December 2013
19 November Prepared and mailed approved COA for Adams Road Landmark. The
Razzle Dazzle Red Hats of Winamac cancelled luncheon "Theatres and Opera Houses of
South Bend" presentation due to illnesses. Attended Area Plan hearing on the Ford
Distributing Building that the NNN is partnering on for low income housing: target market
is entry level professionals and food service workers. E-mailed Matt Sikora to set up
meeting with Commissioners and the Mayor about the role of HPC and the level of
funding. Mayor is not in town.
20 November Kurt West Garner contacted me to write an opinion for a modified
"Studebaker District" National Register District which will encompass Building #84, Union
Station, The Admin Building and Vandalia Station. Crafted a draft of the letter for his
review.
21 November Researched information for Sister Mary Mulligan on her ancestor Edward
and mailed it to her. Gave a lunch hour tour of the Districts for Jitin Kain and 15 other
staff of the Community Investment Department. Made the file on 312 -314 W. Colfax
available for SBTribune reporter, Kevin Allen for an article that lie is doing on the two
Communication Tower Companies at that address.
22 November Staff met with DTSB Staff about 2014 joint projects. Elicia and I decorated
a HPC Christmas tree at Northern Indiana Center for History with Chapin Park
Ornaments, St. Joseph County Postcards, windows and magnets.
25 November General Office work and resolving issues with Auditor's Office. Received
letters notifying HPC of Marquette School and West LaSalle Street District being placed
on the National Register of Historic Places. Research Singer Sewing Machine Factory #6

26 November Code hearing on 115 S. Lafayette, Dean Building. Hearing Officer agreed
that Steven Kollar has been outrageous and she imposed the most fines that she could
could under the statues. Most of die hearing was testimony from Capt. Fleming, SBFD
who inspected the building and reported the numerous violations. Spoke with Capt
Fleming afterwards and said that HPC supports the Fire Departments efforts to have
landlord registration. Attended the St. Joseph County Council Committee meeting for the
appropriation of $135.00 for Steve Szaday for tours and $30.00 for AlpliaGraphics for
binding manuals. Sent to Council with favorable recommendation.
27 November Research on the LaSalle District using the Sanborn maps available on line
for Commissioner Gordon. The interview with FOX on the Marquette and West LaSalle
National Register inclusion was cancelled due to the weather taking top spot in the news.
They want to reschedule it for next week.
28 November - 1 December Office closed for Thanksgiving Holiday
2 December Elicia and I met with Todd to discuss the 2014 Restore Michiana series and
who will be responsible for which workshops and lectures. Received letter from Anna
Stout requesting that her Oak Trees be landmarked. Stall Report on 507 Riverside Drive
for windows. Contacted Kacey Hashberger concerning COA application dropped off at
Office for 417 W. Navarre.
3 December On site photo of vinyl window to be replaced with wood at 417 W. Navarre.
Contacted Central Services to have billing for car sent ASAP for payment in this year's
budget. Meeting with Ian M. Lockwood of AE COM on the Smart Street initiative. My
suggestion that the round about be located at Bartlett and Michigan rather than at Park
Lane and Michigan was accepted and supported by all interested parties: Memorial,
SBCSC Madison School, Parks Department and Water Works. County Council meeting
at 6:00 p.m. for the requested appropriations.
4 December Completed Staff Reports for 507 Riverside Drive. Reported goats being
walked in front of library on leashes to Common Council Member and Code. Attended
the Blighted Housing meeting hosted by the State of Indiana at the St. Joseph County
Library at 6:00. Funds are coming from TARP.
5 December On site visit to 1311 E. Wayne N. for roofing job by Donat Constructions
and 17511 Hepler for photos of oak trees that Anna Stout has requested landmark status;
also 539 Riverside Drive brick work. Reconciled November Location Report.
6 December Informal meeting with Tom Anderson concerning 230 E. Navarre and 539
Riverside Drive housing rehabilitation projects. Work has stopped on 230 E. Navarre
because workers were not getting paid. Prepared Commissioner Packets for mailing.
Contacted Javier Aguilar concerning the Daniel Ward Farm and the Gumwood/Cleveland
Road Project.
9 December Tim Janowiak called to meet about tours for Building 84 on the 20
December. I was on my way to a NICH Finance Committee meeting and declined to meet
today. Ti in will arrange for a later date. Researched old EER 106 files for 518 LaPorte.
Kim Kilbride called about Marquette School and would like to have a copy of Bill Latoza's
memo on Marquette. Scheduled meeting room for 2014 HPC meetings and gave copy to
Maintenance Department for housekeeping and security. Followed with Larry Meteiver on
Mayor's appointment to Commission. Informal after hours social visit with Stan Wruble
(South Bend School Trustee) and Andrea Beachkofsky (former City attorney) at Rotary
function, Marquette School did come up.
10 December Routine Office work. Post Card sales messages to Mark Tamer (233-2577)
of South Bend Chocolate; Leonard Clifton(234 2000) of Double Tree and Phyllis(647
7326) of Cottage Place Gift Shop. RME prepared for 1311 E. Wayne and 417 W.
Navarre.
11 December Placed postcards at Double Tree and South Bend Chocolate. Sent e-mail
to DOT at South Bend Regional Art Museum. Filmed interview with Mark Peterson
WNDU about Marquette which was aired that evening.
12 December Conversations with Martha Kline concerning a campaign to save
Marquette. Attended 4:30 Botanical Society Board meeting and presented reports on
Admissions and Finances.
13 December Attended Michiana History Group meeting at Hannah Lindahl
Children's Museum in Mishawaka. Made members aware of our postcards and future
plans. Toured museum. Finalizing plans for the Studebaker Event on Friday 20
December with the finale at 6:00. Wrap up Office work for year's end.

