The first storey walls are wide clapboard and second storey walls are wood shingles. The gable roof is covered with asphalt shingles; has exposed beams and rafter tails with a front gable dormer. The front porch covers half of the front fagade has a gable roof with clapboard piers and walls. There are double hung windows throughout with a divided upper sash. ALTERATIONS: The roof is not original to the house and was replaced with COA2002-0722. The windows appear to be vinyl replacements. It was noted in the1985 Survey card that the storm door, concrete porch steps with handrail are replacements. The overhead garage door also appears to be a replacement. APPLICATION ITEMS: Shed 8'x12' DESCRIPTION OF PROPOSED PROJECT: The homeowner has constructed a wood 8'X12' shed at the rear set back of the house along the alleyway on the South side of the house that extends past the northeast corner of the house. There is a door on the north elevation of the shed and a double doorway with exposed hinges on the south elevation. There is a flat roof that is pitched toward the alley. It appears that the roof will have exposed rafter tails. STANDARDS AND GUIDELINES: III. NEW CONSTRUCTION A. HEIGHT AND PROPORTION The majority of structures in the district are two stories in high and are square or rectangular in plan. There are a few single story bungalows. The most prevalent facade proportions are between a 1:1 and 1:2 height to width ratio. Required The height of a new structure and its height to width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater that that of the tallest existing structure and no less than that of the lowest existing structure in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. BUILDING MATERIALS IN NEW CONSTRUCTION Wall materials in the district range from brick, clapboard, shingles and masonry to aluminum siding. Required Exterior materials used on a new structure shall be compatible in type, scale, texture, and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended' Aluminum or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible in size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, cast stone, or artificial brick may not be used. Not Recommended Glass blocks should not be used. Roof is asphalt shingle. Walls are a combination of wide and narrow clapboard and wood shingles. There is.a full width front porch, screened in. Windows are 1/1 wood double hung with storms. ALTERATIONS: Non -original addition in rear with rubber membrane roof. APPLICATION ITEMS: Install 6" gutters to replace obsolete half -round. style (no available contractors for in-kind replacement). DESCRIPTION OF PROPOSED PROJECT: . Owner has as applied to install a common 6" K -style aluminum seamless gutter system throughout the house to replace deteriorated half -round.. Owner ha's contacted multiple contractors requesting to replace the half -round gutters in-kind, to no avail.. STANDARDS AND GUIDELINES:. 11. EXISTING STRUCTURES' B. ROOFS ANDROOFING Roof shapes in the district encompass all the various designs found in residential structures: hipped, gable, gambrel, flat, and combinations of these. Roofs are covered with a variety of materials such as asphalt, asbestos, wood and slate shingles as well as clay tiles. Residences in most cases have wood facias with gutters and downspouts. The facias of some vinyl or aluminum sided houses are covered with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjun6t in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period., Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to'its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. There are 2 symmetrical brick chimneys intersecting the gable ends. The first storey is brick while the second storey is stucco with moulded wood band course between the storeys. The side gable roof has asphalt shingles. There is a small segmental entrance roof with moulded entablatures and Doric pilasters at the corners. The windows are 8 light casement windows grouped in fours on the first storey with soldier lintels. There are 3 unit casements in the second storey with a pair of three light casements over the entrance. There are fan lights in the gables. ALTERATIONS: The roof is not original to the house. The casement windows in the second storey are vinyl replacements. The sidelights at the entrance have been replaced by wood panels. The entrance is secured by plywood instead of a door. The fan lights in the gables were originally segmented. APPLICATION ITEMS: Build a garage, as to plan given; replace all windows with Anderson 400 Series Casement with Colonial Grid as shown in pictures; plus quarter round windows; replace roof with cedar tan cerenteed shingle house with architectural dimensional. Would like permission to side the house with vinyl siding like some of the houses on the rest of the block so the siding on the garage matches the siding on the house. I would like to add 3 steel doors 1) front door with two sidelights, 2.) back porch, 3. Basement door to basement. New gutters with downspouts -5 inch down spouts our gutter truck. DESCRIPTION OF PROPOSED PROJECT: The owner is restoring the house to a single family_dwelling_ (Sheets A-1 through A-5) The owner proposes to change the roofing to architectural