CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS

DESCRIPTION OF STRUCTURE/ SITE: The Tudor Revival house is a 2 storey
frame on a rectangular plan. It has a gale roof with molded raking trim covered in asphalt
shingles. The body of the house is mainly brick with a herringbone pattern in the front
gable. There are shed roof wall dormers at the side. The original windows are paired 6
light casement windows with fixed transoms and some fixed sidelights. There are new
Pella Casements replacement windows in the openings of the northwest front facades.
The windows have brick header course sills. There is, a front gable at the entry with a
wavy pattern wood siding in the gable. The front porch has tile flooring with wrought
iron railings.
ALTERATIONS: The roof was replaced in-kind in 2008. There are new Pella
aluminum clad casements in the northwest front fagade.
APPLICATION ITEMS: Replace windows.
DESCRIPTION OF PROPOSED PROJECT: The Thorntons have replaced the '
casement windows on the northwest front fagade of the house with Pella ProLine, 2 -Wide
aluminum clad wood casement windows. They propose to replace the casements in the
Family Room located on the northwest front fagade with the same Pella ProLine 2 -Wide
Casements (Exhibit #1). The propose to replace the casement windows on the East
fagade in both the first storey and second storey Master Bedroom with Proline 2 -Wide
Casements (Exhibit 2). They also propose to replace 2 fixed side lights on the first storey
of the East fagade with Pella ProLine, Sash Set Fixed (Exhibit 3). Also please refer to
photographs.
Steve Szaday, Preservation Specialist, saw the work being done without permits or COA.
The homeowner was unaware that in the fine print of the Pella quote (one of three for this
project) was the obligation of the homeowner to apply for all permits. Mr. Thornton was
rather upset with the contractors who started this job without the proper permits and he
immediately called HPC Office and arranged to come into the Office and apply for the
COA.
STANDARDS AND GUIDELINES: East Wayne Street:
C. WINDOWS AND DOORS I
Window and door frames are of wood or steel (some casements) or in the case of brick
structures, stone sills and brick lintels Where metal or vinyl siding has been applied,
window trim has been covered. Storm windows are of wood or aluminum.
Required
Original windows and doors shall be retained including sashes, lintels, sills, shutters,
decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they
shall be replaced with units and trim resembling the original.
Recommended
Wood frame storm windows and doors painted to match the original should be used but
should not damage existing frames. If new sashes or doors are installed, the existing or
original materials, design, and hardware should be used. When metal storm doors are
used, they should be painted, anodized or coated to match the existing. When awnings are
used they should be of canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored
and re -used in place. New window and door openings which would alter the scale and
proportion of the building shall not be introduced. Inappropriate new window and door
features such as aluminum insulating glass combinations that require removal of the
original windows and doors shall not be installed.
Not Recommended
Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used
if they would detract from the existing character or appearance of the building.
STAFF RECOMMENDATION: Staff recommends approval of the project as this
Pella window system resembles the original casement windows. This Pella series has
been approved for installation in other Tudor Revivals in East Wayne Street such as at
1610 E. Wayne.

DESCRIPTION OF STRUCTURE/ SITE:, This is a two storey house with a rectangular plan set upon
a brick foundation. The gambrel roof has almost full length front and back shed dormers that are covered
with asphalt shingles. The windows are 6/1 double hung on the second storey with first storey casements
in the east side, a multi -pane fixed window on the east part of the front fagade and multi pane quarter
round in the attic storey. The walls are wood clapboard. There is a small front porch with a gabled roof
and wood supports, steps and railing. There is a two car jerkin head roof garage that is aluminum sided set
on a concrete foundation.
ALTERATIONS: COA#2013-0628B Replace porch supports and railings. Replace storm doors.
Remove aluminum siding and either paint or replace with vinyl siding. Storm windows will be replaced
with either wood or vinyl to match house siding. Replace leaking metal casement windows in addition
with wood or vinyl double hung 6/6 to match the body of the house. Replace garage doors with either
wood or vinyl to match the house. Remove rear deck and restore rear fagade and door. Remove dead tree
on property line and also tree stump in front of house.
COA#2013-0628A was an in-kind re -roof and gutters.
Front porch has been altered in that the brick wing walls noted in the 1995 survey card are missing.
APPLICATION ITEMS: Replace all'windows on entire home with vinyl per window world with 6/1
double hung. All windows will replicate current windows except: front picture windows will have (2) 6/1
double hung windows in each opening, sm. kitchen window on back of home will be replaced with the
same size window in the kitchen on the west side. Rear window on upper story of home will be larger
(middle window) then current window in order to accommodate staircase properly on the inside. The
staircase window that I am proposing to make larger is 6/6 to match sunroom. (SEE ATTACHMENT)
Construct fence on the east corner of the home, going east to property line with gate in center. Construct
gate of same style between home and garage. Fence will not extend into the front yard.
Removal of sidewalk and steps at the east side of property heading south into the backyard and replace
with dirt/sod. Replace any existing sidewalks in same location and driveway.

