Micro Venture Consulting Report ( .2 STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: 3 June 2013 Application Number: 2013-0519 Property Location: Leeper Park West Architectural Style/Date/Architect or Builder: Park Property Owner: City of South Bend Landmark or District Designation: National Register Historic Designed Landscape Landmark Rating: Local Landmark DESCRIPTION OF STRUCTURE/ SITE Leeper Park is a designed landscape located north of the commercial and medical district of South Bend and divided by Michigan Street (US 33). Leeper Park West is bordered by Riverside Drive along the St. Joseph River, Park Lane to the South, Lafayette to the West, the bluff of Chapin Park to the extreme West and Michigan Street to the East. It is part of the 1911- 1915 Parks and Boulevard system designed for South Bend by George Kessler. ALTERATIONS: The duck pond was restored in 1979. The formal gardens were grown over in the 1980s. The playground equipment is not original to the Park. The tennis courts were replaced in 2007 and the "odor garden" was installed in 2008. APPLICATION ITEMS.: Install a climber and merry-go-round at Leeper Park playground. (Replaces old pieces which were removed). DESCRIPTION OF PROPOSED PROJECT: The Park's Department wishes to re -install a merry-go- round and a climber in the play area of Leeper Park West located across the street and in front of Madison Primary Center STANDARDS AND GUIDELINES: ' Leeper Park Standards and Criteria 9.8.2 Structures: Refer to Sections 9.2.2 and 9.7.1 of structures, elements and materials that need to be preserved such as Walls, Terraces, Arbors, Gazebos, Follies, Playground Equipment, Picnic Shelters... which shall be preserved. 9.2.2 addresses all views, vistas, landscape spaces and the river bank in Leeper Park East and West and does not reference the Playground area equipment. 9.7.1 lists a throu0i s the specific items that must be preserved in Leeper Park East and West, but does not include Play ground equipment. 9.8.5 When replacement is necessary, it should be based on physical or documentary evidence. 9.8.6 If using the same material is not technically or economically feasible, then compatible substitute materials may be considered. STAFF RECOMMENDATION: Staff recommends approval of the project as it is in keeping with the Guidelines for Leeper Park and the use of the play ground area in Leeper Park West.. Siding is 1/3 brick with projecting rocks, 1/3 clapboard and 1/3 wood shingles. Roof is a steep side gable with gable dormer in front, covered in asphalt shingles. Porch features an arch with stucco piers and a brick wall with projecting rocks. Front door is a single leaf glazed wood panel door with multi light side lights. Windows are 1/1 double hung with divided transom; there is a bay on southeast side and 2 wood casement windows in the dormer. ALTERATIONS: White aluminum storm windows. APPLICATION ITEMS: 2 white slider windows vinyl. DESCRIPTION OF PROPOSED PROJECT: Owner has retained Champion Windows to replace two casement windows in the dormer with white vinyl slider windows. The existing casement windows have no screens and nothing to prevent a person from exiting onto the roof. When opened, the wind causes the sashes to swing. The proposed Lite Slider windows will slide open and each will have a full screen. The slider window will fit into the existing openings. A vinyl transition piece will be installed between the new windows and the inside opening. According to Champion, the trim will be wrapped in ivory color aluminum; however, homeowner reported that no trim will be wrapped on the exterior. EDGEWATER STANDARDS AND GUIDELINES:, H. EXISTING STRUCTURES C. WINDOWS AND DOORS Window and door frames are in nearly all cases wood. Brick structures have stone sills and brick lintels; masonry block structures have masonry sills and lintels. In some cases where aluminum siding has been applied window trim has been covered. About half of the structures in the district have aluminum storm windows, the other half wood storm windows. Required Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with duplicates of the existing or original. Recommended Wood frame storm windows and doors, painted to match the existing or original, should be used but should not damage existing frames and should be removable in the future. If new sash and doors are used, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Existing or original doors, windows, and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building should not be introduced. Inappropriate new window and door features such as aluminum insulating glass combinations that require the removal of the original windows and doors shall not be installed. Not Recommended Metal, vinyl, or fiberglass awnings, hoods, and fake shutters that would detract from the existing character or appearance of the building should not be used. DESCRIPTION OF STRUCTURE/ SITE: This is a 2 storey home constructed with load bearing exterior walls of tile that are covered with stucco. It has a hipped roof covered with asphalt shingles. The windows are 8/8 double hung with brick header course and sills, louvered shutters. The entry has a flat roof canopy with moulded trim , iron grating with a brick stoop. There is a halfwall/buttress at the' southwest corner. There is a set of French doors on the front facade with iron grating. ALTERATIONS: There is a second storey rear addition noted on the 1987 Survey Card. All of the double hung windows are vinyl replacement windows. The roof was replaced in 2008. The front door may not be original to the house. The storm door is new. The fencing was added in 2002. APPLICATION ITEMS: Replace the front door