Roof is hipped with a front hip dormer all finished in asphalt shingles. A full width front porch is supported by Doric columns set upon brick piers. Windows are wood 1/1 double hung. Dormer has three grouped fixed sash windows. The front door is wood panel with a large single light. ALTERATIONS: Aluminum storm windows and storm door have been added. Asbestos shingle siding has been installed. The wood rail of the porch is not original. APPLICATION ITEMS: Demolish house. DESCRIPTION OF PROPOSED PROJECT: Demolish house and haul away debris, remove basement; fill in site level and landscape with grass. STANDARDS AND GUIDELINES: Chapin Park Local Historic District V. GENERAL A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. According to survey card, there are tall narrow paired 1/1 double hung windows. ALTERATIONS: Mastic replacement siding that is installed down to the earth covering the foundation, artificial "stone" veneer on front first storey, some vinyl replacement windows, aluminum storms on most windows, plastic shutters of inappropriate and mismatched sizes, replacement metal doors, original porch may have been removed (according to survey card), two concrete porch stoops with wood 2 x 4s supporting roofs, a large addition onto rear and side transforming into a duplex with a flat roof, plywood over every opening. APPLICATION ITEMS: Dutch lap siding applied directly of existing mastic siding. Remove existing vinyl siding replace with new. Replace existing double hung windows with vinyl Alside double hung windows. Wrap existing windows with aluminum. Install frieze boards and corner boards. Install new 6 panel doors 5 openings. Install trim around front doors. Install vinyl/aluminum soffit/fascia. Install loadbearing fiber cement columns on front porch. DESCRIPTION OF PROPOSED PROJECT:, 1402 —1404 Land Trust recently purchased this property and is working with a Code Enforcement ruling that originated as a demolition order that is now modified to a repair order (04 —109) with all exterior repairs to be completed by 10/31/14 and interior repairs 5/9/14. As a vacant and abandoned property, it has been neglected and is quite deteriorated. Other than some wood windows, there is next to nothing original left of this property and those materials have exceeded their useful life. Owner has applied for all the relevant application items to meet the Code ruling by deadline and has been working with HPC Staff on the specific details. HPC has in its file, COA#2002 — 0607B, an approval to replace all windows in the house (with conditions) and for new siding (no specifics), that was never executed. RME#2014 — 0430 was issued to allow new dimensional asphalt shingles to be installed. Staff has advised owner that the preferred solution would be to remove the existing artificial siding and evaluate repair of the original siding, however, with the Code ruling/deadline and the uncertainty of the condition of the siding underneath the mastic, this would not be feasible. Regarding the existing windows, it was hard to tell which ones were wood and which were replaced with vinyl because there is plywood over some windows. From the exterior observation, the windows that are not covered in plywood have deteriorated, including completely rotted sills and trim. Additionally, the aluminum storm windows were likely a product of the 1970s and it is my assumption that none of the windows have been maintenance since at least the time of storm installation, approximately 30 — 40 years ago. Upon reviewing the application items and performing a site visit, the application items seem to be an acceptable solution to put this property back into use. At least four properties in the immediate vicinity within the district are finished in vinyl siding. The addition of frieze and corner boards and trim around doors is an effort to reintroduce architectural detail into areas where the original version of this house may have had them. Additional work is expected to occur under Routine Maintenance Exclusion, ie: removing mastic siding up to reveal brick foundation, repointing and sealing. STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES A. BUILDING MATERIALS Wall materials in the District range from brick, clapboard, decorative shingles and asphalt and asbestos siding to aluminum siding. In the majority of cases the aluminum siding has been applied over the original clapboard. Required Original exterior building materials shall be retained. Deterioration of wood materials shall be pre- vented through repair, cleaning and painting. The existing or original architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry structures shall be maintained, repointed and properly cleaned when necessary. Masonry shall be cleaned only when necessary to halt deterioration or to remove stains and shall be done with the gentlest method possible, such as low pressure water and soft natural bristle brushes. No chemicals, sandblasting or other invasive methods may be used to clean historic buildings. Stucco surfaces shall be maintained by cleaning and repainting when necessary. When repairing stucco, a stucco mixture shall be used. Recommended Whenever possible, the original building materials should be restored. Aluminum or vinyl siding may be used when it is the only feasible alternative to maintaining the original surface material. When used on wood surfaces, this siding should be the same size and style as the original wood. However, it must be noted that such material can contribute to the deterioration of the structure from moisture and insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. It is emphasized that, prior to initiating any restoration or rehabilitation effort, the property owner contact the Historic Preservation Commission of South Bend & St. Joseph County at 125 Lafayette, South Bend. The Commission is an invaluable source of information about all facets of rehabilitation and restoration. Prohibited Wood siding shall not be resurfaced with new material which is inappropriate or was unavailable when the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall not be used on masonry or stucco. This method of cleaning erodes the surface material and accelerates deterioration. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary, expensive and can accelerate deterioration of the masonry. Mortar joints which do not need repointing should not be. Repointing should not be done with mortar of high Portland cement content, which can often create a bond that is stronger than the building materials. This can cause deterioration as a result of differing coefficient of expansion and the differing porosity of the material and the mortar because they can cause serious damage to adjacent brick. Paint should not be removed from masonry surfaces indiscriminately. B. ROOFS AND ROOFING Roof shapes in the district include hip and gable types. All are covered with asphalt shingles. Eaves, in most cases, have wood fascias with gutters and downspouts. Some aluminum -sided houses have aluminum -covered fascias. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof should be restored. Particular effort should be made to retain unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the existing or original in composition, size, shape, color and texture. Prohibited Nothing shall be done to change the essential character of the roof by adding architectural features or roofing materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. C. WINDOWS AND DOORS Window and door frames, in nearly all cases, are wood. Brick structures often have stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Windows are typically wood double -hung or metal casements. Required Existing or original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original or existing. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames and should be removable. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm windows and doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods and fake shutters made of metal, vinyl or fiberglass should not be used if they would detract from the existing character or appearance of the building. D. ENTRANCES, PORCHES AND STEPS Most houses in the District have unenclosed porches across the front of the house or to the side. Stoops and small patios are also present. Many houses have porches with a hip or gable roof. Some porches are integrated under the main roof of the house. Columns, brick piers with colonettes or tapered posts, brick piers with concrete caps or turned spindles support the porch roofs. A few bungalows have fieldstone porch elements. Porch details are unique to and help define the style and character of each house. Required Existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Porches, stoops, patios and steps that are important to the building's style and character shall not be -altered or removed. Not Recommended Original porch details should not be replaced with materials representing a different period or style from the original. STAFF RECOMMENDATION:. Staff recommends approval of the application items as they are in accordance with the guidelines for Lincoln Way East. Tim Klusczinski Tim, The tarp is covering the area where the wood sidewall extensions are being protected against the elements prior to being repaired; tarp is also protecting the in-kind bead board replacement in that dormer area. The vinyl 1/1 double hung replacement windows have been replaced with 1/1 custom wood windows, 1 on the south second storey; 2 on the west second storey; the central window of the gabled dormer and the large central window in the gable. The lattice windows are being repaired to a serviceable condition and will be restored at a later date. The RME was issued for the wood replacement of the vinyl replacement windows. The exterior envelope of the building is in need of rehabilitation including improvements to the existing clay tile roof system, the bituminous roofing system, exterior brick and limestone masonry, and other components of the exterior envelope. Following is a summary of the proposed scope of work for this project. • Clay Tile Roof: the clay the roof system includes approximately 5,500 square feet of original clay tile. The proposed scope of work Includes the following: ■ Careful removal, salvage, and cleaning of existing clay the roofing system. ■ Removal of existing felt underlayment. ■ Inspection of the existing wood substrate. ■ Removal and replacement of all damaged or deteriorated wood substrate. This roof Is approximately 5,920 square feet In area. The proposed'scope of work includes the following: • Existing toof system to remain Including existing Insulation and built up roof membrane. • Clean and prepare the existing roof system for restoration. • Apply a two -coat high-performance polyUrethane elastohle4c waterproofing system over the existing roof membrane. Finish coat to provide a white surface. Alternative restoration solutions may be explored to achieve the design Intent. • Copper: the existing roof has copper flashing, gutters, and ornamental copper elements. Some of the copper elements are in need of repair or. replacement. The proposed scope of work includes repair and/or replacement of copper flashing and gutters and limited replacement of ornamental copper elements as necessary. * Masonry Restoration: the proposed scope of work includes limited tuck pointing at open, loose, or deteriorated mortar joints in the brick and limestone, cleaning the limestone masonry that has not been recently cleaned, and replacing deteriorated joint sealants in the limestone joints with new polyurethane joint sealant. The scope also includes repairing limited damaged ornamental limestone elements. It is understood that funding for this project is from local sources and is not tied to federal or state funding requirements. The lights are on and we are here! We are glad to be up and running with the power restored. It looks like there are a few folks