STANDARDS AND GUIDELINES:
I. THE ENVIRONMENT
A. IN THE DISTRICT ENVIRONMENT
The district is characterized by its proximity to downtown South Bend and its location adjacent to
Leeper Park and along the St. Joseph River. The district encompasses: two blocks of Riverside Drive
beginning at Marion Street (from 503 Riverside Drive north) and ending at Bartlett Street; two lots
on the north side of Navarre street just west of the alley behind Riverside Drive; the north side of
Hammond Place; the east side of St. Joseph Street between Hammond Place and Bartlett Street; and
the south side of Bartlett Street between St. Joseph and Riverside Drive. The District contains 45
residences and their adjacent outbuildings.
Required
Distinctive existing features such as parks, gardens, streetlights, fences, signs, walkways, streets,
alleys and building setbacks shall be retained. New plant materials, fencing, walkways, streetlights,
signs and benches shall be compatible with the character of the neighborhood in size, scale, material and
color. Street lighting should be maintained at levels recommended by the Illumination Engineering
Society. Sources and light posts should be uniform throughout the District. Lamp fixtures and supporting
posts must be similar in proportion, scale and detail to existing historic lamps (see appendix). Streetlights
should be placed so that adequate illumination is afforded all sections of the public sidewalks. Removal of
shade trees over twelve inches (12") diameter, conifer trees over six inches (6") in diameter or other major
plant elements shall be subject to approval by the Historic Preservation Commission. Any subsequent
replacement trees of any size required by the Historic Preservation Commission shall be retained. The
Riverfront character of the district shall be retained.
Recommended
Whenever possible, the original features should be restored. Plant materials and trees in close proximity to
buildings or streets that are causing deterioration to those elements should be removed. Do not dump
leaves and grass clippings on planted slopes as this practice will kill much of the low ground cover and
leave soil susceptible to erosion. When replacement of utility poles or power lines is necessary,
consideration should be given to underground conduits or utility poles erected along property lines.
Prohibited
Existing relationships of buildings and their environments shall not be destroyed through widening or
closing of existing streets and alleys or by introducing new streets, alleys or parking lots. Signs,
streetlights, benches, new plant materials, fencing, walkways and paving materials which are out of scale
or inappropriate to the neighborhood may not be used. The erection of high walls or barriers which would
alter the relationship of the houses and the river is prohibited. The introduction of heavy trucks or similar
vehicles in the District shall be prohibited. Utility poles with high intensity over head lights shall not be
used on main thoroughfares.
B. BUILDING SITE, LANDSCAPING, & ACCESSORIES
Individual properties in the district are characterized by a house located near the front of each lot,
with a small lawn in front and a larger lawn to the rear of the property. Those properties facing the
river on Riverside Drive generally have sloping front lawns and flat back yards. The majority of
structures have been erected on a single lot. Many of the properties include a garage located at the
rear of the property accessed from unpaved alleys running behind the property. Most properties
have trees, shrubbery and/or hedges. All houses conform to the uniform set -back within each block.
The district has a compact layout. Large homes are constructed on small lots while smaller homes,
such as those on Hammond Place, are constructed on narrow, deep lots. Little of the backyard areas
or rear first stories of these homes is visible from the thoroughfare. In recognition of this, greater latitude
will be allowed in the application of the adopted standards in the rear of the properties, in order to
accommodate the individual preferences of the property owners in the treatment of these backyard areas.
No approval will be necessary for changes in lawn, shrubs, walkways or semi-permanent surface changes
in the rear of houses. Staff approval would be required for semi-permanent structures such as gazebos, but
not for play equipment such as swing sets, sand -boxes, etc.
Required
Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the
properties' history and development shall be retained.
Recommended
New site work should be based upon actual knowledge of the past appearance of the property found in
photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site
elements in scale, type and appearance. Accessory structures such as decks, gazebos, fountains, or small
outbuildings should be appropriate to surrounding site elements in scale, type and appearance. Plant
materials in close proximity to the buildings and which are causing deterioration to the building's historic
fabric should be removed and replaced by more suitable flora as approved by the Historic Preservation
Commission.
Prohibited
No changes may be made to the appearance of the site by removing trees, fencing, walkways,
outbuildings or other site elements before evaluating their importance to the property's history and
development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped.
Front yard areas shall not be fenced, or fences shall not extend forward beyond the setback line of the
property. Telephone or utility poles with high intensity overhead lights should be installed so that they
cannot be seen from the thoroughfare. The installation of unsightly, large devices such as television
satellite dishes shall not be permitted in areas where they can be viewed from the public thoroughfare.
II. EXISTING STRUCTURES
A. BUILDING MATERIALS
Original exterior wall materials in the District include brick, stucco, clapboard, wood shingles and
masonry block. In some instances, vinyl or aluminum siding has been applied over the original material.
Required
Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented
through repair, cleaning and painting. The existing architectural detail around windows, porches, doors
and eaves should be retained or replaced by replicas of the same design and materials when deteriorated
beyond repair. Masonry including brick and stucco shall be cleaned only when necessary to halt
deterioration or to remove stains, and shall be done with a method acceptable for the preservation of the
surface: i.e. low pressure water and soft natural bristle brushes. When repairing stucco, only appropriate
stucco mixture shall be used.
Recommended
Whenever possible, the original building materials should be restored. Metal or vinyl may be used as an
alternative to maintaining or replacing the original surface material when it resembles the original surface
material. When used over wood surfaces, this siding should be the same size and style as the original
wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables,
eaves and other architectural features. Ample ventilation must be afforded the structure when aluminum
or vinyl is to be installed in order to prevent increased deterioration of the structure from moisture and/or
insects. Mortar joints should be repointed only when there is evidence of moisture problems or when
sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated
in composition, color, texture, joint size, method of application and joint profile.
C. WINDOWS AND DOORS
Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In
some cases where synthetic siding has been applied, window trim has been covered. Many structures in
the district have aluminum storm windows. Some houses retain wood framed storm windows.
Required
Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods and
hardware shall be retained or when deteriorated beyond repair, replaced with units and trim resembling
the original.
Recommended
Wood frame storm windows and doors, painted to match the original, should be used but should not
damage existing frames. If new sash and doors are used, the existing or original materials, design, and
hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to
match the existing. When awnings are used they should be of canvas material.
Prohibited
Original doors, windows, and hardware shall not be discarded when they can be restored and re -used in
place. New window and door openings which would alter the scale and proportion of the building should
not be introduced.
Inappropriate new window and door features, such as aluminum and insulating glass combinations that
require removal of the original windows and doors, shall not be installed.
Not Recommended
Awnings, hoods or fake shutters made of metal, vinyl or fiberglass should not be used if they would
detract from the existing character or appearance of the building.
STAFF RECOMMENDATION: Staff recommends approval of the proposed project.

