Wayne Street South Architectural Style/Date/Architect or Builder: Colonial Revival/1926/Whitcomb&Keller Property Owner: Sarah and Shannon Cullinan Landmark or District Designation: East Wayne Street Rating: Notable DESCRIPTION OF STRUCTURE/ SITE: This two storey brick faced Colonial Revival home with the original slate tiles on the gable roof and a large front shed dormer. The windows are 8/1 double hung sashes with brick header course sills and brick soldier course lintels with ornamental louvered shutters. There is a central gable entrance canopy, arched under with entablature, cornice and brackets. The porch steps and walkway are concrete. ALTERATIONS: The original rear Pergola type porch noted in the 1986 survey card was removed in 1991 and the one storey rear brick addition constructed.. The 1995 second storey clapboard rear addition eliminated the rear shed dormer and also created a second storey bay window over the brick bay window of the 1991 addition. APPLICATION ITEMS: We seek to expand and enclose an existing back step and overhang on an existing addition to our home to create a small mudroom. The entry way and proposed changes are in no way visible from the street. The new mudroom space would dramatically improve entry and traffic flow into the home, as the current entry arrives into the heart of the kitchen. The proposed dimensions for the expanded space are 10'4" in length and less than 6' deep (which is no deeper than the existing set of stairs). The current doorway and lighting would be maintained and used at new point of entry. It is believed this will be an improvement to both the aesthetic and functional appeal of the home, as its design will help to unify the exterior of the existing addition and increase efficiency in its storage and traffic flow at this critical and primary point of entry for a family of six. DESCRIPTION OF PROPOSED PROJECT: This project will create a 10'4" X 6' one storey rear entry addition to the 1991 rear addition of the house. All materials will match existing brick and or cedar plank siding consistent with the existing additional and will match windows and architectural shingle roofing. Please see photographs and diagrams submitted. STANDARDS AND GUIDELINES: East Wayne Street Local Historic District III. NEW CONSTRUCTION New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. A. HEIGHT AND PROPORTION The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There are a few story -and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio. Required The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure of the same type in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower- than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. BUILDING MATERIALS Wall materials in the district include brick, stucco, half-timbering, stone, clapboard, shingle, and metal and vinyl siding. Required Exterior materials used on a new structure shall be compatible in scale, texture and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Metal or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, molded or artificial stone, or artificial brick shall not be used. Not Recommended Glass blocks should not be used. Concrete block should not be used for anything other than foundations. STAFF RECOMMENDATION: Staff recommends approval of the proposed mudroom as it conforms to the standards of the East Wayne District for New Construction. Catherine D. DISTRICT STANDARDS The standards that were approved at the time of the original formation of the West North Shore Drive Historical District placed emphasis on aspects of the structures as viewed from West North Shore Drive. The three structural standards: "Preferred," "Permitted" and "Prohibited" were designed to preserve the architectural, historic and residential characteristics of the district ... WITH CERTAIN EXCEP- TIONS BEING MADE FOR THE STRUCTURE AND PROPERTY ON LOTS 12 AND B DUE TO THE HIGH DENSITY AND SPEED OF TRAFFIC ON MICHIGAN STREET." SPECIFICALLY REGARDING THE STANDARDS ON STRUCTURES UNDER PREFERRED: Retain and maintain existing windows and doors including sash, lintels, sills, shutters, doors, decorative glass, pediments, hoods, and hardware. Use canvas awnings, if awnings are used. Install wooden frame storm windows and doors painted to match trim. Install insulating glass in existing sash.... AS TO LOT 12, METAL STORM WINDOWS AND DOORS WHICH HAVE BEEN COATED TO MATCH TRIM AND WHICH ARE ARCHITECTURALLY IN GOOD TASTE WITH THE STRUCTURE ARE PERMITTED. June 24, 2013 WEST NORTH SHORE DRIVE HISTORIC DISTRICT STANDARDS. INTRODUCTION The North Shore Drive residential neighborhood from Michigan Ave. to Iroquois Ave. has a distinctive and -valuable character. The external appearance of the river and street, homes, and yards communicates 'and reflects the fact that for over half -a century it has been and still is a comfortable residential neighborhood. All of the homers have an attractive view of the delightful St. 'Joseph River. In the main the sarchitvi-turaal. and 'charming -character of West North Shore Drive tins been pre- Krrvvd. Structural standards are written with emphasis on preservation ra[her than on reliabt'.l.itation. Conditions are accepted as they now are with an attempt to prevent any deterioration, demolition, or construction of inappropriate additions or structures. Naturally, rehibilitation or restoration of. any structures in the area would be considered desirable. The standards place particular emphasis. on those aspects of -the structures on West North Shore Drive which can be viewed from West -North Shore Drive. This is In- tended to retain the present streetscape intact, and still allow the property owners leeway in adjusting their property to their living style. The structural standards are divided into three groups; namely "Preferred", "Permitted", and "Prohibited". A. THE NEIGHBORHOOD AND THE RIVER The intimate relationship of the St. Joseph River to this residential neighborhood and to each individual home should be preserved. At present residents, visitors, and passersby