asphalt shingles from interlocking asphalt shingles. The current metal casement windows are inoperable and not repairable and some have been replaced with single pane vinyl replacement windows without divided lights. They propose to change out all of the windows throughout the house and in the sunroom and replace them with Anderson 400 Series aluminum clad wood casement windows with the Colonial grid patterns replicating the originals. The fan lights in the gables will also be replaced. (Product information #1). A wood frame, vinyl sided garage is proposed that will have roofing material which will match the house. (Sheets A-6 through A-9). They are also proposing to vinyl side the stucco second storey to match the siding of the garage. The missing and deteriorated doors will be replaced with steel door systems that will closely match the originals., Staff has not received product information on the - doors from Tim Johnson. He will either bring it to the meeting or I will e-mail it to the Commission. STANDARDS AND GUIDELINES: I. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior building materials in the district include brick, stucco, clapboard, wood shingles, and brick or stone masonry. In some instances, vinyl, composite and aluminum siding have been applied over the original material. Required Original exterior building materials shall be retained when possible. Deterioration of wood mate- rials shall be prevented through repair, cleaning and painting. The existing architectural detail around windows, porches, doors and eaves shall be retained or replaced by replicas of the same design when deteriorated beyond repair. Masonry, including brick and stucco structures, shall be maintained, and properly cleaned only when necessary to halt deterioration or to remove stains and shall be done in a method acceptable for the preservation of the surface: i.e. low-pressure water and soft natural bristle brushes. Brick or masonry mortar joints should be repointed only when there is evidence of moisture problems, or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. When repairing stucco, stucco mixture shall be used. A professional shall make a study of the old stucco, to determine the exact mixture and underlayment used in the original work. Some repair methods are not compatible with the original techniques and may cause early disintegration of the repair work and the original work. Ample ventilation must be afforded the structure when siding is installed, in order to prevent increased deterioration of the structure from moisture and insects. Recommended Whenever possible, the original building materials should be restored. When maintaining or repairing original siding is not feasible, aluminum, vinyl or composite siding may be used. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Property owners should contact the Historic Preservation Commission of South Bend and St. Joseph County prior to initiating any restoration or rehabilitation effort. [Address and contact information is listed in the front of the Guidebook.] The Commission is an invaluable source of information about all facets of rehabilitation and restoration — materials, methods, contractors and the like. Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. IL C. SHEDS AND ACCESSORY BUILDINGS Required Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving historical relationships between the buildings, landscape features and open spaces. Proportions and materials shall conform to those required for new construction. Recommended Accessory building designs should be compatible in character and mood to the residence and the neighborhood. Prohibited Prefabricated metal sheds shall not be used. Not Recommended Prefabricated wood composition sheds should not be used unless they conform to all other guide- lines and standards STAFF RECOAMENDATION: Staff recommends approval of the projects except for the vinyl siding over the stucco on the second storey of the house and the doors since we do not have the actual product descriptions st the time of the mailing. December 5, 2014 To: The Historic Preservation Commission of St. Joseph County Re: 806 Leland Avenue, South Bend IN 46616 Railings on front and back porch and in garden -dictated by insurance company Dear HPC Staff and Board, I received a request from my insurance company, Indiana Surplus Lines on November 1, to install hand railings in 3 places at the property at 806 Leland Ave. in South Bend. I am happy to comply with their recommendations for railings particularly at the back door which is more than 31 inches above the ground. I am also willing to install a handrail in the garden between the sidewalk and the front porch where there are two steps up in elevation as you approach the front porch. I am somewhat concerned about the installation of a railing at the front porch itself. There are only 2 steps up to the porch and there are masonry supports which line the steps themselves. I am not sure what kind of railing could be added which would be in keeping with the architecture of the ornate porch:: I welcome suggestions from you. I have enclosed photos of the three places on the property that are candidates for railings. I have also enclosed photos of two other