The windows at 230 East Navarre St. have suffered years of neglect. As evidenced not all windows on
the porch addition on the east side of the home were exposed as they were covered with aluminum
siding at some point years ago. These windows are being replaced with vinyl double hung windows with
pane glass in each sash (8 windows in total)
The picture windows on the front of the home are bowing. When looking at them it is obvious they were
changed to picture windows at some point years ago, as the trim work surrounding the windows was
filled in with wood to cover the holes where the double -hung trim work spilt the window opening into
two.
The bottom sash is the wrong size for the west facing dining room window
The small window in the kitchen on the rear south west side of the home is missing most it's frame and
is covered with plexi -glass.
A lot of the windows in the home are missing sills, ropes, hardware, etc. The home has no storm
windows.
The back window in the middle of the upper story on the south side of the home hangs so high, from the
interior it is unreachable from the staircase, too high to see out of, and looks basically out of place from
the interior.
I am proposing that all windows be replaced with white vinyl that will replicate the existing windows but
provide for the same architectural effects with pane glass top sash.
The window in the staircase will be a larger window with pane glass top and bottom sashes
The front picture windows will be pane glass top sash double hung windows to fit each opening
The fence will be of wood material and will not extend into the from yard of the home, but only from
the east front corner going east to the property line and then on the west side of the home between the
garage and home with a gate in that opening and square top trellis at the gate perimeters.
Removal of sidewalk and steps at the east side of the property heading south into the backyard and
replace with dirt/sod
Replace any existing sidewalks in same location and driveway

