C. WINDOWS AND DOORS
Window and door frames are of wood or steel (some casements) or in the case of brick
structures, stone sills and brick lintels Where metal or vinyl siding has been applied,
window trim has been covered. Storm windows are of wood or aluminum.
Required
Original windows and doors shall be retained including sashes, lintels, sills, shutters,
decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they
shall be replaced with units and trim resembling the original.
Recommended
Wood frame storm windows and doors painted to match the original should be used but
should not damage existing frames. If new sashes or doors are installed, the existing or
original materials, design, and hardware should be used. When metal storm doors are
used, they should be painted, anodized or coated to match the existing. When awnings are
used they should be of canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored
and re -used in place. New window and door openings which would alter the scale and
proportion of the building shall not be introduced. Inappropriate new window and door
features such as aluminum insulating glass combinations that require removal of the
original windows and doors shall not be installed.
Not Recommended
Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used
if they would detract from the existing character or appearance of the building.
III New Construction
B. Building Materials
Not Recommended: Glass blocks should not be used. Concrete block should not be
used for anything other than foundations.
STAFF RECOMMENDATION: Staff recommends approval of the glass block
windows in the foundation as glass blocks are not recommended for new construction in
the East Wayne Street Guidelines. Also, the foundation windows are not visible from the
street as they are obscured by landscaping and the architecture of the house. There are a
number of properties in the East Wayne District that have glass block foundation
windows: 1209 E. Wayne North, 1319 East Wayne North andl618 East Wayne to
mention a few. These glass block windows are not noted on the 1986 survey cards for
these residences nor are there applications for and approvals of glass block windows in
their files.

A masonry inspection was made on October 21, 2014 at the above address, and the following
was noted:
1. The condition of the steel lintels was poor and failing over approximately 75% of the
window openings, including the basement windows.
2. A severe crack of the brick on the west elevation, where the TV antenna tower is
attached, was noted.
3. The brick soldier course over the entire length of the foundation had a continuous crack
on the east elevation with a few loose brick.
4. The northeast corner of the house had a severe crack, and actually shifted, as if the
house were struck by some piece of equipment.
5.
6. The garage had a few cracks in the mortar as well.
Slatile suggests the following corrective measures be taken.
1. The removal of the TV antenna tower, and repair cracked wall.
2. Removal and replacement of the 20 failed steel lintels, and repair associated brick
cracks.
3. Removal of the small 30" long gutter on the west elevation that has no downspout.
4. Removal of the mortar of the structural crack on the northeast corner of the house and
replace with new (i.e., tuckpoint).
Slatile proposes to perform the above described masonry repairs for the sum of $26,580.00.
If the basement windows are damaged beyond repair, we suggest to remove them and replace
with glass block, add the sum of $3,675.00
This work does not include any interior repairs such as plaster patching or painting.

Slatile requires a down payment in the amount of $8,500.00, prior to the commencement of
any work. If this payment is received by 10/7/14, the work will be completed by 11/26/14.