that forgot that a COA and a permit is required for exterior work on a property in a historic district. They are aware now. 801 Park Ave 516 N St Joseph 1524 East Wayne With all of the damage we endured from this very difficult winter I have noticed there is a lot of gutter damage in many districts. Just as a friendly reminder to homeowners, I have developed a little card/form to let them know that these issues need to be addressed. I will leave a copy at the property as well as in the file for the office to reference. We are hoping to give homeowners an opportunity to correct these issues before we get code involved. Please see example attached. Several of these have already gone out today, Since I mentioned code enforcement I have turned over to them several houses in Edgewater. These houses had friendly reminders via my business card last year yet nothing has been done to correct the issues. 718 Arch ... missing or dangling gutters 722 Arch ... gutters just gone 740 River ... gutters rusted through, no downspout pipes, porch coming off There are also issues with 971-973 Riverside Drive and their alterations of the expired COA #2012-0703. See file. I am also concerned by the lack of progress by Mr Hay at 841 Park Ave. The addition of the porch over the front door has not seen any movement since his COA was approved 08/20/2013. This has been his MO each time he gets a COA. I suggest that when he needs to have this extended that a strict date is set and the need to reapply also enforced if the work is not completed by such time. I know how much each of you love my endless banter about the demolition program in South Bend, but this time it affects the Commission at its very core. 1631 Lincoln Way West is a South Bend Local Landmark. Last year I attended a Code Enforcement hearing in which the officers and inspectors sought to confirm an order for demolition. At the time of the hearing, I reminded code enforcement that the property was a landmark and that a COA application must be completed and the HPC must approve the demolition before that happened. Brian Haygood the chief inspector at the time confirmed he was aware of the process. Although this office received paperwork for grant money to demolish this building, the director did not forward it completed as we had not received an application for a COA nor was it approved. Fast forward to May 5, 2014, 1 was talking to a code inspector about getting that reboarded as I noticed that the window boards on the second floor were missing. He was surprised that I was unaware that the South Bend Fire Department had been using this structure as a practice site since the start of the year. This was confirmed by the Fire Department as well. There was even a story on the local news to avoid that corner since that department was going to be doing practice during an early morning exercise. A friend in the South Bend Police Department even remembers having to block traffic to allow the trucks to move in and out. The director has more details, but holy cow. There is no end to this administration's agenda for widespread clearing. On a happier note the Restore Michiana workshop for Roofs and Basements went very well. We did not have as many as we had originally scheduled, but those that attended got their money's worth. Next lecture is June 11, 2014 at St Paul's and it is on Saving $$$ with Old Windows and the slide show is the one put on by the National Windows Preservation Collaborative. According to survey card, there are tall narrow paired 1/1 double hung windows. ALTERATIONS: Mastic replacement siding that is installed down to the earth covering the foundation, artificial "stone" veneer on front first storey, some vinyl replacement windows, aluminum storms on most windows, plastic shutters of inappropriate and mismatched sizes, replacement metal doors, original porch may have been removed (according to survey card), two concrete porch stoops with wood 2 x 4s supporting roofs, a large addition onto rear and side transforming into a duplex with a flat roof, plywood over every opening. APPLICATION ITEMS: Dutch lap siding applied directly of existing mastic siding. Remove existing vinyl siding replace with new. Replace existing double hung windows with vinyl Alside double hung windows. Wrap existing windows with aluminum. Install frieze boards and comer boards. Install new 6 panel doors 5 openings. Install trim around front doors. Install vinyl/aluminum soffit/fascia. Install loadbearing fiber cement columns on front porch. DESCRIPTION OF PROPOSED PROJECT: 1402 —1404 Land Trust recently purchased this property and is working with a Code Enforcement ruling that originated as a demolition order that is now modified to a repair order (04 —109) with all exterior repairs to be completed by 10/31/14 and interior repairs 5/9/14. As a vacant and abandoned property, it has been neglected and is quite deteriorated. Other than some wood windows, there is next to nothing original left of this property and those materials have exceeded their useful life. Owner has applied for all the relevant application items to meet the Code ruling by deadline and has been working with HPC Staff on the specific details. HPC has in its file, COA#2002 — 0607B, an approval to replace all windows in the house (with conditions) and for new siding (no specifics), that was never executed. RME#2014 — 0430 was issued to allow new dimensional asphalt shingles to be installed. Staff has advised owner that the preferred solution would be to remove the existing artificial siding and evaluate repair of the original siding, however, with the Code ruling/deadline and the uncertainty of the condition of the siding underneath the mastic, this would not be feasible. Regarding the existing windows, it was hard to tell which ones were wood and which were replaced with vinyl because there is plywood over some windows. From the exterior observation, the windows that are not covered in plywood have deteriorated, including completely