Re: 230 E Navarre
This afternoon I met with Jerid Wireman at 230 E Navarre to discuss
his application for Certificate of Appropriateness (2014-0530). We walked
around the perimeter and throughout the interior of the property as he
described the changes he was hoping to make.
1) Mr. Wireman stated he wanted to remove the small walkway and
steps to the east of the. front of the house. It does not go anywhere
but to the side of the house. He plans on filling in after removal
and installing sod.
2) Mr. Wireman stated that he would like to remove the front large
windows and replace them with the Jeld-Wen windows that he was
approved for in the previous approved COA. After inspecting the
windows both were in fact bowed out of square. Also they appear
to be not original as evidence that there are cuts along the
framework that would suggest that multiple vertical windows were
there previously.
3) Mr. Wireman stated that he would like a uniform look to the house
and would like to remove the remaining windows to all match the
previously approved Jeld-Wen windows. I took pictures of the
current windows and noticed that there were two windows that the
lower sashes are not the correct sashes but have oversized ones
permanently screwed in place. The remaining windows are in
decent shape but do need some re -glazing, re -roping, and some
stripping of the paint in order to function properly.
4) Mr. Wireman also mentioned he wanted to replace the window that
is facing south on the stairway. Due to the changing of the stairway
numerous times, the position of the window does not allow
operation of it. He stated he would like to replace with a larger
window that would in fact be centered on the wall and allow for
operation from the staircase. I do see an issue that a larger window
would need to be cut in the bell curve that separates the first and
second stories at the rear of the house (south). A detail of the
proposed work should clarify how he intends it to look.
5) Mr. Wireman also stated he would like to install a vinyl privacy
fence that would match the fence being installed by his rear
neighbor. The fence would gate at the northeast corner of the
house, extend south until easement requirements were met, then
west until the garage side entry. He also stated he would add a
gate between the house and garage to the northwest corner of the
house. He has a blind dog that needs to be enclosed.
Mr. Wireman also informed me that he is planning on moving into the
house by the end of August and plans to have all of the above mentioned
work completed before the move.

DESCRIPTION OF STRUCTURE/ SITE: The Dutch Colonial Revival home has a rectangular plan with
appendages set on a concrete foundation. The gambrel roof is covered with architectural shingles. There is a three
bay main fagade the walls are covered in wood shingles. The central front porch has wood columns supporting the
balcony. There is a low railing with vertical slats between columns except at center bay. The balcony above the
porch also has a low railing with vertical slats. The windows are double hung with upper lights over one.
ALTERATIONS: The roof is not original to the house. The gable half round lights were replaced with cedar
vents. The originals are stored. The balcony railing is an addition. The fireplace vented on the east side is an
addition. The large trees noted in the 1985 and 1987 photographs have been removed from the front of the house as
well as the large shrubbery along the porch prior to 2001. A hitching post at the curb noted in both survey cards is
no longer there.
APPLICATION ITEMS: Placed small Koi pond in existing flower bed at northeast edge of front lawn by porch.
Placed a fountain at north west edge of front lawn near porch. Dug flower beds (roses/perennials/annuals) along
front walkway. Dug flower beds (roses/perennials/annuals) in lawn parallel to sidewalk. Multiple seasonal
ornamentals.
DESCRIPTION OF PROPOSED PROJECT. The homeowners have placed a small pond and fountain in the
existing north flower bed area below the porch. Plant flowers in both flower beds below the porch on either side of
the walkway. Create flower beds along the length of the walkway on each side and plant flowers. Create a flower
bed in the rise of the lawn parallel to the side walk and plant flowers.
STANDARDS AND GUIDELINES:
GUIDELINE FOR HISTORIC PRESERVATION & DEVELOPMENT:
The West North Shore Drive Local Historic District was established by an ordinance enacted by the Common
Council of the City of South Bend in 1978 for the protection of the historic character of the neighborhood. Under
the requirements of this ordinance, a Certificate of Appropriateness (CoA) is required for any activity in the district
which requires a building permit or which alters the appearance of a building or site. Painting of previously painted
surfaces is released from this requirement and requires no approval. Consideration by the Historic Preservation
Commission of proposed repairs or alterations is guided by the following set of guidelines which have been
developed in cooperation with neighborhood representatives and have been adopted by referendum of the district
property owners.
C. LAWNS
The current or historic landscaping character of lawns should be preserved. Paving and blacktopping of existing
lawns so as to transform them essentially into parking lots or spaces rather than residential
lawns must be prohibited. Front yard areas, trees, and lawns must remain open. Fencing in front yards is prohibited.
A fence on the Michigan Street side of lots 12 and 13 may be permitted if done in a distinctive way and is
compatible with the character of the structures on these lots, with consideration being made for the high density and
speed of traffic on Michigan Street.
STAFF RECOMMENDATION: Staff recommends approval as landscaping follows the guidelines for the West
North Shore District.