properties (one adjacent and one across the street) which have similar front porches and do not have any railings. Regarding the specific appearance of the railings,.I have enclosed a photo of a simple wrought iron railing that I believe will be innocuous and provide the appropriate safety. Along the side of the house there is currently a railing of the same type and material which protects the deep stairwell to the basement from the driveway. Receiving abstract donation for 1225 Queen Street. HISTORIC PRESERVATION COMMISSION PRESERVATION SPECIALIST REPORT December 15, 2014 Hello Commission! Well, here we are again finishing up another year of preservation, education, and random acts of tourism. I would like to thank you again for the opportunity to be a part of something so unique and so very important. I have been working on getting to all the county and city landmarks to visually confirm which have or do not have the Historic Landmark plaques. Since we have these plaques already in inventory we thought that perhaps it was time to offer these for sale for those who do not yet have one. It opened itself up to a great opportunity to visit all of our landmarks one more time this year before the weather changes. Elicia created a great postcard to send to those that yet still need a plaque. I am working on an expert and a location for next year's power tool workshop which will focus on trim work, angles, and proper uses and types. Since Indiana Landmarks will be hosting monthly workshops at their Chapin St project, they will not be partnering with us on Restore Michiana in 2015. Instead we will be doing the power tools workshop and workshops dealing with the city cemetery and tombstone cleaning. Speaking of which, I have been in contact with Carla Bruni who was our benefactor for some of our power tools from last year's workshop (via Sears and Craftsman tools). She thinks that it is a great idea and would like to forward our application and donate the needed corded drills for the cleaning workshop and volunteer days. This could not have come at a better time since the Cemetery was in the news again last week and perhaps keep these in the news and on everyone's agenda for the city's 150 year anniversary. I have also written the tour schedule for the Studebaker Drivers Club homecoming meet on May 2, 2015. There will be a tour that includes the Studebaker Administration Building hosted by Todd Zeiger, a tour of Building 84 hosted by Tim Janowiak and two retirees, and a bus tour hosted by myself that will follow parts of the Bendix Heritage Trail as well as a quick tour of St. Paul's Methodist Church. Rob DeClene of Visit South Bend/Mishawaka has agreed to pay for the bus for the day to make this happen. We would like the proceeds to go to the Studebaker Electric Fountain Project if that is still a "go". If not, then a proper recipient will be determined. Timothy Klusczinski, President Hspaxlp 1 t 12:8 PRESERVATION SPECIALIST -INSPECTOR SERVICES CONTRACT THIS AGREEMENT entered into effective the 1st day of January, 2015, by and between the Historic Preservation Commission, governing body of the Historic Preservation Commission of South Bend and St. Joseph County, Indiana, organized and operating pursuant to joint ordinances adopted by the Common Council of the City of South Bend, Indiana and the St. Joseph County Council (the "HPC"), and Steve Szaday (the "Inspector"), for part time services to be performed by the Inspector: WHEREAS, the HPC is established with the purpose to preserve and protect historic structures in South Bend and Saint Joseph County, Indiana; and WHEREAS, the Inspector has the training, knowledge, experience and expertise to serve as the HPC's inspector of historic landmarks and of structures within historic districts; and WHEREAS, the HPC desires to hire the Inspector to perform certain services as more fully set forth herein; and WHEREAS, the Inspector is willing to provide those services upon the terms and conditions set forth herein. NOW, THEREFORE, the HPC and the Inspector agree as follows: 1) The Inspector will perform the following services for the HPC as needed or requested by the HPC: a) Inspect all Local Landmarks and Historic Districts on a regular basis, looking for any unauthorized alterations, repairs, renovations, removals or additions. This includes buildings, structures, natural landscape items and man made landscape items. b) Inspect properties that have received a Certificate of Appropriateness to ensure that the work being done complies with the terms of the Certificate as approved. c) When needed, assist the HPC staff in reviewing new applications for a Certificate of Appropriateness. d) Contact the Building Department to have "Stop Work Orders" placed on any projects that are in violation of proper HPC authority or a Certificate of Appropriateness. e) Document all violations in writing and with photographs, and submit this documentation to the HPC Director or Assistant Director for further process. f) Keep complete records of all inspections, as well as complete time logs for services rendered to the HPC. The time logs shall be submitted on a regular basis for purposes of payment for inspection services rendered. The Inspector shall provide a monthly report to the HPC of activities for the prior month. g) Inspect designated properties for compliance with the minimum maintenance standards established by the HPC, discuss violations with the HPC staff, and, if necessary after discussion, report violators to Building Department Code Enforcement authorities and attend pertinent Code Enforcement meetings or hearings. h) Attend HPC meetings as needed or as requested by HPC members or the Director or Assistant Director. i) Maintain the confidentiality of all information disclosed to the Inspector during the course of providing the services set forth herein, which the HPC deems to be confidential, unless the HPC consents in writing to the disclosure of that information. 