and French doors on the front of house. The new products would be consistent in appearance with the historical appearance of the house. We will use a fiberglass product due to the southern direction that the house faces and inadequate overhangs on the house needed to protect wood doors. The worn out railing systems will be replaced with regal black aluminum railings. French doors will have 10 lights, identical to the current doors. Front door will be paneled with a 6 light window. The shutters on the house will be replaced with louvered vinyl shutters. Photos were taken by Steve Szaday. DESCRIPTION OF PROPOSED PROJECT : The homeowner proposes to replace the current front door with a Smooth -Star fiberglass paneled front door with six lights. (See product brochure) Preservation Specialist examined the door and found that the door has deteriorated and the framing has shifted so the door does not close properly. Also the decorative features are deteriorating. (See Steve's report and photographs) The French Doors are badly deteriorated and the homeowner wishes to replace. those with fiberglass replicas. (See product brochure and photographs). The iron grating above the door and at the French doors has also deteriorated. The homeowner proposes aluminum replacements that will match the appearance of the ironwork as closely as possible. He also wished to replace the current shutters with vinyl replicas. STANDARDS AND GUIDELINES: East Wavne Street:, C. Wmows AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. STAFF RECOMMENDATION: Staff recommends approval of the replacement of the front door (a replica could not be located by Staff) and the French doors and the railings as those conform to the guidelines for East Wayne Street. The shutters appear to be in good condition and do not appear to be deteriorated beyond repair. Catherine D. These doors both face to the south and have had little or no coverage from the elements. The french doors are rotted from underneath and have deteriorated at a rate differently and the doors no longer securely close nor fit properly. The front entry door has accents via trim and medallions that have been glued onto the surface that are now chipped and coming off. The description in the file mentioned raised panel door which is why I questioned the originality of the current door. After printing the pictures I took at the site, you pointed out the casement surrounding the doorway which entails leading lines that match those on the door itself. The door framing has shifted enough that the locks barely make contact when closed. The home owner expressed a desire to replace the french doors with visibly similar ones made out of modern more durable material that would offer more security. In regards to the front door he would like to replace his current door with a new door that had some windows to allow some natural light to enter the dark entryway. He would also like to have something pre -hung so that the overall doorway is more secure. I understand his concerns as neither doorway would take little more than a strong push to enter his house.I hope that a door that fits the appearance of the house is available. The walls have clapboard style vinyl siding. The hipped roof with gabled dormers on the north and east sides is covered with asphalt shingles. The porch has a concrete foundation and steps with iron railing and supports with a hipped roof. The windows are 1/1 double hung with aluminum storms and an oval window on the front fagade and fixed single pane windows on the first storey north and south side of the house. There is a one storey hipped roof enclosed rear porch. ALTERATIONS: The porch railing and supports are replacements; the shutters, vinyl siding and aluminum storms are not original to the house. There are vinyl replacement windows. The roof was replaced in 2003 APPLICATION ITEMS: Addition to rear of house per paperwork submitted. DESCRIPTION OF PROPOSED PROJECT. Remove the current enclosed back porch and construct a one storey 12'X 18' addition along the rear of the house. The siding will match the vinyl siding of the main body of the. house, the asphalt shingles will match those on the main house roof and the windows and doors will match those on the main body of the house. The homeowner also wishes to replace the current fencing, which is chain link and wood dog ear privacy, with 6' Lattice Top vinyl fencing along the rear north'side of the property. All per specifications, diagrams, drawings and photographs submitted. STANDARDS AND GUIDELINES: B. BUILDING SITE, LANDSCAPING, & ACCESSORIES Individual properties in the district are characterized by a house located near the front of each lot, with a small lawn in front and a larger lawn to the rear of the property. Those properties facing the river on Riverside Drive generally have sloping front lawns and flat back yards. The majority of structures have been erected on a single lot. Many of the properties include a garage located at the rear of the property accessed from unpaved alleys running behind the . property. Most properties have trees, shrubbery and/or hedges. All houses conform to the uniform set -back within each block. The district has a compact layout. Large homes are constructed on small lots while smaller homes, such as those on Hammond Place, are constructed on narrow, deep lots. Little of the backyard areas or rear first stories of these homes is visible from the thoroughfare. In recognition of this, greater latitude will be allowed in the application of the adopted standards in the rear of the properties, in order to accommodate the individual preferences of the property owners in the treatment of these backyard areas. No