June 2014
20 May Prepared and mailed all approved COAs. Met with Adam Riggs from
Adams Remco about replacing all printers, copier and fax machines with one new multi-
tasking Copier for $5,000.00. Created a listing of inventory and purchase dates -some are
13 years old.
21 May E-mailed listing to Adams Riggs and prepared to meet with Adam Heet
from Notre Dame's school of Architecture about joint project. Visited the Studebaker
Museum's Then and Now exhibit with Andy Beckman. Prepared for meeting at Kizer
House on South Bend's 150' Anniversary of incorporation as a City.
22 May Meeting at Kizer House with SB 150 Content Committee organized by
Laura Moran Walton of the Community Foundation. Looking for Committee to vet
information to make sure it is accurate and to provide information from our areas of
expertise. There is currently about 80 other people involved in this project. Informal
meeting with Stan Molenda on the Ambassadors for Christ Church roof and the Dean
Building's crumbling south fascade. RMEs for 127 Franklin, 305 W. Navarre and 1212
LWE; plus turned in 601 N. Lafayette for trash. Researched vacant park area in
Edgewater for Matt Moyers -no it's not called Voorde Park or any other "park".
Continued research on Leeper Park National Register Nomination to determine if
Navarre's Cabin is owned by NICH. It's a contributing structure.
23 May General Office work and research on subjects for the Content Committee.
Sent contact information to Code for Ambassadors for Christ (7859 S. Ashland, Chicago
60620-4253) whose South Bend landmarked church's roof is in bad shape.

Nothing appears to have an impact on districts or landmarks. Attended the SL Joseph
County Parks Foundation Awards National Register recognition for the Red Barn dinner at
St. Pat's Park. HPC was acknowledged for the work on the Nomination. In attendance
were Cory Nolan, Rafael Morton both County Councilmen, Tim Sexton from Notre
Dame; judge Daniel Manion among other prominent people from the Community.

Setting up appointment next week for Elicia and me with Kelly Sanford. 2015 Budget

Mune General Office work. Jason owner from 239 W. Marion came in upset
about the red tape and that he needed a COA and Building Pen -nit for the porch he is
constructing. He refused to apply for a COA when I told him that this could not be Staff
approved and that the Commissioners would have to approve it. Building Department
red tagged the project, and Jason also spoke with Steve Szaday.

Hello Commission!
Ahhhh, Summer! At least the rain has stopped for the moment and maybe
we can get some work done. There have been some naughty children out there doing
work without permits: 1524 East Wayne

In all honesty, I cannot blame contractors reputable or not for starting work
without a permit. Although the building department can fine up to 3-5 times what the
permit should cost they do not. The ONLY fine they have ever issued and collected is
framed on the wall like some kind of mediocre trophy. So most contractors know there is
no monetary penalty for not having a permit. As a matter of fact it behooves them to not
get a permit as they can just pocket the permit cost the homeowner has already paid them.
If they do get caught, they play dumb go downtown pay their permit and no penalty or
delay. The city does not red tag roof projects to avoid the liability if damage occurs
during time lost while getting permits. For a city and a department that is always
complaining about being a little short on cash, the five projects listed above are a fine
start.
Another dozen homes between Chapin Park and N St Joseph/Riverbend have
been turned in for excessive vegetation and trash in yards to code enforcement.
Code Enforcement has struck again!!! This time it is 213 E South Street. We
have placed several requests over the last two years for this building to be secured. The
property was behind tens of thousands in taxes. I asked Pete Mullen about this and even
gave him the address last fall. He offered the explanation that it was merely missed over
and should have been on the next tax sale which has come and gone. Please see attached
pictures and the damage one weekend can make.
On a happier note the Restore Michiana workshop for "Saving $$$ with Old
Windows" went even better than expected. I appeared on Experience Michiana last week
to promote the series as well as the tours coming up. I will not be giving the August 23
bus tour since I have been invited to attend the advance cemetery repair workshop in
Indianapolis with the DHPA. I learned a great deal at the last one and they were so
pleased with my work, they signed me up for the second one immediately and with no
charge to me for the class. (It pays to pay attention) I will be cleaning some headstones in
July at City Cemetery.