CONCERNING APPLICATION FOR A

DESCRIPTION OF STRUCTURE/ SITE: This is a 2 storey house with a square plan set upon a
rusticated block foundation. The walls are sided with asphalt shingles. There is a flare at the belt course.
The full width front porch has a concrete foundation and flat roof supported with round posts. The
windows in the house are 1/1 double hung wood with some louvered on the north side at rear. The hipped
roof is covered with asphalt shingles. There are three hipped dormers.
ALTERATIONS: There is artificial siding installed and aluminum storm doors. Some of the windows
are not original.
APPLICATION ITEMS: Remove exterior siding exposing original siding. Install new double 4" vinyl
siding. Existing soffits and fascia keep intact. Replace all exterior window trim with new vinyl trim.
Repair and replace gutters and downspouts as needed. Replace all existing exterior wooden double hung
windows with new energy efficient vinyl replacement double hung windows. Replace existing louvered
windows in rear of house with vinyl double hung windows. Install 12'x12' wolmanized lumber
promenade deck off the rear entry of house with stairs down to back yard.(See attached rendering for
dimensions and materials)Replace front door with square glass panel door. Replace basement windows
with sliding windows.
DESCRIPTION OF PROPOSED PROJECT: This is a property that has been on HPCs watch list
since as early as 2001 and has code violations with South Bend Code Enforcement since 19 August 2013.
New owner IQ Properties intends to "rehabilitate home to current like new standards of homes on historic
Riverside Drive while maximizing efficiencies in cost, labor, time and energies. Plan is to use all new
material and/or restoring existing salvageable materials. We would like to complete this work ASAP in
order to minimize neighborhood disruption."
Inspection Report provided by Steve Szaday,'Preservation Specialist:
"On October 31, 2014 I met with Derek the project manager for 609 Riverside Drive at the property to
discuss his Certificate of Appropriateness Application. I walked around the house and took pictures of
both the windows and the current siding situation.
Windows: After an exterior inspection only, I feel confident that 75% of the windows should be replaced..
The original wood storm windows that are present have the glass completely falling out as a result of
missing glazing and or weep holes trapping moisture inside. I noticed that several of the windows have
been nailed shut. There is rot along the lower rails in almost all the second floor windows visible from the
ground. The windows in the best condition would be the three -bay windows in the front of the house
under the porch's overhang. There are a number of windows that are stationary that although older, may
not be original to the structure. When the siding was installed, no drip edge or transition trim work was
installed above the windows. Water was able to merely roll over the siding and into the windows from
there. I counted at least 30 windows at the house not including the missing or boarded basement windows
of which there are (7) seven missing or boarded.
Siding: After a close inspection of the clapboard that was visible, I feel that the original siding has
deteriorated and would most likely need sections repaired or replaced. The siding under the porch
overhang was in the best condition of what I saw, but was still spongy and wet from the recent rain. I
inspected other locations around the house where the more recent asphalt siding was missing and found
clapboard in similar condition. Once the more recent asphalt siding is removed a full inspection should be
done to determine the condition of the remaining siding to determine if it is repairable. The molding
above the windows had been cut down to allow installation for the more recent siding. That may be
problematic to duplicate and install."
STANDARDS AND GUIDELINES:
II. EXISTING STRUCTURES
A. BUILDING MATERIALS
Original exterior wall materials in the District include brick, stucco, clapboard, wood shingles
and masonry block. In some instances, vinyl or aluminum siding has been applied over the original
material.
Required
Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented
through repair, cleaning and painting. The existing architectural detail around windows, porches, doors
and eaves should be retained or replaced by replicas of the same design and materials when deteriorated
beyond repair. Masonry including brick and stucco shall be cleaned only when necessary to halt
deterioration or to remove stains, and shall be done with a method acceptable for the preservation of the
surface: i.e. low pressure water and soft natural bristle brushes. When repairing stucco, only appropriate
stucco mixture shall be used.
Recommended
Whenever possible, the original building materials should be restored. Metal or vinyl may be used as an
alternative to maintaining or replacing the original surface material when it resembles the original surface
material. When used over wood surfaces, this siding should be the same size and style as the original
wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables,
eaves and other architectural features. Ample ventilation must be afforded the structure when aluminum
or vinyl is to be installed in order to prevent increased deterioration of the structure from moisture and/or
insects. Mortar joints should be repointed only when there is evidence of moisture problems or when
sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated
in composition, color, texture, joint size, method of application and joint profile.
Prohibited
Wood siding shall not be resurfaced with material such as artificial stone, brick veneer, asbestos or asphalt
shingles, which is inappropriate or was unavailable when the building was constructed. Sandblasting or
the use of harsh detergents shall not be used on masonry or stucco. This method of cleaning erodes the
surface material and accelerates deterioration.
Not Recommended
Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry
surfaces unless required to solve a specific problem that has been studied and identified. Coatings are
frequently unnecessary and expensive, and can accelerate deterioration of the masonry. Mortar joints
which do not need repointing should not be. Repointing should not be done with mortar of high Portland
cement content, which can often create a bond that is stronger than the building materials. This can cause
deterioration as a result of the differing porosity of the material and the mortar — the end result being
serious damage to adjacent brick. Paint should not be removed from masonry surfaces indiscriminately.
C. WINDOWS AND DOORS
y, Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In
some cases where synthetic siding has been applied, window trim has been covered. Many structures in
the district have aluminum storm windows. Some houses retain wood framed storm windows.
Required
Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods and
hardware shall be retained or when deteriorated beyond repair, replaced with units and
trim resembling the original.

III. NEW CONSTRUCTION
New construction includes any new building or structure constructed within the boundaries of the historic
district, or any new addition to an existing building. New construction should be designed considering the
appearance of the other buildings in the neighborhood. New work may be contemporary of may suggest
motifs from the historic buildings. New construction design should be clearly differentiated from the
design of the historic buildings.
A. HEIGHT AND PROPORTION
The majority of structures in the district are two stories in height and are square or rectangular in plan.
There are a few story and a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2,
height -to -width ratio.
Required
The height of a new structure and its height -to -width proportions shall be consistent with adjacent
buildings in the district. The building height shall be no greater than that of the tallest existing structure in
the same block. Facade proportions shall be established by permitting no structure with a facade wider or
narrower than those existing in the same block. Additions to existing buildings shall be related in height
and proportion to the existing structure.
Recommended
Contemporary designs should be compatible in character and mood to the building or neighborhood.
Prohibited
Additions may not be constructed that would change the existing facade of a building, alter its scale or
architectural character, or add new height.
Not Recommended
New stories should not be added, nor should existing stories be removed, which would destroy important
architectural details, features or spaces of the building. Any style or period of architecture that is
incompatible with what exists should not be permitted in the new additions.
STAFF RECOMMENDATION: Staff recommends approval of the exterior projects. This structure
has been neglected and deteriorating for at least 35 years.