2) The HPC will pay the Inspector at the rate of fifteen dollars ($15.00) per hour for services provided and for which the Inspector submits proper logs or records of those services provided as described above. 3) Payment for the Inspector's services shall be made by St. Joseph County on a weekly basis pursuant to funds appropriated to the HPC for such services. 4) The Inspector shall provide at least four (4) hours of service per week. 5) The HPC will provide a desk and work area for the Inspector in the HPC office for the Inspector's use in performing the tasks and duties set forth above. 6) The Inspector shall be deemed an independent contractor for all purposes and nothing contained in this Agreement shall be construed to create an employer/employee relationship, partnership or joint venture between the Inspector, the HPC, the City of South Bend, Indiana, or St. Joseph County, Indiana, with respect to the Inspector's activities conducted pursuant to the terms of this Agreement. The Inspector shall, as such, assume and pay in full any and all payroll taxes, unemployment insurance, workers compensation insurance, or other legally mandated costs, expenses, or withholdings associated with the services provided herein. 7) All work product of the Inspector that is produced while performing services for the HPC shall be the sole property of the HPC. 8) The HPC may modify this Agreement or terminate this Agreement at any time provided that the HPC notifies the Inspector in writing of its decision to modify or terminate this Agreement at least forty-eight (48) hours in advance of the effective time of such modification or termination. Any payment due to the Inspector at the time of termination of this Agreement shall be made to the Inspector no later than the date of the next regular services payment date. 2 9) The Inspector may terminate this Agreement upon thirty (30) days written notice delivered to the HPC at or prior to a regular monthly meeting of the HPC. This notice period may be shortened to seven (7) days if health or other urgent circumstances require. 10) Upon termination of this Agreement, whether by mutual consent or at the election of a party, the Inspector shall promptly return to the HPC any of the HPC's materials, documents or other tangible property of any kind which the Inspector acquired from the HPC, or as a consequence of those services rendered for the HPC, or which the Inspector produced for the HPC. 11) This Agreement shall begin on January 1, 2015 and shall terminate on December 31, 2015.. This Agreement replaces all prior agreements between the parties and all prior agreements between the parties shall be null and void. This Agreement shall continue in effect for one-year terms until it is canceled or terminated by either party as provided hereinabove. 12) This Agreement shall inure to the benefit of and be binding upon the parties hereto, their successors and permitted assigns. This Agreement shall be governed by and enforced and construed in accordance with the laws of the State of Indiana and any action to enforce any of the terms hereof shall be filed in the Superior Court of St. Joseph County, Indiana. This Agreement may be executed in any number of counterparts, each of which shall be deemed an original without the production of the other and all such counterparts together shall constitute but one and the same instrument. 13) Neither party hereto may assign, either wholly or in part, any of its rights or obligations under this Agreement to any other natural person or legal entity without the prior written consent of the other party hereto. 14) This Agreement shall constitute the entire agreement between the parties hereto relative to the subject matter hereof and supersedes all prior and contemporaneous agreements and understandings of the parties and no variance or modification hereof shall be valid or enforceable except by supplemental agreement in writing, dated subsequent to the date hereon and executed by the parties in the same manner as this Agreement. CERTIFICATE OF APPROPRIATENESS 1. 