A steep gabled roof has flared eaves and asphalt shingles. Faqade materials are brick, stucco, and half-timbering. Windows are 6 -light casements with fixed transom. ALTERATIONS: Slate roof replaced with asphalt shingles (COA10996-0703). APPLICATION ITEMS: Remove and extend rear yard pat io/garden area towards the north (per attached drawings). Ad . d new covered pergola structure linking house to garage, extend existing 6'-0" fence @ west property line. Add new 136"-48" tall fence from west property line to screen porch. DESCRIPTION OF PROPOSED PROJECT: The rear yard patio/garden area is discreet from street view. The extension of the existing fence, of the same style, will make the entire rear yard private. A new cedar pergola with raised scam metal roof will be slightly visible from Sunnyside over an existing brick r arch entry to the rear yard but is designed in character with the property, incorporating architectural detail of the original structure. STANDARDS AND GUIDELINES:, I. THE ENVIRONMENT A. THE DISTRICT ENVIRONMENT The district is characterized by its proximity to downtown South Bend. It encompasses several blocks of East Wayne Street, North and South, from Eddy Street east to Greenlawn and the south side of Jefferson Boulevard from Eddy Street east to Sunnyside Avenue. The district is bounded on the north by Jefferson Boulevard from Eddy Street to Sunnyside Avenue and then by the north property lines of the Wayne Street properties to Greenlawn. The south boundary is the southern right of way of the alley or the southern property lines of East Wayne Street, South. Unique features of the neighborhood include the island or homes between East Wayne Street North and East Wayne Street South, the parks at each end of the island, and the brick pillars at the entrance way (Eddy Street) to the subdivision with signage reading "Whitcomb and Keller's Sunnymede." Definition - the term "trees" in the following standards shall be defined as follows: shade trees - twelve (12) inches in diameter. ornamental trees - four (4) inches in diameter or fifteen (15) feet in height. evergreen trees - eight (8) inches in diameter or fifteen (15) flet in height*. Any removal or planting of trees which are of the sizes indicated above or larger shall be reviewed by the Historic Preservation Commission. *Definition of trees by David Barneord, ASLA, Indiana Certified I Landscape Architect, THE LANDSCAPE DESIGN COMPANY, INC. Required Distinctive existing features such as brick entry pillars, parks, gardens, streetlights, fences, signs, walkways, streets and building setbacks shall be retained. Major landscaping items, fencing, walkways, streetlights, signs and benches shall be compatible with the character of the neighborhood in size, scale, material and color. Street lighting should be maintained at levels recommended by the Illuminating Engineering Society. Light sources must have spectral distribution in all color ranges. Older I ight fixtures and supporting posts must be similar in proportion, scale, size, shape, style, and appearance to the existing historic lamps. Street] iglits shall be placed so that adequate illumination is afforded all sections of public sidewalks (refler to Appendix A). Recommended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings, sidewalks or streets that are causing deterioration to those elements should be removed. As much natural vegetation as possible should be preserved. If large shrubs become unsightly to the point of detracting from the historic character of the house or site, they should be cut back and allowed to rejuvenate. Dead and diseased material should be selectively removed, Trees and major landscaping elements that must be removed for one reason or another should be immediately replaced by suitable flora. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. The curb height should be sufficient to maintain adequate drainage of the street. If older light fixtures are taken down in the city, they should be reserved for use in [fie historic district. C, B, BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of flat lawn, often ,divided by a walk leading to the front entrance. Several of the residences are sited oil two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property, The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed froill the alley. There are also it I'= homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blaektopped. Friont yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. Wayne is a 2 storey frame construction with a steep multi -gable roof set on an irregular floor plan situated on a corner lot. The roof has asphalt shingles and wall dormers through the cornice. The walls are stucco with half timbering in the gable. The windows are 12 light casement style. There is a Tudor arch entry door with full length louvered shutters. There is an attached garage with gabled roof on the south side of the house and an enclosed porch on the north side of the house. ALTERATIONS: The porch was originally enclosed in 1937 and re -modeled in 2002. The original slate roof was replaced in 2001. The garage doors were replaced in 2002. Some of the windows appear to be