DESCRIPTION OF STRUCTURE/ SITE: The Jorgenson House is a solid masonry 1 and V2 storey
home. The body of the house is brick with unique terra cotta details and sills. The roof has asphalt
shingles. The windows may be original to the house.
ALTERATIONS: The house was moved from its original location on the west side of North St. Joseph
Street to its present location on the east side in 1998. The roof was replaced with COA#2007-0402.
APPLICATION ITEMS: 6' privacy fence enclosing backyard.
DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to enclose the perimeter her
back yard with a 6'Homestead wood privacy fence. The fence posts will be set in concrete. The fence
will start at the rear set back of the house and proceed by the property line along the alleyway to the south,
continue along the east property line and continue along the north property line to the rear set back of the
house. There will be matching wooden gates on the north side and south side of the yard.
STANDARDS AND GUIDELINES:
I. THE ENVIRONMENT
A. IN THE DISTRICT ENVIRONMENT
The district is characterized by its proximity to downtown South Bend and its location adjacent to
Leeper Park and along the St. Joseph River. The district encompasses: two blocks of Riverside Drive
beginning at Marion Street (from 503 Riverside Drive north) and ending at Bartlett Street; two lots
on the north side of Navarre street just west of the alley behind Riverside Drive; the north side of
Hammond Place; the east side of St. Joseph Street between Hammond Place and Bartlett Street; and
the south side of Bartlett Street between St. Joseph and Riverside Drive. The District contains 45
residences and their adjacent outbuildings.
Required
Distinctive existing features such as parks, gardens, streetlights, fences, signs, walkways, streets,
alleys and building setbacks shall be retained. New plant materials, fencing, walkways, streetlights,
signs and benches shall be compatible with the character of the neighborhood in size, scale, material and
color. Street lighting should be maintained at levels recommended by the Illumination Engineering
Society. Sources and light posts should be uniform throughout the District. Lamp fixtures and supporting
posts must be similar in proportion, scale and detail to existing historic lamps (see appendix). Streetlights
should be placed so that adequate illumination is afforded all sections of the public sidewalks. Removal of
shade trees over twelve inches (12") diameter, conifer trees over six inches (6") in diameter or other major
plant elements shall be subject to approval by the Historic Preservation Commission. Any subsequent
replacement trees of any size required by the Historic Preservation Commission shall be retained. The
Riverfront character of the district shall be retained.
Recommended
Whenever possible, the original features should be restored. Plant materials and trees in close proximity to
buildings or streets that are causing deterioration to those elements should be removed. Do not dump
leaves and grass clippings on planted slopes as this practice will kill much of the low ground cover and
leave soil susceptible to erosion. When replacement of utility poles or power lines is necessary,
consideration should be given to underground conduits or utility poles erected along property lines.
Prohibited
Existing relationships of buildings and their environments shall not be destroyed through widening or
closing of existing streets and alleys or by introducing new streets, alleys or parking lots. Signs,
streetlights, benches, new plant materials, fencing, walkways and paving materials which are out of scale
or inappropriate to the neighborhood may not be used. The erection of high walls or barriers which would
alter the relationship of the houses and the river is prohibited. The introduction of heavy trucks or similar
vehicles in the District shall be prohibited. Utility poles with high intensity over head lights shall not be
used on main thoroughfares.
B. BUILDING SITE, LANDSCAPING, & ACCESSORIES
Individual properties in the district are characterized by a house located near the front of each lot,
with a small lawn in front and a larger lawn to the rear of the property. Those properties facing the
river on Riverside Drive generally have sloping front lawns and flat back yards. The majority of
structures have been erected on a single lot. Many of the properties include a garage located at the
rear of the property accessed from unpaved alleys running behind the property. Most properties
have trees, shrubbery and/or hedges. All houses conform to the uniform set -back within each block.
The district has a compact layout. Large homes are constructed on small lots while smaller homes,
such as those on Hammond Place, are constructed on narrow, deep lots. Little of the backyard areas
or rear first stories of these homes is visible from the thoroughfare. In recognition of this, greater latitude
will be allowed in the application of the adopted standards in the rear of the properties, in order to
accommodate the individual preferences of the property owners in the treatment of these backyard areas.
No approval will be necessary for changes in lawn, shrubs, walkways or semi-permanent surface changes
in the rear of houses. Staff approval would be required for semi-permanent structures such as gazebos, but
not for play equipment such as swing sets, sand -boxes, etc.
Required
Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the
properties' history and development shall be retained.
Recommended
New site work should be based upon actual knowledge of the past appearance of the property found in
photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site
elements in scale, type and appearance. Accessory structures such as decks, gazebos, fountains, or small
outbuildings should be appropriate to surrounding site elements in scale, type and appearance. Plant
materials in close proximity to the buildings and which are causing deterioration to the building's historic
fabric should be removed and replaced by more suitable flora as approved by the Historic Preservation
Commission.
Prohibited
No changes may be made to the appearance of the site by removing trees, fencing, walkways,
outbuildings or other site elements before evaluating their importance to the property's history and
development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped.
Front yard areas shall not be fenced, or fences shall not extend forward beyond the setback line of the
property. Telephone or utility poles with high intensity overhead lights should be installed so that they
cannot be seen from the thoroughfare. The installation of unsightly, large devices such as television
satellite dishes shall not be permitted in areas where they can be viewed from the public thoroughfare.
STAFF RECOMMENDATION: Staff recommends approval of the proposed project.