approval will be necessary for changes in lawn, shrubs, walkways or semi-permanent surface changes in the rear of houses. Staff approval would be required for semi-permanent structures such as gazebos, but not for play equipment such as swing sets, sand -boxes, etc. Required: Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the properties' history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to. existing surrounding site elements in scale, type and appearance. Accessory structures such as decks, gazebos, fountains, or small outbuildings should be appropriate to surrounding site elements in scale, type and appearance. Plant materials in close proximity to the buildings and which are causing deterioration to the building's historic fabric should be removed and replaced by more suitable flora as approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced, or fences shall not extend forward beyond the setback line of the property. Telephone or utility poles with high intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. The installation of unsightly, large devices such as television satellite dishes shall not be permitted in areas where they can be viewed from the public thoroughfare. III. NEW CONSTRUCTION New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. New work may be contemporary of may suggest motifs from the historic buildings. New construction design should be clearly differentiated from the design of the historic buildings. A. HEIGHT AND PROPORTION The majority of structures in the district are two stories in height and are square or rectangular in plan. There are a few story and a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio. Required The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended- Contemporary ecommended-Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. DESCRIPTION OF PROPOSED PROJECT:, A&M Home Services will be removing three layers of shingle including the original cedar and re -decking. The existing asphalt shingles are 3 -tab, they will be replaced with architectural shingles in slate color. A skylight in'the rear is leaking and will be replaced in-kind. They would like to enclose the internal gutters that are not functioning and are causing the soffit to rot, proposing to install 5" aluminum seamless gutters and downspouts around the entire house. Additionally, they intend to reposition the rear block addition's flat roof that has sunk and is causing rot, to have a 4/12 pitch. The Building Department mistakenly issued a permit without the COA. TAYLOR'S FIELD STANDARDS AND GUIDELINES: B. ROOFS AND ROOFING Roof shapes in the district encompass all the various designs found in residential structures: hipped, gable, gambrel, flat and combinations of these. Roofs are covered with a variety of materials such as asphalt, asbestos, wood and slate shingles as well as clay tiles. Residences in most cases have wood fascias with gutters and downspouts. The fascias of some vinyl or aluminum -sided houses are covered with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof should be restored. Particular effort should be made to retain materials such as slate, tile and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and suitable to the architectural period of the building. Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. While we think the mission is great, we feel that this limits the HPC to an enforcement or regulatory role in the city. We feel like there is a need to change the perception that the HPC hindering productive efforts in the community, rather than promoting renewal and renovation, as they do. The HPC has already done amazing work in the area of promoting the historic integrity of the city through its local historic district (LHD) tours. They have also put tremendous effort into the Restore Michiana Workshop Series, a lecture and workshop series for homeowners, contractors and the general public. With this initiative, they have made great strides in showing that their mission is also to provide people with the skills to make a positive contribution to the city. We want to push this even further and develop an enhanced HPC mission: to promote, preserve, AND improve the historic integrity of South Bend. Assisting in the actual restoration and preservation of abandoned and vacant homes needs to be a new priority for the HPC. We propose the HPC should drive this enhanced mission forward by directly addressing the most pressing issue the city faces today: the issue of abandoned and vacant houses. South Bend's Pressing Problem The current economic situation of South Bend - resulting from a loss of jobs, population decrease, and the national housing crisis - has led to a problem with vacant and abandoned properties. With too many houses for the South Bend population to fill, many houses are vacant (no one has lived in the house for over 90 days) or, even worse, abandoned (the house is vacant and has a code violation(s) that has not been addressed for more than 30 days). Vacant and abandoned properties lower neighborhood real estate values, are prone to intruders, have potentially dangerous structures, and are an ineffective use of land and resources. A recent Task Force organized by Mayor Pete Buttigieg and Jim Kelly of the ND Law School assessed the situation and revised code enforcement policy to accommodate the problem of vacant and abandoned properties. Code Enforcement has called for the demolition of a number of abandoned houses, primarily those that are severely dilapidated in reinvestment areas (areas with a weak real estate market). However, abandoned houses in revitalization areas (areas with stronger real estate market) can be made available and