Klusczinski, President 14 February 2014 Re: 605 Portage concrete porch Dear Commissioners, A Certified Local Government Catherine D. Hostetler, Director Since the last meeting, I have conferred with Rodney Rouch owner/operator of "The Concrete Guy". I asked him about stamping the top surface of the replacement concrete porch at 605 Portage. He strongly advised against it as the stamping patterns actually creates pools of water that can freeze to ice in cold weather. He suggested that the finishing texture should be a hand -float finish done in a one-third to half circle pattern. He has used to this technique in the past with great success and has seen this as original period exam- ples of how it would have looked. I have enclosed some pictures that I hope give a clear idea of what we are talking about. He also said that he would usually up -charge $200-300 for his guys to hand float when on a job this size. The the that is currently on the porch has various patterns, colors, and shapes. It is beyond the homeowners budget to replace these tiles nor do they want to given the current safety concerns with a cracked deck on a very slippery tile surface. The walls are covered with brick patterned Insulbrick. The hipped roof has hipped dormers and is covered with asphalt shingles. The porch roof is supported by square brick columns with brick piers with stone caps and brick walls. The windows are 1/1 double hung with aluminum storm windows. ALTERATIONS: The roof and Insulbrick are not original to the house which has been burned out from a fire. APPLICATION ITEMS: Demolition of fire damaged residential structure and shed. DESCRIPTION OF PROPOSED PROJECT. Demolition of the buildings. STANDARDS AND GUIDELINES: V. GENERAL A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation Commission for safekeeping and future reference. STAFF RECOMMENDATION: Staff recommends approval and recommends the landscaping of the vacant lot. The house is considered structurally unsound and unsafe to enter by the fire marshal and police. Prepared the legal notice for the 7 March Special meeting for the Studebaker -Railroad Corridor District. Prepared and mailed the letters for the owners announcing the national register district and included the informational materials. Send a letter to the Mayor on the District and will follow up with draft for Mayor to the SHPO, Cameron F. Clark. 4 February Researched Jefferson Bridge and Howard Park walk balustrade for Kathleen Pettijean. Researched Walnut Grove Housing Development for Jonathan Burke. Met with WNIT Roger Chrastil about play he is writing for the Botanical Society of South Bend: In the Dead of Winter. This will be a fund raiser. Followed up with information on St. Joseph County on a request by Olivia Stone forwarded to HPC by the County Commissioners and mailed it out. 5 February Additional research on Jefferson Street Bridge. Met with Eric Boyd owner of landmarked Fire House #4 on his plans for die building and wrote a letter of support for his application for a tax abatement. Mayor at Rotary. Met with Pam Meyer and Liz Maradik on the new list of 106 houses and how to cull though them for deconstruction candidates. Suggested starting with the 2005 Survey. I identified about 23 potential houses from the survey. Liz and Pam said that Chris Fielding is looking for siding, windows and wood flooring, which is not the indication that HPC Stall had. Also informed Pam that HPC would not allow me to sign die agreement with the City until we meet with the Mayor. 6 February Completed deconstruction/Demo research and emailed Excel spread sheet to Liz Maradik. Lori Timmer brought over the newly formatted forms for all 106 houses, which I filled out except the deconstruction part. Completed 1 Lead Environmental 106 Review for the City. Arranged the route for the proposed Coachinz Legends of Notre Dame Tour. Sue Solmos will join me on 25 February to access the South Bend residences of the various coaches that lived in South Bend from 1890s through Dan Devine. After Dan Devine the coaches lived in the "Granger" area. 21 February 21 106 Reviews for demolition and 1 for Senior Care. To date 93% of the 106 Reviews have been for demolition. Reviewed National Register Nomination for Studebaker Railroad Corridor e-mail from Kurt Garner. Followed up about HPC/Mayor meeting with e-mail to Mayor and included Mark Neal. Followed up again with South Bend Tribune Legal notices for our notices and invoices since December. Erica said that she had just mailed diem as she just had them all notarized. 22 February Attended the NNN Annual Meeting between 9-11:00 am. Met with Mark Neal afterwards about the frustration that HPC is having setting up a meeting with the Mayor that has been an on-going issue since late November. I assured him that this was non -confrontational and that HPC wanted to makes its case for increased funding from the City which has remained at $25,000.00 since 1999. Mark responded that this would be a good time to meet since the 2015 Budget work was scheduled to begin in March 2014. HISTORIC PRESERVATION COMMISSION PRESERVATION SPECIALIST REPORT February 24,2014 Hello Commission! As always I like to begin with the updates on the Restore Michiana Workshops Series. We had approximately 20 folks at our first workshop at St Paul's Methodist Church. That is a really great and promising start. The folks from Junk Evolution and the Habitat for Humanity Restore were just great and had, a very involved and informed audience there which made the entire experience a success. Just to•remind everyone that the lectures held at St Paul's on Wednesdays have a tour that starts at 5:30. We are moving right along with the others, we should have our response for the workshop in May by the end of the week. Also we are working on getting the rest of the things ready for the March 8t' Power Tools Event at the Birdsell Mansion. The Old House Network event in Kalamazoo was great! We had about 400 attendees throughout the day and were well received. Jim Turner, (metal window expert) as well as Richard Speigelmeyer were in attendance and,as always were a wealth of information during the large question and answer portion of the show. I just completed yet another 100+ house list for demolition/deconstruction for South Bend. The focus on this list was to provide candidates for -the upcoming deconstruction bid package. Catherine and I also attended the NNN annual meeting and breakfast. Many elected and city appointed persons were thereto show presence and take questions. Good Stuff! Cameron and I will be working on minimum maintenance surveys starting in Lincoln Way East and working our way through. Vary excited about getting those Done!