replacements. APPLICATION ITEMS: Please see attached and Exhibits A -I provided by homeowners. DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to remove the original Tudor door and frame which is in poor condition and replace it with a fiberglass Mahogany top view Craftsman 6 Light Camber Top door by Jeld Wen. It will not have the dentil shelf option. The homeowners have met with Staff over the past year concerning the condition of the door. They have explored options of custom wood doors and do not feel the investment in such an expensive door with a one year warranty is a prudent option. They also have been advised against placing a storm door as the eastern exposure would create a moisture issue between the storm door and the house door which would further contribute to deterioration. Preservation Specialist, Steve Szaday, believes that the installation of a storm door would not contribute to the deterioration of an entry door. His comments are attached. STANDARDS AND GUIDELINES: East Wavne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the project as it conforms to the guidelines for East Wayne Street. Staff recommends any remaining original hardware be re -used and the original door/frame unit be stored after removal either in the rafters of the garage or in the basement. C.D. Hostetler, Director July 9, 2014 TO: Historic Preservation Commission FROM: Steve Szaday Preservation Specialist RE: 1430 E Wayne Commission, Upon my visit last year, I determined that the frame work for the entry door on Twyckenham side is rectangular in shape. The "peaked" shape door is mounted on a frame that compensates for its shape and is attached to the rectangular framework. Any rectangular door or framework would work that was sized appropriately. I would recommend approval of the replacement as it would make for a more secure entry that would fit the original framework better. I would disagree with the statement that a storm door facing east with that exposure would further damage to a'replacement. Storm doors are designed to help protect the entry door from the elements. The question of moisture being trapped inside is a simple adjustment of the sweep at the bottom of the storm door to allow moisture to escape. This is the same concept of weep holes in storm windows. The current door is a four -panel Tudor arch door set in a rectangular opening with wood spandrels, as shown on Exhibit A. It has a window with rectangular panes. The door faces east and is unprotected. The door and the spandrels are badly degraded. The door was already in very bad shape when we bought the house 27 years ago. We have tried to nurse it along by filling and restaining the rotten wood on the inside, painting the outside many times, replacing weather stripping, caulking and painting the spandrels, and putting a door plate on the outside to cover the bottom part of the door that is falling apart. We have sought advice on having the door repaired, and have been told that would be a waste of money, as the core has probably become irreparably damaged by moisture and weather over the years. Our first thought was to replace the door with another Tudor arch door. This would have to be custom made. We have obtained several quotes. The cheapest is from a company in Crown Point, Nick's Building Supply, attached as Exhibit B. A door and frame from Nick's would cost $3723.60—and of course, we would also need to pay our contractor to fashion custom spandrels and install the door. Nick's is a huge facility with over a million doors in stock and world-wide distribution. We visited the warehouse/showroom and talked at length with the door specialist, who explained all the options for our situation. He also explained several other points that have been confirmed in discussions with other companies: (1) an unprotected east -facing wood door will always be problematic, requiring constant maintenance and vigilance, (2) it does not help to add a storm door—on the contrary, that would be worse for the door because it would trap heat and humidity, (3) there is no guaranty in the business that is longer than one year, because of all of the things that can go wrong with a wood door, and all of the ways an owner an compromise it, and (4) our opening is not tall enough to accommodate a standard door of a different shape such as one with a round or "eyebrow" arched top. Two other quotes for custom Tudor arch doors are attached as Exhibits C and D. In addition, we have explored the idea of "local Amish craftspeople" and have received estimates of around $4800, with no guaranty against splitting or other problems. Finally, Big C Lumber gave us a verbal estimate of $5000. As much as we love our Tudor arch front door, these prices seem very high, particularly for a solution that is very likely to bring continued problems. Therefore, we propose replacing the door with the Jeld-Wen fiberglass door that is shown on Exhibit E (minus the dental molding). It is a fairly plain wood-grain door in their "Architectural Fiberglass" series with a camber-top 6-pane window. For more information, please refer to page 32 of the Jeld-Wen brochure that we are submitting with this proposal. A quote