DESCRIPTION OF STRUCTURE/ SITE: This is a 2 storey house with a square plan set upon a block foundation. The walls
are sided with aluminum. The full width front porch has decorative wrought iron roof supports and three fixed pane picture
windows with operable awning windows along their bases. The windows in the house are either single, double, triple or
quadruple aluminum awning style windows. The second storey front window has a large fixed central pane with by operable
sidelights and is shaded by an aluminum awning. There are three aluminum storm doors two of which are half view and one three
quarter view covering wood doors of various styles. The gabled roof is covered with asphalt shingles.
ALTERATIONS: The aluminum siding, storm doors and all of the windows are not original to the house. The wrought iron
porch supports are later additions. The current roofing material was added in 1993 with a COA.
APPLICATION ITEMS: Replace windows and storm doors per attached list and pictures.
DESCRIPTION OF PROPOSED PROJECT: The owner proposes to replace all of the fifty year old aluminum windows with
Vista Panorama custom made vinyl windows that would fit into the same openings. There will be 2 32 x 48 double hung, 2 32x
36 double hung and 2 34 x 48 double hung windows on the first floor along with an 18 x 36 casement window. The second
floor's large picture and sidelight assembly will be replaced with a central fixed pane and two double hung windows measuring
48 x 96. Also on the second floor there will be 2 32x 48 double hung windows and 1 casement 18 x 24 and 1 awning 32 x 26.
The casement windows and awning windows will not have muntins. All per listing and brochure pages. Michiana's Best Choice
Windows will remove all of the old windows/material and install the new windows with frames into the openings; the exterior
will be aluminum wrapped just inside the exisitng "J" channels and caulked off. The storm doors will all be replaced Comfort
Bilt "West Point" Storm Doors per brochure page.

Window and door frames are in most cases wood. Brick structures have stone sills and brick lintels. In some cases where
synthetic siding has been applied, window trim has been covered. Many structures in the district have aluminum storm windows.
Some houses retain wood framed storm windows.
Required
Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods and hardware shall be
retained or when deteriorated beyond repair, replaced with units and trim resembling the original.
Recommended ,
Wood frame storm windows and doors, painted to match the original, should be used but should not damage existing frames. If
new sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are
used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material.
Prohibited
Original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New window and
door openings which would alter the scale and proportion of the building should not be introduced.
Inappropriate new window and door features, such as aluminum and insulating glass combinations that require removal of the
original windows and doors, shall not be installed.
Not Recommended
Awnings, hoods or fake shutters made of metal, vinyl or fiberglass should not be used if they would detract from the existing
character or appearance of the building.
STAFF RECOMMENDATION: Staff recommends approval as the proposed projects conform to the standards and guidelines
for River Bend.

Niezgodski. Absent: Kevin Buccellato, Javier Aguilar, & Tom Gordon. Mr. Voll
reported that the Nominating Committee recommends the following Officers for the
2014 calendar year: Tim Klusczinski, President; Jerry Niezgodski, Vice President; Mike
Voll, Treasurer; Dave Steinhauer, Secretary.
On a motion by Jerry Niezgodski with a second by Tom Gordon to adopt
the Nominating Committee report.

DESCRIPTION OF STRUCTURE/ SITE: This is a one storey structure that is on a brick foundation. It has
synthetic stone siding on the front faqade and the rest of the house is now covered with clapboard style vinyl siding.
The windows have been replaced with double hung vinyl windows. The roof is covered with asphalt shingles.
There is an open porch in the front with a wrought iron railing and an open covered porch at the rear side of the
house.
ALTERATIONS: There is very little evidence of the original fabric of this house. There was a verandah around
the front of the house of which the current location of the porch is a remnant. The 1998 Survey Card notes a rear
addition with an enclosed entry; and the house had aluminum siding and the synthetic stone. The concrete porch
and stairs are not original to the house.
APPLICATION ITEMS: Vinyl siding on exterior of the house over wood siding. Replace 5 windows, 3 south
side, I front and I north with 4 double hung and 1 single pane.
DESCRIPTION OF PROPOSED PROJECT: The homeowner has installed vinyl siding and the windows all
without building permits or approved Certificate of Appropriateness. The projects were completed over a week end
and then red tagged by the building department,

11. EXISTING STRUCTURES
A. BUILDING MATERIALS
Original exterior wall materials in the district include limestone, flagstone, stucco, clapboard, wood
shingles, sandstone and masonry block. In some instances, vinyl or aluminum siding has been applied
over the original material.
Required
Original exterior, building materials shall be retained. Deterioration of wood materials shall be prevented
through repair, cleaning and painting. The existing or original architectural detail around windows,
porches, doors and eaves should be retained or replaced by replicas of the same design and materials
when deteriorated beyond repair. Masonry. including brick, limestone, flagstone, sandstone and stucco
shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with a
method acceptable for the preservation of the surface: i.e. low pressure water and soft natural bristle
brushes. No chemicals, sand blasting or other invasive methods may be used to clean historic buildings.
When repairing stucco, stucco mixture compatible in composition, color and texture shall be used.
Recommended
Whenever possible, the original building materials should be restored. Metal or vinyl siding may be used
when it is the only alternative to maintaining or replacing the original surface material. When used over
wood surfaces, this siding should be the same size and style as the original wood. Every effort should be
made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural
features. Ample ventilation must be afforded the structure when metal or vinyl siding has been installed
in order to prevent increased deterioration of the structure from moisture and/or insects, -Mortar joints
should be re -pointed only when there is evidence of moisture problems or when sufficient mortar is
missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated 'in composition,
color, texture, joint size, method of application and joint profile. It is emphasized that, prior to initiating
any restoration or rehabilitation effort, the property owner contact the Historic Preservation Commission
of South Bend & St. Joseph County at 125 Lafayette, South Bend. The Commission is an invaluable
source of information about all facets of rehabilitation and restoration.
Prohibited
Wood siding shall not be resurfaced with new material which is inappropriate or was unavailable when
the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles.
Sandblasting or the use of harsh detergents shall not be used on masonry including brick, stucco,
limestone, flagstone and sandstone. This method of cleaning erodes the surface material and
accelerates deterioration. Brick surfaces shall not be painted unless they had been painted originally.
Not Recommended
Waterproof or water repellent coatings or surface consolidation treatments should not be used on
masonry surfaces unless required to solve a specific problem that has been studied and identified.
Coatings are frequently unnecessary and expensive, and can accelerate deterioration of the masonry.
Mortar joints which do not need re -pointing should not be re -pointed. Re -pointing shall not be done with a
mortar of high Portland cement content which can often create a bond that is stronger than the building
material. This can cause deterioration as a result of the, differing coefficient of expansion and the differing
porosity of the material and the mortar which can result in serious damage to adjacent brick. Paint shall
not be removed from masonry surfaces
STAFF RE' COMM FNDATI ON: The work had been completed without permits. The vinyl siding is covering
what in photographs appeared to be original wood siding in good condition. 'I'he windows have been replaced and
Staff cannot comment on the condition of the windows prior to their replacement. It is unknown if any of these
windows were original to the house. The survey card also noted that the Integrity of the structure was Altered.

