Please give reasonable advance request when possible. - STAFF REPORT CONCERNING APPLICATION FOR A PR CERTIFICATE OF APPROPRIATENESS Date: 17 April 2014 Application Number: 2014 -0414 �t1' PP Property Location: 724 Portage N" Architectural Style/Date /Architect or Builder: Free Classic 1897 Property Owner: Dustin Daily Landmark or District Designation: Chapin Park Rating: Contributing: Notable DESCRIPTION OF STRUCTURE/ SITE: As noted in the 2005 survey " This unusual Free Classic -style house showcases leaded glass windows and classical columns." The house is two storeys set upon an irregular plan brick foundation. The walls are wood clapboard with the large central second storey gabled dormer covered with wood shingles. This large hexagonal dormer with overhang is supported by two wood columns The Roofing is asphalt shingles. There is a full width front porch with decorative purlin brackets (A piece of timber laid horizontally on the principal rafters of a roof to support the common rafters on which the roof covering is laid.) at the fascia and four wood columns supports; there is also an articulated wood panel inset in the solid railing. The windows are 16/1 double hung; there are also leaded glass windows. The central front door has sidelights and wood entablature. ALTERATIONS: The roof is not original to the house. The 1979/1987 survey card noted 1/1 double hung windows, so some windows are replacements. Some of the doors may also be replacements. The rear porch and side entrance appear to be additions. DESCRIPTION OF PROPOSED PROJECT: Install a picket fence around the front yard, a privacy fence along one side of the back yard, hand railings on the front porch stairs. STANDARDS AND GUIDELINES: The homeowner wishes to install a 4 foot high French Gothic style cedar, spaced picket fence from the front set back of the porch on the south down the south alley side of the front yard across the Portage side of the front yard. This section will also include a gate with an arch at the front walkway. The fence will continue along the north property line on Leland and continue along the property line, turn toward the set back of the side porch and terminate. The homeowner proposes a 6 foot Spruce stockyard wood fence from where the proposed picket fence turns towards the set back of the side porch across the property line toward the alley way. Per diagram and product specifications submitted. The homeowner also proposes to install wood hand railings on each side of the existing front porch wood steps per drawing submitted. There are currently no railings. B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case -by -case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial /commercial style fences. The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. Utility poles with high- intensity overhead lights should be installed so that they cannot be seen from a street. The Commission will evaluate all installations as well as any potential exceptions resulting from special circumstances, before granting a C of A. D. ENTRANCES, PORCHES AND STEPS Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are covered by the main roof of the house. Required When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; if in need of replacement, see above Required section. See also Section IV B. Access for Handicapped or Disabled Persons. Not Recommended Original porch details should not be replaced with materials representing a different period or style from the original. STAFF RECOMMENDATION: Staff recommends approval of the project as it follows the guidelines for the Chapin Park District. There are front yard fences in the Chapin Park LH District and there is a concentration of them in the nearby blocks of 700 and 800 Forest. Chapin Park also has a large variety of wood privacy fences along alley ways and rear property lines throughout the District. The proposed railings compliment the architectural style of the house. There is a full length open front porch with brick pier supports, stone and rough -cut concrete block balustrade and stone deck and steps. There are two front doors, one with a side light. The windows are 1/1 double - hung sashes, fixed sashes with shutters. ALTERATIONS: The aluminum siding, front doors and shutters are not original to the house. APPLICATION ITEMS: Enclose 1306 Lincolnway and 1244 Leer's yard in the back and up to the set back of the house in the front with a 6 ft. wood privacy fence centered in with 4x4x8 treated lumber. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to enclose back yard and side yard at 1244 Leer with a solid wood dog eared fence. It will be installed around the perimeter of the yard beginning at the rear east side of the house along the east side then along the alleyway toward the west and then along the west side on Leer and across the yard to the setback of the house. All per diagrams and information submitted. STANDARDS AND GUIDELINES: Lincolnway East Local Historic District B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a long, narrow lot which extends from Lincolnway to the alley just north of the railroad tracks. The front yards, most of which have sloping embankments to the sidewalk along Lincolnway, are divided by concrete sidewalks to the front porches. A few of the properties have gravel driveways, while most are concrete and some are shared driveways between two lots. All of the properties have trees, many have trimmed shrubbery and hedges. All of the houses conform to a uniform setback line; the buildings in the 1300 block angle to conform to the curve in the street. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Accessory structures such as decks, gazebos, fountains and/or small outbuildings should be appropriate to surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building and causing deterioration to the building's historic fabric should be removed and replaced by suitable flora as approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings and other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots, paved, blacktopped or fenced. The gabled slate roof has two cross front gables. The windows are 1/1 and 4/1 double hung sashes with trim wrapped with siding material. There is an offset gable entry with moulded trim gable returns, plain entablature with Doric columns. There is leaded glass in the fanlight and a concrete front stoop. There is a glass enclosed side porch. ALTERATIONS: The aluminum siding and storm windows and doors are not original to the house. The side porch was enclosed around 1955. Copper roof over back porch replaced with Y2" hard board base and single —ply white fleece back vinyl T.P.O. with new shop- fabricated copper edge flashing - COA #2012 -0807. APPLICATION