is attached as Exhibit F. We favor this solution for the following reasons: (1) Durability—especially with the possibility of using factory-applied stain (on the interior) and paint (red, on the outside). (2) Style—please see Exhibits G and H for examples of Tudor revival homes in our neighborhood that have a rectangular front door with an arched, multi- pane window. We think the arch will continue the feeling of the original door, to some extent, and will also coordinate nicely with the interior arches in our entryway, dining room and living room. The multiple panes will repeat the panes in the home's casement windows, two other exterior doors, and garage doors. (3) Ease of installation—our door opening is actually a rectangular opening, and a standard (3' by 6'8") rectangular replacement door will fit. Note that this is unlike all other Tudor arch door settings that we have found in our neighborhood, where the opening itself is in the shape of an arch—see, for example, Exhibit I. These will be in-kind Anderson wood windows which will match the other Anderson windows. Met with Kelly Sanford, SJC grant writer with Elicia. Elicia brought her up to speed on the types of grants we apply for. Kelly seemed very eager to help us and review our work. 23 June Met with CJ Cunningham of the Troyer Group. He reviewed our files on the Metzger farm on Adams and the Harris Cemetery on Adams. This is for Granger Paths part B. Also reviewed the 106 Review for Merrifield Park Trail Draft Copy which was permeated with references to HPC even though Merrifield is located in Mishawaka and we would have no jurisdiction. E-mailed with the spelling and grammatical corrections and where to remove HPC from the text, and also to change that HPC prints the County Sites and Structures Inventory not HLFI. He would like HPC to comment on the Matthews' plan for Howard Park. 26 June Met briefly with Gary Gilot about Madison School's plans for gardening in Leeper Park using the Kessler Plan for the general outlines but planting vegetables and herbs instead of flowers. He also said that a new well was going to supply the water for the duck pond and the gardens as well as proposed changes to the fence at the duck pond. He did say that currently die duck pond is using chlorinated and fluoride treated City water -not necessary for the ducks. There also would not be public access to the duck pond as proposed by the Engineering students. He plans to send me his outline for these projects and additional vegetable gardening in the west section of Leeper along the bluff. I suggested that they do not grow corn. Steve Szaday learned from Stan Molenda that 213 E. South Street would be boarded before the boarding crew clocked out for the day. This house in Taylor's Field had been pillaged ever since the big blue OK was spray painted on the house, indicating that the utilities were off and served as an invitation to scrappers. We saw a lot of damage done by trees and even gutters and shingles ripped right off of houses. Not one district escaped at least one tree downed. Some of our prized spots such as Tippecanoe suffered several trees uprooted and sidewalks in shambles. Restoration work continues on a number of houses throughout the districts and at Iocal`landmarks. Speaking of restoration work; Holy Cow there is someone working on the People's church on our block. Amazing! Kudos to` Catherine for her numerous pleas with code enforcement to have the property attended to. We -know that the storms caused dozens of slate roof tiles to be blown into thq street, sidewalks, and parking lots. STANDARDS AND GUIDELINES: I. THE ENVIRONMENT A. THE DISTRICT ENVIRONMENT The district is characterized by its proximity to downtown South Bend. It encompasses several blocks of East Wayne Street, North and South, from Eddy Street east to Greenlawn and the south side of Jefferson Boulevard from Eddy Street east to Sunnyside Avenue. The district is bounded on the north by Jefferson Boulevard from Eddy Street to Sunnyside Avenue and then by the north property lines of the Wayne Street properties to Greenlawn. The south boundary is the southern right of way of the alley or the southern property lines of East Wayne Street, South. Unique features of the neighborhood include the island of homes between East Wayne Street North and East Wayne Street South, the parks at each end of the island, and the brick pillars at the entrance way (Eddy Street) to the subdivision with signage reading "Whitcomb and Keller's Sunnymede." Definition - the term "trees" in the following standards shall be defined as follows: shade trees - twelve (12) inches in diameter. ornamental trees - four (4) inches in diameter or fifteen (15) feet in height. evergreen trees - eight (8) inches in diameter or fifteen (15) feet in height*. Any removal or planting of trees which are of the sizes indicated above or larger shall be reviewed by the Historic Preservation Commission. *Definition of trees by David Barncord, ASLA, Indiana Certified Landscape Architect, THE LANDSCAPE DESIGN COMPANY, INC. Required Distinctive existing features such as brick entry pillars, parks, gardens, streetlights, fences, signs, walkways, streets