Director's Report
20 October Meeting Prep. Finance Committee meeting at Northern Indiana Center for
History. Meeting at Bond Hall Notre Dame with Jennifer Parker, School of Architecture
Librarian, Jessica Brookshire, Assoc. Director for Public Affairs and Adam Heet concerning the
South Bend Urban Architecture Website. Examined expanded 3D Printer recreation that is
developing the past architecture of historical buildings. Looking for sponsors and central display
site. HPC meeting.
21 October Prepared and mailed all approved COAs. Emailed Michiana Insurance a copy of
1340 E. Wayne Street COA for railing on second floor deck and copy to Mark Lyons stating the
need for an Inspection once it is installed. A letter from HPC to Michiana Insurance is to follow.
Composed and mailed a letter to Jason Pflederer with a draft copy of the minute of die denial of
his COA. Completed four demolition 106 Reviews.
22 October General Office work. Contacted Community Foundation concerning matching
grant possibilities for die South Bend Urban Architecture Website. Reviewed and accepted to be a
consulting party on die Granger Paths planned development Des/ 132797 Adams Trail 1/B and
1/C. The Troyer Group appeared before the HPC prior to completing and finalizing the 106. I
gave CJ Cunningham to contact information for the County Commissioners and die Cemetery
focus in die DNR. Attended the Morris Reception at the Morris Theatre Lobby between 5-7:00.
23 October General Office work. Completed 7 106 Reviews for Demolition. Contacted Steve
Mihaljevic , Code and DCI after Steve Szaday alerted the Office that 514 Eddy was scheduled for
Demolition after MagMile purchased the -tax certificate and to clarify the address issue with 315
Madison.
24 October Field trip to New Carlisile. Researched 446-448 Philippa to verify that the house
was built as a duplex in 1902; appears to have been 1917 Sanborn Maps seem to indicated that it
was. Recommended going to the 1901-1903 Polk City Driectories.
27 October Completed 11 106 Reviews for Demolition that are included in the Survey. Met
with Staff to verify end of year Budget numbers and transfers. Prepared Fixed Asset Disposal
forms for obsolete office equipment submitted along with letter to County Commissioners.
28 October Office supply Inventory with Staff to prepare In -Line Transfers to purchase
supplies. Preliminary work on year end. E-mail to Adams Remco to put surplus copier on their
pick list. Meeting with Stan Molenda concerning 202 Bartlett and 609 Riverside. Met with Stan at
202 Bartlett and heard a dog on the second floor. Front door closed but unlocked. Stan notified
police and Animal Control and I notified Lynn at AdiSource. Learned that HPC was to apply for
the Arts Everywhere Grant because NICH already applying for one. Began accumulating the
forms and information for that.
29 October Worked on Arts Everywhere Grant application. Turned in required paperwork for
permission to apply for grant from the Commissioners. Toured Highland and Riverside Drive
Cemeteries to investigate reports that there was a washed out road in Riverside and die
deterioration of the Wall of Honor at Highland. The wall looked like it was being worked on in
order to add memorial bricks. Aside from a sheer drop off at the east edge of Riverside, staff
couldn't locate a washed out road; other than a dried up stream bed. Placed No Trespassing Signs
on 202 Bartlett and followed up with Lynn at AltiSource.
30 October Completed grant application and gathered materials for submission. Elicia sent
electronically to Kayle Wallace at the Community Foundation to verify for completeness.
Prepared fees for submission. Completed In-line transfers for Monday, 3 November. Learned
thatJered Wireman's business will occupy both the Old Queen Anne Inn and the Landmarked
Morey House now owned by Eric Horvath, City Engineer and his wife. Attended Temple Beth -el
fund raiser corned beef luncheon.
31 October Personal Day
1 November 202 Bartlett broken into again. Police called and found pellet gun; think they might
find some prints.
3 November Lance Roush of REMax called about 615 Riverside Drive. There is going to be some
movement on that property and he needs to know about past HPC involvement. Followed up on
202 Bartlett, property is now secured. Work crews have been hauling out interior and called
police there as well as marijuana was found. Attended the ribbon cutting on Jefferson Blvd. COA
deadline day.
4 November Office closed Election Day.
5 November Worked on Staff reports. Reconciled and reported error on Location Report.
Putting together year end supply purchases.
6 November Continued to work on Staff Reports. On-site photos for 1417 E. Wayne.
Completed 2 Staff Reports for packets. Spoke at length with Simeon Geels(288-1949
scgeelsl@gmail.com from River Bend Federal Credit Union that holds the paper at 610 N. St.
Joseph; sent links to HPC site.
7 November Began compiling data for balance of 2014 City funds. Prepared packets or
Commissioners and homeowners for mailing. General Office work. Letter for Lance Roush of
Re/MAX on 615 Riverside Drive in River Bend.
10 November Participated in the Northern Indiana Center for History Finance Committee
meeting. Responded to Penny Hughes inquiry about her rental at 225 Hammond, she wants to
install an overhead door on carriage house. Continued to work on Invoice for City Stipend.
Spoke at length with Reese Dieter owner of 611 E. Haney on the City's demo list. He is in Racine
262 886 2388. Researched 305 W. Navarre for Gene Forsythe -it was converted into 4 flats in
1928. Attended die first of five presentations on Panhandling and Public Intoxication.
Panhandlers have a surprising amount of protection under the law.
11 November Office Closed. Veterans Day
12 November Completed Invoice and e-mailed to Pam Meyer for payment. Another long
conversation with Reese Dieter. Meeting with Randy Wilkerson, Interim Code Director set up for
Thursday morning to discuss 611 Haney, Dean Building, Church and 307 La Monte. Checked on
status of in-line transfer submitted weeks ago; emailed Auditor's a pdf of die file.
13 November Very productive meeting with Randy Wilkerson and Steve Szaday.
Contacted Reese Dieter and left messages. Prepared for Green Ribbon Commission meeting.
Massive snow storm 6.2 inches by noon. Arranged meeting with Tim Johnson for 10 am Monday
at 307 La Monte widh Steve. Contacted Code about chimney concerns at 417 W. Navarre.
14 November Met with Chris Soucie and his parents concerning Minimum Maintenace
letter for 1342 LWE. Gave him contact information for Code, DCI SBHIP and HOA, the
Contractor Listing along with AE P's contact info and Brent Thompson. Spoke with Reese Dieter
and gave him the results of the meeting with Randy Wilkerson; referred him to Code for