ITEMS: Planters, which were cracked top to bottom and pulling away from the house, to be replaced. We looked to tie the original limestone fireplace from the backyard with the planters, using a limestone look stone, topped by a blue -stone type stone. The blue stone ties in with the slate roof. The step risers are the limestone. The tread is blue stone. The original stairs are being used for the base. The landing at the bottom of the stairs is now rectangular. Instead of a short (trip - pable) bottom step. It will be the base for the landing. The path leading to the city sidewalk is straight instead of following the former curve because the blue stones are rectangular. We had previously replaced the sidewalk and I think we put the curved walk in. (I honestly can't remember if the walk we replaced years ago was straight or curved). On the west side of the house we hope to take the big brick area which has a metal cap over a brick border leading up to French doors and put in a step down for the doors and then a small landing area. This area ties into planters. We have a sump pump in our basement which feed up into a pipe that used to flow out the front of the planter. (Ugly and made for a soggy front yard) We hope to run it through the basement and out the west wall (suggested by building person) -(Mr. James ?) DESCRIPTION OF PROPOSED PROJECT: The homeowner is in the process of reconfiguring the front walkway from a curved walk to a straight walkway between the front porch steps and the sidewalk. The 1986 survey card shows a curved walkway but does not elaborate on the materials in the text of the description. They also wish to remedy a repair from a car crash and improper sump pump drainage along with a front step that is posing a tripping hazard. They also wish to extend the front stone planter to wrap around the west side of the house and then add a step up to the west French doors. The entire project will replace the existing red brick with lime stone and :blue stone. Please refer to the diagrams and the Preservation Specialist Report. ; STANDARDS AND GUIDELINES: East Wayne Street Local Historic District B. BUILDING SITE, LANDSCAPING AND Aee ES S ORIES Individual properties in the district are characterized bya house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the.residences�are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lbt. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the propertie&have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes.and solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. Not Recommended Telephone or utility poles with high - intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. We reviewed the scope of work which included new retaining walls for flower beds, a new walk to the public sidewalk, and new steps for the front door and western side door: The flower bed on the east of the house was struck by a vehicle during a high speed chase in 2013. At the time, it was temporarily repaired to get through the change in seasons. The -brick retaining wall was cracked in several locations due to poor gutter drainage and discharge from a basement sump pump being dumped directly into the flower bed. The front steps had a short first step which the owner refers to as a "trip- able" step as it posed a hazard for those entering the front door. -The owner had those installed prior to the district being designated to match "the red brick flower beds that were existing. The owner has begun to replace the brick retaining wall with a mortared limestone wall with a blue -ish cap stones. The limestone BBQ and flower bed in the rear of the house predates this owner having the property and the slate roof has a blue -ish tone. The owner hoped that the new flower bed and steps'would tie these features together and give a more consistent look. The house is aluminum siding and the foundation bricks which has approximately an 18" reveal are not red but yellow brick. The red brick that was in place was not original to the house, due to the brick that was used and was the only example of red brick at the structure. New gutter pipes (black corrugated) will be integrated in the retaining walls will discharge past the wall and into the sloping yard away from the house. The sump pump, per suggestions by Randy James of the Building Department, will have interior piping running the length of the basement and have a discharge near the west side door flowing away from the house. The owner hopes these changes will lead to less damage to the new flower beds and better flow away from the house and less damage to the basement and foundation. The front path will be straight to the sidewalk as opposed to the curved brick one that existed previously. The "landing" patio extends 4 feet closer to the public sidewalk than the previously did but due the curve to the previous sidewalk, does not take much more lawn than was previously covered. The house is two storeys set upon an irregular plan brick foundation. The walls are wood clapboard with the large central second storey gabled dormer covered with wood shingles. This large hexagonal dormer with overhang is supported by two wood columns The Roofing is asphalt shingles. There is a full width front porch with decorative purlin brackets (A piece of timber laid horizontally on the principal rafters of a roof to support the common rafters on which the roof covering is laid.) at the fascia and four wood columns supports; there is also an articulated wood panel inset in the solid railing. The windows are 16/1 double hung; there are also leaded glass windows. The central front door has sidelights and wood entablature. ALTERATIONS: The roof is not original to the house. The 1979/1987 survey card noted 1/1 double hung windows, so some windows are replacements. Some of the doors may also be replacements. The rear porch and side entrance appear to be additions. DESCRIPTION OF PROPOSED PROJECT: Install a picket fence around the front yard, a privacy fence along one side of the back yard, hand railings on the front porch stairs. STANDARDS AND GUIDELINES: The homeowner wishes to install a 4 foot high French Gothic style cedar, spaced picket fence from the front set back of the porch on the south down the south alley side of the front yard across the Portage side of the front yard. This section will also include a gate with an arch at the front walkway. The fence will continue along the north property line on Leland and continue along the property line, turn toward the set back of the side porch and terminate. The homeowner proposes a 6 foot Spruce stockyard wood fence from where the proposed picket fence turns towards the set back of the side porch across the property line toward the alley