DESCRIPTION OF STRUCTURE/ SITE: This 2 storey plus attic frame house was constructed on a
square brick foundation. The walls are covered with wood shingles. The roof is a pyramid with gable
ended dormers having soffit returns and is covered with asphalt shingles. The porch roof is supported by
paired and triple Doric columns set on plinths supported by brick piers with stone caps. There is a wood
balustrade around the porch. The windows are 9/1 double hung with aluminum, storm windows. -
ALTERATIONS: The roof has been re -placed and some of the windows do not appear to be original to
the house.
APPLICATION ITEMS: Demolition of house and fence and removal of basement..
DESCRIPTION OF PROPOSED PROJECT. Demolition of the building then landscaping the vacant
lot,
STANDARDS AND GUIDELINES:
V. GENERAL
A. Buildings in the district should not be demolished except where a building poses a threat to the public safety,
and demolition is the only alternative. Documentation of interior and exterior features of the original buildings,
especially homes rated as historically significant, is encouraged. Measured drawings and photographs may be
submitted to the Historic Preservation Commission for safickeeping and future reference.
STAFF RECOMMENDATION: Staff recommends approval. The house has had numerous break-ins
and several fires. Staff attempted many times over a 2 year period to secure the building and alert the
police to vagrant's in the building after owners walked away from the property. This was once rated
Notable in the South Bend survey and would be aii appropriate candidate for interior salvage and the front
entrance sidelights.

DESCRIPTION OF STRUCTURE/ SITE: This two storey brick Tudor Revival home has the original
asbestos the on tile steep gable roof and paired metal casement windows: 3 x 3 lights and 4 x 4 lights.
There are glass block in the south wall of the one storey gabled section and again at the rear of the house
next to a French door, There is a picture window in the rear wall in the first storey. There is an attached
garage with a gabled roof and dormer. The entire exterior is stucco with a half brick wall. 'I'licre is an
additional entrance on the north side of the house to -ward. the front with a flat roof supported by a,,vrou,(,,,ht
iron railing system. The front door is solid wood.
ALTERATIONS: The picture window in the rear mid the glass blocked in arrears are not original to the
house. The additional side entrance with flat porch roof and wrought iron were later additions as well.
APPLICATION ITEMS - : Some exterior painting, new roof, new windows, complete interior rehab and
possible new like gutters. Side porch roof replacement.
DESCRIPTION OF PROPOSED PROJECT: Bach Investments LLC has engaged Capstone Building
and Remodeling to oversee these projects. They propose to cover the asbestos shingles with GAF
Slatelineasphalt shingles. The metal windows can not be repaired; the kitchen ' windows are original but
the rest are 1970s aluminum casement -look or fixed single pane. They will replace them with wood
custom double hung and wood casements to fit in the original openings. They will have dimensional
performance divided HICS Without brick mould but with exterior trim detailed in Capstone's Report. They
will be designed with a 3 degree slope to shed water. They also propose to replace the non -original side
front door overhang with a fixed awning style porch roof per Diagram #L
STANDARDS AND GUIDELINES: East Mayne Street Local Historic District
B. ROOFS AND RoOFING
Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered
with a variety of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles.. Residences in
most cases have wood fascias with gutters and downspouts. The facias of sonic vinyl or metal sided houses are
covered with the same material.
Required
The existing shape and materials of the roof shall be retained. All architectural features which give the roof its
essential character sliall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and
weather vanes.
Recommended
NVhenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made
to retain materials such as slate, tile, and other unique materials not commonly found in new construction. Roof
covering Nvbicb is deteriorated beyond repair should be replaced with new material that matches as closely as
possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary
adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced
with a style comparable and suitable to the architectural period.
Prohibited
Nothing shall be done to change the essential character of the roof as viewed f1roin the thoroughfare by adding
architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house.'Fhe

sills and brick lintels Where metal or vinyl siding has been applied, window trim has been covered. Storm
windows arc of wood or aluminum.
Required
Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass,
pediments,
hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim
resembling, the original.
Recommended
Wood frame storm windows and doors painted to match the original should be used but should not
damage existing frames. If new sashes or doors are installed, the existing or original materials, design. and

hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to
match the existing. When avviiiiies are used they should be of canvas material.
Prohibited