17 November On site meeting with Steve Szaday, Tim Johnson and worker at 307 LaMonte
concerning the proposed replacement windows. Steve is compiling a listing of Pella and Kolbe
wood casement window systems. The vinyl double hung windows in the rear will also be replaced
widh casement style windows. Meeting prep. Contacted Code and property manager with Tim's

Hello Commission!
Not much to report as this time of year as most efforts have been to button up
existing projects. As many of you have noticed, lots of last minute roof jobs. From this
point until the remainder of the year my hours will begin to dwindle as the need for field
work will slow down as well. I am still working on minimum maintenance surveys for
some of the local historic districts. So far this year Lincoln Way East, Riverbend, and
North St Joseph have all been photographed, and surveys completed. Only Riverbend
letters are nearly finished, but due to the change in weather, the wording needed to be
changed to make suggestions for work next season. My intern Michelle Simmons was
instrumental in completing these surveys. The response has been very positive and we
have had several phone calls and in person meetings to discuss concerns. Next year I will
be tackling even more neighborhoods in the hope that these issues can be addressed
before code enforcement needs to step in.
I have felt some frustration in regards to dealing with the building department
when it comes to Stop -work orders. In Edgewater alone; 621 LWE added a parking lot to
the sewing machine repair shop. Building department waited 3 days to send someone out
and it is already done. 501 River has a new shed that has been in the works for two
weeks. I contacted the Building Department on November 6th and no one went out and all
but the door is finished on this shed. It is frustrating to witness work being done while in
the beginning stages and having it completely dismissed until the project is finished. I
have had dozens of no permits projects this year and each has been opportunities to levy
fines on what we are under the impression is a administration that is need of funds.
Apparently the building department is doing fine as they do not see a need to collect the
permitting fees nor the fines that they have every legal right to charge and collect. Alright
I'm done.
On a brighter note: I am currently working on the power tool workshop itinerary
and location. I am hoping to focus on trim work with a concentration on corners, angles,
and routing.
With the city's 150th birthday next year, we are already working on getting
ourselves out there to discuss those first 150 years. If anyone would like to help out we
will be working on our tour schedules and events for next year!