rotted sills and trim. Additionally, the aluminum storm windows were likely a product of the 1970s and it is my assumption that none of the windows have been maintenance since at least the time of storm installation, approximately 30 — 40 years ago. Upon reviewing the application items and performing a site visit, the application items seem to be an acceptable solution to put this property back into use. At least four properties in the immediate vicinity within the district are finished in vinyl siding. The addition of frieze and corner boards and trim around doors is an effort to reintroduce architectural detail into areas where the original version of this house may have had them. Additional work is expected to occur under Routine Maintenance Exclusion, ie: removing mastic siding up to reveal brick foundation, repointing and sealing. STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES A. BUILDING MATERIALS Wall materials in the District range from brick, clapboard, decorative shingles and asphalt and asbestos siding to aluminum siding. In the majority of cases the aluminum siding has been applied over the original clapboard. Required Original exterior building materials shall be retained. Deterioration of wood materials shall be pre- vented through repair, cleaning and painting. The existing or original architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry structures shall be maintained, repointed and properly cleaned when necessary. Masonry shall be cleaned only when necessary to halt deterioration or to remove stains and shall be done with the gentlest method possible, such as low pressure water and soft natural bristle brushes. No chemicals, sandblasting or other invasive methods may be used to clean historic buildings. Stucco surfaces shall be maintained by cleaning and repainting when necessary. When repairing stucco, a stucco mixture shall be used. Recommended Whenever possible, the original building materials should be restored. Aluminum or vinyl siding may be used when it is the only feasible alternative to maintaining the original surface material. When used on wood surfaces, this siding should be the same size and style as the original wood. However, it must be noted that such material can contribute to the deterioration of the structure from moisture and insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. It is emphasized that, prior to initiating any restoration or rehabilitation effort, the property owner contact the Historic Preservation Commission of South Bend & St. Joseph County at 125 Lafayette, South Bend. The Commission is an invaluable source of information about all facets of rehabilitation and restoration. Prohibited Wood siding shall not be resurfaced with new material which is inappropriate or was unavailable when the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall not be used on masonry or stucco. This method of cleaning erodes the surface material and accelerates deterioration. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary, expensive and can accelerate deterioration of the masonry. Mortar joints which do not need repointing should not be. Repointing should not be done with mortar of high Portland cement content, which can often create a bond that is stronger than the building materials. This can cause deterioration as a result of differing coefficient of expansion and the differing porosity of the material and the mortar because they can cause serious damage to adjacent brick. Paint should not be removed from masonry surfaces indiscriminately. B. ROOFS AND ROOFING Roof shapes in the district include hip and gable types. All are covered with asphalt shingles. Eaves, in most cases, have wood fascias with gutters and downspouts. Some aluminum -sided houses have aluminum -covered fascias. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weathervanes. Recommended Whenever possible, the original shape and materials of the roof should be restored. Particular effort should be made to retain unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the existing or original in composition, size, shape, color and texture. Prohibited Nothing shall be done to change the essential character of the roof by adding architectural features or roofing materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. C. WINDOWS AND DOORS Window and door frames, in nearly all cases, are wood. Brick structures often have stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Windows are typically wood double -hung or metal casements. Required Existing or original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original or existing. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames and should be removable. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm windows and doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods and fake shutters made of metal, vinyl or fiberglass should not be used if they would detract from the existing character or appearance of the building. D. ENTRANCES, PORCHES AND STEPS Most houses in the District have unenclosed porches across the front of the house or to the side. Stoops and small patios are also present. Many houses have porches with a hip or gable roof. Some porches are integrated under the main roof of the house. Columns, brick piers with colonettes or tapered posts, brick piers with concrete caps or turned spindles support the porch roofs. A few bungalows have fieldstone porch elements. Porch details are unique to and help define the style and character of each house. Required Existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Porches, stoops, patios and steps that are important to the building's style and character shall not be altered or removed. Not Recommended Original porch details should not be replaced with materials representing a different period or style from the original. STAFF RECOMMENDATION: Staff recommends approval of the application items as they are in accordance with the guidelines for Lincoln Way East.
