STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 13 January 2014 Application Number: 2013-1218 Property Location: 711 Forest Avenue Architectural Style/Date/Architect or Builder: Queen Anne/1897 Property Owner: Karen Ainsley and Tim Scott Landmark or District Designation: Chapin Park LHD/NR Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE,: 711 Forest is a two storey house with an irregular floor plan on a brick foundations with a polygonal tower at the comer between the central and south gables. The house is vinyl sided. The roof is covered in asphalt shingles. The windows are 1/1 wood double hung. There are some wood storm -windows. It is situated on a large triangular corner lot at the intersection of Portage and Forest. They lot is extensively landscaped and is enclosed with an architectural steel wrought iron style fence. ALTERATIONS: The vinyl siding and asphalt roofing materials are not original to the house. The fence was approved and installed with COA#2008-1009. APPLICATION ITEMS: The homeowner at 711 Forest Avenue request an exact in- kind replacement of Kolbe and Kolbe custom made wood windows. It is proposed to replace 19 windows in the home with Kolbe and Kolbe custom wood sash kits to protect the interior trim and replicate the exterior appearance of the house. DISCRIPTION OF PROPOSED PROJECT: The Preservation Specialist visited the property at 711 Forest Ave on 17 Jan 2014. He met with the applicant/homeowner Karen Ainsley and Rob Hunter from Kolbe and Kolbe. Steve Szaday (P.S) determined that due to the amount of settling and deterioration it is recommended that the sashes be replaced. Most of the windows are so out of size and square that the they neither open nor close. Four of the windows in the house have cracked glass as a result. The interior trim is ornate and is continuous throughout the house. Several repairs have been made around the windows and wallpapered over. The owner expressed a desire to change as little as possible as to preserve the existing wonderful look and feel, this is why they are looking to replace just the sashes. Exterior noise as well as airflow was evident throughout the house. Currently shims and draft barriers (towels) are being used in several windows to keep the noise/cold out. STANDARDS AND GUIDELINES: CHAPIN PARK STANDARDS AND GUIDELINES C. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. Landmark or District Designation: Chapin Park Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The 3 storey frame house has an irregular plan and is set upon a stone foundation. It has a steep gabled roof with prominent hooded dormer on the east and projecting gables covered in asphalt shingles. The walls on the first storey are brick in stretcher bond while the upper storeys are wood shingle with elaborate dentilled wood trim and bay windows on all facades. There is an extensive porch on the east fagade, with turned balustrades, fluted wood columns and stone piers. The windows are wood double hung with wood frames with detailed wooden heads and stone sills. ALTERATIONS: The storm doors and windows are not original to the house. APPLICATION ITEMS: See attached: Porch is heaving which has caused major cracks and uneven surface. Porch floor is presently mosaic tile. Will be replacing with concrete with a broom finish. Tile is very slippery when wet and causes a hazard to children and handicapped individuals. DISCRIPTION OF PROJECT: Remove existing front porch cap and pier wall foundations. Dig around exterior porch walls and install 5 -piers to 21 foot depth using a Helical and Resistance Pier system which will be secured below grade to the foundation of the porch. The wall openings on each end of the porch will be will be filled in with stone. The stone walls will be re -pointed as needed. The crawl space door opening will be blocked; this is not visible from the street. Remove porch cap including the deteriorating mosaic flooring. Fill porch area with sand and compact every 16-24 inches. Pour new porch cap and handicap ramp at front entrance. Broom finish porch floor to prevent slippery surface. D. ENTRANCES, PORCHES AND STEPS Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are covered by the main roof of the house. Required When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; if in need of replacement, see above Required section. See also Section IV B. Access for Handicapped or Disabled Persons. Not Recommended Original porch details should not be replaced with materials representing a different period or style from the original. STAFF RECOMMENDATION: The original mosaic tiles were set into the wet concrete deck of the porch and cannot be salvaged and re -used. Staff would recommend a stamped concrete pattern over the brushed surface rather than the plain brushed surface. C. D. Some homeowners, engineers, and project managers may want a little more infomation on the technical and installation side of Helical pier systems. If you're interested in things like load capacities and torque ratings, then you've come to the right place! The Helical Pier installation process elical piers, also referred to as Helical anchors, are highly engineered and are used in residential and commercial applications. Our technicians undergo a certification process to ensure proper installation processes are known and followed. Helical pier systems are installed by actually "screwing" the pier into the ground until a calculated amount of torque is reached. HISTORIC PRESERVATION COMMISSION PRESERVATION SPECIALIST REPORT January 31, 2014 Hello Commission! First of all, just a quick update on the Restore Michiana Workshop series, we have secured the Birdsell Mansion for the March workshop: Introduction to Power Tools. We believe this venue will be a selling point for this event as so many have always wanted to go inside and see it. We have started distributing the new flyers for the series to our