STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 22 April 2013 Application Number: 2013-0422B Property Location: 626 Portage Architectural Style/Date/Architect or Builder: 1899/Parapet Front/Commercial Building Property Owner: Michael Malesa Janovic Landmark or District Designation: Chapin Park Rating: Non Contributing DESCRIPTION OF STRUCTURE/ SITE: The building is a one storey commercial structure with a rectangular plan. The foundation is concrete, exterior walls are brick with vertical siding applied to the front. The roof is flat with -a stepped parapet in front. There is a projecting cornice that spans the front fagade. ALTERATIONS: Vertical vinyl siding applied to front, solid panel replacement doorin front front- windows removed and covered with siding. APPLICATION ITEMS: Brick walkway 3' wide to allow access to gate on fence at north east corner at side of building. Fagade to include: three 46"W X 76" H windows, One glass 36" wide glass door; hardy board siding around windows and door, pattern to be determined. Signage to include South Bend Drum Company, Music Exchange, Mendoza's Clarinets (as per drawing); Security bars to be added across windows, two horizontal and six vertical 314" square stock construction welded with brackets raised 2" from building and anchored to building. DESCRIPTION OF PROPOSED PROJECT: Beginning at the top of the building: the owner was advised by the building department that his initial proposal did not meet Code and has modified the signage on the parapet to one 33" X 74" South Bend Drum Company sign. The windows and doors will be installed but for security urposes standard vertical wrought iron fencing will be installed across the openings. The signs for the two other usinesses will be placed in the windows. Also removing all vinyl siding on front facade. All per diagrams binitted. STANDARDS AND GUIDELINES: CHAPIN PARK B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case-by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall ba retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between'the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See lbove for information regarding fences.) Trees in close proximity to a building .may cause structural arnage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of insightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. Utility poles with high-intensity overhead lights should be installed so that they cannot be seen from a street. The Commission will evaluate all installations as well asanypotential exceptions resulting from special circumstances, before granting a C of A. The foundation is rusticated concrete block, the 1" storey is clapboard with an enclosed porch, the 2nd floor is wood shingles above a string course. The roof is a high hip roof with three gabled roof dormers, exposed rafter tails, wide overhangs and is covered with asphalt shingles. The windows are 1/1 double hung; the porch has horizontal 1/1. There is a bay window on the east side. ALTERATIONS: The porch windows are not original to the house. The roof is a replacement (1986-0417) and re -roofed over with Art Lock shingles (2007-0705). The porch had a complete tear off and re -roof with asphalt shingles (2007-0705) APPLICATION ITEMS: To restore wood spindle rail on 3 sides that was original on the top of the 6'x27' front porch as per 1973 photo. DISCRIPTION OF PROPOSED PROJECT: The homeowner wishes to restore the railing system that was on top of the front porch roof with a wood replica 2 feet high along the 3 sides of perimeter of the porch roof. Talcott, Jr. The walls are horizontal board and batten to I" floor sill, stained cedar siding to the 2nd floor sill and stucco to the frieze board. The hipped roof has asphalt shingles, a 5/12 broad stucco soffit overhangs with hanging gutter and a narrow frieze board. The windows are wood 6/1 double hung with casements on the enclosed front porch and rear additions. The wood front door and garage doors have matching distinctive, decorative lights. There is an open side entry concrete porch. ALTERATIONS: The roof is a replacement (1996-0916). All repairs on exterior of house have been in-kind. Fielding two phone calls about window repair 2501 Miami and 1127 E Bronson. 2 HISTORIC PRESERVATION COMMISSION PRESERVATION SPECIALIST REPORT May 20, 2013 Happy May! Finally, the weather has allowed some outside work to be done! We have seen an array of landscaping, painting, and repair projects throughout the districts as well as some in the county as well. As always this time of year brings warm sun followed by periods of rain thus leading to long grass in a short amount of time. Although we try to enforce the standards diligently, this time of year lawns are nothing short of a hot mess and we realize that once the rainy season subsides, it will be much easier for owners to attend to their lawns in a more "timely" manner. I am often stopped in neighborhoods by neighbors complaining about others' lawns; this is why I even mention it. Now to more exciting news! The first Local Historic Districts Bus Tour was a HUGE success! The bus was sold out and even the August 23`d bus is already sold out and a waiting list has started. I really enjoyed the tour as we had so many great questions and even stories from some of our passengers. I can hardly wait for the next one and personally think we should consider a third date since interest has been so overwhelming. The Then and Now Architectural Tour of Downtown South Bend was two days prior during First Friday and was attended by 8 during the lunchtime tour then 26 during the evening tour. Two words: Cultural Tourism. The second of the Restore Michiana workshops; "House Detectives" was attended by 16 people. Paul Hayden took folks throughout the Kizer House and inside apartments to detail the renovation process. That is a great turnout for this event! The next workshop will be June 8d' dealing with Plaster Walls consisting of both lecture and hands-on with Steve Ferrell from Ferrell Finishing who will be our expert on the subject. Paul and I will do the lecture part. For those of you who were not aware, I appeared on "Ask an Expert" on WNIT earlier this month. The subject was "local history" and my co -panelist was Randy Ray from the Northern Indiana Center for History. One caller had asked Randy what was his most unique artifact in the museum's collection and he responded, "The Studebaker Electric Fountain". Many of you may recall that this fountain was removed from Howard