way. Per diagram and product specifications submitted. The homeowner also proposes to install wood hand railings on each side of the existing front porch wood steps per drawing submitted. There are currently no railings. B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case -by -case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. Utility poles with high- intensity overhead lights should be installed so that they cannot be seen from a street. ENTRANCES, PORCHES AND STEPS Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or are covered by the main roof of the house. Required When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be retained. Recommended When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the architectural or historical character of the building. Prohibited Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed; if in need of replacement, see above Required section. Not Recommended Original porch details should not be replaced with materials representing a different period or style from the original. STAFF RECOMMENDATION: Staff recommends approval of the project as it follows the guidelines for the Chapin Park District. There are front yard fences in the Chapin Park LH District and there is a concentration of them in the nearby blocks of 700 and 800 Forest. Chapin Park also has a large variety of wood privacy fences along alley ways and rear property lines throughout the District. The proposed railings compliment the architectural style of the house. The gabled slate roof has two cross front gables. The windows are 1/1 and 4/1 double hung sashes with trim wrapped with siding material. There is an offset gable entry with moulded trim gable returns, plain entablature with Doric columns. There is leaded glass in the fanlight and a concrete front stoop. There is a glass enclosed side porch. ALTERATIONS: The aluminum siding and storm windows and doors are not original to the house. The side porch was enclosed around 1955. Copper roof over back porch replaced with %z" hard board base and single —ply white fleece back vinyl T.P.O. with new shop- fabricated copper edge flashing -COA #2012 -0807. APPLICATION ITEMS: Planters, which were cracked top to bottom and pulling away from the house, to be replaced. We looked to tie the original limestone fireplace from the backyard with the planters, using a limestone look stone, topped by a Blue- stone type stone. The blue stone ties in with the slate roof. The step risers are the limestone. The tread is blue stone. The original stairs are being used for the base. The landing at the bottom of the stairs is now rectangular. Instead of a short (trip - pable) bottom step. It will be the base for the landing. The path leading to the city sidewalk is straight instead of following the former curve because the blue stones are rectangular. We had previously replaced the sidewalk and I think we put the curved walk in. (I honestly can't remember if the walk we replaced years ago was straight or curved). On the west side of the house we hope to take the big brick area which has a metal cap over a brick border leading up to French doors and put in a step down for the doors and then a small landing area. This area ties into planters. We have a sump pump in our basement which feed up into a pipe that used to flow out the front of the planter. (Ugly and made for a soggy front yard) We hope to run it through the basement and out the west wall (suggested by building person) -(Mr. James ?) DESCRIPTION OF PROPOSED PROJECT: The homeowner is in the process of reconfiguring the front walkway from a curved walk to a straight walkway between the front porch steps and the sidewalk. The 1986 survey card shows a curved walkway but does not elaborate on the materials in the text of the description. They also wish to remedy a repair from a car crash and improper sump pump drainage along with a front step that is posing a tripping hazard. They also wish to extend the front stone planter to wrap around the west side of the house and then add a step up to the west French doors. The entire project will replace the existing red brick with lime stone and blue stone. Please refer to the diagrams and the Preservation Specialist Report. STANDARDS AND GUIDELINES: East Wayne Street Local Historic District B. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. Required Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed from a public walkway. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high intensity security lights should be approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. There is a full length open front porch with brick pier supports, stone and rough -cut concrete block balustrade and stone deck and steps. There are two front doors, one with a side light. The windows are 1/1 double -hung sashes, fixed sashes with shutters. ALTERATIONS: The aluminum siding, front doors and shutters are not original to the house. APPLICATION ITEMS: Enclose 1306 Lincolnway and 1244 Leer's yard in the back and up to the set back of the house in the front with a 6 ft. wood privacy fence centered in with 4x4x8 treated lumber. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to enclose back yard and side yard at 1244 Leer with a solid wood dog eared fence. It will be installed around the perimeter of the yard beginning at the rear east side of the house along the east side then along the alleyway toward the west and then along the west side on Leer and across the yard to the setback of the house. BUILDING SITE, LANDSCAPING AND ACCESSORIES Individual properties in the district are characterized by a house located in the center of a long, narrow lot which extends from Lincolnway to the alley just north of the railroad tracks. The front yards, most of which have sloping embankments to the sidewalk along Lincolnway, are divided by concrete sidewalks to the front porches. A few of the properties have gravel driveways, while most are concrete and some are shared driveways between two lots. All of the properties have trees, many have trimmed shrubbery and hedges. All of the houses conform to a uniform setback line; the buildings in the 1300 block angle to conform to the curve in the street. Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Accessory structures such as decks, gazebos, fountains and /or small outbuildings should be appropriate to surrounding site elements in scale, type and appearance. Plant materials and trees in close proximity to the building and causing deterioration to the building's historic fabric should be removed and replaced by suitable flora as approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings and other elements before evaluating their importance to the property's history and development.