After visiting the house again and being able to get inside the house as well, My
recommendations and analysis are as follows:
Roofing -
The current asbestos shingles are in good to fair condition and may be able to be covered
with a GAF Slateline series roof shingle upon further review by roofing professional. A

similar application was used at 1130 E Wayne St in 2011. 1 noticed that there were only
a handful of tiles missing and those could be easily replaced with new shingles to level
the roof, The only water damage I noticed was in the southeast corner and appears to be
a result of failing gutters and soffitts.
Windows -
There appear to be several different types and ages of windows at this address. The
original steel casement windows are still in place in the kitchen. The newer circa 1970s
aluminum casement windows that are located in the bedrooms, the southern and eastern
main levels are obvious later changes. Most of those new altuninurn casement windows
are 11011 operable or have been replaced with solid plate glass. The casement sashes that
are present are less than 18" wide. When Craig'Faclman voiced his concerns about
caress on second storey, I recommended that if lie wanted to propose other another style

of window that that was his prerogative but was subject to commission approval no
matter what lie proposed.
North Door Overhang -
The overhang above the North facing door is in need of replacement. The eastern support
of the overhang was cut off and the weight is now shared by the west support and the roof
above the garage. Mr Tachiian expressed his desire to remove the current overhang and
replace it with one that was stand alone and had a pitch similar to that of the window
above the garage door. He also expressed his desire to use one without the support legs or
even an awning if he found one that fit the style of the house. I informed him that in
either scenario a drawing of what he would like to do must be given ASAP to HPC staff
as to be a part of the current proposal for consideration by the commission -on the October
21, 2013 inecting.

Cin 'Behalf of the property owner, I would like for Historic Preservation
,Commission to consider allowing the owner to replace the existing aluminum
casement windows with wood double hung windows.
We are requesting that double hung windows be allowed as the existing casement
windows in the bedrooms would not allow for egress should the need arise for
exi,ting the home via the windows. The opening width of the bedroom windows
are approximately 1.8" per casement sash.
In order. for the balance of the window to look appropriate, double hung windows
should be used for the balance of the home with the exception the side windo- ws
where the opening width dictates the use o.ra casement window and the possible
use of casement windows on existing back picture window.
The double hung windows and the casement window would have these features:
All wood exterior and interior
Simulated grill patterns with dimensional exterior grills simulating divided
lites as deemed appropriate by the FlPC.
Sides of*the exterior windows trimmed in cove mould per the existing
windows
Heads ohlie windows will have a bed/crow-ti with a flat top board.

DESCRIPTION OF STRUCTURE/ SITE: The Colonial Revival house is a two storey
frame constriction with a rectangular plan and a five bay fagade covered with wood
shingles. The gable roof has simple moulded raping trim and asphalt shingles. 'file
windows are 6/1 double lntung windows with moulded cornice trim. There is a Central
entry with a pediment supported by decorative brackets with lentil details along; with
pilasters and a fanlight over the door. There is a one storey flat roof wing topped by a
wood balcony.
ALTERATIONS: Once installed jalousie windows have been replaced with Marvin 6/1
double hung woad windows in the rear three seasons room. Non -original glass block
windows were removed and the siding was replaced to match body of house. Complete
re -roof with architectural shingles in 2010.
APPLICATION ITEMS: Replacement of 1950s era aluminum storm windows with

side of the house.
ALTERATIONS: -The survey card notes fiber shingled siding and aluminum storm -
windows. There is an non -original deck with a hot tub attherear of the house.
APPLICATION ITEMS: -Remove existing chain link fence and. install -new 6, tall
wood privacy fence in back yard.
DESCRI PTION OF PROPOSED PROJECT: Following the exact same footprint as
the existing chain link fence, owner proposed to install a new wood dog car fence. Three
new gates will match fence providing a seamless transition.
RIVERSIDE DRIVE STANDARDS AND GUIDELINES:
I. THE ENVIRONMENT
B. BuiLDING SITE, LANDSCAPING AND.ACCESSORIES
Individual properties in the district are characterized by a house located in the center of a flat
lawn, often divided by a walk leading to the front entrance. Several of the residences are sited cin
two or more building lots; however, the preponderance of the homes have been erected on a
single lot. Most of the properties include a double garage, usually located at the rear of the
property. The majority of garages are accessed from straight driveways leading from the main
thoroughfare, while a few are accessed from the alley. There are also a few home,, with a covered
carport located at the rear of the property, as well as a few with circular driveways. Driveway mid
sidewalk materials include concrete, asphalt mid brick. All of the properties .have trees and most
have trimmed shrubbery and./or hedges. Most of the houses conform to a uniform setback line
within each block.
Required
Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which
reflect the property's history and development shall be retained.
Recommended
New site work should be based upon actual knowledge of the past appearance of the property
-found in photographs, drawings and newspapers. New site work should be appropriate to existing
surrounding site elements in scale, type and appearance. Plant materials and trees inclose
proximity to the building that are causing, deterioration to the building's historic fabric should be
removed However, trees and plant materials that must be removed should be immediately
replaced by suitable flora. All high-intensity security lights should be approved by the Historic
Preservation Commission,
Prohibited
No changes may be made to the appearance of the site by removing major landscaping items,
C,
trees, fencing,walkways, outbuildings or other elements belbre evaluating their importance to the
property's lustory and developnicnt. Front yard areas shall not be transformed into Barking lots
nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall. not extend
I*orward beyond the setback line of the house. The installation of unsightly devices such as
television reception dislics and solar collectors shall not be permitted III areas where they can be
viewed from the public thoroughfare.