DESCRIPTION OF STRUCTURE/ SITE: The Tudor Revival house is a 2 storey frame on an irregular plan. It has a gable roof
with several cross gables, half-timber rake trim is covered in asbestos tile shingles. The body of the house is mainly brick with a
half timbering and stucco in the front gable that also has a square bay and stucco in the entry gable that has a round arched entry
door with diamond pane glass and brick tabbing at the door surround. There are original windows with paired 6 light casement
windows with four light fixed transoms on the first floor. There are wood replacement casement windows on the second floor.
Some of the windows have brick header course sills.
ALTERATIONS: Portions of the roof were replaced in-kind in 1988. There are 1 Iwood replacement casements on the second
floor approved in September 1994. The rear porch was enclosed. The tennis court is a later addition.
APPLICATION ITEMS: The Trustee "may consider installing glass block in the basement windows, so we may need you to
consider that as well"
DESCRIPTION OF PROPOSED PROJECT. The Trustee consulted with Dan Henry of Slatile to evaluate the exterior of the
house. In his report dated October 24, 2014 he noted that the condition of the steel lintels was poor and failing over
approximately 75% of the window openings, including the basement windows. The Trustee is making the repair of the steel
lintels in-kind and would like to replace the foundation glass windows with glass block windows.
STANDARDS AND GUIDELINES: East Wayne Street:

Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels
Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum.
Required
Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and
hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original.
Recommended
Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If
new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm
doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of
canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and
door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and
door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be
installed.
Not Recommended
Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing
character or appearance of the building.

Not Recommended: Glass blocks should not be used. Concrete block should not be used for anything other than foundations.
STAFF RECOMMENDATION: Staff recommends approval of the glass block windows in the foundation as glass blocks are
not recommended for new construction in the East Wayne Street Guidelines. Also, the foundation windows are not visible from
the street as they are obscured by landscaping and the architecture of the house. There are a number of properties in the East
Wayne District that have glass block foundation windows: 1209 E. Wayne North, 1319 East Wayne North and 1618 East Wayne
to mention a few. These glass block windows are not noted on the 1986 survey cards for these residences nor are there
applications for and approvals of glass block windows in their files.