renovated through other programs and projects. The Historic Preservation Commission (HPC), with the mission to promote, preserve, and improve the historic integrity of South Bend, has a strong interest in the renovation and preservation of houses in historic districts. The HPC has already made great strides in this direction with the skills and educational workshops in historic preservation. We think a logical next step will be to leverage this knowledge and experience and apply it directly to local restoration projects. Although the Vacant and Abandoned Properties Task Force has a detailed plan in their attempt to solve the issue, incorporating historic preservation organizations in the conversation would be extremely useful in the rehabilitation of abandoned historic properties. In discussion with the HPC, we have identified two potential projects that the HPC can participate in: PROJECT 1: Tavlor's Field Proiect Vision: With collaboration between the partnering groups below, the Taylor's Field Project hopes to initially secure one house that is both abandoned and historic, renovate it, and provide it to a family. The project would leverage the skills of each collaborator, and would display to the public and to the Task Force that green/historic renovation is not only possible, but more effective. 1. Todd Zeiger from Indiana Landmarks could provide funding for the rehabilitation of a vintage property through its Endangered Places Loan. 2. Ivy Tech Community College can act as the nonprofit receiver of the Endangered Places Loan. Kathy Kent from Ivy Tech will provide the Taylor's Field project as the fieldwork component of their environmental design program. Faculty and students of the environmental design program will manage the funds and operations of the Taylor's Field Project, as well as provide specialized input about green design. 3. The South Bend Catholic Worker community in Taylor's Field will keep volunteer support strong for construction. 4. HPC will have a supervisory role over historic preservation aspects of renovation, especially if the HPC will be working as instructors for the historic preservation course of Ivy Tech's environmental design program S. Jim Kelly, ND law professor and co-chair of the Vacant and Abandoned Properties Task Force, can provide legal work for the project. 523 South St. Joseph Street is the property we recommend for the Taylor's Field Project for the following reasons: 1. It is both historic and abandoned, and has a relatively well-maintained historic interior 2. It is in a Revitalization Zone 3. It is located within the Catholic Worker community 4. There is a family already interested in the house S23 South St. Joseph Location of 523 St. Joseph's Impact: The project will have the following positive impacts: 1. Help out with the vacant and abandoned properties crisis in South Bend 2. Ensure that a historic property is being renovated according to standard 3. Act as a "green" model home for other house renovation/construction projects 4. Provide a house to a family in need 5. Display the value of historic preservation in the city's renovation plans 6. Drive up real estate values in surrounding area Finances: As stated above, the Endangered Places Loan that Indiana Landmarks can provide would be a major source of funding for the Taylor's Field Project. They can loan up to $75,000, although the amount they loan would largely depend on what they estimate the resale value of the house would be. That said, costs of rehabilitation are difficult to estimate, and a renovation project of 523 South St. Joseph Street may exceed $75,000. If this is the case, other sources of funding include national/local government grants. The Community Development Block Grant (CBDG) administered by the US Department of Housing and Urban Development provides grants to housing projects that benefit low-income communities. CBDG funds have also been used in the past for preservation and restoration of historic properties in low-income neighborhoods. Another option for funding is through financial receivership loans provided by the South Bend government. Financial receivership occurs when the current owner of the abandoned property is unable to make the necessary repairs to fix the property's code violations, but another qualified individual or nonprofit is. By repairing the house, the qualified individual or nonprofit has placed a lien on the house. If the owner is unable to pay the lien, the nonprofit or qualified individual gains ownership of the house, and can sell it through a foreclosure sale. This option, however, could be risky for the Taylor's Field project because there is the possibility that the original owner regains ownership of the house. In addition, local government may not want to provide a loan to perform renovation in a historic/green manner. Operations: The organization that takes on the loan is usually expected to have the time and resources to manage operations and effectively use the loan. In the case of the Taylor's Field project, we recommend that Ivy Tech Community College take on the loan and manage operations because they would likely have the most human resources, while other collaborators are most likely occupied with other duties. Their involvement in the Taylor's Field project through the Environmental Design Program ensures that they will have a constant commitment, both during actual construction and in the planning stages. Additionally, both faculty and students involved in the Taylor's Field Project can plan the use of funds, which would be an invaluable experience for the students. The faculty/students involved in the Taylor's Field Project through the Environmental Design program will need to manage paid construction, but they can also receive volunteer support from the Catholic Worker community. 