October 2013
16 September The beginning of a series of meetings with Kevin J. Aust and David
Bennett of AECOM concerning the impact of the roundabouts on Leeper Park with the
conversion to 2 way streets. Strongly suggest that the roundabout on 933 be located at
Barlett rather than at Park Lane to avoid the school and radically impacting the Park. HPC
monthly meeting. Contacted Donna Pangborn that the COA for the Island was approved.
17 September More Research and prep for the 11:00 and 4:00 Focus Group
meetings on the roundabouts which I attended. Prepared and mailed out all approved
COA. Submitted 3 completed 106 Reviews. Attended the Board of Commissioners
meeting for the appointment of Javier Aguilar to the HPC. Contacted Javier.
18 September Car tour of Districts in the morning: Taylor's Field, Edgewater and
East Wayne Street also landmarks on West Wayne Street. Long conversation with Joann
Sporleder on the 2 way streets. Attended the "Pin -Up" and was delighted to learn that both
Memorial and SBCSC liked the Bartlett location of the roundabout.
19 September Arranged for a 10:30 Monday meeting with Javier.Met with Mr. LeRoy
Cobb about the designation of the 1700-1800 blocks of N. Elmer in Marquette Heights
built in the 1950s by the Better Homes of South Bend, Inc (May 21, 1950). Mr. Cobb
declared that this was the first Black NFP in the United States. Will arrange for Staff to go
out a look at the housing stock. Spoke with several people about the changes on the Isalnd
in E. Wayne, assured them that Commissioners had approved the COA for the changes.
Met with the owners of 604 S. Carroll-Migul Becerril about the 5 vinyl windows and the
installation of the siding without building permits or COA approvals. They applied for
COA and will be at the October meeting. John Califano applied for COA for 531 S. St.
Joseph for in-kind work on roof, windows and fascia; also provided him with information
on the house, the 115 South Street site Owner of 14309 Adams has a rotting tree,
provided him with Arborists to evaluate.
20 September Staff toured St. Paul's Methodist Church. I had in depth conversations with
the new Pastor, Rev. Thomas Thews, and the implementation of the work proposed by
Notre Dame. They have opened up the glass interior domes to natural light and
refurbished the sanctuary chandeliers and restored the Sunday School Office. Suggested
using the windows as subjects for note cards for fundraising. Staff then toured the Masonic
Temple/Scottish Rite. Contacted Professor Uplekar with Rev. Thews remarks. Arranged
a luncheon meeting with Code Director, Shubhada Kambli for next week.
23 September Met with new Commissioner, Javier Aguilar and gave him copies of
materials. Will copy file for the LaSalle Hotel. Received e-mail from Scott Ford thanking
me and HPC Staff for working with AECOM. Completed two 106 Reviews for Rehab.
24 September On site visit to 1005 E. Wayne. Steve was out earlier to check on
the site. Several Contractors involved for replacing windows and doors. Casement
windows are in very bad shape and openings too narrow on second floor for egress. Met
with Fyrquist concerning 523 S. St. Joseph that he is interested in obtaining from the
purchaser in the most recent tax sale. Inquiries on the School house on SR 4 in Liberty
township.
25 September Follow up letter to Mr. Klaybor from Isaak Walton concerning
presentation. Attended Convention and Visitor's Bureau Partners luncheon.
26 September Meeting with Krista from DTSB. The "new Tamara" . Organizing
a bus tour for October with Jitin Kain for his Department. Drafted In -Line transfers for
2013 spending.
27 September Routine Office work.

meeting.
8 October Elicia Vacation Day. Routine Office Work. Attended Commissioners'
meeting for travel approval for Staff to go to Conference in Indianapolis. 106 Reviews.
9 October Prepared Staff Reports for October meeting. Meeting with Craig Taelman
on 1105 E. Wayne Street. Letters for Nick Surak of Englewood Group looking at Ford
Distributing and surrounding addresses to their Housing Directions LLC assuring that
property not landmarked or in a historic district.
10 October Attended Redevelopment Commission meeting that was suppoed to
address the Hoffman Hotel but didn't. Attended the Vacant and Abandoned Housing
Task Force Meeting. Meeting with Craig Taelman to finalize details for 1105 and finish
the Staff Report. Completed Packets for mailing. Eight 106 Reviews for demolition.
Attended reception for the Rushton Apartments at Tippecanoe and then toured the floors
at the Rushton.
11 October Received the Code report for 609 Riverside Drive for a serious buyer.
Reconciled Accounts payable for paying obligations in October. Seventeen 106 Reveiws
for demolition.
14 October Columbus Day. Office Closed.
15 October Code issues at 417 W. Navarre with rotting wood, missing window and
improper railing in rear -all need permits or COA approval. Contact person for 417 is
Casey at Hashberger Mortgage 574 215 9935; she claims that HUD requires replacement
over repair. There also may be some lead paint issues. Follow up a -mail with Valerie
Schey on roofing issues at 1314 E. Wayne No. Met with Paul Fields about adding his
project at 828 Park to Agenda -Code mandate that all work be completed by year end. He
will come in tomorrow with all information. Met with Mark Tamer about the St. Joseph
County postcards. He said that South Bend Chocolate will do anything to help out!
16 October Steve and I met with Paul Fields and began working on the Staff Report for
828 Park which was emailed to Commissioners and Staff in the afternoon along with Paul's
documentation. Conversations with Kim Bowman and Chris Chockley concerning the
intentions of Housing Directions LLC aka Englewood Development Co. from
Indianapolis to put 44 units of low income housing in the old Ford Distributing Co site on
Portage and California. There are serious concerns about additional low income housing
along Portage and close to Leland, that has more and more rentals. It seems counter
intuitive to NNN's work for market based housing in the NNN.
17 October Routine Office work and - signed off on 20 106 Reviews for demolition. Jeff
Johnson Oiohnson@colienesrev.com. 816 651 7726) from Cohen -Esrey called about the
JMS Building being adaptively re -purposed as apartments. Wanted a contact for tax
credits -a third party consultant, gave him Kurt W. Garner, Greg Kil and Todd Zeiger.
Spoke with Betty Gilmore about possible re -uses for 715 E. Wayne Building belonging to
Zion United Church. Recommended that she speak with Indiana Landmarks- Todd
Zeiger, South Bend Heritage- Marco Mariani, CID- Chris Fielding and Rob Staley of The
Crossings. Examined file on JMS Building in light of JeffJohnson's call. The windows are
not original.
18 October Reviewed Demo 106s that were questioned. Steve and I went out and
looked at some of these and turned in 3 more for demo, 4 that were still questionable -one
even occupied -and several could be candidates for deconstruction. Finished paper work
for 12 106 Reviews. Routine Office work Received e-mail confirmation that Marquette
School and West LaSalle District was placed on the National Register September 16, 2013.