DESCRIPTION OF STRUCTURE/ SITE: This is a 2 storey house with a square plan set upon a rusticated block foundation.
The walls are sided with asphalt shingles. There is a flare at the belt course. The full width front porch has a concrete foundation
and flat roof supported with round posts. The windows in the house are 1/1 double hung wood with some louvered on the north
side at rear. The hipped roof is covered with asphalt shingles. There are three hipped dormers.
ALTERATIONS: There is artificial siding installed and aluminum storm doors. Some of the windows are not original.
APPLICATION ITEMS: Remove exterior siding exposing original siding. Install new double 4" vinyl siding. Existing soffits
and fascia keep intact. Replace all exterior window trim with new vinyl trim. Repair and replace gutters and downspouts as
needed. Replace all existing exterior wooden double hung windows with new energy efficient vinyl replacement double hung
windows. Replace existing louvered windows in rear of house with vinyl double hung windows. Install 12'x12' wolmanized
lumber promenade deck off the rear entry of house with stairs down to back yard.(See attached rendering for dimensions and
materials)Replace front door with square glass panel door. Replace basement windows with sliding windows.
DESCRIPTION OF PROPOSED PROJECT: This is a property that has been on HPCs watch list since as early as 2001 and has
code violations with South Bend Code Enforcement since 19 August 2013. New owner IQ Properties intends to "rehabilitate
home to current like new standards of homes on historic Riverside Drive while maximizing efficiencies in cost, labor, time and
energies. Plan is to use all new material and/or restoring existing salvageable materials. We would like to complete this work
ASAP in order to minimize neighborhood disruption."
Inspection Report provided by Steve Szaday, Preservation Specialist:
"On October 31, 2014 I met with Derek the project manager for 609 Riverside Drive at the property to discuss his Certificate of
Appropriateness Application. I walked around the house and took pictures of both the windows and the current siding situation.
Windows: After an exterior inspection only, I feel confident that 75% of the windows should be replaced. The original wood
storm windows that are present have the glass completely falling out as a result of missing glazing and or weep holes trapping
moisture inside. I noticed that several of the windows have been nailed shut. There is rot along the lower rails in almost all the
second floor windows visible from the ground. The windows in the best condition would be the three -bay windows in the front
of the house under the porch's overhang. There are a number of windows that are stationary that although older, may not be
original to the structure. When the siding was installed, no drip edge or transition trim work was installed above the windows.
Water was able to merely roll over the siding and into the windows from there. I counted at least 30 windows at the house not
including the missing or boarded basement windows of which there are (7) seven missing or boarded.
Siding: After a close inspection of the clapboard that was visible, I feel that the original siding has deteriorated and would most
likely need sections repaired or replaced. The siding under the porch overhang was in the best condition of what I saw, but was
still spongy and wet from the recent rain. I inspected other locations around the house where the more recent asphalt siding was
missing and found clapboard in similar condition. Once the more recent asphalt siding is removed a full inspection should be
done to determine the condition of the remaining siding to determine if it is repairable. The molding above the windows had
been cut down to allow installation for the more recent siding. That may be problematic to duplicate and install."
STANDARDS AND GUIDELINES:
II. EXISTING STRUCTURES
A. BUILDING MATERIALS
Original exterior wall materials in the District include brick, stucco, clapboard, wood shingles
and masonry block. In some instances, vinyl or aluminum siding has been applied over the original material.
Required
Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning
and painting. The existing architectural detail around windows, porches, doors and eaves should be retained or replaced by
replicas of the same design and materials when deteriorated beyond repair. Masonry including brick and stucco shall be cleaned
only when necessary to halt deterioration or to remove stains, and shall be done with a method acceptable for the preservation of
the surface: i.e. low pressure water and soft natural bristle brushes. When repairing stucco, only appropriate stucco mixture shall
be used.
Recommended
Whenever possible, the original building materials should be restored. Metal or vinyl may be used as an alternative to
maintaining or replacing the original surface material when it resembles the original surface material. When used over wood
surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original
trim around windows, doors, cornices, gables, eaves and other architectural features. Ample ventilation must be afforded the
structure when aluminum or vinyl is to be installed in order to prevent increased deterioration of the structure from moisture
and/or insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is
missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size,
method of application and joint profile.
Prohibited
Wood siding shall not be resurfaced with material such as artificial stone, brick veneer, asbestos or asphalt shingles, which is
inappropriate or was unavailable when the building was constructed. Sandblasting or the use of harsh detergents shall not be used
on masonry or stucco. This method of cleaning erodes the surface material and accelerates deterioration.
Not Recommended
Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry surfaces unless
required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary and expensive, and
can accelerate deterioration of the masonry. Mortar joints which do not need repointing should not be. Repointing should not be
done with mortar of high Portland cement content, which can often create a bond that is stronger than the building materials. This
can cause deterioration as a result of the differing porosity of the material and the mortar — the end result being serious damage to
adjacent brick. Paint should not be removed from masonry surfaces indiscriminately.
C. WINDOWS AND DOORS
Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where
synthetic siding has been applied, window trim has been covered. Many structures in the district have aluminum storm windows.
Some houses retain wood framed storm windows.
Required
Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods and hardware shall be
retained or when deteriorated beyond repair, replaced with units and
trim resembling the original.

III. NEW CONSTRUCTION
New construction includes any new building or structure constructed within the boundaries of the historic district, or any new
addition to an existing building. New construction should be designed considering the appearance of the other buildings in the

neighborhood. New work may be contemporary of may suggest motifs from the historic buildings. New construction design
should be clearly differentiated from the design of the historic buildings.
A. HEIGHT AND PROPORTION
The majority of structures in the district are two stories in height and are square or rectangular in plan. There are a few story and
a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio.
Required
The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the district. The
building height shall be no greater than that of the tallest existing structure in the same block. Facade proportions shall be
established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to
existing buildings shall be related in height and proportion to the existing structure.
Recommended
Contemporary designs should be compatible in character and mood to the building or neighborhood.
Prohibited
Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or
add new height.
Not Recommended
New stories should not be added, nor should existing stories be removed, which would destroy important architectural details,
features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be
permitted in the new additions.
STAFF RECOMMENDATION: Staff recommends approval of the exterior projects. This structure has been neglected and
deteriorating for at least 35 years.

may be useful to the HPC.
Member of the public, Marilyn Cook asked if the property become a rental to which the
contractor responded that it will be sold, not rented.

contractor will retain and restore the front bay windows.