501 River COA#2014-1125 Edgewater Representation by John Albers, owner STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 2 December 2014 Application Number: 2014-1125 Property Location: 501 River Architectural Style/Date/Architect or Builder: Craftsman/ 192 1 /Whitcomb&Keller Property Owner: John Albers Landmark or District Designation: Edgewater Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE: This 2 storey Craftsman is set upon a square brick foundation. The first storey walls are wide clapboard and second storey walls are wood shingles. The gable roof is covered with asphalt shingles; has exposed beams and rafter tails with a front gable dormer. The front porch covers half of the front fagade has a gable roof with clapboard piers and walls. There are double hung windows throughout with a divided upper sash. ALTERATIONS: The roof is not original to the house and was replaced with COA2002-0722. The windows appear to be vinyl replacements. It was noted in the 1985 Survey card that the storm door, concrete porch steps with handrail are replacements. The overhead garage door also appears to be a replacement. APPLICATION ITEMS: Shed 8'x12' DESCRIPTION OF PROPOSED PROJECT: The homeowner has constructed a wood 8'X12' shed at the rear setback of the house along the alleyway on the South side of the house that extends past the northeast corner of the house. There is a door on the north elevation of the shed and a double doorway with exposed hinges on the south elevation. There is a flat roof that is pitched toward the alley. It appears that the roof will have exposed rafter tails. STANDARDS AND GUIDELINES: III. NEW CONSTRUCTION A. HEIGHT AND PROPORTION The majority of structures in the district are two stories in high and are square or rectangular in plan. There are a few single story bungalows. The most prevalent facade proportions are between a 1:1 and 1:2 height to width ratio. Required The height of a new structure and its height to width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater that that of the tallest existing structure and no less than that of the lowest existing structure in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. BUILDING MATERIALS IN NEW CONSTRUCTION Wall materials in the district range from brick, clapboard, shingles and masonry to aluminum siding. Required Exterior materials used on a new structure shall be compatible in type, scale, texture, and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Aluminum or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible in size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, cast stone, or artificial brick may not be used. Not Recommended Glass blocks should not be used. Concrete block should not be used for anything other than foundations STAFF RECOMMENDATION: Staff recommends approval as the project conforms to the guidelines for Edgewater Place. Catherine D. Hostetler, Director On a motion by Tom Gordon with a second by Kevin Buccellato to conditionally approve based on enclosing the rafter tails with inspection by Preservation Specialist. Vote: 6 —1. Lynn Patrick — Reason: The design didn't come before the commission until after installation and because Commissioner Patrick, as a resident of this neighborhood, is familiar with this project and the manner in which it was pursued. ALTERATIONS: Non -original addition in rear with rubber membrane roof. APPLICATION ITEMS: Install 6" gutters to replace obsolete half -round style (no available contractors for in-kind replacement). DESCRIPTION OF PROPOSED PROJECT: Owner has applied to install a common 6" K -style aluminum seamless gutter system throughout the house to replace deteriorated half -round. Owner has contacted multiple contractors requesting to replace the half -round gutters in-kind, to no avail. STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES B. ROOFS ANDROOFING 2 Roof shapes in the district encompass all the various designs found in residential structures: hipped, gable, gambrel, flat, and combinations of these. Roofs are covered with a variety of materials such as asphalt, asbestos, wood and slate shingles as well as clay tiles. Residences in most cases have wood facias with gutters and downspouts. The facias of some vinyl or aluminum sided houses are covered with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period. Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. There are 2 symmetrical brick chimneys intersecting the gable ends. The first storey is brick while the second storey is stucco with moulded wood band course between the storeys. The side gable roof has asphalt shingles. There is a small segmental entrance roof with moulded entablatures and Doric pilasters at the corners. The windows are 8 light casement windows grouped in fours on the first storey with soldier lintels. There are 3 unit casements in the second storey with a pair of three light casements over the entrance. There are fan lights in the gables. ALTERATIONS: The roof is not original to the house. The casement windows in the second storey are vinyl replacements. The sidelights at the entrance have been replaced by wood panels. The entrance is secured by plywood instead of a door. The fan lights in the gables were originally segmented. APPLICATION ITEMS: Build a garage, as to plan given; replace all windows with Anderson 400 Series Casement with Colonial Grid as shown in pictures; plus quarter round windows; replace roof with cedar tan cerenteed shingle house with architectural dimensional. Would like permission to side the house with vinyl siding like some of the houses on the rest of the block so the siding on the garage matches the siding on the house. I would like to add 3 steel doors 1) front door with two sidelights, 2.) back porch, 3. Basement door to basement. New gutters with downspouts -5 inch down spouts our gutter truck. DESCRIPTION OF PROPOSED PROJECT: The owner is restoring the house to a single family_dwelling.