Hello Commission!
This month's report is rather brief. A great deal of this last month's time was
spent dealing with 106 reviews. It is PAINFUL to see so many houses going down. It is
equally painful to see houses that lack historic designation in order to protect them. What
we can do through this office's efforts is to catch those properties that are designated
before they become too far gone to save. I am hopeful and encouraged by the rumors and
cordial meetings that we have had with city officials that a possible deconstruction
program may begin as soon as 2014. The priceless embodied energy within those houses
through the wealth of material may still be saved and used in other houses.
We had a fantastic wood floor workshop with Love and Sons two weeks ago and
even our friends Wayne Doolittle and Paul Hayden had to admit they learned from as
well. I am still awaiting suggestions for next year's workshops from the commission
before our meeting with Indiana Landmarks at the end of the year.

DESCRIPTION OF STRUCTURE/ SITE: This is a one storey structure that is on a brick foundation. It has synthetic stone
siding on the front fagade and the rest of the house is now covered with clapboard style vinyl siding. The windows have been
replaced with double hung vinyl windows. The roof is covered with asphalt shingles. There is an open porch in the front with a
wrought iron railing and an open covered porch at the rear side of the house.
ALTERATIONS: There is very little evidence of the original fabric of this house. There was a verandah around the front of the
house of which the current location of the porch is a remnant. The 1998 Survey Card notes a rear addition with an enclosed
entry; and the house had aluminum siding and the synthetic stone. The concrete porch and stairs are not original to the house.
APPLICATION ITEMS: Vinyl siding on exterior of the house over wood siding. Replace 5 windows, 3 south side, 1 front and
I north with 4 double hung and 1 single pane.
DESCRIPTION OF PROPOSED PROJECT: The homeowner has installed vinyl siding and the windows all without building
permits or approved Certificate of Appropriateness. The projects were completed over a week end and then red tagged by the
building department.

II. EXISTING STRUCTURES
A. BUILDING MATERIALS
Original exterior wall materials in the district include limestone, flagstone, stucco, clapboard, wood shingles, sandstone and
masonry block. In some instances, vinyl or aluminum siding has been applied over the original material.
Required
Original exterior building materials shall be retained. Deterioration of wood materials shall be prevented
through repair, cleaning and painting. The existing or original architectural detail around windows, porches, doors and eaves
should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry including
brick, limestone, flagstone, sandstone and stucco shall be cleaned only when necessary to halt deterioration or to remove stains,
and shall be done with a method acceptable for the preservation of the surface: i.e. low pressure water and soft natural bristle
brushes. No chemicals, sand blasting or other invasive methods may be used to clean historic buildings. When repairing stucco,
stucco mixture compatible in composition, color and texture shall be used.
Recommended
Whenever possible, the original building materials should be restored. Metal or vinyl siding may be used when it is the only
alternative to maintaining or replacing the original surface material. When used over wood surfaces, this siding should be the
same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices,
gables, eaves and other architectural features. Ample ventilation must be afforded the structure when metal or vinyl siding has
been installed in order to prevent increased deterioration of the structure from moisture and/or insects. Mortar joints should be re -
pointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the
mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile.
It is emphasized that, prior to initiating any restoration or rehabilitation effort, the property owner contact the Historic
Preservation Commission of South Bend & St. Joseph County at 125 Lafayette, South Bend. The Commission is an invaluable
source of information about all facets of rehabilitation and restoration.
Prohibited
Wood siding shall not be resurfaced with new material which is inappropriate or was unavailable when the building was
constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall
not be used on masonry including brick, stucco, limestone, flagstone and sandstone. This method of cleaning erodes the surface
material and accelerates deterioration. Brick surfaces shall not be painted unless they had been painted originally.
Not Recommended
Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry surfaces unless
required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary and expensive, and
can accelerate deterioration of the masonry. Mortar joints which do not need re -pointing should not be re -pointed. Re -pointing
shall not be done with a mortar of high Portland cement content which can often create a bond that is stronger than the building
material. This can cause deterioration as a result of the differing coefficient of expansion and the differing porosity of the
material and the mortar which can result in serious damage to adjacent brick. Paint shall not be removed from masonry surfaces
STAFF RECOMMENDATION: The work had been completed without permits. The vinyl siding is covering what in
photographs appeared to be original wood siding in good condition. The windows have been replaced and Staff cannot comment
on the condition of the windows prior to their replacement. It is unknown if any of these windows were original to the house. The
survey card also noted that the Integrity of the structure was Altered.

On a motion by Lynn Patrick with a second by Tom Gordon to deny COA as submitted and to
remove the replacement siding with Inspector present; determination to be made at that point by
the Inspector collaborating with the Commission, based on the condition of the wood underneath,
whether to mandate complete removal of the vinyl siding and restoration of the wood underneath
as needed. Vinyl replacement windows to be replaced if we have other wood windows in our
stock pile or other reasonably priced windows are located. No further changes should be made to
the exterior of the house without Commission approval and oversight. Inspector to work with
property owner on timing.
Vote: 5 — 0 Unanimous.