and building setbacks shall be retained. Major landscaping items, fencing, walkways, streetlights, signs and benches shall be compatible with the character of the neighborhood in size, scale, material and color. Street lighting should be maintained at levels recommended by the Illuminating Engineering Society. Light sources must have spectral distribution in all color ranges. Older light fixtures and supporting posts must be similar in proportion, scale, size, shape, style, and appearance to the existing historic lamps. Streetlights shall be placed so that adequate illumination is afforded all sections of public sidewalks (refer to Appendix A). Recommended Whenever possible, the original features should be restored. Plant materials and trees in close proximity to buildings, sidewalks or streets that are causing deterioration to those elements should be removed. As much natural vegetation as possible should be preserved. If large shrubs become unsightly to the point of detracting from the historic character of the house or site, they should be cut back and allowed to rejuvenate. Dead and diseased material should be selectively removed. Trees and major landscaping elements that must be removed for one reason or another should be immediately replaced by suitable flora. When replacement of utility poles or power supply lines is necessary, consideration should be given to underground conduits or utility poles erected along rear property lines. The curb height should be sufficient to maintain adequate drainage of the street. If older light fixtures are taken down in the city, they should be reserved for use in the historic district. Light fixtures on top of the brick pillars at the Eddy Street entryway should be replaced according to these standards. Prohibited Existing relationships of buildings and their environments shall not be destroyed through widening existing streets, application of asphalt or other bituminous coverings, or by introducing new streets or parking lots. Signs, streetlights, benches, major landscaping items, fencing, walkways and paving materials which are out of scale or inappropriate to the neighborhood may not be used. The introduction of heavy trucks or similar vehicles in the District shall be prohibited. Not Recommended High-intensity overhead streetlights should not be used. B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. Wayne is a 2 storey frame construction with a steep multi -gable roof set on an irregular floor plan situated on a comer lot. The roof has asphalt shingles and wall dormers through the cornice. The walls are stucco with half timbering in the gable. The windows are 12 light casement style. There is a Tudor arch entry door with full length louvered shutters. There is an attached garage with gabled roof on the south side of the house and an enclosed porch on the north side of the house. ALTERATIONS: The porch was originally enclosed in 1937 and re -modeled in 2002. The original slate roof was replaced in 2001. The garage doors were replaced in 2002. Some of the windows appear to be replacements. APPLICATION ITEMS: Please see attached and Exhibits A -I provided by homeowners. DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to remove the original Tudor door and frame which is in poor condition and replace it with a fiberglass Mahogany top view Craftsman 6 Light Camber Top door by Jeld Wen. It will not have the dentil shelf option. The homeowners have met with Staff over the past year concerning the condition of the door. They have explored options of custom wood doors and do not feel the investment in such an expensive door with a one year warranty is a prudent option. They also have been advised against placing a storm door as the eastern exposure would create a moisture issue between the storm door and the house door which would further contribute to deterioration. Preservation Specialist, Steve Szaday, believes that the installation of a storm door would not contribute to the deterioration of an entry door. His comments are attached. STANDARDS AND GUIDELINES: East Wavne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. STAFF RECOMMENDATION: Staff recommends approval of the project as it conforms to the guidelines for East Wayne Street. Staff recommends any remaining original hardware be re -used and the original door/frame unit be stored after removal either in the rafters of the garage or in the basement. C.D. There are casement windows as well as a large picture window with brick header course sills and ornamental louvered shutters. The fagade is brick with vertical and horizontal wood siding. The central porch has a shed roof that extends from the first storey gable with brick supports and a brick and concrete stoop. There is a central brick chimney. There is an attached two car garage with one garage door and a gable roof. ALTERATIONS: There is a pre -1986 1 storey hip rear addition. APPLICATION ITEMS: Siding and Garage Door -identical to existing style (non -wood) DESCRIPTION OF PROPOSED PROJECT: Replace wood garage door with non -wood in same style; replace deteriorating wood siding with horizontal Champion Dutchlap siding. STANDARDS AND GUIDELINES: East