523 South St. Joseph is located a few doors down from a Catholic Worker house, the family interested in 523 South St. Joseph volunteers frequently at the Catholic Worker, and an abandoned historic house two doors down from 523 was recently bought and is currently being renovated with the plan of making it another Catholic Worker house. Ivy Tech should build strong connections with the Catholic Worker to leverage their strong community support. In addition to funding, Todd Zeiger and Paul Hayden from Indiana Landmarks are available to help develop a rehabilitation plan, conduct workshops, and participate in construction management. HPC's collaboration with Ivy Tech is also essential for the Taylor's Field project. Because the HPC already has experience in teaching hands-on workshops in historic preservation through their Restore Michiana series, they can leverage that model into the Taylor's Field project. In addition to providing the workshops to the Ivy Tech students, using the Restore Michiana workshops as part of the Taylor's Field Project will educate homeowners/construction workers on green/historic renovation, bring additional volunteers, and publicize the Taylor's Field project. For a more detailed explanation of HPC's role in the Taylor's Field Project, please see the "Final Recommendations" section at the end of this report. Marketing: In order to foster as much community support as possible, as well as to publicize the effectiveness and impact of the Taylor's Field Project, marketing should be performed: 1. The South Bend Catholic Worker publicizes its events through a listserv, which can be used to promote project work days 2. Every first friday of each month, the Catholic Worker hosts a mass and potluck dinner in its drop-in center, which attracts 50+ people. The dinner always ends with a lecture about a community effort. A lecture and email sign-up event for the Taylor's Field Project could attract many volunteers 3. Indiana Landmarks can publicize the project through their magazine and electronic media such as their monthly a -letter and web highlight 4. Indiana Landmarks can assist in marketing the house upon completion through our web page, historicproverties.com and a -letter 5. Efforts should be taken to get the Taylor's Field Project in the local news PROJECT 2: Vintage Green Proiect Vision: Todd Zeiger from Indiana Landmarks has received a $12,000 grant for a Vintage Green Project - a renovation project of an abandoned historic house using "green" house design. Display the value of historic preservation in the city's renovation plans The finances, operations, and marketing will be very similar to what was described above, except that Indiana Landmarks will have more of a management role since they are heading the project and are planning the allocation of the initial $12,000 they received. Additionally, volunteer support from the Catholic Worker will need to be replaced by other community members. FINAL RECOMMENDATION Foster Strong Relationship with Ivy Tech The most definitive and actionable recommendation we can offer is for the HPC to build a working relationship with Ivy Tech Community College. This relationship is key to the HPC's ability to leverage the skills and knowledge they already possess. By getting_ involved in the Environmental and Sustainable Design major at Ivy Tech, the HPC can put their knowledge and expertise on historic preservation to action by training and teaching local students. How we envision this relationship: HPC staff teaching a course on Historic Preservation at Ivy Tech. We met with Kathy Kent at Ivy Tech, who is setting up a new major that includes courses on historic preservation and environmental rehabilitation, along with up to 240 required hours of "hands-on" field work. This course would be directly tied to the HPC's instruction and teaching on preservation and restoration work. These environmental design students, with mentorship from their teachers and HPC staff, could be the core supervisory group for restoration projects in Taylor's Field project or the Vintage Green project, as well as for future projects in historic preservation and rehabilitation. Kathy is very enthusiastic about having the HPC join her and potentially teach for the new major. By simply expanding and building on Restore Michiana Workshop Series, the HPC can create a semester -long Historic Preservation course as a core course in Ivy Tech's Environmental and Sustainable Design major. We believe that the HPC has in their possession an important set of skills and know-how that is extremely relevant to the current housing issue in South Bend. We think this is a tremendous opportunity to empower local individuals with the necessary skills and expertise in historic preservation. This is the perfect audience to take the HPC knowledge and use it productively in the community on actual renovation projects. This should start by next fall and we believe it is an opportunity that the HPC should jump on immediately. (We understand that this is a personal decision, especially for Elicia, and that this could mean a significant time commitment away from personal obligations to family and the HPC — and we do not want to overstep our boundaries. Working with Chloe to develop a volunteer invitation. 