The walls are covered with wood shingles. The roof is a pyramid with gable ended dormers having soffit returns and is covered
with asphalt shingles. The porch roof is supported by paired and triple Doric columns set on plinths supported by brick piers
with stone caps. There is a wood balustrade around the porch. The windows are 9/1 double hung with aluminum stonn
windows.
ALTERATIONS: The roof has been re -placed and some of the windows do not appear to be original to the house.
APPLICATION ITEMS: Demolition of house and fence and removal of basement..
DESCRIPTION OF PROPOSED PROJECT. Demolition of the building then landscaping the vacant lot.
STANDARDS AND GUIDELINES:
V.GENERAL
A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is
the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as
historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation
Commission for safekeeping and future reference.
STAFF RECOMMENDATION: Staff recommends approval. The house has had numerous break-ins and several fires. Staff
attempted many times over a 2 year period to secure the building and alert the police to vagrants in the building after owners
walked away from the property. This was once rated Notable in the South Bend survey and would be an appropriate candidate
for interior salvage and the front entrance sidelights.

DESCRIPTION OF STRUCTURE/ SITE: This two storey brick Tudor Revival home has the original asbestos tile on the steep
gable roof and paired metal casement windows: 3 x 3 lights and 4 x 4 lights. There are glass block in the south wall of the one
storey gabled section and again at the rear of the house next to a French door. There is a picture window in the rear wall in the
first storey. There is an attached garage with a gabled roof and dormer. The entire exterior is stucco with a half brick wall. There
is an additional entrance on the north side of the house toward the front with a flat roof supported by a wrought iron railing
system. The front door is solid wood.
ALTERATIONS: The picture window in the rear and the glass blocked in arrears are not original to the house. The additional
side entrance with flat porch roof and wrought iron were later additions as well.
APPLICATION ITEMS: Some exterior painting, new roof, new windows, complete interior rehab and possible new. like
gutters. Side porch roof replacement.
DESCRIPTION OF PROPOSED PROJECT: Bach Investments LLC has engaged Capstone Building and Remodeling to
oversee these projects. They propose to cover the asbestos shingles with GAF Slateline asphalt shingles. The metal windows can
not be repaired; the kitchen windows are original but the rest are 1970s aluminum casement -look or fixed single pane. They will
replace them with wood custom double hung and wood casements to fit in the original openings. They will have dimensional
performance divided lites without brick mould but with exterior trim detailed in Capstone's Report. They will be designed with a
3 degree slope to shed water. They also propose to replace the non -original side front door overhang with a fixed awning style
porch roof per Diagram #1.
STANDARDS AND GUIDELINES: East Wayne Street Local Historic District
B. ROOFS AND ROOFING
Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered with a variety
of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles.. Residences in most cases have wood fascias
with gutters and downspouts. The facias of some vinyl or metal sided houses are covered with the same material.

Required
The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character
shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes.
Recommended
Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain
materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is
deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition,
size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the
structure; they should be maintained whenever possible or replaced
with a style comparable and suitable to the architectural period.
Prohibited
Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural
features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of
architectural features important to its character.
Not Recommended
Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a
building.
STANDARDS AND GUIDELINES: East Wayne Street:
C. WINDOWS AND DOORS
Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels
Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum.
Required
Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments,
hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original.
Recommended
Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If
new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm
doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of
canvas material.
Prohibited
Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and
door openings which would alter the scale and proportion of the building shall not be introduced. Inappropriate new window and
door features such as aluminum insulating glass combinations that require removal of the original windows and doors shall not be
installed.
Not Recommended
Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing
character or appearance of the building.
STAFF RECOMMENDATION: Staff recommends approval as the proposed changes conform to the guidelines for East Wayne
Street.

DESCRIPTION OF STRUCTURE/ SITE: The Colonial Revival house is a two storey frame construction with a rectangular plan
and a five bay fagade covered with wood shingles. The gable roof has simple moulded raking trim and asphalt shingles. The
windows are 6/1 double hung windows with moulded cornice trim. There is a central entry with a pediment supported by
decorative brackets with dentil details along with pilasters and a fanlight over the door. There is a one storey flat roof wing
topped by a wood balcony.
ALTERATIONS: Once installed jalousie windows have been replaced with Marvin 6/1 double hung wood windows in the rear
three seasons room. Non -original glass block windows were removed and the siding was replaced to match body of house.
Complete re -roof with architectural shingles in 2010.
APPLICATION ITEMS: Replacement of 1950s era aluminum storm windows with wood storm windows.
DESCRIPTION OF PROPOSED PROJECT: The current aluminum storm windows are not original to the house and are no
longer functional because replacement parts are no longer available. Painted white to hide the oxidized look, the existing storms
do not match they style and materials of the original double hung wood windows. The proposed storm windows are Marvin wood
"double hung" storm windows. They will match the style and materials of the existing, original windows. 26 new storm windows
will be installed including: 14 second storey, 9 first storey, 3 third storey.