DESCRIPTION OF STRUCTURE/ SITE: The Tudor Revival house is a 2 storey frame on a rectangular plan. It has a gale roof
with molded raking trim covered in asphalt shingles. The body of the house is mainly brick with a herringbone pattern in the
front gable. There are shed roof wall dormers at the side. The original windows are paired 6 light casement windows with fixed
transoms and some fixed sidelights. There are new Pella Casements replacement windows in the openings of the northwest front
facades. The windows have brick header course sills. There is a front gable at the entry with a wavy pattern wood siding in the
gable. The front porch has tile flooring with wrought iron railings.
ALTERATIONS: The roof was replaced in-kind in 2008. There are new Pella aluminum clad casements in the northwest front
fagade.
APPLICATION ITEMS: Replace windows.
DESCRIPTION OF PROPOSED PROJECT: The Thomtons have replaced the casement windows on the northwest front fagade
of the house with Pella ProLine, 2 -Wide aluminum clad wood casement windows. They propose to replace the casements in the
Family Room located on the northwest front fagade with the same Pella ProLine 2 -Wide Casements (Exhibit #1). The propose to
replace the casement windows on the East fagade in both the first storey and second storey Master Bedroom with Proline 2 -Wide
Casements (Exhibit 2). They also propose to replace 2 fixed side lights on the first storey of the East fagade with Pella ProLine,
Sash Set Fixed (Exhibit 3). Also please refer to photographs.
Steve Szaday, Preservation Specialist, saw the work being done without permits or COA. The homeowner was unaware that in
the fine print of the Pella quote (one of three for this project) was the obligation of the homeowner to apply for all permits. Mr.
Thornton was rather upset with the contractors who started this job without the proper permits and he immediately called HPC
Office and arranged to come into the Office and apply for the COA. .

Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum.

DESCRIPTION OF STRUCTURE/ SITE: This is a two storey house with a rectangular plan set upon a brick foundation. The
gambrel roof has almost full length front and back shed dormers that are covered with asphalt shingles. The windows are 6/1
double hung on the second storey with first storey casements in the east side, a multi -pane fixed window on the east part of the
front fagade and multi pane quarter round in the attic storey. The walls are wood clapboard. There is a small front porch with a
gabled roof and wood supports, steps and railing. There is a two car jerkin head roof garage that is aluminum sided set on a
concrete foundation.
ALTERATIONS: COA#2013-0628B Replace porch supports and railings. Replace storm doors. Remove aluminum siding and
either paint or replace with vinyl siding. Storm windows will be replaced with either wood or vinyl to match house siding.
Replace leaking metal casement windows in addition with wood or vinyl double hung 6/6 to match the body of the house.
Replace garage doors with either wood or vinyl to match the house. Remove rear deck and restore rear fagade and door.
Remove dead tree on property line and also tree stump in front of house.