2 HISTORIC PRESERVATION COMMISSION PRESERVATION SPECIALIST REPORT June 17, 2013 June, at last? As expected, there has been a great deal of landscaping being done around the neighborhoods, coinciding with equal amounts of houses that have received letters from code to cut their lawns. The city forester has had their hands full with, downed trees and dead ones. If anyone has a chance they should really take a look at the Riverside Drive embankment west of the duck pond. The bank is eroding at a staggering rate and these trees are dying off or simply collapsing. At 944 Riverside Drive a tree "slipped" and is now leaning on the carriage house. The rock steps that used to lead down to the river behind that house are now simply washed out or simply sheer drops after just a few steps. This is frightening to say the least. On a happier note, the Plaster/Drywall Workshop was a great success! I ! We had 16 attendees for the lecture and 12 attendees for the hands on portion. Craig Barber our expert demonstrated large plaster repair and texturing techniques, while I handled the lecture part and the hands on for the drywall repair and mudding. We had attendees from all over the area including two separate property owners from Indianapolis, one from Lebanon, IN, a city councilman from Peru, IN, a property manager from Goshen, IN, and even a couple from Benton Harbor, Ml. I would like to mention that Wayne Doolittle was a huge help for me that day, as none of the Indiana Landmarks staff showed up. (hmmm) I will be giving a walking tour of the East Wayne Historical District on June 270' for the Studebaker National Museum. They have been so kind to us by allowing free use their chairs for the workshops that this was one way of showing our gratitude. If anyone Would like to share any additional East Wayne fun facts for that tour, I would gladly welcome them via email. As a side note, we are completely sold out for the August bus tour. We need to start thinking about next year's tour schedule and acquire underwriters for the cost of the buses. Last month I had mentioned the Studebaker Fountain. Margaret Fosmoe from the South Bend Tribune is currently working on a story that should appear yet this week. The East Bank/Howard Park business group is having a meeting this evening at bpm. They have expressed an interest in reinstalling the fountain near its original location. I will attend that meeting and will report shortly. dim Janowiak from the Studebaker's Driver Club has really spearheaded this effort to get the fountain installed at the site of the original Studebaker Blacksmith Shop at the corner of Jefferson and Michigan streets. The existing casement windows have no screens and nothing to prevent a person from exiting onto the roof. When opened, the wind causes the sashes to swing. According to Champion, the trim will be wrapped in ivory color aluminum; however, homeowner reported that no trim will be wrapped on the exterior. EDGEWATER STANDARDS AND GUIDELINES: II. There is a set of French doors on the front fagade with iron grating. ALTERATIONS: There is a second storey rear addition noted on the 1987 Survey Card. All of the double hung windows are vinyl replacement windows. The roof was replaced in 2008. The front door may not be original to the house. The storm door is new. The fencing was added in 2002. APPLICATION ITEMS: Replace the front door and French doors on the front of house. The new products would be consistent in appearance with the historical appearance of the house. We will use a fiberglass product due to the southern direction that the house faces and inadequate overhangs on the house needed to protect wood doors. The worn out railing systems will be replaced with regal black aluminum railings. French doors will have 10 lights, identical to the current doors. Front door will be paneled with a 6 light window. The shutters on the house will be replaced with louvered vinyl shutters. Photos were taken by Steve Szaday. DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to replace the current front door with a Smooth -Star fiberglass paneled front door with six lights. (See product brochure) Preservation Specialist examined the door and found that the door has deteriorated and the framing has shifted so the door does not close properly. Also the decorative features are deteriorating. (See Steve's report and photographs) The French Doors are badly deteriorated and the homeowner wishes to replace those with fiberglass replicas. (See product brochure and photographs). The iron grating above the door and at the French doors has also deteriorated. The homeowner proposes aluminum replacements that will match the appearance of the ironwork as closely as possible. He also wished to replace the current shutters with vinyl replicas. The windows are 1/1 double hung with aluminum storms and an oval window on the front fagade and fixed single pane windows on the first storey north and south side of the house. There is a one storey hipped roof enclosed rear porch. ALTERATIONS: The porch railing and supports are replacements; the shutters, vinyl siding and aluminum storms are not original to the house. There are vinyl replacement windows. The roof was replaced in 2003 APPLICATION ITEMS: Addition to rear of house per paperwork submitted. DESCRIPTION OF PROPOSED PROJECT. Remove the current enclosed back porch and construct a one storey 12'X 18' addition along the rear of the house. The siding will match the vinyl siding of the main body of the house, the asphalt shingles will match those on the main house roof and the windows and doors will match those on the main body of the house. The homeowner also wishes to replace the current fencing, which is chain link and wood dog ear privacy, with 6' Lattice Top vinyl fencing along the rear north side of the property. All per specifications, diagrams, drawings and photographs submitted. STANDARDS AND GUIDELINES: B. BUILDING SITE, LANDSCAPING, & ACCESSORIES Individual properties in the district are