(Sheets A-1 through A-5) The owner proposes to change the roofing to architectural asphalt shingles from interlocking asphalt shingles. The current metal casement windows are inoperable and not repairable and some have been replaced with single pane vinyl replacement windows without divided lights. They propose to change out all of the windows throughout the house and in the sunroom and replace them with Anderson 400 Series aluminum clad wood casement windows with the Colonial grid patterns replicating the originals. The fan lights in the gables will also be replaced. (Product information #1). A wood frame, vinyl sided garage is proposed that will have roofing material which will match the house. (Sheets A-6 through A-9). They are also proposing to vinyl side the stucco second storey to match the siding of the garage. The missing and deteriorated doors will be replaced with steel door systems that will closely match the originals. Staff has not received product information on the doors from Tim Johnson. He will either bring it to the meeting or I will e-mail it to the Commission. STANDARDS AND GUIDELINES: L EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior building materials in the district include brick, stucco, clapboard, wood shingles, and brick or stone masonry. In some instances, vinyl, composite and aluminum siding have been applied over the original material. Required Original exterior building materials shall be retained when possible. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing architectural detail around windows, porches, doors and eaves shall be retained or replaced by replicas of the same design when deteriorated beyond repair. Masonry, including brick and stucco structures, shall be maintained, and properly cleaned only when necessary to halt deterioration or to remove stains and shall be done in a method acceptable for the preservation of the surface: i.e. low-pressure water and soft natural bristle brushes. Brick or masonry mortar joints should be repointed only when there is evidence of moisture problems, or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. When repairing stucco, stucco mixture shall be used. A professional shall make a study of the old stucco, to determine the exact mixture and underlayment used in the original work. Some repair methods are not compatible with the original techniques and may cause early disintegration of the repair work and the original work. Ample ventilation must be afforded the structure when siding is installed, in order to prevent increased deterioration of the structure from moisture and insects. Recommended Whenever possible, the original building materials should be restored. When maintaining or repairing original siding is not feasible, aluminum, vinyl or composite siding may be used. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Property owners should contact the Historic Preservation Commission of South Bend and St. Joseph County prior to initiating any restoration or rehabilitation effort. [Address and contact information is listed in the front of the Guidebook.] The Commission is an invaluable source of information about all facets of rehabilitation and restoration — materials, methods, contractors and the like. C. WINDOWS AND DOORS Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm windows; the other half have wood storm windows. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood storm windows and doors painted or finished to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used, they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and reused in place. New window and door openings, which would alter the scale and proportion of the building may not be introduced. Inappropriate new window and door features such as metal, vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require removal of original windows and doors, shall not be installed. Not Recommended Fake shutters that would detract from the existing character or appearance of the building should not be used. C. SHEDS AND ACCESSORY BUILDINGS Required Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving historical relationships between the buildings, landscape features and open spaces. Proportions and materials shall conform to those required for new construction. Recommended Accessory building designs should be compatible in character and mood to the residence and the neighborhood. Prohibited Prefabricated metal sheds shall not be used. Not Recommended Prefabricated wood composition sheds should not be used unless they conform to all other guide -lines and standards STAFF RECOMMENDATION: Staff recommends approval of the projects except for the vinyl siding over the stucco on the second storey of the house and the doors since we do not have the actual product descriptions at the time of the mailing. Member of the public, Joan Downs offered several points including attention to the style of the divided light windows, that the Chapin Park Neighborhood contained mostly historic windows, that steel is not the best material for door choice, that garages do not always match house completely, that Gary Hershberger is the finest mason, and an objection to vinyl with a suggestion to use the highest quality cement board as a second choice to stucco. 