DESCRIPTION OF PROPOSED PROJECT: (SEE PRESERVATION SPECIALIST REPORT)
STANDARDS AND GUIDELINES:
I. THE ENVIRONMENT
A. IN THE DISTRICT ENVIRONMENT
The district is characterized by its proximity to downtown South Bend and its location adjacent to Leeper Park and along the St.
Joseph River. The district encompasses: two blocks of Riverside Drive beginning at Marion Street (from 503 Riverside Drive
north) and ending at Bartlett Street; two lots on the north side of Navarre street just west of the alley behind Riverside Drive; the
north side of Hammond Place; the east side of St. Joseph Street between Hammond Place and Bartlett Street; and the south side
of Bartlett Street between St. Joseph and Riverside Drive. The District contains 45 residences and their adjacent outbuildings.
Required
Distinctive existing features such as parks, gardens, streetlights, fences, signs, walkways, streets,
alleys and building setbacks shall be retained. New plant materials, fencing, walkways, streetlights, signs and benches shall be
compatible with the character of the neighborhood in size, scale, material and color. Street lighting should be maintained at levels
recommended by the Illumination Engineering Society. Sources and light posts should be uniform throughout the District. Lamp
fixtures and supporting posts must be similar in proportion, scale and detail to existing historic lamps (see appendix). Streetlights
should be placed so that adequate illumination is afforded all sections of the public sidewalks. Removal of shade trees over
twelve inches (12') diameter, conifer trees over six inches (0) in diameter or other major plant elements shall be subject to
approval by the Historic Preservation Commission. Any subsequent replacement trees of any size required by the Historic
Preservation Commission shall be retained. The Riverfront character of the district shall be retained.
Recommended
Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings or streets
that are causing deterioration to those elements should be removed. Do not dump leaves and grass clippings on planted slopes as
this practice will kill much of the low ground cover and leave soil susceptible to erosion. When replacement of utility poles or
power lines is necessary, consideration should be given to underground conduits or utility poles erected along property lines.
Prohibited
Existing relationships of buildings and their environments shall not be destroyed through widening or closing of existing streets
and alleys or by introducing new streets, alleys or parking lots. Signs, streetlights, benches, new plant materials, fencing,
walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The erection of high
walls or barriers which would alter the relationship of the houses and the river is prohibited. The introduction of heavy trucks or
similar vehicles in the District shall be prohibited. Utility poles with high intensity over head lights shall not be used on main
thoroughfares.
B. BUILDING SITE, LANDSCAPING, & ACCESSORIES
Individual properties in the district are characterized by a house located near the front of each lot,
with a small lawn in front and a larger lawn to the rear of the property. Those properties facing the river on Riverside Drive
generally have sloping front lawns and flat back yards. The majority of structures have been erected on a single lot. Many of the
properties include a garage located at the rear of the property accessed from unpaved alleys running behind the property. Most
properties have trees, shrubbery and/or hedges. All houses conform to the uniform set -back within each block. The district has a
compact layout. Large homes are constructed on small lots while smaller homes, such as those on Hammond Place, are
constructed on narrow, deep lots. Little of the backyard areas or rear first stories of these homes is visible from the thoroughfare.
In recognition of this, greater latitude will be allowed in the application of the adopted standards in the rear of the properties, in
order to accommodate the individual preferences of the property owners in the treatment of these backyard areas. No approval
will be necessary for changes in lawn, shrubs, walkways or semi-permanent surface changes in the rear of houses. Staff approval
would be required for semi-permanent structures such as gazebos, but not for play equipment such as swing sets, sand -boxes, etc.
Required
Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the properties' history and
development shall be retained.
Recommended
New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings
and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance.
Accessory structures such as decks, gazebos, fountains, or small outbuildings should be appropriate to surrounding site elements
in scale, type and appearance. Plant materials in close proximity to the buildings and which are causing deterioration to the
building's historic fabric should be removed and replaced by more suitable flora as approved by the Historic Preservation
Commission.
Prohibited
No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other site elements
before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into
parking lots nor paved nor blacktopped.
Front yard areas shall not be fenced, or fences shall not extend forward beyond the setback line of the property. Telephone or
utility poles with high intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. The
installation of unsightly, large devices such as television satellite dishes shall not be permitted in areas where they can be viewed
from the public thoroughfare.
II. EXISTING STRUCTURES
A. BUILDING MATERIALS
Original exterior wall materials in the District include brick, stucco, clapboard, wood shingles and masonry block. In some
instances, vinyl or aluminum siding has been applied over the original material.
Required
Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning
and painting. The existing architectural detail around windows, porches, doors and eaves should be retained or replaced by
replicas of the same design and materials when deteriorated beyond repair. Masonry including brick and stucco shall be cleaned
only when necessary to halt deterioration or to remove stains, and shall be done with a method acceptable for the preservation of
the surface: i.e. low pressure water and soft natural bristle brushes. When repairing stucco, only appropriate stucco mixture shall
be used.
Recommended
Whenever possible, the original building materials should be restored. Metal or vinyl may be used as an alternative to
maintaining or replacing the original surface material when it resembles the original surface material. When used over wood
surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original
him around windows, doors, cornices, gables, eaves and other architectural features. Ample ventilation must be afforded the
structure when aluminum or vinyl is to be installed in order to prevent increased deterioration of the structure from moisture
and/or insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is
missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size,
method of application and joint profile.
C. WINDOWS AND DOORS
Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where
synthetic siding has been applied, window trim has been covered. Many structures in the district have aluminum storm windows.
Some houses retain wood framed storm windows.