drink in the delights of the river - its swift, unimpeded current, its substantial breadth 'and its banks of verdant natural growth. If erosion control efforts become necessary to preserve the river banks they must involve processes and materials consistent' with the natural beauty of the banks. It has always been essentially a passenger car thoroughfare. The introduction of its use -for heavy trucks and other similar vehicles must be pro- hibited. High volume,'high speed traffic must also be prohibited.'; The appoint- ments of the thoroughfare should contribute as much as possible to its architect- ural, historic, and residential character, with exception being taken to the present thoroughfare appointments to Lots 12 and B.' Octagonal Junior Post Top street lights on 100-200 West'North Shore Drive should be maintained. Telephone poles with overhanging sodium bulbs or any high intensity lights must be prohibited on North Shore Drive in this district. Any change in lighting must receive approval of the Historic Preservation Commission. Where river safety harriers are necessary as at Lafayette Blvd. and Troquois Blvd., they should he constructed and terraced to maintain a natural appearance. C. LAWNS The current or historic landscaping character of lawns should be preserved. Paving or-blacktopping.of existing lawns so as to transform them essentially into parking lots or spaces rather than residential lawns must be prohibited. Front yard areas, trees, and lawns must remain open. Fencing in front yards is prohibited. A fence on the Michigan Street side of Lots 12 and B may be permitted if done in a dis- tinctive way and is compatible with the character of the structure on these Lots. Trees contribute greatly to the beauty and charm, and indeed the historic character of the North Shore Drive neighborhood. Street widening or other. public developments calling for widespread destruction of large, healthy trees must be prohibited. Re- placement of trees should be compatible in variety with those presently growing. The vacant lots. must be kept as landscaped or appropriate recreational, or other similar residential development. This is not intended to prohibit the sale of such Iota, nor new construction on these lots. D. STRUCTURES 1. ROOFS PREFERRED: Keep the original shape of the roof. Retain the original roofing material. A special effort should be made to do this when the roof in question* is of tile, slate, or some other unique material not usually found today.. Preserve or replace all architectural features which give the roof its character, such as dormer windows, cupolas, cornices, brackets, chimneys, cresting, weathervanes, and special eaves. -2- 5. If you are considering the installation of such an innovation, consult the Historic Preservation Commission so they may recommend how this could .be done with- out interfering with the *visual integrity of your house. Place television antenna .and other mechanical equipment such as central'air*Conditioning units in inconspicuous, pre- ferrably hidden, locations. PERMITTED: Window air conditioners and exhaust fans may be installed in rear or in inconspicuous side -windows. PROHIBITED: Do not cut holes through walls in areas that can be seen from the street, to accommodate an air conditioner or other mechanical equipment. Notwithstanding the above, no historic preservation con- structional or architectual decision shall be forced on Tots 12 and B without a total understanding of the special conditions which exist to this -property and. without proper evaluation and agreement of the then property owner. E. GENERAL House alterations,- restoration, preservation and rehabilitation shall be such as to not change a house to a style'.r-tb*n its original style. No mention has been made in these standards about color. We trust restraint and *good taste will be exercised. Above all else: -if there are serious problems or you are not certain what to do, consult a professional - an architect experienced in restoration work, a contractor who has restored several buildings, or an architectural -his torian.working in pre- servation. PERMITTED: When necessary to replace roofing material, match the original as closely as possible in size, shape, and texture. Retain and maintain architectural detail of structures such as wrought iron, -tile, brackets, etc. or replace when necessary with similar material in texture, size, and appearance. Spoke with Steve Anella former partner ofJoe Mathews of Mathews Prurucker and Anella. Joe was the architect on about 1200 structures in South Bend and worked on such buildings as the County -City, Century Center, the Kurt and Tessya Simon addition to Temple Beth -El. Joe also worked with Maurer and Maurer the successor firm to Freyermuth and Maurer. Prior to the service, I spoke with Theodore Foti, . retired Vice President of Memorial Hospital. Advised her of its status and the necessity for careful, professional work. John Oxian's landmark at 742 Sancome was the subject of a lenghy conversation with a neighbor who is concerned about the distressed state of the property -notably crumbling concrete steps and peeling paint. Encouraged her to contact Code. Steve Szaday cited this property in his Landmark's minimum maintenance review in 2012. John hasn't performed any of the work. HPC will follow up with Code after on-site visit to document the property. 