sponsors and popular spots for event notices. The fliers look great! Thank you Elicia! Last week I appeared on Experience Michiana with Gordy Young to talk about the series and drum up some excitement! Speaking of public television, I also appeared on "Ask an Expert" with Gary Seibert last night with Dale and Blair Donat from Donat's Construction (they are on our list) as well as Jim Dunfee from Weichert Realtors to talk about home remodeling, preservation, and the housing market here in the area. Very cool!!! This is a live call in show and I hope I represented the commission well. The Old House Network event in January (Grand Rapids) has been rescheduled for February 15th in Kalamazoo. I will speaking about workshops and how to deal with contractors. On a different note, I appreciate the efforts made thus far from those commissioners that have attempted to contact the mayor in regards to finding additional funds for my position. I will tell you that this was a difficult winter for me. I am grateful for the snow falling as it kept my head above water. I have been trying diligently to minimize my hours thus far this year by doing an hour or so here and there while simultaneously removing snow and making pizzas. That works for this year. It will be more difficult to make that happen in 2015. Working three part time jobs, none of which have any available benefits is beginning to take its toll on me. Thankfully, we have been able to work out an agreement with Indiana Landmarks so that my hours for the workshops will not come out of my hours for my duties here rather they will be paid directly from the proceeds of the events. Catherine and Elicia have also offered to do any of the environmental reviews outside of demolitions themselves rather than leaving those for me to save hours. I only mention these things to show you that we are not squandering my hours on nonsense, and that we are working together to keep my time where it needs to be. This year I am planning an aggressive minimum maintenance survey program in the neighborhoods. I am hoping that with the help of some interns that we will be able to tackle a few per day and send them out directly rather than the mass amount we had done in the past. I am in the neighborhoods anyway, but these work better being on foot a block at a time. This gives us not only a sense of what's going on with these houses but also a chance to report any code violations that we may discover. Steve Szaday Preservation Specialist STUDEBAKER-RAILROAD CORRIDOR HISTORIC DISTRICT Narrative Description Summary Paragraph The Studebaker -Railroad Corridor Historic District is an area on the City of South Bend's near south side composed of the extant buildings of the one-time massive Studebaker Corporation's manufacturing campus as well as the city's railroad depots that were heavily relied upon in the distribution of Studebaker's products. The district is largely industrial in nature, though not all of the buildings were used for manufacturing. Three buildings, all connected to each other, are the extant manufacturing buildings of the Studebaker Corporation. The largest is six stories in height and over 500' in length. The other three buildings include the Studebaker Corporation's four-story administration building that occupies a half block, and Union Station and the Vandalia Railroad Depot, which are adjacent to the Studebaker manufacturing campus. The Grand Trunk Western Railroad cuts through the north end of the district. Narrative Description Streets form the boundaries to the district on its east, north, and west sides. A paved alley forms the south boundary and divides the block between the Grand Trunk Western Railroad, which cuts through the north end of the district, and Sample Street. Lafayette Boulevard is a major arterial street that creates a boundary for part of the district, but also bisects the district between the manufacturing buildings and the administration building. Similarly, the Grand Trunk Western Railroad forms the north boundary, north of the administration building, but also bisects the district between Union Station on its north side and the manufacturing buildings on its south side. When the Grand Trunk Western Railroad bed was elevated in the late 1920s, several viaducts were created for streets to pass under the railroad. The viaducts all fall outside of the district boundaries, though visually they provide context to the presence the railroad had in the district. The six buildings that comprise the district are composed of brick with stone trim or concrete structural frames. Five of the six buildings are considered contributing and date to 1905 through 1945. One building, constructed in c. 1950 as part of the Studebaker assembly process, is considered non-contributing due to alterations that have occurred on the building. These include a new addition to its southwest corner and new metal on its second floor walls. Each of the buildings' exteriors is described below, as well as certain important interior features. The building fronts South Street on its north side and backs up to the Grand Trunk Western Railroad on its south side. The barrel-vaulted roof is covered with metal. Vandalia Railway Station, 701 Main Street; Romanesque Revival; 1905/1920 Contributing The building has a four-square appearance with a hipped roof with wide -overhanging eaves. It is two stories tall with a base composed of five courses of rusticated limestone with a sill course on top. Small arched vents are located in the bottom of the base. The outside comers of the base are flared out toward the ground. The walls are composed of burnt -orange colored bricks. The building has 1/1 wood windows. The second floor's windows have full round arches with stone sills. The arches are composed of Roman bricks that are slightly darker in color than the bricks composing the walls. A cornice board is located at the top of the second