DESCRIPTION OF STRUCTURE/ SITE: The Dutch Colonial Revival home has a rectangular plan with appendages set on a
concrete foundation. The gambrel roof is covered with architectural shingles. There is a three bay main fagade the walls are
covered in wood shingles. The central front porch has wood columns supporting the balcony. There is a low railing with vertical
slats between columns except at center bay. The balcony above the porch also has a low railing with vertical slats. The windows
are double hung with upper lights over one.
ALTERATIONS: The roof is not original to the house. The gable half round lights were replaced with cedar vents. The
originals are stored. The balcony railing is an addition. The fireplace vented on the east side is an addition. The large trees noted
in the 1985 and 1987 photographs have been removed from the front of the house as well as the large shrubbery along the porch
prior to 2001. A hitching post at the curb noted in both survey cards is no longer there.
APPLICATION ITEMS: Placed small Koi pond in existing flower bed at northeast edge of front lawn by porch. Placed a
fountain at north west edge of front lawn near porch. Dug flower beds (roses/perennials/annuals) along front walkway. Dug
flower beds (roses/perennials/annuals) in lawn parallel to sidewalk. Multiple seasonal ornamentals.
DESCRIPTION OF PROPOSED PROJECT. The homeowners have placed a small pond and fountain in the existing north
flower bed area below the porch. Plant flowers in both flower beds below the porch on either side of the walkway. Create flower
beds along the length of the walkway on each side and plant flowers. Create a flower bed in the rise of the lawn parallel to the
side walk and plant flowers.
STANDARDS AND GUIDELINES:
GUIDELINE FOR HISTORIC PRESERVATION & DEVELOPMENT:
The West North Shore Drive Local Historic District was established by an ordinance enacted by the Common Council of the City
of South Bend in 1978 for the protection of the historic character of the neighborhood. Under the requirements of this ordinance,
a Certificate of Appropriateness (CoA) is required for any activity in the district which requires a building permit or which alters
the appearance of a building or site. Painting of previously painted surfaces is released from this requirement and requires no
approval. Consideration by the Historic Preservation Commission of proposed repairs or alterations is guided by the following set
of guidelines which have been developed in cooperation with neighborhood representatives and have been adopted by
referendum of the district property owners.
C. LAWNS
The current or historic landscaping character of lawns should be preserved. Paving and blacktopping of existing lawns so as to
transform them essentially into parking lots or spaces rather than residential
lawns must be prohibited. Front yard areas, trees, and lawns must remain open. Fencing in front yards is prohibited. A fence on
the Michigan Street side of lots 12 and 13 may be permitted if done in a distinctive way and is compatible with the character of
the structures on these lots, with consideration being made for the high density and speed of traffic on Michigan Street.
STAFF RECOMMENDATION: Staff recommends approval as landscaping follows the guidelines for the West North Shore
District.

DESCRIPTION OF STRUCTURE/ SITE: The home at 1307 E. Wayne North has a 2 storey frame construction that is faced
with brick and stucco with a rectangular plan. The house has a flared gabled roof with asbestos shingles, there is also a one storey
gabled side section and a one storey flat roof section at the rear. There is a large front shed roof dormer; and front and rear
gabled formers through the cornice. The windows are 6/1 double hung sash windows, there is a arched entry door with arched
diamond-shaped multi -paned leaded glass side windows.
ALTERATIONS: The screened in front porch was noted as an addition on the August 1986 survey card.
COA#2003-0109 Replaced 13 wood windows with Pella brand aluminum -clad wood windows: 3 double hung windows on the
east side, I double casement and 3 double hung on the west side and 6 rectangular double hung windows on the back of the
house. Casement was replaced by a Pella casement window. Kitchen windows replaced to match windows in the rest of the
home. Driveway replaced with solid drive way. Patio, seat wall installed at rear of house with a pergola in 2009.
APPLICATION ITEMS: Remove old roof, install new slate. Remove old asbestos and install new ice and water shield and new
slate.
DESCRIPTION OF PROPOSED PROJECT. The homeowners have contracted with Mike Smith Roofing to remove the
asbestos roofing materials and dispose of the asbestos in a Waste Management Asbestos Waste Lined Shipment Container. Mike
Smith Roofing will replace decking as needed, install new ice and water shield over the entire roof, install copper flashing and
valleys and install slate roofing in a similar color palate to original.
STANDARDS AND GUIDELINES: East Wavne Street:

Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered with a variety
of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles.. Residences in most cases have wood fascias
with gutters and downspouts. The facias of some vinyl or metal sided houses are covered with the same material.
Required
The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character
shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes.
Recommended
Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain
materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is
deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition,
size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the
structure; they should be maintained whenever possible or replaced
with a style comparable and suitable to the architectural period.
Prohibited
Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural
features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of
architectural features important to its character.
Not Recommended
Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a
building.