29 August Routine Office work. Followed up on riverside Drive with Steve Szaday. The exterior of the house is brick on the first storey, clapboard on the second storey and cedar shakes in the gable all in good condition. Routine maintenance with re -pointing the mortar where needed and painting the rest. Interior original door to be repaired; exterior security door to be installed with single pane per staff approval. Spoke with Gene Forsythe about roof repair on 216 Navarre, gave him the paperwork for RME to repair NE corner with architectural shingles—major water issue—plans to replace rest of roof with same. Nancy Ickler proposed replacing her front door at 1402 E. Wayne and hoped that I could Staff Approve it. She e-mailed a scanned copy of the proposed door, I photographed the current door from the street and then requested a closer look at the door. After inspecting the door and realizing that the entire original entry door system would be removed and replaced, I showed my photographs and Nancy's proposal to Kevin Buccellato and he agreed that this proposal would have to go before die Commission. First of all, yet another great workshop this past Wednesday with ten people attending the "Historic Paint Lecture and Q & A" hosted by Paul Hayden. Thanks to Bruno's Downtown for supplying us with chairs at no charge. Those of you who missed it I was on Experience Michiana September 5th to promote the last two workshops. The wood floor workshop has 12 signed up for the lecture and 9 for the hands-on portion. I was curious if any of the commission members had any input on topic/subject matter for next year's series? I know that I will be doing tuck pointing as a hands on with Russ from Slatile. Windows as a subject is a given, but what else would you like to see? Next, not to be negative, but even more demolitions have come through the 106 review process. It breaks my heart to recommend that any house comes down, but to loose all the embodied energy, craft, and material is almost sickening. Jackson Services whom has been awarded many of these bids has been kind enough to allow me access to some of the properties. I am in need of some flooring to do patchwork at the hands on workshop in October and should be able to get what I need from them. I hate to seem like a vulture looking for the scraps after a kill, but can't we start some sort of dialogue with the city to allow some salvage for specific projects? Even if the homeowners that need the material pay the equivalent of the labor to remove it. Is this not a better course than culturally and environmentally irresponsibility? ( I'll get off my box now) If there is anything that someone needs please let me know ASAP as I expect a call any time from Jackson. Three houses turned in without building permits, ten additional structures into code enforcement, and four more boarded up.. Lastly, I have begun the Minimum Maintenance Surveys on Local Historic Districts. I am currently about one-third of the way through Lincoln Way East. There are some beautiful homes along this area, as well as those that need attention. I am hoping to get through this quickly to give home owners enough time before the snow falls to attend to repairs. The windows are 8/1 double hung sashes with brick header course sills and brick soldier course lintels with ornamental louvered shutters. There is a central gable entrance canopy, arched under with entablature, cornice and brackets. The porch steps and walkway are concrete. ALTERATIONS: The original rear Pergola type porch noted in the 1986 survey card was removed in 1991 and the one storey rear brick addition constructed.. The 1995 second storey clapboard rear addition eliminated the rear shed dormer and also created a second storey bay window over the brick bay window of the 1991 addition. APPLICATION ITEMS: We seek to expand and enclose an existing back step and overhang on an existing addition to our home to create a small mudroom. The entry way and proposed changes are in no way visible from the street. The new mudroom space would dramatically improve entry and traffic flow into the home, as the current entry arrives into the heart of the kitchen. The proposed dimensions for the expanded space are 10'4" in length and less than 6' deep (which is no deeper than the existing set of stairs). The current doorway and lighting would be maintained and used at new point of entry. It is believed this will be an improvement to both the aesthetic and functional appeal of the home, as its design will help to unify the exterior of the existing addition and increase efficiency in its storage and traffic flow at this critical and primary point of entry for a family of six. DESCRIPTION OF PROPOSED PROJECT: This project will create a 10'4" X 6' one storey rear entry addition to the 1991 rear addition of the house. All materials will match existing brick and or cedar plank siding consistent with the existing additional and will match windows and architectural shingle roofing. Please see photographs and diagrams submitted. STANDARDS AND GUIDELINES: East Wayne Street Local Historic District III. NEW CONSTRUCTION New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. A. HEIGHT AND PROPORTION The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There are a few story -and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio. Required The height of anew structure and its height -to -width proportions shall be consistent with adjacent buildings in th-- — -- --" --- -- -- – ---- e district. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure of the same type in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. B. BUILDING MATERIALS Wall materials in the district include brick, stucco, half-timbering, stone, clapboard, shingle, and metal and vinyl siding. Required Exterior materials used on a new structure shall be compatible in scale, texture and color with adjacent structures. Materials used on an addition to an existing structure shall relate to the existing or original materials of that structure. As much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. Recommended Metal or vinyl siding may be used when it is the only feasible alternative. This siding should be compatible with the original size and style and with the materials of other buildings in the district. Prohibited Inappropriate materials such as asbestos, asphalt, molded or artificial stone, or artificial brick shall not be used. Not Recommended Glass blocks should not be used. Concrete block should not be used for anything other than foundations. STAFF RECOMMENDATION: Staff recommends approval of the proposed mudroom as it conforms to the standards of the East Wayne District for New Construction. Catherine D.