Wayne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal stone doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be installed. Not Recommended Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing character or appearance of the building. II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall materials in the District include limestone, flagstone, stucco, clapboard, wood shingles, sandstone and masonry block. In some instances, vinyl or aluminum siding have been applied over the original surface. Required Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing or original architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry including brick, limestone, flagstone, 4 sandstone and stucco shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with a method acceptable for the preservation of the surface: i.e. low pressure water and soft natural bristle brushes. When repairing stucco, stucco mixture compatible in composition, color and texture shall be used. Recommended Whenever possible, the original building materials should be restored. Metal or vinyl siding may be used when it is the only alternative to maintaining or replacing the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Ample ventilation must be afforded the structure when metal or vinyl siding has been installed in order to prevent increased deterioration of the structure from moisture and/or insects. Mortar joints should be re -pointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. It is emphasized that, prior to initiating any restoration or rehabilitation effort, the property owner should contact the Historic Preservation Commission of South Bend and St. Joseph County which is located in the County/City Building of South Bend. The Commission is an invaluable source of information about all facets of rehabilitation and restoration. Prohibited Wood siding shall not be resurfaced with new material which is inappropriate or was unavailable when the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall not be used on masonry including brick, stucco, limestone, flagstone and sandstone. This method of cleaning erodes the surface material and accelerates deterioration. Brick surfaces shall not be painted unless they had been painted originally. Repointing shall not be"done with a mortar of high Portland cement content which can often create a bond that is stronger than the building material. This can cause deterioration as a result of the differing coefficient of expansion and the differing porosity of the material and the mortar, which can result in serious damage to adjacent brick. Paint shall not be removed from masonry surfaces indiscriminately. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry surfaces unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary and expensive, and can accelerate deterioration of the masonry. Mortar joints which do not need re -pointing should not be re -pointed. STAFF RECOMMENDATION: I visited the home and met with the owners Jon and Debra Gaul after an office visit on 07/14/2014. The owners had some damage from the recent storm and also had some pests enter the soffit and eaves along the edges of the wood siding. The owners have an insurance claim that they are looking to cash in on with this approval and get scheduled ASAP. Most of the house from the approach is brick, however the peaks, rear, and areas around the garage are wood siding. The existing siding is deteriorated especially along the rear where the siding meets the concrete foundation. The existing siding runs both vertical and horizontal depending on its location. I also noticed the lack of venting along the soffits and area above the front door. The owners are looking to have the soffits wrapped with "hidden' vented vinyl panels, the front door ceiling with vinyl soffit panels, new gable vents, exterior siding underlayment, new champion Dutchlap horizontal siding, as well as new seamless gutters, downspouts, and leaf guards. The existing shutters will be removed then re -installed following the installation of the siding. The house although on a prominent comer across from the triangular shaped western park, lacks some curb appeal due to the color washing of it all being brown with only the windows having any accents. The owner expressed the desire to correct this since the work was going to be done anyway. Also the original wood garage door has warped and buckled. The owner has selected a non -wood replacement that looks to have the same visual pattern and style as the existing but would be lighter and less likely to deteriorate. I recommend the approval of the COA. Many areas of the existing siding are beyond repair and would need entire panel replacement as well as the lack of proper venting has allowed several pests and bats to set up home in the soffits and gables since the existing panels have buckled and sagged. The different orientations of the existing siding annoys the owners and I understand the desire to have a more uniform and visually appealing arrangement. The existing garage door is very heavy and has buckled and warped from the weight. I do not believe that door could be repaired without adding additional weight.