characterized by a house located near the front of each lot, with a small lawn in front and a larger lawn to the rear of the property. Those properties facing the river on Riverside Drive generally have sloping front lawns and flat back yards. The majority of structures have been erected on a single lot. Many of the properties include a garage located at the rear of the property accessed from unpaved alleys running behind the property. Most properties have trees, shrubbery and/or hedges. All houses conform to the uniform set -back within each block. The district has a compact layout. Large homes are constructed on small lots while smaller homes, such as those on Hammond Place, are constructed on narrow, deep lots. Little of the backyard areas or rear first stories of these homes is visible from the thoroughfare. In recognition of this, greater latitude will be allowed in the application of the adopted standards in the rear of the properties, in order to accommodate the individual preferences of the property owners in the treatment of these backyard areas. No approval will be necessary for changes in lawn, shrubs, walkways or semi-permanent surface changes in the rear of houses. Staff approval would be required for semi-permanent structures such as gazebos, but not for play equipment such as swing sets, sand -boxes, etc. Required: Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the properties' history and development shall be retained. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Accessory structures such as decks, gazebos, fountains, or small outbuildings should be appropriate to surrounding site elements in scale, type and appearance. Plant materials in close proximity to the buildings and which are causing deterioration to the building's historic fabric should be removed and replaced by more suitable flora as approved by the Historic Preservation Commission. Prohibited No changes may be made to the appearance of the site by removing trees; fencing, walkways, outbuildings or other site elements before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced, or fences shall not extend forward beyond the setback line of the property. Telephone or utility poles with high intensity overhead lights should be installed so that they cannot be seen from the thoroughfare. The installation of unsightly, large devices such as television satellite dishes shall not be permitted in areas where they can be viewed from the public thoroughfare. III. NEW CONSTRUCTION New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. New work may be contemporary of may suggest motifs from the historic buildings. New construction design should be clearly differentiated from the design of the historic buildings. A. HEIGHT AND PROPORTION The majority of structures in the district are two stories in height and are square or rectangular in plan. There are a few story and a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width ratio. Required The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the district. The building height shall be no greater than that of the tallest existing structure in the same block. Facade proportions shall be established by permitting no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. Recommended Contemporary designs should be compatible in character and mood to the building or neighborhood. Prohibited Additions may not be constructed that would change the existing facade of a building, alter its scale or architectural character, or add new height. Not Recommended New stories should not be added, nor should existing stories be removed, which would destroy important architectural details, features or spaces of the building. Any style or period of architecture that is incompatible with what exists should not be permitted in the new additions. They would like to enclose the internal gutters that are not functioning and are causing the soffit to rot, proposing to install 5" aluminum seamless gutters and downspouts around the entire house. TAYLOR'S FIELD STANDARDS AND GUIDELINES: B. Roofs are covered with a variety of materials such as asphalt, asbestos, wood and slate shingles as well as clay tiles. Residences in most cases have wood fascias with gutters and downspouts. The fascias of some vinyl or aluminum -sided houses are covered with the same material. Required The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. Recommended Whenever possible, the original shape and materials of the roof should be restored. Deterioration of wood materials shall be prevented through repair, cleaning and painting. The existing or original architectural detail around windows, porches, doors and eaves should be retained or replaced by replicas of the same design and materials when deteriorated beyond repair. Masonry including brick, limestone, flagstone, sandstone and stucco shall be cleaned only when necessary to halt deterioration or to remove stains, and shall be done with a method acceptable for the preservation of the surface: i.e. low pressure water and soft natural bristle brushes. No chemicals, sand blasting or other invasive methods may be used to clean historic buildings. When repairing stucco, stucco mixture compatible in composition, color and texture shall be used. Recommended Whenever possible, the original building materials should be restored. Metal or vinyl siding may be used when it is the only alternative to maintaining or replacing the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves and other architectural features. Ample ventilation must be afforded the structure when metal or vinyl siding has been installed in order to prevent increased deterioration of the structure from moisture and/or insects. Mortar