DESCRIPTION OF STRUCTURE/ SITE: The Jorgenson House is a solid masonry 1 and %z storey home. The body of the house
is brick with unique tensa cotta details and sills. The roof has asphalt shingles. The windows may be original to the house.
ALTERATIONS: The house was moved from its original location on the west side of North St. Joseph Street to its present
location on the east side in 1998. The roof was replaced with COA#2007-0402.
APPLICATION ITEMS: 6' privacy fence enclosing backyard.
DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to enclose the perimeter her back yard with a 6'Homestead
wood privacy fence. The fence posts will be set in concrete. The fence will start at the rear set back of the house and proceed by
the property line along the alleyway to the south, continue along the east property line and continue along the north property line
to the rear set back of the house. There will be matching wooden gates on the north side and south side of the yard.
STANDARDS AND GUIDELINES:
I. THE ENVIRONMENT
A. IN THE DISTRICT ENVIRONMENT
The district is characterized by its proximity to downtown South Bend and its location adjacent to Leeper Park and along the St.
Joseph River. The district encompasses: two blocks of Riverside Drive beginning at Marion Street (from 503 Riverside Drive
north) and ending at Bartlett Street; two lots on the north side of Navarre street just west of the alley behind Riverside Drive; the
north side ofHammond Place; the east side of St. Joseph Street between Hammond Place and Bartlett Street; and the south side of
Bartlett Street between St. Joseph and Riverside Drive. The District contains 45 residences and their adjacent outbuildings.
Required
Distinctive existing features such as parks, gardens, streetlights, fences, signs, walkways, streets,
alleys and building setbacks shall be retained. New plant materials, fencing, walkways, streetlights, signs and benches shall be
compatible with the character of the neighborhood in size, scale, material and color. Street lighting should be maintained at levels
recommended by the Illumination Engineering Society. Sources and light posts should be uniform throughout the District. Lamp
fixtures and supporting posts must be similar in proportion, scale and detail to existing historic lamps (see appendix). Streetlights
should be placed so that adequate illumination is afforded all sections of the public sidewalks. Removal of shade trees over
twelve inches (12") diameter, conifer trees over six inches (6") in diameter or other major plant elements shall be subject to
approval by the Historic Preservation Commission. Any subsequent replacement trees of any size required by the Historic
Preservation Commission shall be retained. The Riverfront character of the district shall be retained.
Recommended
Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings or streets
that are causing deterioration to those elements should be removed. Do not dump leaves and grass clippings on planted slopes as
this practice will kill much of the low ground cover and leave soil susceptible to erosion. When replacement of utility poles or
power lines is necessary, consideration should be given to underground conduits or utility poles erected along property lines.
Prohibited
Existing relationships of buildings and their environments shall not be destroyed through widening or closing of existing streets
and alleys or by introducing new streets, alleys or parking lots. Signs, streetlights, benches, new plant materials, fencing,
walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The erection of high
walls or barriers which would alter the relationship of the houses and the river is prohibited. The introduction of heavy trucks or
similar vehicles in the District shall be prohibited. Utility poles with high intensity over head lights shall not be used on main
thoroughfares.
B. BUILDING SITE, LANDSCAPING, & ACCESSORIES
Individual properties in the district are characterized by a house located near the front of each lot,
with a small lawn in front and a larger lawn to the rear of the property. Those properties facing the river on Riverside Drive
generally have sloping front lawns and flat back yards. The majority of structures have been erected on a single lot. Many of the
properties include a garage located at the rear of the property accessed from unpaved alleys running behind the property. Most
properties have trees, shrubbery and/or hedges. All houses conform to the uniform set -back within each block.
The district has a compact layout. Large homes are constructed on small lots while smaller homes, such as those on Hammond
Place, are constructed on narrow, deep lots. Little of the backyard areas or rear first stories of these homes is visible from the
thoroughfare. In recognition of this, greater latitude will be allowed in the application of the adopted standards in the rear of the
properties, in order to accommodate the individual preferences of the property owners in the treatment of these backyard areas.
No approval will be necessary for changes in lawn, shrubs, walkways or semi-permanent surface changes in the rear of houses.
Staff approval would be required for semi-permanent structures such as gazebos, but not for play equipment such as swing sets,
sand -boxes, etc.
Required
Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the properties' history and
development shall be retained.
Recommended
New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings
and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance.
Accessory structures such as decks, gazebos, fountains, or small outbuildings should be appropriate to surrounding site elements
in scale, type and appearance. Plant materials in close proximity to the buildings and which are causing deterioration to the
building's historic fabric should be removed and replaced by more suitable flora as approved by the Historic Preservation
Commission.
Prohibited
No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other site elements
before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into
parking lots nor paved nor blacktopped.
Front yard areas shall not be fenced, or fences shall not extend forward beyond the setback line of the property. Telephone or
utility poles with high intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. The
installation of unsightly, large devices such as television satellite dishes shall not be permitted in areas where they can be viewed
from the public thoroughfare.
STAFF RECOMMENDATION: Staff recommends approval of the proposed project.

VI. NEW BUSINESS
A. Nominating Committee 2015 — Chair asks that the board ratify his call to establish a
Nominating Committee that will be chaired by Commissioner Gordon and comprised by all
members except for the current President. The Nomination Committee is charged with selecting
officers for the 2015 calendar year and will report at the next, regularly scheduled meeting
(December).