Park in 1966 and was considered lost to scrappers as it was nearly 30' tall and was entirely cast iron. Apparently the top half of this fountain was recently discovered in the back yard of a resident in Elkhart County luckily he felt he should give it to Center for History before he sold his house. The fountain is dismantled and painted atrociously, but safely stored in Building 84 of the former Studebaker Assembly Plant. Since the site of the original Studebaker blacksmith and carriage works is now a dirt field and is currently taking bids, Randy and I thought that it would be fitting to place the fountain there at the corner of Michigan and Jefferson streets. The city is being less than receptive to the idea of delaying the project which is already behind schedule. Instead a concrete chess board will be constructed on that spot with one of the squares giving recognition to the site's historical significance. Unfortunately for the city, the property's owner was given information and pictures of the fountain and the project has been delayed to reconsider other options. Score one for HPC. Properties broken into or vandalized since last meeting: -The State Theatre -local landmark Graffiti spray painted on the fagade -523 S St Joseph -Taylor's Field Three times it has been boarded then broken into, we found pots and pans with make shift campfires inside on the scorched carpeting -612 S St Joseph -Taylor's Field South side doorway re -secured twice -417 W Navarre -Chapin Park Porch window broken into, makeshift bedroom set up. Since this incident, we contacted Bank of America who had just gotten possession of this property and has since secured, cleaned, and is making improvements in anticipation of sale. -307 Lamont -Chapin Park Windows on side of door broken and boarding torn off front door. Owner was contacted and local representatives were on site that afternoon to re -secure property -701 Lincoln Way East -Edgewater Place Windows on rear and east sides had boarding removed and structure entered. Code boarding crew re -secured In each of the above houses after becoming aware of the break-ins I called the police to obtain a police report, searched the building to make sure it was empty, and then contacted code for a board order. APPLICATION ITEMS: Brick walkway 3' wide to allow access to gate on fence at north east corner at side of building. Fagade to include: three 46"W X 76" H windows, One glass 36" wide glass door, hardy board siding around windows and door, pattern to be determined. DESCRIPTION OF PROPOSED PROJECT: Beginning at the top of the building: the owner was advised by the building department that his initial proposal did not meet Code and has modified the signage on the parapet to one 33" X 74" South Bend Drum Company sign. The windows and doors will be installed but for security purposes standard vertical wrought iron fencing will be installed across the openings. The signs for the two other businesses will be placed in the windows. Also removing all vinyl siding on front facade. All per diagrams submitted. STANDARDS AND GUIDELINES: CHAPIN PARK B. BUILDING SITE, LANDSCAPING & ACCESSORIES This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, of varying topography and with different setbacks with regard to plots. Alleys are generally behind houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique situation within the district. Applications from properties that have property lines on Chapin Place will be considered on a case- by-case basis. Required Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from the street) as well as trees located in a yard or tree lawn which reflect the property's history and development shall be retained. A tree located in such areas shall only be removed if the removal is required due to storm damage, disease, threatened damage to a structure or for such other reason acceptable to the Historic Preservation Commission. Storm damaged or diseased trees should then be replaced with an approved species at the same or approximate location wherever possible. Fencing visible from the street in front of the structure shall be open (meaning spaces between the pickets) and consistent with the historic character of a structure enclosed. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should also be appropriate to existing surrounding site elements in scale, type and appearance. Front yard areas should remain open. (See above for information regarding fences.) Trees in close proximity to a building may cause structural damage. Owners are encouraged to remove these trees and replace (or replant) them at a more appropriate location as soon as planting season permits and upon approval of a C of A. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a public street, or ruled inappropriate after Commission review. The foundation is rusticated concrete block, the 1" storey is clapboard with an enclosed porch, the 2°d floor is wood shingles above a string course. The roof is a high hip roof with three gabled roof dormers, exposed rafter tails, wide overhangs and is covered with asphalt shingles. The windows are 1/1 double hung; the porch has horizontal 1/1. There is a bay window on the east side. ALTERATIONS: The porch windows are not original to the house. The roof is a replacement (1986-0417) and re -roofed over with Art Lock shingles (2007-0705). The porch had a complete tear off and re -roof with asphalt shingles (2007-0705) APPLICATION ITEMS: To restore wood spindle rail on 3 sides that was original on the top of the 6'x27' front porch as per 1973 photo. DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to restore the railing system that was on top of the front porch roof with a wood replica 2 feet high along the 3 sides of perimeter of the porch roof. The owner plans on using wood stock lumber to reproduce the railing per vintage photograph. STANDARDS AND GUIDELINES: B. The hipped roof has asphalt shingles, a 5/12 broad stucco soffit overhangs with hanging gutter and a narrow frieze board. The windows are wood 6/1 double hung with casements on the enclosed front porch and rear additions. The wood front door and garage doors have matching distinctive, decorative lights. There is an open side entry concrete porch. ALTERATIONS: The roof is a replacement (1996-0916). All repairs on exterior of house have been in-kind. Concrete Walk replaced with brick to match driveway (1997). Garage re -roof (1992) APPLICATION ITEMS: New fence extension with gate from side yard to comer of garage.