0 On a motion by Lynn Patrick with a second by Mike Voll to adopt the owners' Amended changes to what were originally presented, including: 1. Wood or fiberglass doors replicating style in HPC file photograph. 2.4/1 sidelights over raised panel combination. 3. Anderson casement windows with transoms (in sunroom) per original photo. 4. DESCRIPTION OF PROPOSED PROJECT: Owner proposes a simple wrought iron railing to be installed at the back stairs and garden stairs to resemble a similar railing on the property. This railing could be used at the front porch steps, however, applicant welcomes commission suggestions. STANDARDS AND GUIDELINES: II. EXISTING STRUCTURES D. ENTRANCES, PORCHES AND STEPS Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are covered by the main roof of the house. Required When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; if in need of replacement, see above Required section. See also Section IV B. Access for Handicapped or Disabled Persons. Not Recommended Original porch details should not be replaced with materials representing a different period or style from the original. COA#2014-1210 Approved Conditionally. 5. 847 Forest COA#2014-1210 Chapin Park Representation by Kate Marshall, owner STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 10 December 2014 Application Number: 2014-1210 Property Location: 847 Forest Avenue Architectural Style/Date: Free Classic/ 1896 Property Owner: Kate Marshall and Ian Newman District Designation: Chapin Park Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE The Gelz House is a rectangular plan Free Classic style home built in 1896 on Lot 35 of Chapin Place. The wide aluminum siding has recently been removed to expose the original clapboard siding, and the shadow of a belt course dividing the first and second floors on the exterior. Windows are 1 over 1 double hung. A projecting cornice line sits just below the asphalt shingled roof. A front and side porch are covered by hip roofs on gabled wood supports, also shingled with asphalt shingles. The home was modified in 1942 into four apartments, and the above mentioned front porch was added in 1951, replacing a much more elaborate original porch. ALTERATIONS: Circa 1951 the original front porch was replaced with the existing front porch. When aluminum sided, the belt course was removed to more uniformly apply the siding. The date of the siding application is unknown. An addition was made to the back of the house, date unknown, but possibly when modified into apartments in 1942. Our survey card, created in 2005, lists the home simply as "Altered". The original siding was repaired and replaced, the bell flare was restored, and the house painted in July -August 2009. The kitchen windows retained their modified size to accommodate modem kitchen counters. The chain link fence was moved to its current location with COA#2010-0205. APPLICATION ITEMS: Installation of short fence in back yard. Purpose of fence: short fence (max 4' high) to be installed to accommodate family dog without obstructing views of yard for neighbors according to historic district preferences. Plan: Four -foot fence to be installed to contain back yard of property, inside of property line. Gate at front of house to be installed near side -yard path. Additional gate to be installed between property and neighbor to the north at the request of neighbor to allow for continued free access between properties. Fence will be installed behind second tree on property (approx. 30' feet in from front boundary of front yard. Because of gas line, fence will be installed well inside of north property line connecting the garage to the northernmost edge of the house. The south fence will be installed inside of the property line to connect to previously installed chain link fence bordering alley. Materials: There is currently only one fence panel available for purchase from major area retailers because of the season. We do not plan to paint the fence but rather to maintain the natural look. DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to install a four foot wood picket fence with a gate on the North side of the house at the rear set back of the house to connect with a chain link fence along the rear alleyway. They also wish to install a fence of the same style along the vacated alleyway on the south and install and connect with a fence and gate on the east side of the house behind the set back STANDARDS AND GUIDELINES: B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant)them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited 2 No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. Utility poles with high-intensity overhead lights should be installed so that they cannot be seen from a street. The Commission will evaluate all installations as well as any potential exceptions resulting from special circumstances, before granting a C of A. STAFF RECOMMENDATION: Staff recommends approval as the project conforms to the guidelines for Chapin Park. Catherine D.