DESCRIPTION OF STRUCTURE/ SITE: One and a half storey bungalow on an irregular plan with side brick chimney set upon
a concrete foundation. The walls are wood shingles. The gabled roof has exposed rafter tails and asphalt shingles. There is an
open front porch with brick piers and walls and a gabled roof. All of the windows are original double hung wood with a series of
three fixed single pane windows on the west side of the house.
ALTERATIONS: The survey card notes fiber shingled siding and aluminum storm windows. There is an non -original deck with
a hot tub at the rear of the house.
APPLICATION ITEMS: Remove existing chain link fence and install new 6' tall wood privacy fence in back yard.
DESCRIPTION OF PROPOSED PROJECT: Following the exact same footprint as the existing chain link fence, owner
proposed to install a new wood dog ear fence. Three new gates will match fence providing a seamless transition.
RIVERSIDE DRIVE STANDARDS AND GUIDELINES:
I. THE ENVIRONMENT
B. BUILDING SITE, LANDSCAPING AND ACCESSORIES
Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk
leading to the front entrance. Several of the residences are sited on two or more building lots; however, the preponderance of the
homes have been erected on a single lot. Most of the properties include a double garage, usually located at the rear of the
property. The majority of garages are accessed from straight driveways leading from the main thoroughfare, while a few are
accessed from the alley. There are also a few homes with a covered carport located at the rear of the property, as well as a few
with circular driveways. Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees
and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block.
Required
Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's history and
development shall be retained.
Recommended
New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings
and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant
materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be
removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high-
intensity security lights should be approved by the Historic Preservation Commission.
Prohibited
No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways,
outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas
shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not
extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and
solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare.
Not Recommended
Telephone or utility poles with high-intensity overhead lights should be installed so that they can-
not be seen from the thoroughfare.
STAFF RECOMMENDATION: Staff recommends approval of the proposed project.

DESCRIPTION OF STRUCTURE/ SITE: This is a two storey home with an irregular plan set upon a brick foundation. The
walls of the original house have wood clapboard siding with comer boards and fishscale shingles in the central gable. The roof is
cross gable with a polygonal bay window having a pyramidal rood and shingles on the dormer walls. The roof has asphalt
shingles. There is a front corner porch with brick piers and rail. The torch roof is an extension of the main roof and has a wide
overhang. The windows are double hung 1/1 the front bay window has a leaded upper light. The 2008 addition replaced an older
non-contributing addition to the original house and the exterior is currently covered with Tyvek material.
ALTERATIONS: The house was remodeled in 1917 by W.W. Schneider. The current addition was approved with COA#2008-
0507A
APPLICATION ITEMS: Reside entire house. Replace all trim/frieze. Wrap sills with aluminum. Preserve and restore front
architectural bump outs and 2"d storey dormer. Replace B-board on front porch ceiling and on rear porch ceiling. Repair porch
steps/walk.
DESCRIPTION OF PROPOSED PROJECT: Code has given the homeowner until the end of 2013 to complete the work on the
house that was started in 2008. The homeowners want to replace all of the clapboard siding on the original house-with the
exception of the architectural details on the front gable, bay window and dormer- with LP Smartside-engineered wood siding.
This will allow the original house and the 2008 addition to have a uniform clapboard reveal. The original wood clapboard siding
has reveals of various dimensions ranging from 4 V2" to 5 '/a". These variances could also indicate deterioration of the wood. The
6" proposed engineered wood siding is the closest to the reveal of original siding. The window framing and drip mould will be
replaced but the sills will be wrapped with aluminum. The homeowner also proposes to replace in-kind the wood headboard on
the front porch ceiling and rear porch ceiling and to repair the concrete porch steps and walkway.
STANDARDS AND GUIDELINES:
II. EXISTING STRUCTURES
A. BUILDING MATERIALS
Original exterior building materials in the district include brick, stucco, clapboard, wood shingles, and brick or stone masonry. In
some instances, vinyl, composite and aluminum siding have been applied over the original material.
Required
Original exterior building materials shall be retained when possible. Deterioration of wood materials
shall be prevented through repair, cleaning and painting. The existing architectural detail around windows, porches, doors and
eaves shall be retained or replaced by replicas of the same design when deteriorated beyond repair.
Masonry, including brick and stucco structures, shall be maintained, and properly cleaned only when necessary to halt
deterioration or to remove stains and shall be done in a method acceptable for the preservation of the surface: i.e. low-pressure
water and soft natural bristle brushes. Brick or masonry mortar joints should be repointed only when there is evidence of
moisture problems, or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be
duplicated in composition, color, texture, joint size, method of application and joint profile. When repairing stucco, stucco
mixture shall be used. A professional shall make a study of the old stucco, to determine the exact mixture and underlayment used
in the original work. Some repair methods are not compatible with the original techniques and may cause early disintegration of
the repair work and the original work. Ample ventilation must be afforded the structure when siding is installed, in order to
prevent increased deterioration of the structure from moisture and insects.
Recommended
Whenever possible, the original building materials should be restored. When maintaining or repairing original siding is not
feasible, aluminum, vinyl or composite siding may be used. When used over wood surfaces, this siding should be the same size
and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables,
eaves and other architectural features.
Property owners should contact the Historic Preservation Commission of South Bend and St. Joseph
County prior to initiating any restoration or rehabilitation effort. [Address and contact information
is listed in the front of the Guidebook.] The Commission is an invaluable source of information about
all facets of rehabilitation and restoration — materials, methods, contractors and the like.
Prohibited
Wood siding shall not be resurfaced with new material that is inappropriate or was unavailable when
the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh
detergents shall not be used on masonry including brick, stucco,
limestone, flagstone and sandstone. This method of cleaning erodes the surface material and accelerates deterioration.
Repointing shall not be done with a mortar of high Portland cement content which can often create a bond that is stronger than
the building material. Usage of Portland cement can cause deterioration as a result of the differing coefficient of expansion and
porosity of the historic masonry unit and the mortar. This most often results in serious damage to adjacent brick.
Unpainted masonry surfaces shall not be painted unless they had been painted originally. Paint shall not be removed from
masonry surfaces by any means that damage the surface.
Not Recommended
Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry surfaces unless
required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary and expensive, and
can accelerate deterioration of the masonry. Mortar joints, which do not need repointing, should not be repointed. Wood siding
should not be power-washed.
STAFF RECOMMENDATION: Staff recommends approval of the project as it follows the guidelines for the Chapin Park
District.