story's walls. The roof is covered with asphalt shingles. It has wood soffits and copper gutters. The roof has a flat deck on top; the deck has a low parapet covered with copper flashing. Studebaker Administration Buildiniz; 635 South Main Street; Renaissance Revival; 1910. Contributing. Solon S. Bernan, architect. The building fronts three streets, South Main on its east, Bronson on its south, and Lafayette on its west. The south and west walls face the Studebaker manufacturing campus. The building's comers are cutaway to form angled walls. The north wall is adjacent to the Grand Trunk Western Railroad. The building is four stories tall; the bottom two floors compose the building's base. The building's walls are composed of brown colored bricks with stone trim. The walls are divided into multiple bays by two- story arched openings and brick pilasters in the base and upper part of the building. The walls have a stepped parapet with stone coping. A large metal flagpole is centered on the roof above the east and west walls. The roof has a long monitor -type clerestory skylight the running the length of the building from east to west. The house is vinyl sided. The roof is covered in asphalt shingles. The windows are 1/1 wood double hung. There are some wood storm -windows. It is situated on a large triangular corner lot at the intersection of Portage and Forest. They lot is extensively landscaped and is enclosed with an architectural steel wrought iron style fence. ALTERATIONS: The vinyl siding and asphalt roofing materials are not original to the house. The fence was approved and installed with COA#2008-1009. APPLICATION ITEMS: The homeowner at 711 Forest Avenue request an exact in-kind replacement of Kolbe and Kolbe custom made wood windows. It is proposed to replace 19 windows in the home with Kolbe and Kolbe custom wood sash kits to protect the interior trim and replicate the exterior appearance of the house. DESCRIPTION OF PROPOSED PROJECT: The Preservation Specialist visited the property at 711 Forest Ave on 17 Jan 2014. He met with the applicant/homeowner Karen Ainsley and Rob Hunter from Kolbe and Kolbe. Steve Szaday (P.S) determined that due to the amount of settling and deterioration it is recommended that the sashes be replaced. Most of the windows are so out of size and square that the they neither open nor close. Four of the windows in the house have cracked glass as a result. The interior trim is omate and is continuous throughout the house. Several repairs have been made around the windows and wallpapered over. The owner expressed a desire to change as little as possible as to preserve the existing wonderful look and feel, this is why they are looking to replace just the sashes. Exterior noise as well as airflow was evident throughout the house. Currently shims and draft barriers (towels) are being used in several windows to keep the noise/cold out. STANDARDS AND GUIDELINES: CHAPIN PARK STANDARDS AND GUIDELINES C. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. STAFF RECOMMENDATION: Staff recommends approval as it conforms to the standards and guidelines for Chapin Park. C. D. COA#2013-1218 Approved. 2. 605 Portage COA#2013-1223 Chapin Park Representation by Rick Kayser of 3-1) Structural Solutions, contractor STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 14 January 2014 Application Number: 2013-1223 Property Location: 605 Portage Architectural Style/Date/Architect or Builder: Free Classic/1904 Property Owner: FIRE, Inc. Landmark or District Designation: Chapin Park Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: The 3 storey frame house has an irregular plan and is set upon a stone foundation. It has a steep gabled roof with prominent hooded dormer on the east and projecting gables covered in asphalt shingles. The walls on the first storey are brick in stretcher bond while the upper storeys are wood shingle with elaborate dentilled wood trim and bay windows on all facades. There is an extensive porch on the east fagade, with turned balustrades, fluted wood columns and stone piers. The windows are wood double hung with wood frames with detailed wooden heads and stone sills. ALTERATIONS: The storm doors and windows are not original to the house. APPLICATION ITEMS: See attached: Porch is heaving which has caused major cracks and uneven surface. Porch floor is presently mosaic tile. Will be replacing with concrete with a broom finish. Tile is very slippery when wet and causes a hazard to children and handicapped individuals. DESCRIPTION OF PROJECT: Remove existing front porch cap and pier wall foundations. Dig around exterior porch walls and install 5 -piers to 21 foot depth using a Helical and Resistance Pier system which will be secured below grade to the foundation of the porch. The wall openings on each end of the porch will be will be filled in with stone. The stone walls will be re -pointed as needed. The crawl space door opening will be blocked; this is not visible from the street. Remove porch cap including the deteriorating mosaic flooring. Fill porch area with sand and compact every 16-24 inches. Pour new porch cap and handicap ramp at front entrance. Broom finish porch floor to prevent slippery surface. D. ENTRANCES, PORCHES AND STEPS Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are covered by the main roof of the house. Required When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; if in need of replacement, see above Required section. See also Section IV B. Access for Handicapped or Disabled Persons. Not Recommended Original porch details should not be replaced with materials representing a different period or style from the original. STAFF RECOMMENDATION: The original mosaic tiles were set into the wet concrete deck of the porch and cannot be salvaged and re -used. Staff would recommend a stamped concrete pattern over the brushed surface rather than the plain brushed surface. C. D.