joints should be repointed only when there is evidence of moisture problems or when sufficient mortar is missing to allow water to stand in the mortar joint. Existing mortar shall be duplicated in composition, color, texture, joint size, method of application and joint profile. It is emphasized that, prior to initiating any restoration or rehabilitation effort, the property owner contact the Historic Preservation Commission of South Bend & St. Joseph County at 125 Lafayette, South Bend. Prohibited Wood siding shall not be resurfaced with new material which is inappropriate or was unavailable when the building was constructed, such as artificial stone, brick veneer, asbestos or asphalt shingles. Sandblasting or the use of harsh detergents shall not be used on masonry including brick, stucco, limestone, flagstone and sandstone. This method of cleaning erodes the surface material and accelerates deterioration. Brick surfaces shall not be painted unless they had been painted originally. Not Recommended Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry surfaces unless required to solve a specific problem that has been studied and identified. Coatings are frequently unnecessary and expensive, and can accelerate deterioration of the masonry. Mortar joints which do not need repointing should not be repointed. Repointing shall not be done with a mortar of high Portland cement content which can often create a bond that is stronger than the building material. This can cause deterioration as a result of the differing coefficient of expansion and the differing porosity of the material and the mortar which can result in serious damage to adjacent brick. Paint shall not be removed from masonry surfaces indiscriminately B. Prohibited Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. Not Recommended Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a building. VI. ENFORCEMENT PROCEDURES Enforcement of the preservation guidelines for the historic district is made possible in the Zoning Ordinance of South Bend, ordinance No. 5565-73. The Historic Preservation Commission shall issue a Certificate of Appropriateness before commencement of any construction, reconstruction, alteration, demolition or moving of any house or structure within the historic district boundaries (see Appendix A). This ordinance, however, does not prevent the ordinary maintenance and repair of any building or structure which does not involve a change in any exterior feature, nor does it prevent the reconstruction, alteration, demolition or moving of any building or structure which the Building Commissioner or other official has determined to be a hazard to public safety. The Historic Preservation Commission will accept applications for Certificate of Appropriateness only from the property owner. Property owners wishing to do, or have done, any work affecting the exterior of their building or land must apply directly to the Historic Preservation Commission on the form prescribed by the Commission (see Appendix A). The Commission will review the application and either issue a Certificate of Appropriateness or else deny the application, stating in writing the reasons for such denial. Upon such denial the applicant may appeal to the Common Council. In making its determination, the Historic Preservation Commission shall consider three factors: first, appropriateness of the proposed work to the preservation of the building and district; second, the detriment to the public welfare if the proposed work is permitted even though it is not deemed appropriate; third, the potential hardship that the denial of the Certificate of Appropriateness would cause the applicant. (refer to attachment). I could only gain access to the porch above the first floor, so I can't proclaim with complete confidence that the gutter system is intact throughout, but from what I saw it is in repairable condition. I believe that there are two things going on with this system; 1. There are some pinholes in the gutter itself causing leakage onto the underside of the soffit. A previous owner made repairs with what appears to be a flowable fill product that dried to produce a flexible membrane. Over time it has delaminated and failed, allowing water beneath it. 2. Lack of maintenance (cleaning) of the gutters on a regular basis, coupled with their shallow interior depth has caused water to pour over the sides, damaging the fascia and soffit. I noticed that much of the fascia/soffit damage was at areas of transition - inside and outside corners; the area's most likely for debris to collect and disrupt water flow to the downspout. I believe that more of the damage was caused by this than by pinholes in the gutters themselves. The paint damage gives it away pretty readily. As for repair vs 5" aluminum gutters; it will certainly cost more. How much, I cannot say. In both cases the fascia and soffit must be replaced and the gutter system and crown moulding removed. In the repair option, more care/time must be taken to remove and salvage the gutters; the crown moulding will have to be replaced at a cost of roughly $7/11 and the gutters will have to be cleaned and lined with a waterproof tape/mesh/membrane and reinstalled. I've never priced that work professionally, but could easily see another $5-$15/1.f. In the replacement option, the new gutters will have to be installed over the new fascia. This should cost in the $7-$8.50/l.f. range. So, Mr. Baxter maybe looking at and increase of up to $13/1.f. Maybe a few thousand more, total. Again, this is all based upon a 15 minute examination of the lower roof. It may be wise to have an independent third party perform a more thorough evaluation of the entire roof.
